>> good morning, 4:30, i'm scott mcgrew. >> i'm kris sanchez, in for laura garcia-cannon. lots to get to this morning. first, let's check your forecast with metrologist christina loren. >> good morning. a live look at san jose. good news, san jose and everybody across the bay area, we have some significant changes coming your way. here's the deal. give and take in the weather department and for today, we're going to cut off some of the humidity but we are going to bring up temperatures. we will be flirting with the triple digits in some spots, still tracking showers on the

radar as well. and i've got that weekend forecast coming up. first, let's check your drive and say good morning to mike inouye. >> good morning. using live shots to show you some of the humidity you're talking about over above the roadway. look from emmiville at that curve. you see the top of the towers cut off but the view on the span just fine. and it's okay as you approach off of the maze. golden gate bridge, different view, slights are not completely visible. but we see those to the south tower. light flow of traffic. nothing unexpected as far as traffic anywhere north of 92. south bay, easy drive as well. construction crews cleared 880 at mission but reports of an earlier big piece of metal there. i'm going to watch the mission off-ramp. crews working overnight to drain and restore the ucla campus after a massive water main break, at least a flood,

maybe 8 million gallons of water. stephan ste stephanie chuang joins us with the latest. >> good morning. crews took three hours to shut off the leak. expected to last well into today, the water pipe that burst was 93 years old, setting a geyser up 30 feet into the air, creating 15-foot hole in the street. police and firefighters rushed everywhere trying to get to people. this happened above the ucla campus, near the famous sunset boulevard yesterday. many people, mostly ucla students, forced to wade through all of the water. others with more than 100 vehicles stuck and stranded in two garages quickly filling up with water. using inflatable boats they were able to save five people. pauly pavilion, basketball court to the bruins, flooded. less than two years after it

went $132 million renovation. >> it's a beautiful structure. it's symbolic structure for this campus. of course we're concerned. we've got to let it dry out and see where we are. >> this happened during the record-breaking drought. californians facing 500 fine if they overuse water. it took time to research which valve could be turned off without affecting service. no word on the cause or how much money it will take to repair pauly pavilion. >> thank you. complaints about water waste are pouring in as cities were quick to catch up with regulations. the recent spike in complaints comes after the state water district said it will spend 500,000 on hiring water police to enforce regulations. i should says santa clara valley district. there's a glitch, keeping local agencies from enforcing state

regulations, santa clara says most companies have to change administrative codes in order to legally issue citations. >> each city has to go through a process and each company has to go through a process to be able to issue fines. >> to do that, some companies need city council or state approval. and as water's being wasted, agencies are doing their best to respond to complaints, sending people to warn that fines are coming down the pike. in gaza, palestinians and u.n. relief works are picking through a splintered school looking for anything worth saving. the school was serving as a u.n. shelter when hit, reportedly killing children in their sleep. the second time a school serving as refugee shelter under u.n. flag has been hit this week. at least 15 people were killed, 90 hurt. the school located in a refugee

camp where tens of thousands are seeking shelter from intense fighting. shells reportedly hit two classrooms serving as bedrooms. u.n. workers among the dead. israel has not commented on this shelling but said in the past it it doesn't intentionally target schools. more explosions lit up gaza city, which was left dark by an air strike that hit gaza's only power plant yesterday. the israeli military is targeting hamas command centers. in three weeks of fighting more than 1200 palestinians killed, as well as 50 israelis. in the bay area today we could hear joseph martin's side of the story, the teacher accused of molesting 14 of his students. lawyers expect martin to testify as his trial comes to a close. he was a longtime teacher at woodside before the charges came out. he pleaded not guilty. according to the contra costa times, his lawyer says he's a victim of mass hysteria but

found child pornography on his computer and suspicious searches. in court today the gang ter arrested along side former state senator yee. facing charges of money laundering and plotting to sell stolen goods. he has a lengthy criminal history back to the 1970s but has claimed to have reformed in recent years. his lawyer says the claims against him now are unsubstantiat unsubstantiated. chow was not granted bail and has been behind bars since arrested in mar. police in mountain view asking you keep your eyes peeled for a woman who disappeared on a business trip to the bay area. blair foley was visiting from wisconsin, disappeared in mountain view over the weekend. last seen leaving the lucky's on el el camino real 2:00 a.m. sunday, near highway 85 overpass. police consider her an at-risk missing person but don't say why she's at risk. described 5'6", 130 blond hair,

blue eyes, carrying a pink black back and black purse. pg&e crews will be in san francisco for a national gas pipeline. if you're in the area, you can probably smell it. along 15th street, pg&e has not given us an exact time but say venting should happen during the day. crews will vent that gas so they can do construction on that pipe. pg&e facing a maximum penalty of more than $1 billion after it was indicted on 27 federal charges. those include lying to investigators in the wake of the 2010 deadly san bruno blast. u.s. attorney filed the indictment yesterday, more than doubling the number of accusations from a previous indictment and adding an obstruction charge. the grand jury report -- accuses the utility of intentionally slowing down the investigation into the explosion and providing false information about the pipeline safety program. in addition, pg&e is accused of

keeping a record it knew were inaccurate, failing to properly assess dangerous pipelines. the company could have to pay $1.1 billion, some say that's not enough. >> i would like to see criminal charges. i would like to see them stand trial and if at the end of the day they are found guilty, they should go to prison. pg&e released a statement saying it does not think the charges are warranted. now time to look at the forecast with meteorologist christina loren. we see again another mild start to the day. >> yeah. another mild start. another day with humidity out there. we are going to slice humidity in half from yesterday. this afternoon, you'll notice that sea breeze picking up. we have hot temperatures coming your way today. right now we are tracking shower activity up in the north bay. and if we see any sort of lightning, this is the only place we're watching for that. northern sonoma county, otherwise waking up mostly clear

in the south bay. we have low clouds starting to develop and settle in along the east shore. temperatures are going to be hotter than yesterday. 91 from south bay. 85 peninsula. 84 on east shore. 72, room temperature san francisco, a stretch of 70s in the city. i'll let you know how long that will last. north bay 89. a comfortable weekend shaping up in wine country. lots to go over. first, a look at our morning drive. hopefully it's light out there because it's early. >> it's light for those who are driving out there. looking toward 880, construction crew has cleared from the transition ramp. but over on the shoulder for some crews. watching the mission overpass, reports of big metal piece of something there in the middle of the roadway. no one's hit it. this got cleared from the chp report, better news toward 880 off of mission. this area with the x, smooth drive southbound 880. the blip, clear roadway. a couple of slower moving vehicles.

i circled what we saw over the last five minutes, orange and red. slowing, crews in that area for 580, looked like they just cleared. swung the camera around, didn't see much. resetting that camera again. a live look at this, anything to show you as far as construction. freeways looking nice, 580, 880 through oakland. east shore freeway, eastbound 580 off the san rafael bridge, which cleared 15 minutes ago. speeds recover heading past the golden gate field area. 4:40. governor brown offers to shelter immigrant children in california at least in the short term new comments as he wraps up his three-day trip to mexico. twitter fills wall street. latest numbers from the company. after a week of closures, one bay area beach ready to reopen this morning.

live picture of gaza city. you see another column of smoke. a u.n. school hit for the second time in a week and children have been killed. we'll have the latest in a minute. washington waiting to see if russia reacts to new sanctions targeting the country's economy. president obama announced sanctions yesterday. in the past, russia has snubbed sanctions from the u.s. and europe burke these sanctions don't just target individuals close to putin, they will hit whole sectors of the economy. technology, weapons the country's largest banks. new american sanctions follow new sanctions by the european union. >> it doesn't have to come to this. it didn't have to come to this. it does not have to be this way. this is a choice that russia and president putin in particular, has made. >> we want to make it absolutely clear that russia's behavior in destabilizing another country, ukraine, is unacceptable. >> 1100 people killed in ukraine

since april. governor brown willing to shelter immigrant children from central america as the nation deals with the gram igs issmmig issue. the u.s. need is along-term solution to the crisis. governor brown made comments after meeting with a dozen religious leaders during his three-day visit to mexico. they discussed the surge of unaccompanied central american children and families illegally crossing into the u.s. >> i would do everything i could to make sure california will do its part to shelter any young children that are in need of protection. there are already a number of young immigrants, young refugees, i certainly would support additional shelters to deal with this particular, immediate challenge we have. >> currently, a naval base in

weather story is we are going to take half 0 the humidity off and bring temperatures up by three to five degrees. 90s are back in the south bay, low 90s, but noticeable temperature bump up from yesterday. 84 on the east shore. 72 in san francisco. very shallow marine layer this morning. however, high pressure is moving in, forcing it to the surface april lot of the low level fog developing at the coast. we'll keep tabs on that. mild temperatures. 60s. afternoon humidity will drop off. by the evening as you make your way home from work, notice that sea breeze increasing, if you drive over any of the bridges, see the fog rolling in as onshore flow starts to take control. tonight, menlo park summer concert series, fremont park, you know it's going to be warm out there but a cool event. free for you and the family.

welcome back. live look at o.co, now that the a's lease extension is almost signed off. east bay can turn its attention to keeping the raiders in town. raiders' lease expire at the end of the season. so far no deal. word davis could shop the team to another city. met with city leaders in san antonio a couple of weeks ago. he says it was a meeting between friends. he would not comment on the possibility of the team moving to texas. however, it's widely known the raiders want a new stadium and
