our newsroom this morning appears to show the moment an israeli strike hit a crowded shopping area in gaza. that ambulance you saw in the beginning of the video rolled in right before that explosion. this video has not been independently verified by nbc news, but 16 people were killed and more than 200 others hurt in this strike alone. and this is believed to be one of 20 is attacks the israeli military carried out on what it calls hamas-ruled targeted in gaza since midnight alone. also new this morning, international team of investigators has finally got access to the wreckage of the plane shot down in eastern ukraine. the team includes police and forensic experts. they'll begin by retrieving bodies and collecting victim's belongings. pro-russian separatists control access to the site, they're suspected of shooting down the plane. journalists say rebels allowing

them into the crash site. keep reporters from going any further. in just a matter of hour, leland ye will walk into a federal court again to answer to a new charge this time of racketeering. "today in the bay's" stephanie chuang joins us live from outside the federal court house in san francisco, and stephanie, he was already facing very serious charges, but this one, racketeering, the conviction carries a prison sentence of 20 years. >> reporter: that's right, good morning, kris. $250,000, this could have serious impact. and now some legal analysts say this is a smart move because not only can prosecutors then bring in new evidence, this may also prompt some of, or all of the 29 co-defendants in this case that nauk hopes of a better deal. now the latest charge alleges that leland ye and the others tried to get bribes in exchange for political favors. helping to spring votes from medical marijuana to limiting workers compensation claims in the nfl. the government is getting a picture of a man who established a pattern of criminal behavior,

violating the federal racketeering app known as rico. something we used in previous and similar cases against other politicians. now our legal analysts dean johnson says while he isn't in line for a plea deal, most of the others are probably hoping for one. >> one of these people named as defendants might turn up later as government witnesses. >> reporter: that does not include raymond shrimp boy chow. he was here yesterday, formerly charged with a racketeering. his attorney says chow is a reformed gangster caught in a three year undercover operation. we should mention the charges is not the only heavy one. of course the former corruption and fraud charges also carry pretty heavy prison sentences of up to 20 years as well. set to be here at the courthouse at 9:30 this morning. stephanie chuang, "today in the

bay." >> thanks, steph. officers were called to the area of the drive and santa paula avenue about 8:15 last night. they found someone helping a 20-year-old man, he'd been shot in the stomach. the victim was rushed to the hospital. he's expected to be okay. officers say the shooting actually took place about a mile enough away near manner drive and ocean avenue. a car hit one of their patrol cars. san jose police are hoping to identify a suspect wanted in a home invasion robbery. neighbors still on edge on anju creek court in the neighborhood. "today in the bay's" derek shore is near the crime scene with more. >> reporter: last year it was quiet until this brazen home invasion robbery that left a

17-year-old tied up. investigators say that 17-year-old was home alone at the time just before 1:00 yesterday afternoon when the suspect smashed out a piece of glass in the back of the house here on the court in the neighborhood. the suspect confronted the high schooler at gunpoint, tieing him up with zip ties, demanded money and took off only after the teen was able to tell him where to find valuables. suspect was wearing a disguise during the robbery, and after he took off, the teen was eventually able to get himself untied, call 911, one neighbor said he didn't know what was going on, but he did hear his dog barking. police are pouring over video, plenty of neighbors have cameras, and that includes the victim's home. in the men time, the victim's mother tells us offcamera he is

recovering physically he's doing okay, but he was very shaken up. we are in san jose, derek shore, "today in the bay." happening now, a search and rescue for a woman on mt. hamilton. that woman somehow reportedly got separated from her husband during a hike last night. he called the search and rescue after he last saw her at 7:30 last night. reported her missing at 2:20 this morning. we have a crew headed to the scene. we'll bring you details on the search and rescue. already big leaguered san jose police department could do away with motorcycle cops. they are planning to cut the motorcycle traffic unit. part of the plan would be to move them to patrol cars. spokesperson for san jose police department says this will give the department a better way to respond to 911 calls. a final decision is expected soon. while it might cut motorcycles, they are adding a

drone to the force. they used federal grant money to bite $7,000 drone which will only be used, they say, by the bomb squad to better assess threats. since it was bought with federal fund, bomb squads in san francisco, oakland, and other bay area agencies can use it as well. well let's check your forecast. we'll give you a live look at the campout out at at&t park. we haven't seen a whole lot of movement yet, but i think some of the sea gulls are ready for breakfast. let's check the forecast with christina loren. where there are kids there are crumbs, where there are crumbs, feeding frenzy. we have a live camera, we'll show you that. # 0 degrees at -- 60 degrees at livermore. it's close to 60. when it's cool it makes you want to sleep in. although that sun is now making an appearance. we'll see some of the kiddos wake up as we head throughout the next half hour looking

here are today's top stories. israeli prime minister benjamin netanyahu says his military will destroy the tunnel network of hamas with or without a cease-fire. overnight israel carried out about 20 attacks in gaza. leland ye will walk back into a federal courtroom to answer to a new charge,

racketeering. last week prosecutors filed new charges against ye in a far reaching scandal. now he's charged with a bribery, money laundering, gun running and racketeering. >> 49ers line backer alden smith will meet face to face with nfl commissioner roger goodall. they are expected to meet next friday in new york. that's the day after the team's first exhibition game in baltimore. we're still waiting to learn if smith will be suspended for several run-ins with the law over the past few years. you can see the front of the plane is destroyed. after the plane grazed the top of the target store, it knocked down a light pole. two people were treated for minor burns. crews were called in to

rescue a woman who lost her footing climbing down a steep hill. her fall caught on camera, there she goes. this happened near pasadena down the steep incline before getting snagged in the tree about 50 feet above the canyon bottoms. she was skinned up, she's going to be okay. the accident happened yesterday, the same day that officials then announced there were going to close the area due to that steep dangerous terrain. a follow up now to up to 900 cars are still stranded in murky water in underground garages at ucla. officials now saying that as many as much as 20 million gallons of water gushed from a broken pipe, flooding parts of the university. double the amount than first reported. sunset boulevard will remain closed at least until tomorrow night as crews work to repair the massive sink hole left behind. buildings were damaged including the iconic poly pavilion.

it buckled and now parts needs to be replaced. last night six men were pumping water from the pavilion and had to be treated for exposure to carbon monoxide from the generator they were using, but they are expected to be okay. ucla says it was a city pipe, so the department of water and power should have to foot the bill for the damage. the dwp meanwhile has already set up a claim's process. we continue to cover breaking news this morning. we have a photograph of the woman missing on mt. hamilton. right now search and rescue teams scouring trails for kris for that tax cut. she was walking late last night on the smith creek trail or last evening anyway. somehow, the two of them got separated. her husband said this happened about 7:30 when she was not around by 2:20 this morning, he called police. search and rescue arrived within the hour to look for her. we have a crew headed to mt. hamilton as well. we will bring you a live report

as soon as our crew gets there. firefighters struggling to save giant's se coy yas as a large bield fire has continued to flaired up. near the western side of the park, just a few miles away and directly in the path of the inferno, the grove of giant trees. this is 34% contained. judge ordered a psychological evaluation for girt accused of starting this massive wild fire. it destroyed 36 homes and one business back in may. the girl was charged with at least one crime, but prosecutors are not revealing what that charge is. judge has ordered other to observe a curfew while she lives with her parents. its only been a month since santa cruz rationed water. several people hit with huge fines for wasting water.

the santa cruz water department says one man let his toilet run for eight days. he opted to go to water school because that's a thing now. he got out of paying the fine. others, not so lucky. water educators like the one approved in santa clara county, they've been patrolling for two months now leading to half a million dollars in fines. last month alone. residents paid nearly $350,000 in fines for water wasting. >> here's the question though, when your toilet's run, it's annoying. how could you not be annoyed? >> shut it off down at the valve and get a plumber or do it yourself. or have to go to water school. >> that's a thing. it is 6:18 now. time to check the forecast as we look live downtown san jose this morning, christina's getting a chuckle as we have potty talk this morning. >> jiggle the handle. jiggle that handle. >> how can you stand it, right? >> it is the worst. the worst. so yeah, that's my trick, right. no, you get it fixed.

sunshine. basically down with the midlevel clouds for today. 85 on the peninsula. east shore today, 83 degrees right at room temperature in san francisco and wine country today. little hot, 90 degrees. but overall, temperatures are going to drop off as we get into this weekend. tomorrow we peek. then for saturday and sunday, when you might have the days off and you want to get outdoors. not too bad. not unbearable heat. we'll be at 89 degrees in the south bay on sunday and 70 in san francisco. and the fremont festival is happening this weekend. you might to want head out there. mike's going to be there on sunday. temperatures will be comfortable. this is a place you might to want bypass if you can. . you live out in the tri-valley, temperatures will be hot and really not fluctuating all that much until next week. we'll be down toot mid-90s by monday. we'll keep dropping you off through wednesday. as promised, here's mike inouye. and mike, what time are you going to be out thereto? i'm a big fan and need your autograph. >> let's bartender you're a fan of -- pretend you're a fan of mine. roughly around noon, that's when

it is 6:25 now, tesla has officially signed with japanese electronics company panasonic to build that massive battery plant it wants somewhere here in the u.s. the companies announced a deal this morning but have not said where it'll be built. the plant will produce battery cells, modules and packs for the electric cars and for the station nation market. it'll employ 6900 people by 2020. under the deal, tesla will prepare, provide, and manage the land and the building. panasonic will make and supply the battery cell. driverless cars could be on the road in britain inless than six months. the country plans to start a three year trial program in january in three different cities. the plan will include two kinds of driverless technology.

one will have the ability for the person to take control. the test cities have not been named yet. >> i prefer the prior. this morning, tart announced its hired a executive brian cornet as its new ceo. he will replace greg who was ousted in may following a massive data breach. cornell who leads the u.s. food unit is the former ceo of sam's club and also the arts and crafts retailer, michaels. this morning, sfo will unveil a smart phone app to help visually impaired passengers through the airport tricky terminals. developed through a program of the san francisco mayor's office, the airport partnered with a leading technology company and created that within five months. the airport will hold a news is conference this morning to introduce the prototype app today. their people will get to find out how the app works. >> the camera will develop

bill has been sitting on capitol hill for weeks. whittled down by a billion dollars in the senate, house republicans want to the spend much less and are at odds with themselves over the cost. also the highway trust fund set to go bankrupt next month may stay that way until after the summer break. >> imagine how much further along we'd be, how much stronger our economy would be if congress was doing its job too. >> reporter: there's a last minute push today to reform the va, hiring more than doctors and nurses. and allowing vets to go outside the va for care. the house did vote to sue president obama. >> this isn't about republicans and democrats. it's about defending the constitution. >> the president has gone too far. >> we take time on a suit to sue the president of the united states. but we don't have a bill to bring jobs home. >> reporter: too many executive orders boehner says, changing what congress already approved. the lawsuit focuses on the

east, we're going cut off that tap. it's going to be drier, but temperatures are are going to come up. # 0 in the south bay. # 5 in peninsula. and 72 degrees room temperature for today in san francisco. the north bay, at # 5 degrees. a little bit warm in oaktown at 78. and you're looking warm ourt in the tri-valley at 99 degrees. but this heat is going to break. we'll tell you when coming up. right now let's check your drive, here's mike. look at the camera we have right by the oakland coliseum. faces north and going away from us towards high street. i'm not concerned about the northbound side. that's smoothly southbound with the headlights moving smoothly at the coliseum. look at the map before you get here, just south of 980 all the way down towards fruitville. we have a slow drive. right there south of 23rd. glass and wood debris block the two right lanes. half of the freeway is blocked by debris and maybe a truck there. might be one of the trucks carrying a glass in the bag. we'll see. we'll just have that as a

hypothesis for me. it means guess. smoother drive. still slow down the east shore freeway and the metering rights are on at the bay bridge toll plaza. we're looking at a pleasant crime today. the two crashes cause a slowing there. meanwhile the rest of the bay nothing unpredictable. northbound routes through san jo jose, we're looking to the 152 westbound. overnight we have a tomato spill at casa de fruit. westbound towards i-5 it's clear. eastbound towards i-5 is clear. westbound is serving, i'm disturbed from my speaking. we have more company but no problems here. things are bogging down. we have a couple of onramps. there we go. take a break and a deep breath.

>> have a coffee. multimillion dollar mansion is on hold after the owners reportedly broke their deal with the city of woodside. >> look at this sprawling home, courtesy of google maps. according to the mercury news. the owners had to stop remodelling the mansion because city officials said they were knocking down too much. they're only approved to make small additions, but when the planners stopped by. they found the entire first floor had been demolished. the man got a lot of attention back in 2005 when it was sold for a record $117 million. the owners are going to meet with the city tonight and see how they can move forward. >> if you're only supposed to knock down a certain amount. you don't ask for forgiveness, you ask for permission, right? it is 6:37 now, still ahead, can the giants turn around their season and what will it mean ahead of today's trade deadline? amy g. has your black and orange report next.

"today in the bay's" stephanie chuang joins us live from the federal courthouse this morning, steph, this new charge carries the sentence of up to 20 years in prison. >> reporter: that's right, good morning to you, kris. and you know, while some of the existing corruption and fraud charges carry similar sentences and quarter million dollar fines, this racketeering charge could have a significant impact on the case. fist of all, prosecutors can bring in new evidence and legal analysts say that this racketeering has not come up in similar cases against other politicians. other politicians, but the government is painting a picture of leland ye of a man who built up a pattern of criminal behavior. violating the federal racketeering act better known at rico. they are accused of trying to get bribes in exchange for political favors, helping to swing votes on everything from medical marijuana to limiting worker's compensation claims in the nfl. while the latest additionals charges could prompt the 29 co-defendants in this case to talk in exchange for plea deals. one defense attorney says a revised indictment to include

found. right now, no new details about her condition, but according to the santa clara county sheriff, she has been found. she was separated from her husband last night on the smith creek trail about 7:30 last night. when she did not return home by 2:20 this morning, he called in police. again, 61 years old, she has been located safe on mt. hamilton. oakland police officer fired for throwing a tear gas canister at protesters is now back on the job. arbitrator has overturned the police department's determine -- termination of robert roche. he ordered the department to give him back pay. this according to the oakland tribune. in october of 2011, he was caught on camera throwing a grenade into a crowd of unarmed occupy protesters. it happened less than a minute another after officer hit iraq war veteran scott olson in the head with a bean bag fired from a shotgun that caused permanent brain damage. the city settled that case
