expected to last many hours today. the pipe was almost a century old, sending a geyser up 30 feet into the air, creating 15-foot hole in the street, taking crews more than three hours to shut off a series of valves and stop the leak. many students forced to wade through the water, up and downstairs, there was mud. others and with 100 vehicles stuck and stranded in underground parking garages filling up with water. crews some using inflatable boats saved at least five people. >> ucla was the sink for this water source. the important thing to remember, we have no reported injuries. the most important thing, everybody's safe. >> tough for many to see this. university's storied basketball court covered with up to eight inches of water at some points. it underwent $132 million renovation less than two years ago. social media blowing up with thousands of pictures showing damage, including this photo

tweeted by a reporter showing workers trying to dry out pauly pavilion. no word on repair costs. this all happening during our record-breaking drought when californians are facing $500 if they overuse water. no word on the cause of the leak. officials saying there's no, quote, magic technology to determine when a line must be replaced. but that replacement line for the city of l.a. is 300 years for a main line. >> amazing. >> exactly. >> infrastructure's important but nobody wants to do it until something like this. >> happens. exactly. >> you don't like to see that, as we are trying to save water. water wasters facing hundreds of dollars in fines. now we're learning glitches keeping people from having to pay up. derek shore joins us live in san jose. city leaders and water companies trying to catch up with new regulations, we can fine you, but not yet. >> reporter: good morning. we are here at a business complex in san jose, a few minutes ago we saw the

sprinklers turn off. watering the grass as well but also happened to be watering the sidewalk very well as well. in theory, this could be reason for a fine. but we're learning it's tough for local agencies to legally be able to cite water wasters. earlier this month the board implements the emergency regulation which would include threat of $500 fine for wasters during the drought. most cities and water providers are racing to catch up with emergency regulation. the santa clara valley water district tells us most have to change through administrative code to legally issue citations, some need city council's approval, some approval from the puc. >> each city has to go through a process, each water company has to go through a process to be able to issue fines. >> reporter: cities and companies saying the fines are necessary pointing at recent numbers showing despite the governor's request to cut back on water by 20%, numbers show

usage rose 1%. it decreased 5% here in the bay area. back out here live, you can see some of this water along the roadway, this is what they are trying to cut down on in this does not mean water wasters will get a free pass. eventually all of the agencies will be able to to write tickets, some sooner than later. always a good idea to watch your water usage. live in san jose, derek shore, "today in the bay." new this morning, fire crews have just put out this fire in oakland. flames from earlier pouring out of the house. it's not known whether anyone was inside at the time. there are no reports of any injuries. this happened on melrose avenue a few blocks away from fremont high school. one of the central figures in a corruption case connected to leyland yee will be in court.

live outside federal court in san francisco, nanette, the gangster is going to face the judge. >> reporter: that's right. it's his turn april grand jury expand the charges against raymond "shrimp boy" chow. he'll be in court on the new charge. racketeering is a series of criminal acts to promote a corrupt enterprise. prosecutors say the 54-year-old was running a criminal organization that trafficked guns, drugs, and stolen goods and laundered money through a chinatown gang which undercover agents infiltrated during a years'-long investigation that netted more than two dozen arrests. agents say chow headed the gang since 2006. the racketeering charge on top of a slew of other previous charges that include murder for hire and corruption. his attorney says all of it is a fabrication and the new indictment is actually good news. >> for them to come out with a

superseding indictment is alleging the same facts as the original dime is a sign of weakness in the prosecution. >> reporter: the new 88-page indictment adds racketeering charge to suspended state senator yee who will be arraigned this week on that. former school board member keith jackson pleaded not guilty monday for racketeering. chow remains at the jail in dublin. his lawyer is likely to push for bail today. one count of corruption actually carries potential sentence of 20 years. >> thank you. two brothers accused in a 1989 cold case murder in the south bay will be back in court today. prosecutors want to try david and robert zimmer together, charging them both with murder. police say both brothers were involved in the murder of david's estranged wife kathy in 1989. her strangled body found wrapped

in a quilt in the trunk of her car parked at san jose international airport. investigators say it was that quilt which helped lead them to the zimmer brothers. people who have been kept out of their homes for days can go back as crews battling two wildfires make significant progress. authorities lifted the orders for half of the homes in the path of a fire, burning on the western side of yosemite national park. the fire, which destroyed 19 homes, is 85% contained. now crews can focus more on another fire, about 100 miles to the northeast of sacramento. they only have that fire about 19% surrounded. weather conditions for fighting fires may not be that great today. meteorologist christina loren is in the studio. >> here's the thing, we could see dry lightning, which is bad news. we do have rain and actually good precipitation rolling over yosemite, as we speak. this is where the bulk of the moisture is. i have to point out, all of this

the tower. driving, able to make your way into and out of san francisco so far without problem for visibility. nice easy drive. you'll see late morning build at the toll plaza because of the 12:45 game, giants playing midday game. oakland, kris told you about the fire knocked down in oakland but traffic control, melrose at 46th, watch that. but 580 and 880 smooth through the area. light volume of traffic in the east bay. subtle build out of the altamont pass. toward livermore for west 580 and sisabel. the buildup at the dublin interchange. easy drive with south bay and northbound route. 49ers first season has not started but the team's apologizing for the gridlock. the niners released animated tutorials to help people get to and from the stadium.

they do not want to be a repeat of candlestick park which was of course notorious for traffic delays. a concern after open house with season ticket holders friday left many fans frustrated by the traffic. 49ers sent an e-mail apologizing saying it's a work in progress. 49ers will meet after every game to improve traffic flow. >> business owners around the stadium are wored the traffic trouble is going to become their trouble. many streets near the stadium have signs prohibiting parking on game day. people say that could direct tailgaters into the business parking lots and some are installing fences to keep them out. >> to have a quiet and safe working area, having a game day, people coming here early, a lot of activity. >> other companies say they'll have extra security guards working game days to keep parking spots open for the customers. >> 5:11 now. new effort to stop phone companies from sticking you with

out in the tri-valley. waking up with low 60s in the south bay. upper 50s at the coast. and temperatures overall today hotter. though you may not notice a difference, we are going to drop humidity. this is what we're working with, building sea breeze, 60 and 70s at the coast. inland hot spots on the warm side, 80 and 90s. as we take away humidity, what we call the heat index, it goes down. true temperature is going to feel like 85 along the peninsula for today whereas it felt ten degrees warmer with the moisture out there yesterday. 91 in the south bay. 72 in san francisco. north bay today, 93. a comfortable day shaping up for you on the east shore. san francisco, giants back at it, a close look at that forecast at at&t park. i can tell you, looks like weather's going to play a factor. hot spot in the tri-valley 97.

temperatures going to stay steady as we get into the weekend. a lot going on. tonight, there is an event happening in redwood city. music in the park, 6:00, 84. by 8:00, 77. lots of people go out there. absolutely free. here's mike. >> good morning. redwood city outstanding outdoor events. bay bridge, outdoor event almost all of the time. smooth drive off the east shore freeway. cash lanes open and smooth drive off of the berkeley curve. low clouds hovering around for now. no problems with visibility across the bay bridge. coming up through oakland, 880 past the coliseum, good volume of traffic. tiny bit of slowing around the high street high-rise. we're looking at a light volume southbound toward san mateo bridge. looking at your maps, pick your path around the bay, nothing unusual about these patterns.

tri-valley, out of the altamont, slowing into livermore, mild slowing around north livermore and at the limit until the dublin interchange and you have slowing as folks make their way to the transition that connects you to southbound, 680 smooth through sunol. no delays for 101 or 87. we don't see slowing now. watching roads and rails, no delays for imagine transit agencies. great news if you want to take an alternate for driving you go along for the ride. new round of crash test reports are out, raising questions about the smallest cars on the roadways. latest round of testing by the insurance institute of highway safety found only the mini cooper countrymen received the highest ratingen the frame keeps the space around drive somewhere passengers intact and lets the seat belts and air bags do their job. what happens when the front corner crashes into something at 40 miles an hour. 7 of the 12 cars tested received

acceptable or marginal ratings. four others received poor ratings including the fiat 500 l, nissan's juke and the leaf and mazda 5. >> survival space wasn't well maintained. that means things are pushing against the occupant, pushing on the legs. >> manufacturers of the cars point out that all four did well in other crash tests and plan improvement to do better. new this morning, european advance team turned back from another attempt to reach the crash site of malaysia airlines flight 17 in eastern ukraine. the team works for the organization for security and cooperation in europe. and they were trying to make sure the area was safe for crash s investigators but it's not. the team turned back after talking with rebels. safety concerns and separatists have kept that investigation away. foreign governments whose

citizens died in the crash say the site's not secure and bodies have not been recovered. in the last day of fighting the -- 19 people have been killed in the area. the man critically injured during a rare lightning strike on venice beach is improving. still in the hospital and officials are keeping his name private. he's a lifeguard off-duty when that storm hit sunday. the strike killed a 21-year-old college student and injured a dozen other people. the lifeguard suffered the most severe injuries the storm lasted 15 minutes. happened right in the middle of the day, when the beach was crowded. no strollers, no high chairs arc sign outside a restaurant is causing controversy by banning children from the dining room. prohibiting strollers and high chairs, the sign states, crying children are a distraction to diners and will not be allowed in the dining room. the signs are offensive say

tickets are at the local level. a convoluted mess. >> it's tough for them. it's not very uncommon to see plenty of well watered grasses in places like san jose, especially at the business park. sprinklers going off here a little bit ago. they did a good job, they also did a good job watering the street and the walk here we're learning water wasters may not be too scared of those fines because of these issues. it was earlier this month that the state water board implemented emergency regulation which would include the threat of a $500 fine for water wasters during the drought. racing to catch one with the regulation, the water district tells us most have to change their administrative codes to legally issue citations. some need city council approval, some from the state puc. home owners a they're already doing their part and businesses should be doing theirs.

the school was hit by israeli tank shells, reportedly killing children in their sleep. the second time a school serving as a refugee shelter under a u.n. flag has been hit this week. 15 people were killed, 90 hurt. the school, located in a refugee camp where tens of thousands of palestinians are seeking shelter from intense fighting. shells reportedly hit two classrooms, serving as bedrooms. u.n. workers are among the dead. israel has not commented on this shelling but said in the past it does not intentionally target schools. more explosions lit up the city, mostly dark there because air strike hit gaza city's only power plant yesterday. israeli military says it's targeting hamas command centers. in three weeks of fighting more than 100 palestinians killed and 50 israelis. >> police in mountain view are asking you to keep your eyes peeled on a women who

disappeared. blair foley visiting from wisconsin and disappeared in mountain view over the weekend. she was last seen leaving the lucky's the about 2:00 in the morning sunday, that's near the highway 85 overpass. police consider her at risk. however, they will not say why they consider her at risk. 5'6", about 130 pounds, with blond hair and blue eyes. at the time carrying a pink backpack and black purse. pg&e in san francisco to vent a natural gas pipeline. you may smell this. it's going to happen on 15th street, pg&e has not given us an exact time but say venting should happen some time during daylight hours. crews vent the gas to do construction on the pipe itself. pg&e facing a maximum penalty of more than 1 billion after it was indicted on 27 federal charges, including lying to investigators in the wake of the 2010 deadly san bruno blast.

u.s. attorney filed new indictment yesterday, more than doubling the number of accusations from a previous indictment and adding obstruction charge. the grand jury report uses the utility of intentionally slowing the investigation into the explosion and providing false information about the pipeline safety program. in addition, pg&e is accused of keeping records it knew were inaccurate and failing to properly assess dangerous pipelines. the company would have to pay $1.1 billion but some say that's still not enough. >> i would like to see criminal charges. i would like to see them stand trial and if at then of the day found guilty, they should go to prison. pg&e released a statement saying it does not think charges are warranted. check your weather at 5:37 this morning. christina loren says less muggy. did i get that right? >> less muggy. >> good. >> i know, i know. you and all of the ladies in particular will be happy to

though that our normal bay area weather will be back. half as muggy today as yesterday starting out at 60 in oakland. 61 san jose. getting 50s out there this morning. waking up with that in san francisco. as we get into your afternoon, onshore flow going to try its hardest to take control of the forecast. high pressure and the monsoonal moisture in control for the first half of today. by this afternoon, late afternoon, into the evening, notice that sea breeze returning which means much more comfortable night shaping up for you. for those who don't have ac, it's been tough over the past few nights with mid-60s. tomorrow, more of the 50s. 83 degrees on the east shore today. 85 on the peninsula. 91 degrees in beautiful san jose. as we get into the weekend, temperatures are going to stay nice and steady. here's the deal, steady for today. tomorrow and even on friday, temperatures going to creep up a

touch. as we get into saturday and sunday, and it is wednesday, we want to help you start thinking about the weekend. it will be on the hot side inland. 90 on saturday in the south bay. 87 on sunday. but if you want that heat released, gorgeous conditions at the beach. saturday and sunday, talking about 68 degrees in monterey on saturday. 64 on sunday, ocean beach at 68 degrees on saturday. 63 on sunday. and this might be the last day but still getting those warm ocean temperatures for part of the bay area. we'll talk about that coming up. right now check your drive. surf's up here. what's up on the roads? >> hanging 45, 50 through dublin here. we did have slowing. i had this live view. we saw this backup rippled back. moves smoothly here at el charro but over the last couple of minutes, there was a crash reported around hopiard. i saw that ripple back through the area.

welcome back this morning. president obama is in kansas city to talk about the economy, but also on the forefront of those new sanctions announced against russia. "today in the bay's" tracie potts tracking the story from washington, d.c. good morning. >> scott, good morning. new sanctions are different than what we've seen before, before the u.s. targeted individuals and companies of individuals that were close to putin. now hitting whole sections and key sections of the russian economy. like technology and defense and the banks. several largest banks targeted by the latest sanctions. president obama says, i'm quoting here, it didn't have to come to this, it was russia's choice. u.s. following what the european union did and it's tricky for the europeans because they have economic ties to russia. germany, for example, gets a third of their oil from russia. all of this triggered by the

investigation of the crash of flight 17 and the fact that the russian-backed rebels in ukraine don't seem to be letting investigators in as often as they need to get answers. so now, the europeans and united states, president obama, pressing harder hoping that russia will back off. >> tracie potts. seeing any impact yet from the sanctions? >> well, you know, to some degree, yes. the second largest bank in russia saw its shares drop 3% over the last 24 hours. so, the u.s. of course will be monitoring closely. they were announced yesterday to see if this has a bigger impact than the previous sanctions on russia's economy overall. >> thank you. happening today, we could hear joseph martin's side of the story, the concord teacher accused of molesting 14 of his students. lawyers expect martin to testify today at the trial coming to a close. a longtime teacher at woodside elementary school before the

the mosquitos were found. you can see it here on the map, highway 101, north of the san mateo bridge. now, as long as the weather corporates crews will fog between 9:00 tonight and 5:00 tomorrow morning. afterwards crews will collect more mosquitos in the area and if they find the virus, they may fog again. a pleasanton park popular with swimmers will reopen today. water quality tests at shadow cliffs park show bacteria level significantly improved since the park was shut down. geese whose normal watering holes dried up, overran the park. and thus abundance of goose droppings contributed to e. coli contamination. oakland's is still closed because of toxic blue-green algae in the water. just overwhelmed by the visual. >> goose poops.
