out your morning. it's sunday, august 10th. good sunday morning. i'm sam brock. anthony slaughter joins us with a look at your forecast. we mentioned the chance of like anything. it's a rare thing if the city as opposed to out in the sierras. >> yesterday we had over 50 lightning strikes in one hour across the sierra. the storm system moving in will produce more lightning today. mostly across the sierra. most of that will stay north of the bay area for today. tomorrow we have the better chance of lightning strikes. for tuesday morning, that's when we see this. a little built of a calm before the storm. we will see fog but at the coastline it's limited. mid 70s for the inland valley. very comfortable. room temperature. but that storm chance is going to stay north today. better chance pushes back into the picture for tomorrow. we're going to talk about the timing of this, who could see

the like anything and when we'll get rid of all the activity. >> and for most folks an overcast start to their morning. >> absolutely. >> thanks, anthony. >> fatal stabbing sending chills through the south bay community. police tell us they have the suspect in custody and sources tell nbc bay area that he's related to the victims in a crime that appears to stem from a family fight. the first thing they discovered upon their arrival. two victims. officers described a man suffering from at least one stab wound. he dried from his injuries a short time later after being transported to the medical center. in the same home, a woman also stabbed at least once. her injuries are not considered life threatening. police tracked down the suspect about five blocks from that house. neighbors and other sources tell nbc bay area he's believed to be the victim's son or stepson. a teenage neighbor arrived first

on scene. >> i saw the man basically in his doorway with -- bleeding, and the wife over him screaming. stay with me. keep breathing. they're on their way. >> it's shock ling. >> totally disconcerning for people who tlif there. neighbors report seeing police responding to the same house in the past responding to loud fights. investigators have not revealed a motive. we will have updates on the story throughout the day. the killing marks the 24th homicide in san jose this year. cominged coming with recent violence. one month ago in south san jose a man was shot to death. 12 hours later, another deadly stabbing near the tech museum. no arrests have been made in any

of these cases to date. four north bay firefighters injured as they raced out trying the to reach a local emergency 6789 the ladder truck they were driving crashed into three other cars in vallejo last night. here's a look at the aftermath of the the crash. wreck an spread across several parts of sonoma boulevard and york street. the fire truck was heading to a house fire when it collided with at least one of the cars. four of the victims firefighters, treated for serious but nonlife threatening injuries. police are investigating the cause of the crash. and more firefighters injured on the front lines. three south bay recoverers are hospitalized this morning. two men and a woman are members of a strike team called in from the south bay. they were about to receive their first assignment when the fire unexpectedly shifted course and burned them. now an investigation is under

way to figure out exactly what happened. >> there's always micro climates and unknown fuel beds that might be susceptible to greater ignition, greater fire behavior or larger energy release components. not exactly sure what happened here, but it was something that nobody expected would happen. >> all three were treated at the santa clara valley med burn unit and released yesterday. their battalion chief said collectively they had 60 years of experience among them. one of the south bay's largest homeless encampments is about to get cleared out. here's a picture of a flier being released by the city of san jose. it asked for all property to be removed. the jungle has a contentious history as well. it sits on the banks of coyote creek and some 200 people typically reside there at any given point in time. on monday the city is launching a week long effort it's calling a cleanup. today homeless supporters plan to be out in the jungle

protesting what they see as evictions. take a quick look. this woman might be involved in the car break-in. the suspect stole thousands of dollars worth of electronics and other items for the car on july 11th. call santa clara police if you recognize the suspect. two days down and one more to go. tens of thousands of music lovers and big name performers packed the park for a music midwest value. but many are being left out. officers are seizing hundreds of fake tickets at one of the bay area's most recognize music festivals. attendees are checked first at an outside perimeter gate to make sure they have a legitimate

ticket. then again the tickets are closely scrutinized and scanned. fran police say they've seized a number of tickets that looked real but were not. one music fan found this out the hard way. his $450 ticket was a fake with a bar code that had been scanned hundreds of times. >> it was just saying that it got reprocessed already. and that someone else already used it. there was only one ticket of it. so we went to the ticket issuer and they said it's been processed 300 times today. >> and that would be depressing with that financial investment. it's harder to sneak with the addition of surveillance cameras. tragedy in nascar. a driving champion is involved

he says it's business as usual. three-time nascar champion tony stewart says he'll still race in new york today. this just hours after struck and killed an on-foot driver at a track where both men were competing in a sprint car race. officials say the driver got out of his car after being spun out by stewart. when he walked onto the track to show his displeasure, stewart's car struck him, sending him sliding down the track. the driver was taken to the hospital where he was pronounced dead on arrival. he has given his account of the events through the police officers. he's extremely upset with the crash. at this point police are not calling it a criminal investigation. they did call the the death a

tragic accident. a developing story in iraq and a new round of air strikes. they targeted isis rebels in northern iraq near the city of erbil. the city is air lifting humanitarian aid to thousands of religious refugees now trapped on a mountain top. as for the trapped refugees, many believe nothing short of u.s. ground troops will put a stop to the isis militants. keir simmons has an inside look. >> reporter: desperation on a mountain refuge. people searching for aide from a british helicopter. and one boy clingen orn as it takes off. just 20 made it on board. thousands are still cut off by isis people from a chris chance community, president obama says, face genocide. elsewhere families are fleeing any way they can. in temperatures of over 110, one

the landscape. >> the traffic has been unreal. mission boulevard here is like a parking lot with a go slow sign. >> warren avenue has been closed for more than a year, while crews build the bart extension. it's a closure that creates traffic and confusion for fremont's mayor. >> i ended up going three times further. with warren there you cut it off. some relief arrives on monday. warren avenue will be reopened. the drivers will cruise right under train and bart traps. >> i'm not singing zippity-do-da yet, but it's close. >> it's been really devastating. the owner says opening warren will help put him on the map. he says since the closure the lunch crowd has gone from 200 to 20. >> that would be great.

some sunshine in places like san jose as well. temperatures will be comfortable, though. very cool in san francisco. only low 60s for today if you're headed outside, you may need an extra layer for the first half of the day. we do have a good mix of 70s and 80s. san mateo is 73. san francisco, 64 on the embarcadero. up towards the north bay, this is where we have the better chance of maybe an isolated lightning strike most likely after 5:00 tonight. from santa rosa to na pa. ch it's only a 10 to 20% chance today. 84 in livermore. 85 in pleasanton.

you can see the center of the storm. it's well defined. this is a weak upper level low. the water vapor imagery is what i show you as well. the system is not going anywhere. it's going to keep the the threat of lightning for today. most likely across northern sonoma county. not expecting it in san francisco. not expecting lightning in the south bay. now for tomorrow, this is where we'll have the better chance for seeing showers and thunderstorms at home. most likely for places like napa, brentwood, antioch, fairfield, the extreme eastern portions of contra costa county and extreme northern sonoma and napa counties. the unfortunate thing is if we

get lightning strikes, we already have three wildfires raging across the state. you never know how many more acres one lightning strike could burn. a lot of sunshine for today. especially 11:00. tonight not expected to see a lot in terms of activity. so one of two of these could get very close to us. that's why we have the the chance of lightning in the forecast. after that it looks like as we head to the next couple of days after tomorrow and tuesday temperatures really skyrocket. temperatures close to 90 degrees towards thursday and friday. so enjoy it. it's not typical that we get 70s in august. if it feels like october in august, i think we'll take that. we don't get lightning or rain as well. >> sweetening the pot there. water issues in california not going away.

to deal with the ongoing drought, state lawmakers are asking taxpayers to pony up billions. there was a water measure on the ballot for fall. now governor brown is telling gus he has a better plans. now claims the governor's plan would short change you, the taxpayers. >> these images of scorched et look like something out of a

steinbeck novel. it doesn't lie in the $11 billion measure. nope n a letter directly to californians. he says we should instead support my $6 billion plan, which according on the governor is a no frills, no pork water bond that invest in the most critical projects. is that what we have here? >> the governor's bond would take $2 billion in taxpayers funds and give it to the political appointees for whatever kinds of projects they chose. >> the board of water resources who now advocates for the planning and conservation league. they will be dolled out without accountability. and the outline, there's a line item right here titled storage $2 billion that goes to the

water commission. so would they be getting built? >> that's not the question. it's any amount for the construction. and there are difference of opinions. it goes to various communities and it should not be the real issue. >> damned if they do. damned if they don't. has this type of story line played out before? >> no legislative accountability. no accountability to the electorate. now we've seen what happens with the bay bridge behind me. the kind of costs overruns, mismanagement. safety issues did occur with that lack of oversight. >> is that a fair comparison? the bay bridge and this water? >> the bay bridge was limited. perhaps not entirely in tune with the facts.

with israel on a long-term truce negotiation in the strip. earlier this morning israel continued to bombard gaza. several large explosions followed shortly after. an air strike killed one person, injuring several others. since the last 72-hour cease-fire on friday, militants have fired dozens of rockets and mortar shells against israel. now a possible case of ebola in canada. a toronto area hospital is taking major precautions after a patient who recently returned from nigeria developed flu-like symptoms. he subsequently underwent tests and was immediately placed in isolation. if confirmed t doctors would treat the symptoms. however, there's no known cure for the ebola virus. nearly 1,000 people have already died from the recent outbreak.

it looks like we won't see oakland major jean quan behind a car leading up to the election. her driving became a hot button issue in june. that's when she damaged her city issued car in a fender bender. she was seen using her phone while behind the wheel of the car. they tell the oakland tribune for now they'll have staffers or volunteers do the the driving for her. police never determined if it was jean quan's fault or not. dozens of high profile acts filling up golden gate park for the outside music festival. many are kind of being left out. officers are seizing hundreds of fake tickets at one of the biggest music festivals in the bay area. people are checked outside first to make sure they have a ticket.

breaking news from the sports world. three-time nascar champion tony stewart has reversed his position in the last 15 minutes and now will not drive if today's race. last night the sheriff's office said stewart hit a driver during a race. officials say the driver got out of his car after being spun out by stewart when he walked onto the track to show his displeasure, stewart's car car struck him and sent him sliding down the the track. he was pronounced dead on arrival o the hospital. the stewart camp saying it's an unfortunate accident. the a's now in search of the first three-day winning streak. they had not lost to the visiting twins this season.

cap and trade. for most californians those three words help businesses deal with pollution, but cap and trade will hit most californians directly, and it's going to happen soon next january. to discuss this. we now have larry gerston who joins us onset. what is going on tw the difficult to comprehend cap and trade system. >> you will love it. you and more. and it's about reducing carbon pollution. we know that much. we also know most people believe the source of everything from climate change to respiratory issues and a bunch of other things. a long time ago in 2006, the law since then has been staged in to minimize sticker shock.

this year the manufacturers and others who remit pollutants are required for cap and trade permits if they exceed certain limits. those go to the state for various environmental programs. that seems distant and fuzz zi to most of us until now. >> bisk lay to understand this, businesses are big time polluters. so that's what is going on here. but you said the system is about to change. >> yes, sir. but not change so much as expand. well, beginning in january, the cap and trade system will tend to transportation fuels. oil companies will have to purchase permits like everybody else has been doing this year. and along that, if they exceed that pollution allotment, they'll certainly have to pay. and they'll pass on the cost to you and me and everybody else at

the pump. most observers expect the price to go up, 10 to 30 scents a gallon. if you're going to wrap transportation fuel into the whole equation. it's got to be controversial. in a place like california where gas prices are already so high. >> gasoline is already high here. only hawaii has higher gasoline prices than california. it's about 30 cents above the national average. one because of the special pollutants that the space already requires in the process. it's part of the effort to rugs pollution more. they will now address gasoline, which is as you know the biggest source of pollution. but all of this is a part of the effort to reduce pollution by reducing consumption. >> which sounds great. if you ask people to involuntarily give up some of their change in their

pocketbooks to be able to make it happen maybe the reception can be conflicted. what are you hearing? >> 75% of californians believe in cap and trade. then you ask, what about the pump? it goes down to 39%. that's an insight into the whole thing. moesz californians don't realize that it's coming. environmentalists and liberals support the effort. it's california's next step to reduce pollution. okay. and improve health. business interests on the other hand and groups representing the poor believe that the cap and trade at the pump will harm business and the poor who can least afford the increase. these are now considerably lowering. some want to delay implementation at the pump. others want to see it go through.

and it crosses party lines. the two sides are going to go it hard over the next three weeks. and what's less clear is which side will prevail. >> and we did a fact check on this particular story. the oil industry was saying watch out. this is going to raise gasoline prices by 75 cents a gallon. we talkeded to a doctor at stanford. looks more like seven, eight, maybe ten cents a gallon. >> and you're going to see a lot of jockeying for position here. no, you don't have to raise it because of that. but for the moment we know there's going to be some kind of increase. and that's the price you have to pay. >> absolutely. tough to stomach. much more still ahead on today in the bay. coming up next, nothing could stop these runners. the bay area race that has

valleys. for instance, the south bay, the east bay as i mentioned earlier. the tri-valley. we are talking about the potential for a few lightning strikes. and this is most likely in the extreme eastern portions of contra costa county. most likely after 5:00 this evening. tomorrow we have a better chance of activity and that will come after 5:00 again once more. you'll notice the storm center approaching. starting to back up just a little bit. and that's why we'll have the increased chance for thunderstorms because the outer bands will move closer this way. the center area of low pressure. this will give up the throw for an isolated thunderstorm today or tomorrow. most activity stays north again. you may get one or two lightning strikes. but the better chance for most

of us, it's going to be extreme portions of sonoma, napa and contra costa counties. and we could see one or two of these lightning strikes. and we could see them cause a wildfire. we have three wildfires raging across the state. any lightning strike is a big deal. especially talking about the threat for wildfires. getting you to the threat of future cast. i want toe skip ahead to tomorrow. then tomorrow we start off with a drizzle. start off with the fog at 8:00. look what happens tomorrow afternoon. this is not going to be a rain event. more likely lightning than anything else. but by 4:00, 5:00, that's where they will see the shower activity. but around 5:00 towards midnight tomorrow, this is the threat for lightning. computer pod el not taking up on

nbc bay area is your exclusive channel for all things olympic and olympic coverage. thousands of people testing themselves at at&t park yesterday. the spartan race stretched out over four miles using all the levels of the stadium. athletes climbed up, over and underneath obstacles on the route. each section tested their endurance and strength. we would like to congratulate our own crew members. meteorologist rob mayeda is one of them. he has the medal to prove he did it. he finished 41 minutes faster than his last attempt in 2012. you see pictures of rob on facebook all the time and he's doing things that defy the official comp comprehension. >> it makes us feel inept. >> athletes, not necessarily right here. that's okay. everyone has their own thing.
