from nbc bay area, this is "today in the bay." well good morning everyone, 4:30, it's tuesday morning, i'm scott mcgrew. >> i'm laura garcia-cannon. lots to get to, let's check the weather forecast, good morning. >> good morning, and we're waking up to rain in parts of the bay area this morning around concord and martinez. we're seeing the showers around your 680 commute which mike will watch closely for you this morning. showers moving off to the south and east and light rain showers across the north bay. cloudy skies around the bay area right now. best chance of showers in the afternoon will be in the north bay and around the tri-valley and east bay. even the south bay will see a chance of showers later tonight.

full forecast in a few minutes. right now a check of your tuesday commute. this is a beautiful view of the bay bridge, clouds just off in the background, we'll talk about the weather that rob just mentioned. roadways, you have your typical overnight conditions. zooming into the area rob showed you with the radar. see the green, it translates to wet road potential over there. eastbound 80 at highway 4, reports of crash over on the shoulder. further up in american canyon, i-80. arrow pointing a little bit rain up there. watch it, wetter roads for 680. >> thank you very much. 4:31, happening now, coast guard is looking closely at a ship wrecked fishing boat stuck on san francisco's ocean beach. crews are trying to figure out the best way to remove it. bob redell is there. they're hoping to move that within the next hour or so.

>> reporter: that's the plan, good morning to laura. coast guard were waiting for low tide which happened early this morning to avoid the surf and begin removal of the fishing vessel that ran aground here. unfortunately it's too dark to see it right now. the hope is to have it removed within the next hour, hour and a half. the man is still missing, but the coast guard believes he made it sho shore. he became caught in the surf 24 hours ago. it was around 3:30 yesterday morning. he radioed the sunrise, another fishing vessel, he was going to put on a life jacket and try to swim the 25 yards into shore. you could see his orange lifeboat washed up on the beach. it's possible it was deployed autoically -- automatically. he's a veteran. they've heard reports he walked away from the situation because he doesn't want to deal with it. we found this old booking photo of him from santa cruz county,

but law enforcement says he has no outstanding warrants. >> we're all worried. we all would love to know that he's okay. timmy's good people. >> reporter: nbc bay area did reach out to the owner of the boat who lives in northern california, we have not yet heard back. part of the problem is the boat is leaking diesel fuel. it does have a 400 gallon tank on board. not clear if that was full at the time, but we've also heard from the cost guard, but getting someone to clean up that minor fuel spill. and again, they're doing that within the next hour or so. reporting live, bob redell, "today in the bay." >> all right, thank you so much, bob. mountainview police looking for my victims of a handy man accused of sexually abusing two young girls. this man has been living at the moffe t-mobile home park in

mountain view -- a man said he -- the girls said the man lured them to an isolated area. many know him as a religious man. >> i can't believe it. i mean he asked my son, do you believe in god? he looked like he had the love of lord in his heart. >> he is married and has a son. police say he has no criminal record. 4:43 today, we will get our first look at the fremont man accused of breaking into a home, tieing up a little girl and raping her mother. police say this man was wearing a mask when he broke into an apartment on the parkway in fremont and waited for a mother and her daughter to come home. it happened saturday night. investigators say morris was waiting in the girl's room and when she came in, he grabbed her and threatened her with a gun. when the mother went into the room, he reportedly tied them both up with duct tape.

>> the suspect then pushes the daughter aside and takes the mom and takes her into a different room of the residence. it'ses in that room that he forcefully, sexual assaulted her. >> during the attack, a relative of the woman came home and chased the suspect automotive. morris was caught hours later. officers say they found the victim's wallet and other evidence in his home. campbell police say the man who shot two people in campbell over the weekend looked something like this. they released a sketch last night. he's described at 5'8", thin to medium build. police say a man shot two people late saturday night outside the first bank at campbell and union avenues a. a few minutes later, a man matching the same description robbed someone at gunpoint just a few blocks away. both victims are expected to survive. the person robbed in the second incident was not hurt. san jose police hoping video will help them catch a brazen burglar. you can see the suspected thief roaming in the backyard of a home on varden avenue.

the man grabs a shovel, tries to pry open the sliding glass door. when that doesn't work, he grabs a big rock and simply throws it through the window. >> are he -- he got away with jewelry and electronics. san jose city leaders will talk about a tax to pay for more police. recent poll. 1500 san jose says if they'd be willing to pay more tax and what they'd want it used for. general purpose tax. money used for any kind of city expense. 67% said they would support a one quarter of one cent increase. 71% say they are okay if it were dedicated purely to public safety. and 65% are on board if it went towards better roads. property posed tax increase would be for a nine year period. santa clara county leaders will consider a plan to give

unaccompanied immigrant children a safe place to stay. they will urge the board of supervisors to support undocumented children who have come to the country alone. the plan will give the children temporary housing with host families or community groups. thousands of children who crossed the border illegally to escape from violence in latin america are being held in southern california and texas. banning medical marijuana facilities in unincorporated parts of the county. it's a preemptive move. some worry it might change since restrictions in san jose have tightened. in june, supervisors passed a moratorium on new facilities and unincorporated areas to give the county time to come up with a new plan. california fires have grown so big a 20 man crew from connecticut it is coming in to help. this is video of the firefighters getting to leave their station on the east coast early this morning. they'll be helping california firefighters for the next two

weeks. >> where we're going is supposed to be really steep terrain. so yeah. dry conditions, the heat, fire behavior, yeah, you never really know what you're walking into. >> one of the fires is the eiler fire burning in shasta county. it started thursday and is burning out of control. its burned 26,000 acres of trees and brush and grass. it's also destroyed it eight homes, come dangerously close to hundreds of others. the fire, which was sparked by lightning entirely uncontrolled where the firefighters would call 0% contained. crews are also trying to put out the bald fire, started by lightning in shasta county. 20% con daned there, burned 40,000 acres. rain is in our microclimate forecast. a live look outside this morning at san jose and san francisco. nice start to our day. let's check in with rob, he's in for christina this morning. >> this morning we're seeing

rain in the north bay and east bay and also heading towards the fires in extreme northern california. that's a little bit of good news. that's too much of a good thing. mudslides around the fire lines. we'll see how the weather perhaps helps things out around the fires later today. right now we are seeing rain around concord and martinez, seeing is the ban pushing from north to south and also sow la know county. napa county, rain there. most substantial hung up around highway 4, 680 around martinez. so most of the rain we're seeing now, north and east bay, and for areas around the south bay likely just seeing a mix of clouds and sun, and eventually later tonight what's left of the showers moving to the south and everything winding down as we head towards tomorrow morning. warmest temperatures around the bay area today should be around san jose and parts of the south bay. you can see how the showers continue to mainly effect north and east bay normally in the

day. clouds and lingering showers through tomorrow morning and chance of thunder still possible for parts of the extreme north bay for the afternoon today, then by wednesday, skies begin to clear. quick check of the temperatures now around san jose should be in the low 80s, upper 80s around saratoga. close to 70 in san francisco, and upper 70s around santa rosa. mid-80s closer to pleasanton, mike. we're looking towards the golden gate bridge where earlier you showed your forecast and we saw a live shot with flashing lights. i wanted to check that. nothing going on anymore, but that was across the street from where our camera is. smooth drive, you can see the lights across the span. good stuff here at the golden gate bridge. ran further north. you see novado. more where it says vallejo, the active radar we also see three crashes, or three incidents that showed up on chp. american canyon at the top of the screen, cleared to the

center divide eastbound 80 at highway 4. some of the heavier rain, that's where we have a crash there in the middle of the freeway moving to the shoulder. two vehicles involved, and one had major damage that's slowing you down approaching highway 4 through hercules. ams stall eastbound 580 as you're approaching interstate 80. it should be over to the shoulder in a few, we'll track that, so far a little slowing on the approach. clearer skies, but slower northbound 280 approaching hicky, also moving to the shoulder. peninsula moving smoothly, back to you. still ahead "today in the bay," he's back, sort of. why hundreds of movie fans gathered hoping to catch a glimpse of arnold schwarzenegger. dramatic rescue caught on camera. how several people narrowly escaped being swept away, coming up. pulling back the troops. we're watching the middle east. hours into a new cease-fire, we'll have the late's, next.

now to the developing situation in the middle east. where israel and hamas are expected to hold indirect peace talks in egypt while three day cease-fire is in effect in the gaza strip. it's not expected to be easy. hamas wants israel and egypt to lift their seven year gaza border blockade. israel is reluctant to do so

unless hamas is disarmed. nearly a month of fighting has killed close to 1900 palestinians and 67 israelis. also happening today, in just a matter of hours, the second american infected with the ebola virus will arrive at an atlanta hospital for treatment. nancy wrightbald boarded a medevac jet with a isolation pod in liberia tonight. she's expected to arrive just after 9:00 this morning. will immediately be put into isolation. this is the same facility where her colleague, dr. kent brandtly is being treated as well. the two americans contracted the deadly virus while working his medical missionaries in africa. both have shown some improvement in the last few days after receiving a second dose of an experimental drug called zmap. it's manufactured in san diego. this is the first time the experimental drug will be used on people. >> what it is is a cocktail of antibodies which are proteins that the body makes to block the

virus. >> doctors say it could take weeks for the two to recover. in afterkwab close to 900 people have died, another 1600 are fighting ebola. but health officials stress the chance of an outbreak here on american soil is very, very unlikely. the ebola outbreak overshadowing one of the largest international events. hundreds are in washington, d.c., for the first ever u.s.-africa summit. visitors had to stay home and deal with the outbreak. for some it'll touch on everything from human rights to climate change, but the real focus is going to be on how to capitalize on the economic potential of africa. president obama is set to speak today. it's 4:46, starting today, those gluten-free labels on foods will have more meaning, until now the term gluten-free has not been regulated. anything labld gluten-free will contain less than 20 parts per

cars aren't being recalled because parts aren't available. back to you. >> good idea, thanks a lot, courtney. 4:46, let's check your weather, good morning. >> good morning, we're seeing temperatures again in the 50s and 60s like we had yesterday, but the difference is that we got some rain showers around concord and martinez down into richmond around parts of the east bay and north bay. 58 degrees and still rain around napa as we zoom you in around concord and martinez. you can see the rain around highway 4 heading over to howard k. stern lesion and off to the west, lighter rain now -- hercul hercules, and off to the west, lighter rain now over toward petaluma. short term, we will see the showers around the north and east bay. cloudy skies, mainly north of san jose towards the afternoon. and then later tonight, a few more passing showers, mainly light showers overnight, then

tomorrow morning, we will begin to see what's left of the showers around the tri-valley shutting down. wednesday afternoon a drier forecast and warm up. what you see for the north bay and parts of the peninsula would be unusual to see in the month of the august to say the least. looking at.13 of rain, morning rain and still the slight chance of a thundershower, at least through midafternoon today. highs will be in the low 80s around san jose. 87 degrees in saratoga. you can see around san francisco, close to 70 degrees. most of the showers today to the north of san francisco, mainly for the north bay around santa rosa and san rafael and pleas t pleasant pleasanton. the temperature trend will continue to see these numbers beginning to climb on up. especially around livermore. you can see how the temperatures begin to climb thursday into friday back into the low 90s with dry weather as we get into the start of the weekend, back to you. >> all right, thank you much. new video this morning

showing rushing flood waters in nevada pushing this car down the side of a highway. this comes as heavy rain pounded the las vegas area yesterday. an airman from the nearby air force base safely got out of this car. but further down, raging waters trapped an elderly couple in a toyota prius. they too were pulled to safety moments before the car was swept away. incredibly, nobody hurt. the coast guard is looking into what caused this popular lake tahoe tour boat to get stuck in shallow waters leaving hundreds of passengers stranded. authorities evacuated nearly 300 people on board the tahoe queen paddle wheel boat when it hit a sand bar. it happened yesterday afternoon near reagan beach in south lake tahoe. no one was hurt. no word yet on when that boat will be moved. quite possibly though far lot of folks. filming for terminator 5 wrapping up. >> last night this white camaro
