breaking news in san francisco. rescue crews scouring the shores for a man that jumped off a boat that ran aground. stephanie chuang is live at the sustain. you smell fuel, there's a spill as well? >> reporter: yeah. you can smell it more when you're closer to where the boat is submerged half way there. good morning to you scott and laura. we understand the coast guard got the call around 3:30 that a man on the small fishing call made a disstressed call saying that he was going to jump ship. two and a half hours later, still no sign of that man who apparently jumped his boat. firefighters responded with a rescue boat. the coast guard has a helicopter as well as a rescue boat searching for many man right now. you can see as josh zooms in closer where the boat is. there's a red flashing light, it is half submerged. to the left it's more difficult to see, it's a flashing white light. there's a beacon with a life

raft. that was not there when firefighters first got here but they searched the boat as well as that life raft. no person found. they also thought they had found someone near the cliff house. they had to cancel an ambulance because that was a beach goer. right now of course the concern is that it is very cold. the sur sf quite rough, and so it makes the search a lot more difficult in that because the water is so cold, the person who jumped ship, if he is still in the water may have already suffered hypothermia. in fact of course that sets in quite quickly. the hope is he was able to make his way to land. so far though again, no sign of this man who was on that fishing boat. the other concern this morning is that some fuel did spill. diesel spilled, as scott mentioned, they don't know exactly how much. although i imagine because it is much lighter out now, it just got light out in the last few minutes. that the search will be more easy. and that hazmat crews will be

able to come out here and figure out what to do about the diesel spill here. so again, the coast guard we understand also is focussing its search more towards the golden gate bridge because of the tide. crews now trying to get in and get more information as again, it is lighter out now. live in san francisco, stephanie chuang, "today in the bay." >> thank you, stephanie. 6:30 and happening now, 14 wild fires are burning out of control in northern california. and this morning, bay area firefighters are on their way to help. a state of emergency is now in effect, freeing up much needed funding and evacuations are under way with more possible as the day goes on. firefighters from all over the state are gearing up to help, including a south bay crew that left overnight. "today in the bay's" derek shore joins us live in san jose. and the firefighters are on the road, but their destination so far is still up in the air? >> reporter: that's right. firefighters from santa clara

county here in san jose left but aren't sure exactly which fire they will be responding to. that strike team responded yesterday, and are heading out, but they have not got their assignment. they will be headed to one of the 14 fires burning in northern and central california which are capping out cal fire resources. the eiler fire is burning right now in shasta county and quadrupquad r rupled in side over the weekend. prompted evacuations that includes a small long-term hospital near the town of bernie. more evacuations are possible and the fire is not under control. firefighters from alameda fire have also joined the fight. they say that the news that governor jerry brown declared a state of emergency is a good thing. >> state of emergency is a good thing. one does helps us to get financial obligations from the federal government. it's opening the doors to hopefully help other finances come in. in addition to that, it helps with getting the military to provide personnel and

apparatuses and equipment. >> reporter: at last check, one strike time from contra costa county and two strike teams from san mateo county were deployed. there will be no reduction in fire services or any fires or medical calls locally. as for funding, that does mean federal funding could be put in place because of that state of emergency which of course will help a cash strapped california fight a number of fires across the state. that's the latest in san jose. derek shore, "today in the bay." city of palo alto set to impose new water restrictions at the city council meeting tonight. under the new restriction, using hoess without shut off valves would be prohibited letting your sprinkler water run off, washing sidewalks and driveways. also violations and anyone caught violating the restrictions could be find up to $500 a day. the move comes after the state adopted emergency drought regulations last month ordering local governments to cut back on

water use. some of the toughest water restrictions in the state are just down the coast in santa cruz. since may, families in santa cruz have been given of a monthly water ration of ten units of water. 7500 gallons to use for everything including lawn care at $3 a unit. if you go over what you're allotted, the price jumps to $50 a unit. according to mercury news, 90% of people did not go above it. they've cut by 26% and using about half as many per capita per day than the state average. 6:06 on this monday morning, live look at downtown san jose as we get ready to check your microclimate forecast. rob season in for christina -- rob is in for christina, good morning. >> good morning. interesting forecast. clouds and drizzle you would normally expect that around san francisco. what's unusual is a chance of seeing rainfall or a chance of

thundershowers later on. right now temperatures in the upper 50s to low 60s outside and you can see the mixed bag of clouds we have around the bay area right now. san francisco with drizzle with the low clouds. and you can see here on the satellite and radar, be very interesting, rain pulling away from the sierra. moving into the central valley. at times a few showers on the east side of those east bay hills, but again, through the day today, more of the moisture coming from east to west into the afternoon. part of the weather system that caused big time problems out in southern california yesterday. lots of thundershowers, downpours, that same system now we're seeing this morning lift to the north. so between now and about tomorrow afternoon we'll see the muggy conditions, increasing clouds and an increasing chance, especially later today into early tomorrow of seeing some rare summer showers moving into the bay area. temperatures today, muggy conditions outside, close to 80 in san jose, # 5 in saratoga. areas to the south around gilroy and monterrey will have a chance of seeing brief showers or thundershowers later on today. santa rosa looking at

temperatures in the mid-70s and around the tri-valley, you have your temperatures today in the low 80s. first half of the week, tropical feel to it, that's a slight chance of showers at times and skies clear and the temperatures climb for the second half of the week. now for a check out the monday commute, here's mike. we have better news for bart riders, spelled out on the screen for you, bart's resuming at regular service. that's what we're told. the earlier 10 to 20 minute delays out of daly city station, sounds like those have been resolved. expect minor delays as folks are getting back on track, they're on the track i should say, back on schedule there in both directions towards sfo or the east bay. no delays reported all morning fortunate rest of the agencies. roadways through the area also moving nicely. 280 through daly city and 101 from the airport into san francisco. smooth drive there. down the east shore freeway. that's west 80 through richltd and into berkeley. we had earlier problems at university avenue. the off-ramp reopened after an a roadside fire. no lanes were blocked, but that

caused slowing there and the approach to the bay bridge. let's look live at the bay bridge and show you the volume of traffic. the lanes off to the left approach, those are near the bottom of the screen. they are looking a little clearer. your cash lanes to the end of the parking lot there. rest of the folks back to west grand avenue. back to the maps, east bay and the approach, the peninsula, no delays there. tri-valley and the castro valley with a typical build. northbound 101 with slowing from 680 up to 880. that's lighter than 20 minutes ago. we'll see a second burst and we have a dublin flow. westbound 580 does show a good volume of traffic out of livermore and dublin. here by the time you get to the it's a hurrah, close to the -- it'stassajarit's a hatassajara tassajara. >> welcome back laura. >> thank you very much. new details about what's going to happen to the old span of the bay bridge. we have a live look at the new span that we're all getting used

showers spreading across the rest of the bay area tonight. we'll talk about the rare august rain chances coming up. and we're looking across the bay, flashing lights, this is a san mateo bridge westbound, commute direction, some activity going on now. this is off of the roadway, but we'll see thousand plays out between the toll plaza and the flat section. we'll watch that as well as the bart delays coming up. here are the top stories. man jumped ship near the cliff house in san francisco. ran aground spilling fuel. the man is missing. we're not clear to exactly when this happened, but the boat's there now. strike teams from san jose

and alameda county are on their wap to help fight more than a dozen wild fires burning in california. one of the biggest is the eiler fire in shasta county. it quadrupled in size tonight. destroyed eight homes. people in toledo, ohio, now being told not to the drink their water after toxin was found in the water supply. the toxin may be from algae on lake eerie, but more tests are definitely needed. the state trucking in water and other supplies for 400,000 people until the water is deemed safe. it is 6:14, developing story in the middle east, israeli officials believe militants are responsible for an attack where someone rammed a construction vehicle into a bus in jerusalem. amateur video was taken after an excavator knocked the bus on its side. you can see the exinnovator swinging its arm around, hitting the bus. then gunfire erupts. israeli media say police shot and killed the attacker.

several people were injured according to local reports. now the attack comes in the middle of a seven hour cease-fire between israel and hamas. back here locally, thunderstorms expected in southern california today after downpours turned deadly. . >> this morning trails and campsites are caked in mud after flash flooding washed out hillsides and swept cars off the roads. at one point, a group of kids were trapped, but they have been found. most of the flooding is happening on mt. balding, northeast of los angeles. that is where "today in the bay's" reggie calar joins us live, good morning, reggie. >> reporter: good morning. l.a. county authorities and san bernardino county authorities have been busy all night performing rescues after flash floods hit the area. we are about four miles from bear canyon road. that's where a man was found dead inside a vehicle. flash floods swept want a prius

authority. l.a. sheriffs ais a 48-year-old man was found dead inside the car he was in was filled with mud and debris. authorities believe he drowned, but the coroner will determine the official cause of death. homicide detectives are still investigating until the official cause of death ask determined -- is determined. rescue crews came across a vehicle under a bridge also covered in debris, mud, and rocks. they busted a window to see if anyone was inside. fortunately that vehicle was empty. on a side note, the san bernardino county search and rescue teams rescued two hikers that were lost on the mountain here in mt. baldy and those hikers fortunately were not injured, but they became lost after fog moved into the area, and they lost sight of their party. fortunately the hikers are recovering at arrowhead regional medical center and not hurt. the very latest near mt. baldy, "today in the bay." >> thank you. popular lake in tuolumne

county closed after a dam sprung a leak. >> what i thought was dynamite going off down the canyon. well i looked out at the rock, and i saw a poof of what i thought was steam at first, i realized it was dust. >> the dam between hard lake partially made of a large granite rock. the rock cracked in four places causing that leak. water officials don't think it'll fail, but they are releasing some of the water out of the lake to bring the water level down below the crack as a precautionary measure. 6:17 now, it's time to check the microclimate forecast as we take a live. we're going to see showers in the north bay? >> yeah for sure in the hill tops and around the east bay today. the rest of the bay area tonight into tomorrow morning. that'll see some of the monsoon moisture which did cause the problems in southern california now lifting closer to the bay area here over the next 24 hours

or so. low continues to move northward today. more of the moisture which has been off to the east will move from east to west. i know it's unusual to think about. usually the rain and storm systems go west to east. not the case as this low pressure off to the east. this is the bonus round for getting any rain. hopefully more rain and less lightning strikes that is the other concern for fire danger especially in the high country. you could see more lightning strikes. right now low clouds and fog across san francisco with some mist. see the low clouds into the east bay and mixed and low clouds now coming into san jose as we watch what's on the radar right now showing you the rain off to the east. slowly spilling west ward. we think during the day today. right now most of the showers which we did have a few brief ones this morning. most still to the east around

stockton and sacramento and later today, mount diablo, summer showers during the day today. you can see the clouds spilling across the bay area. right there around the north bay, and at times around the rest of the bay area. pop up showers possible as well and rainfall totals look to be probably about less than a quarter inch. except if you're in one of the heavier downpours up towards the sierra where they could get a couple of inches. any totals could manage a lot of rain this time of year. that would easily break some daily rainfall records for the bay area. so everyone's going to get the muggy conditions today. better increase in chance of showers coming in later tonight into early tomorrow. 80 in san jose. temperatures in the upper 60s with the drizzle and mist for the morning around san francisco into the north bay. temperatures in the 70s and low 80s around pleasanton and liver more for the afternoon and short term trend continues to bring the chance of showers into

tuesday, wednesday the sky's begin to clear and temperatures climb, tri-valley seeing 90s coming back. morning commute, here's mike. great news for everybody, muggy conditions for all. i don't like that. over here we don't like this either. any problems on the san mateo bridge, there's the tow truck and the car that was perpendicular, that's been pulled out of the roadway. good news, no more distraction from that. toll plaza over towards the flat section. west 92 across to the peninsula. off 880. we see slowing past that scene, but that's typical anyway because we have the build. there's the build for 880 south towards the dumbarton bridge. in fremont, northbound 880 at automall parkway. earlier car fire, looks like everything's out of the road and it doesn't sound like there's much of a fire. there's a crew and distraction. build for the tri-valley. typical for sunol coming out of livermore and dublin. showing a good slow down there, but no problems down into the south bay, anywhere south of 92. over here, new issue, fender

you're watching "today in the bay." at 6:24, taking a live look outside this morning up near the sunol grade. smooth moving this morning. at least far monday. that is good news. we'll check the monday morning commute for you hoping it stays the same. new this morning, after 250 people went missing and feared dead following a ferry accident in bangladesh. it capsized as it was crossing the river in the central part of the country. some passengers would have been able to swim to safety, but likely many were trapped or drowned.

it's unclear what caused it to go down. leaders tr across africa in washington, d.c. for a summit, first of its kind. john kerry will greet numerous political leaders as well as the group young african leaders for the first u.s. africa leader's summit at the white house. the president of sierra leone in liberia are skipping that summit. they have to deal with the ebola outbreaks. president obama said anyone coming in from a country with even the smallest risk of ebola will be screened twice before coming to the white house. 6:25, california lawmakers return to the state capitol today with a long to do list and a short time frame. lawmakers still have more than 1,000 bills pending. several of them are dealing with the official corruption and campaign funding. after three state senators were caught up in criminal cases, including bay area senator leland ye. lawmakers also have to decide on a handful of bills spawned by the shooting spree in may.

one bill will allow family members to take up the ability to take away the guns if they're concerned the person is dangerous. lawmakers also considering legalizing internet poker and water bond set to go on the november ballot. legislative session end on august 31st. santa clara county leaders will consider a new ban on medical marijuana facilities. this would cover all unincorporated parts of the county. right now there are no medical marijuana collectives operating in the areas in question, but some worry that could change. now that san jose has launched tighter new restrictions. in june the board passed a moratorium on new facilities in unincorporated areas. that gave the county time to come up with a plan. it's expected to be presented this week. 6:26, still ahead for the first time, ebola virus on american soil. a look at the break through treatment that could save the lives two of patients. and remarkable sight, walks

week last week for stocks. s&p 500, it's worst performance all year. over on the nasdaq, they'll get the buzzer running. it's the coast guard, we're going to talk about them in just a minute. today is monday, august 4th, this is "today in the bay." from nbc bay area, this is "today in the bay." well good morning everyone, thank you for joining us, i'm scott mcgrew. >> and i'm laura garcia-cannon. happening now, for the first time ever an ebola patient is being treated in the united states. right now, the condition appears to be improving. let's go to jay gray, he's live in atlanta, apologize for the tone there. jay, a second patient will be on the way tomorrow. >> reporter: yeah, absolutely, laura. let's talk first about dr. brandtly. his treatment continues around the clock here. we've learned from officials at samaritan's purse, the organization that upon or soed his medical mission in africa

that the treatment actually began while he was quarantined in liberia that he got an experimental serum, the combination of that with what's going on here does seem to be working as you talked about. he is improving. they are very hopeful but say he is not out of the wood yet by any means he still needs the care he's getting here and will for quite some time. the next couple of days will be crucial. not only for him, but his colleague as you've talked about, nancy who will be traveling here tomorrow from africa. expected to arrive some time late in the morning to midday. she will share the isolation unit with dr. brandtly, and begin her treatments here as well. look, doctors are very confident that they can help these two patients get through what is a lethal virus. they believe that they will be in the right spot here at emory hospital. a hospital that created this special medical unit 12 years ago to help treat doctors who

get sick or infected while working at the centers for disease control here in atlanta. in fact people on the staff say they've been preparing for an ebola case for more than a decade, laura. >> you know what was so surprising, jay, the first ebola patient, dr. brandtly, he walked on his own into the hospital. doctors say that's remarkable. >> reporter: yeah. wasn't that amazing to see after he took a plane ride from africa here to atlanta and then the short ambulance ride to emory hospital that he actually walked out of the ambulance with just a little bit of an assistance from the nurse that made the trip with him in that ambulance. doctors were thrilled to see that. it's a great sign. and say that that fighting spirit, the ability to keep going and the fact that dr. brandtly was in great physical condition before he contracted this virus, are all contributing factors to him working toward a full recovery here. another big factor, the

opportunity for the patients to see their loved ones and communicate with them. now it's through a thick pain of glass in that isolation unit, but still to be able to see them, to be able to communicate with them they think is very important that has recovery process continues. >> oh for both sides, for the patient and the families as well. thanks a lot, jay. well more details now about that hospital treating the patient as jay mentioned, emory one of four nationwide with special isolation yunlts designed to contain the most dangerous viruss like ebola. patients are quarantined, sealed off in a biocontainment unit. family members can see and communicate with patients through barriers. doctors say any modern hospital should be able to deal with ebola and extremely unlikely we could see an outbreak here in the u.s. time to check the forecast this monday morning. let's take a peek outside. there's the bay bridge. let's check the forecast now with meteorologist rob miatta he's in for christina, good morning. >> good morning. low clouds and probably drizzle

or brief light rain underneath the low clouds. around the bay bridge and parts of the east bay this morning. 50s to low 60s outside. and the low clouds a familiar sight around the bay area. this in august however is not. you have a lot of rain at times thunder around parts of the sierra nap moisture for now kind of running north to south around a counterclock wise rotation under an upper level location which will drift further to the north. north bay, east bay hills, early on, today will be the best bet for scattered showers at times. areas of mist and drizzle for the morning, then mixed clouds, a few showers possible around lunchtime. especially to the north and east and then tonight, more clouds and mugginess and yes a chance of showers and brief thundershowers possible as the low which caused problems in southern california yesterday will move northward up across lake tahoe for the afternoon and that's going to push the moisture further to the west as we go into tuesday. so areas around the north bay and east bay, closer to the upper level system i think will

have the best bet for seeing accumulating rainfall. and if we can manage that, that would be breaking records for sure. we have to watch out for would be some lightning producing storms that could spark some more spot fires. the reason why fire danger is elevated across parts of the northern sierra, the systems should bring us enough rain though perhaps to put out lightning-sparked fires in the high country for today. close to 80 in san jose today. muggy outside, highs in the low 80s south san jose. best bet for seeing the scattered showers today, that should continue into tomorrow's forecast. by wednesday, sky's clear and temperatures climbing up for the second half of the week. for now low clouds and mist perhaps the only issues with the morning commute, at least weather wise, mike. no one missed the humidity, but till mist is in the air. bay bridge toll plaza, backup is there as well. things are getting easier

through berkeley. what's going on that's making it worse for the upper east freeway. we're looking at the approach down berkeley and past university avenue. we have a slower drive which started earlier this morning after there was a ride soed fire. that cleared and still has the earlier issues. now right behind the 80 mark there, there's a pickup truck versus motorcycle. no major injuries there. the backup, we have a road, big rig, disabled big rid causing more highway four in hercules down in through richmond. by the time you goat it berkeley, you're doing better because of the upper east shore. now the bart delays clears, no problems on the peninsula for the road or the rail. we're looking at the east bay, 880 southbound and 238 coming off the castro valley. typical builds there, tri-valley with west 580 as they slow down from pleasanton. no major problems down towards the south bay.

new this morning, historic sunset boulevard near ucla back open days after a massive water main break flooded the area. caused a serious sink hole. parts of the boulevard have been closed since the pipe burst last week. sop that crews could fix it and repave the road. of course last tuesday, about 20 million gallons of water gushed out on to the road and on to the

campus. damaging new hardwood floor of poly pavilion and filling underground parking garages that 4 lurks cars were damaged. people in toledo, ohio, can now drink their tap water. a toxin was found over the weekend, ten minutes ago, the mayor announced the ban was lifted allowing 400,000 people to use the tap water. officials in toledo issued that warning early saturday after tests revealed the presence of the toxin possibly from the algae on lake eerie. well it's 6:41, coming up, an update to breaking news overnight. a boat breaking apart before slamming into shore. the search is on for the man aboard is this boat. plus a call to action, bay area crews now on the fire lines as wild fires burn out of control. and in san francisco right now, you're looking at low clouds over the golden gate bridge with drizzle in parts of the bay area this morning and heavier showers off to the east. we'll talk about about a chance

morning. coast guard says that another boat got the call from the man on the boat you're looking at now. the man saying he was in disstress, he was going to jump ship. by the time rescue crews got here, the boat was already down this way. no one in sight. you can see that the surf is pretty rough. and that's why they were unable to go into the lower deck of that boat. they were not willing to send a swimmer to go check because they didn't want to put anybody else's life in danger. one swimmer was able to confirm that no one at the top, on the top level of this vessel. and over here, we're still live, you pan down to the left, josh, there is a life raft with the flashing beacon. that was out in the water as well. no one on that either. we did speak with a battalion chief who said that at this point, the cold in the water makes it a recovery effort. >> it really depends on the conditions of the water. you know it's early morning, it's probably very cold.

the midlevel clouds in the east during the day today. that could fuel heavier showers in light rain and drizzle. right now you're seeing that activity towards the sierra. i think that's where most will be today and what's interesting is the movement of that going from north to south, just off to the east of the bay area, locations in the north bay and east bay hills probably at least initially the best chances for seeing scattered showers as we go in through the afternoon. the monsoon moisture, part of a weather issues. upper level low that was over southern california that at times dropped almost three to four inches of rain in the mountains and deserts there north of los angeles. that same system creeping up the central sierra at this hour, then by early tomorrow, will be across parts of northern california. that should funnel the moisture back in from our northeast back across the bay area at times today and especially on into tuesday. so the chances of seeing summer showers, i think the most likely spot as we mentioned will be the north bay and east bay hills. you can see the clouds coming in from time to time, that should increase the humidity and we'll

see the temperatures staying fairly mild. cloud cover and the extra moisture in the air through about tuesday. so the best bet for seeing measurable rainfall. that would be rare for august. this is one of the three driest months of the year for the bay area. it does look like the sierra for sure and the heavier showers to the east. but the door space seeing perhaps the most according to the model runs and with the spotty nature of the showers though, some could get a brief downpour. quarter inch of rain or more placed half a mile away sees nothing. we'll see the chance of showers continuing through at least tuesday and the moisture swoops off towards the east. we'll dry things out and temperatures climb for the second half of the week. today near 80 degrees in san jose. mid-80s around saratoga and morgan hills, san francisco cool with the mist and drizzle at times, highs today, mid24r0u6. santa rosa, mid-70s. back into the 90s as we head towards wednesday, mike. we're starting in the south bay for the drive, northbound 101, we have your traditional

effect and evacuations are under way with more possible as the day goes on. firefighters from all over the state are gearing up to help, including a south bay crew that left overnight. "today in the bay's" derek shore joins us live in san jose, and derek, those firefighters are on the road, though they haven't been told where they're going to wind up. >> reporter: that's right, but you are told cal fire is overwhelmed and they need those local crews, at least at one of those 14 or so fires burning across the state. take a look at new video and photos we got in the. these are from space, and you can see the plumes of smoke coming from the satellite images. strike team here in santa clara county left yesterday afternoon and will be staging until they get their assignment. so then head out and try to put the fires down. there are about 14 fires burning in northern and central california. the eiler fire is burning right now in shasta county. it's quadrupled in size over the weekend. the blaze destroyed at least eight homes prompting

evacuations that include a small, long-term hospital near the town of bernie. more evacuations are possible, possible because that fire is not under control. firefighters from alameda fire have also joined the fight. all right. firefighters say they will be back selling the firefighters locally, there will be no reduction in fire services for any local fires or medical calls with the state of emergency declared by the governor. this obviously will open the door for some much needed central funding for the state with all of the fires across the state. especially near northern california. that comes with a lot of relief for a lot of the agencies out here. we're live in san jose, derek shore, "today in the bay." it is 6:54, no rest yet a -- arrest yet after a shooting in two armed robberies after normally quiet campbell. a man shot two people outside the first bank at campbell and

union avenue. across from the yards. a few minutes later, man matching the suspect subscription robbed someone at gunpoint. both victims were taken to the hospital. police are not releasing their conditions this morning. a person robbed in the second incident was not hurt. and neighbors say crime in the area is practically nonexistent. man accused of crashing a stolen van and injuring five other people in san francisco is expected in court this morning. anthony wiser is challenged with a ten felonies. police say he tried to escape a traffic stop last monday night in the tenderloin. allegedly crashed that van into a taxi injuring a nearby bicyclist. he was arrested. 6:55 major road in oakland will be shut down on and off today. expect detours along the road because crews are putting those final touches on the extension to the national airport.
