"today in the bay's" bob redell from san jose international. the stowaway has tried this

before. >> reporter: this is the third time this year, scott, this woman has gotten through airport security without a ticket. two times at sfo, the third time this past month here at mineta, her name, marilyn hartman, boarded a plane without a boarding pass. after the plane landed at l.a.x., the flight crew conducted a head count, since the flight was continuing to phoenix, and that's when they realized hartman did not have a ticket. she was take noon custody, remains in jail with bail set at $500. this is the second significant security breach here. back in april they made national headlines when a 15-year-old climbed the outer security fence and flew to hawaii in the outer well wheel of a plane. >> san jose has training issues that i think it nides to fix,

because passengers want only screened and ticketed passengers are on the plane. if it's not the case, confidential will collapse and that will affect all of us. >> reporter: that was congressman swallowwell who serves on the security committee. he believes the airport needs better training, procedures, fixes that would not cost a lot of money. the tsa did announce, it's made changesen side the screening area already. bob redell, "today in the bay." new this morning, investigators are trying to find out what caused a car to fly off the freeway and crash into a dealership. that crash happened at an infinity dealership off of 680. north bound off-ramp to 680 here. this is where the concord infinity dealship is. the off-ramp goes next to the dealership where the car went off the road, smashed into the fence. it hit one car, sustained most of the damage. the car to the right of it here, a little bit as well. this car, brand new sitting here. the damage, some of the glass and debris, all over here. we understand the car went off around 3:00 this morning, before 3:00. chp was gone by the time we got here. glass is everywhere at the scene. trying to figure out what caused the car to miss the turn and smash into the cars here, brand new, some of them valued at a couple to 30,000 here at the dealership. again, not sure if there was alcohol or medical emergency. but a lot of damage sustained at this infinity dealership. live in concord, stephanie

chuang. san jose police apologizing for failing to tell the public about a purchase of a drone and it's promising to be more transparent. the department received criticism after the purchase of the drone was revealed last week. the drone will be used by the bomb squad and shared with other bay area agencies. the police department admits it should have done a better job. moving forward there will be community outreach before the drone is used. the dron is currently grounded until it can get clearance from the faa. today, a bay area lawmaker will introduce a bill preventing the average person from having military grade body armor. legislation born by the mass shootings that have happened in recent years "today in the bay's" kris sanchez joins us now. not talking about standard bulletproof vests here. >> no. some of us who do hazard duty,

wear flak jackets or vests, people who transport a lot of crash, that's not the bulletproof vest we're talking about. talking about serious, heavy body armor, category iii or type iii. the kind of body armor that soldiers need in combat or s.w.a.t. members wear. a law enforcement says no reason for civilians to have it. congressman honda agrees. he will talk about the introduction of the responsible body armor possession act, which was born of a number of mass shootings in which the gunmen were wearing body armor. honda referenced the 2012 mass keshg the gunman wearing abull left helmet. he referenced 1997 shoot-out in los angeles police which he says lasted a lot longer than it should have. >> 32 officers were trying to

take down one shooter and he had taken 27 shoots into the body because he had body armor, it protected him. that's pretty scary for law enforcement and scary for citizens because that allows them to go on rampage long somewhere kill more people. >> honda joined by the district attorney along with the sheriff and several police officers. right now, body armor type iii and above available online for sale. the department of justice has a link to 70 companies that sell it and right now, only convicted felons are barred from buying body armor and it's not banned in any state. he's introducing the legislation at a time that congress is on break. >> that's right. >> he's active, busy. >> and lease running for re-election. >> as congressmen often are. a live look at oracle.

the oakland alameda coliseum authority will meet inside to vote on the license agreement with the a's. they are expected to approve changes made to the deal by the city of oakland. the new lease will allow the a's to play for another ten years. even if approved, there are no guarantees the team will stay in oakland. the deal does include an escape clause allowing the a's to leave after 2018. 5:07. the a's have a day game. check the forecast with meteorologist rob mayeda, in for christina. >> later today we'll see clearing skies around the bay areaing. morning game, rain around oakland. upper 60s outside. light rain into san jose. you can see the showers, napa, down the sunol grade, oakland, light rain at the moment. palo alto, sun any vail, light rain at times towards fremont and light rain approaching downtown san jose and light rain around the tri-valley.

1945 attack. japan is the only country to experience a nuclear attack on a civilian target in history. 5:13. a united airlines flight had to make emergency landing after a fire broke out. the plane left newark heading to brussels when a small fire start in the gallery area. the boeing landed safely. crew members used a fire extinguisher to put out the flames before the plane touched the ground there were 233 people on board, no one hurt. the husband of the second american aide worker diagnosed with ebola says his wife is showing signs of improvement since being back in the states. he says she's weak but getting better. she stood up when she got on the plane. writebol and her colleague are being treated at an atlanta hospital. americans are fed up with the antics in washington.

5:24. live look at san jose this morning. looking for more rain. we'll have rob give us the forecast in a minute. after years of back and forth, pleasanton city council signed off on a plan to bill $300,000 dog park. according to the pleasanton weekly, the two-acre dog park will be built on flat land between the -- south of the bridge, this will be pleasanton's second dog park and much larger than the current one. some pleasanton residents have been trying to get the plan approved since 2000. retirement just didn't suit michael phelps. world's most decorated olympian back on the blocks today. fell. s will take to the pool for the u.s. national championship. video of him just back in june.

"today in the bay's" stephanie chuang live at the scene. brand-new cars are totalled. >> reporter: that's right. good morning. we're standing by the on ramp to northbound 680, you can see where the driver lost control and went over this bank into the

chain link fence and smashed into the brand-new infinity cars. the one, sustaining the most damage, the trunk smashed. you see a bumper from the car that flipped over with all of the glass and debris everywhere. not just messy scene, but a loud one. [ horn ] >> reporter: so, the car was some sort of civic or honda sedan that flipped over. it's just before 3:00 this morning, the car horn going off for quite a while. chp able to clear the scene quickly. the drive ar peered to be a young man, by himself in the back of the ambulance. he looked like he was fine, talking to paramedics and seemed like he was doing okay answering questions. we understand now, getting confirmed, he was taken to the hospital to get checked up. back here live, you see the

"today in the bay's" bob redell just got to the scene. what's going on out there? >> reporter: good morning. the main concern about this two-alarm fire where it was taking place. taking place at the atria willow glen senior living center, where a lot of senior citizens live. when the fire department arrived, they realized this fire was contained to the office

building of the center which is unoccupied and not connected to the building where residents live. you can see the area, on top of the roof. this is in the past half hour april small fire on the roof, started -- appears to have started on top of the roof and reached into the attic. that fire, as you can see, is out, now doing knockdown to make sure nothing in there that could spark up again. don't know the cause but they did have to call for backup, second alarm to have them on stand by in case the fire would have gotten worse but it didn't. they were able to get the fire out. none of the residents here at the living center wherever in danger. bob redell, "today in the bay." >> great news. 5:33. for the second time, just four months, there has been another major security breach at san jose international airport. this time, a 62-year-old woman got through security and on to a

flight from san jose and played it to los angeles international. the breach happened monday. investigators say marilyn hartman slipped past the checkpoint on the second floor, boarded a southwest airlines plane without a boarding pass. after the plane landed at l.a.x. the crew conducted a head count and found hartman without a ticket. taken into custody. this is the third time this year hartman found a way to get through security without a ticket. the other two times at sfo. >> we're fortunate this woman was harmless but we might not be to so lucky in the future. >> the tsa made changes inside the screening area already. congressman swa maman swallwell it needs more training. a man used a rock and shove toll break into a home. he was arrested with -- after a

different burglary in morgan hill last week. sources tell us he's the same man in the video lobbing a rock through someone's window. made off with jewelry and electronics. police think he may be linked to other burglaries in santa clara county. san leandro police need your help finding the plan who sexually assaulted a young girl at an apartment complex pool. the girl was playing at the pool at the lakeside village apartment complex over the weekend when she came across the man in the public rest room. the man, 19, tattoos on his arms, he didn't live at the complex, and police are not sure how he even got in. the fbi joined the investigation into the vandalism at aburg berkeley grocery store. someone threw rocks into the window. a posting criticizes star meats and calls the sale of meat murder. it also says the window damage is part of a window smashing campaign that started last year

with oakland's waylands meat mark and a burger king. the onwners say it's an unfair attack. >> it's a shame. this is a neighborhood treasure and there's no reason to throw rocks in this window. there's a also of other ways to protest. and we love the store. >> it cost $1300 to replace windows. there are no security cameras but they do have lead. nine caltrans engineers moved, demoted or fired after questioning the quality of part and work done on new span of the bridge. one of the engineers was sent to china for a new assignment after he reported welding inspections were not thorough enough. yesterday's hearing, bridge experts testified that cal trans needs more oversight from outside agencies. now we have a live look at the

"today in the bay's" tracie potts live on capitol hill with what's happening today. >> good morning. several sessions to wrap this up at the state department. first a look back at the historic dinner last night. you've got first african-american president whose father was from kenya, hosting pretty much all of the major leaders from the continent of africa. there were a few who couldn't come, dealing with ebola and a few who weren't invited because of political concerns. today the majority of those leaders will join president obama in three sessions where they'll be talking about expanding trade, investing in africa, peace and security in africa, with a lot of extremist groups of concern. training new, young leaders, entrepreneurs and innovator to help invest in the country over the next several years. at the end of the day, the president and leaders scheduled to hold a news conference, a

chance to q and a with them and what they've accomplished over the last three days. >> now in the middle east, it's the second quiet day in a row in gaza, following a month of bombings and shootings. a cease-fire is holding strong but both sides need to come to an agreement before the truce is up tomorrow. mediators will shuttle back and forth between the two trying to work out a deal. some details emerging about hamas' negotiation points including internationally reconstruction of gaza. palestinians are taking time during the calm to return to bombed-out homes and collect what's left of their possessions. anti-war protesters march down streets of san francisco today. the group says it's against what it calls u.s. support of israel. the protests begin at 5:00 outside san francisco's federal building at 7th and mission. the attorney for sergeant bowe bergdahl says the former p.o.w. is anxious to share his side of the story, as he

prepares to be questioned by an army investigator. bergdahl's lawyer released this pi picture yesterday. fidel and bergdahl used the meeting to go over a classified report into bergdahl's disappearance. bergdahl could have chosen not to take part in the meeting but fidel says his client wants to talk. bergdahl has been on desk duty since last month help was freed in the controversial swap earlier this year for five taliban soldiers. the driver of a double-decker tour bus arrested after he crashed into another tour bus in times square. this happened yesterday afternoon. the driver was not arrested until late last night. they say he was on some kind of medication when he hit another double-decker bus. 14 people were hurt. all expected to be okay. it's 5:44 now. who should have full body armor. >> a south bay congressman says no one. today, mike honda will introduce a bill to outlaw the purchase

from the morning into the afternoon, moving from north to south today. late day clear, we think, for the south bay. campbell and saratoga, lingering showers around lunchtime. high today near 82 san jose. should see low 70s closer to san francisco. low 80s around the north bay, fremont 82, mid-80s towards pleasanton and livermore. as we go from the bay area and check the tropics, iselle, just updated, down to 90-mile-per-hour winds, good news. storm is weakening as it heads towards hawaii. it will make landfall around the big island thursday night but as a tropical storm, packing a lot of wind and rain but not as strong as the storm was 24 hours ago. maybe better news now for hurricane julio, it's strengthened. the path should take the storm up and away. the current trend continues to steer that second storm further away from the hawaiian islands. watching both closely here over

the next couple of days. morning commute for you, around the east bay, slowing, volg um slowing, from the 580 interchange passing 238 and approaching 880. westbound morning slowing there. seeing slowing with an dent here around the 101/280 interchange. seeing slow on the approach of 280. you can see slowing with some of our city cameras. there's that slowdown as you approach the accident at 101. that's northbound approaching 280 in san jose. slowing volume slowing westbound 850, dublin and pleasanton, approach the 580/680 interchange. travel times have dropped off, down to 34 minutes from grant line road into the orange and 580 to 680, westbound 84, slowdowns there thankfully, not much in the way of slowdowns on mass transit. b.a.r.t., muni, caltrans, bta on time, good alternate with light

rain falling. 5:49. santa clara county leaders moving forward with a plan to give unaccompanied immigrant children a safe place to stay. yesterday, immigration reform advocates held a news conference, urging the board of supervisors to put a system in place to support undocumented children who have come to the country alone. the plan would give the children temporary housing with host families or in community groups. thousands who cross the border illegally to escape violence in latin america held in texas and southern california. santa clara county leader voted to ban medical marijuana shops in unincorporated parts of the county, it's preemptive move since there are no pot shops in the parts. it wouldn't go into effect until next month. leaders have extended a moratorium on new pot clubs until then. san jose new york tax increase measure on the year's ballot. it comes as city leaders could
