piece on the out skirts of irbil taking out the artillery piece and truck being used to tow it. according to the military official, that artillery piece early in the day have been used to fire on kurdish forces who have been driven out of the irbil area by an aggressive assault by the isis militants. according to officials, today's attack was within the parameters set by president obama that if u.s. military personnel or facilities in irbil are threatened in any way, the u.s. military has authority to launch air strikes. they claim by the mere firing of that artillery piece within range of americans insider deal was the green light to launch strikes today. savannah. >> mik, is this it? does the military expect to launch more air strikes? >> reporter: no, as a matter of

fact, military officials are predicting they think it is likely there will be these additional air strikes over the course of at least a day or maybe longer. until essentially, the islamic militants get the hint that the u.s. military is serious about taking out the artillery pieces if they are advancing on irbil. the strikes are not in the least bit over yet. >> mik, stand by. i want to turn to kristen welker on the white house lawn this morning. the president late night addresses the american people and authorized the humanitarian air drops and now the air strikes. it is clearly a president reluctant to act. >> reporter: absolutely, savannah. this marks a new territory for the obama administration.

the president has been reluctant to reengage. he ran on a platform of ending the wars in iraq and afghanistan. america has no appetite in interveni intervening. in this case, the president felt he had to act, according to the administration. they are threatening u.s. interests in irbil and the scope of the humanitarian crisis there. as many as 40,000 religious minorities on their homes without access to water. the president does have the authority to do this because the iraqi government requested u.s. assistance

assistan assistance. before president obama authorized the air strikes and food aid. savannah, the meetings are going on. back to you. >> kristen, stay there. chuck todd is our political director. i heard your interview a few minutes ago. the white house adviser, ben rosen was there. he said there are about 100 personnel in irbil. they could have evacuated those folks. >> that is a point i made to him. he said no. the reason is what kristen said. the legal justification to make sure he is legally within the bounds of the parameters. he doesn't get congressional blowback on this. yes, this is the legal reason,

but they are trying to see can the kurds get their military and regroup and fight isis. this is going to be a test if it will work. >> for people at home, the kurds are the regional ally. the strongest part of iraq which is fragmenting. strategically important. this is about protecting them. >> if the kurds fall, iraq falls. the kurds have the best fighting force so they can't do this. then it becomes iraq will fall to isis in some form or another and the united states will have no choice but to lead some eith effort to go back in. the president did not want to go back in. four months ago, they were doing this with isis. you can go back. we are almost at the one-year mark of when the president decided to go to the brink of assad. it was in that vacuum, some argued, and some evidence that isis got stronger after the

united states went to the brink and did not strike assad at that moment in time. that had to do with something else chemical. all of this is related. there is a domino effect here and this is what we have here. we are staring at the problem. as i said earlier, the issue of isis is going to be something that is not going to just dog this president for the rest of his term, but the challenge for the president. >> something complex. some say do more. >> this is a difficult army. this is what is scary about it. >> this kind of action today. chuck, good to get your perspective. over to carson. savannah and chuck, thank you. now to tropical storm iselle. it roared on the hawaiian islands and the worst yet to come with hurricane julio behind it. jim cantore is in hilo. >> reporter: good morning, carson. it has been the flooding we are focusing on.

you can see it pouring behind me. the palm trees are virtually still. that tells the story of what we are seeing across the big island. areas that are not used to get this rainfall in a short period of time will get it. as soon as the rain fired up, it hit hilo. this is video of the flooded home. now it is mostly street and creek flooding. so far, 2 inches in hilo and counting, especially with the downpours. some of the rainfall rates are between 1 to 2 inches an hour. putting that rain in a mountain location is a worse possible scenario. let's talk about the storm and the next threat for the big island. julio. here is al roker. >> jim, thank you so much. i appreciate it. as we look at the latest here, again, it made landfall along the coast about five miles east of hilo. it is 40 miles south of hilo.

60 miles per hour winds. and as jim mentioned, julio is behind it. still have hurricane warnings up for the big island. tropical storm warnings everywhere else. this thing continues on the westward trek as it makes its way south of islands through tonight, friday and saturday and on into sunday and moves further out. you can see how heavy it is. there is a lot of rain piling up coming in around the system bringing in that heavy rain and that's what we are really worried about. look for the heavy thunderstorms to continue. flooding will be a problem. jim said we are talking strong rainfall rates of 1 to 2 inches per hour. before it is over, 18 inches of rain. with the waves, they could be 15 to 25 feet coming into sections of the big island. here is julio. it gets into the cooler waters

>> reporter: at emory university hospital, kent brantly and nancy writebol seem to get better every day. >> they are not expected to have a quick recovery. >> reporter: from liberia, nancy's husband, david, reflected on how hard it has been. >> it is a singular experience to look upon a loved one. you know, we were junior high sweethearts. to see her on the brink of death and knowing that there was nothing i could do to prevent that. >> reporter: now cdc director frieden is confident there will not be a large ebola outbreak. he said hospitals here are prepared and know how to isolate patien patients. the cdc is getting phone calls every day from hospitals that perhaps are seeing cases every day.

morning hours last november 2nd. >> i knew i had to get my gun. >> reporter: wafer said he felt threatened by somebody banging loudly on the door of his home. found his shotgun, opened the door, and fired. >> i just shot somebody on my front porch with a shotgun banging on my door. >> reporter: mcbride was unarmed and looking for help after running into a parked car blocks away. an autopsy showed she was drunk and high. >> this poor girl. she had her whole life in front of her. i took that from her. >> reporter: mcbride's relatives said they found justice in the decision. what does this mean for your family? >> my family can rest now. they can start living their lives again knowing that renisha is resting now. >> reporter: also this morning, no word from jurors who left court without comment. as you said, theodore wafer is behind bars this morning. he faces sentencing later this month. it could be up to life in prison. but many legal experts tell me it will likely be much less. >> peter alexander this morning,

>> elvis leaving the building. thank you. >> thank you, al. >> always good. >> 50 more for you. >> have a beautiful weekend. >> you, too. >> all right, mr. roker, let's talk about these hurricanes, tropical storms. >> that's right. look at the pictures and show you what's going on. iselle made landfall along the coast of the big island. let's bring you up to date on the latest. two storms basically. one, you might think is more dangerous than the other. julio is a category 3 storm with 120-mile-per-hour winds. moving quickly at west-northwest at 16. we are concerned with iselle right now. 45 miles west-southwest of hilo. 60-mile-per-hour winds. even though it is a tropical storm we still have hurricane warnings on the big island. that's because we could get wind gusts, hurricane force tropical storm storm warnings for the rest of the islands. hilo, i should say, iselle will continue moving to the south. but it is a widespread kind of area. we are going to be looking at

and taking a look at the headlines, the breaking news this morning from iraq. hours after president obama gave the authorization for limited u.s. air strikes in iraq, navy fighter jets dropped bombs on the city of irbil. we have chief pentagon correspondent jim miklaszewski with us. jim, we expect more launches of strikes today? >> reporter: that right. according to officials, anytime they see any isis militant forces that present any threat,
