in drizzle for some of the folks heading back to school this morning. also big time delays already on 580 coming out of altamont pass this morning. weather and traffic coming up. and live look outside as well at the bay bridge. today is tuesday, it is the 12th of august, and this is "today in the bay". from nbc bay area, this is "today in the bay." well good morning everyone, thank you for joining us, i'm scott mcgrew. >> and i'm laura garcia-cannon. live look at san jose, the roads are about to get more crowded today. students at the east side union high school district head back to class this morning. also headed back to school today, the san mateo union high school driktd including students at -- district including students at milbray. new legislation in sacramento. you may recall in the spring of last year, 641 ap test scores were invalidated because of

seating violations. students had to wait months to retake tests. new bill would speed up the timeline for investigations and retesting. it would also required test administrators to maintain a seating chart. investigation at mills was delayed because there was no documentation for seating. the bill had passed in the assembly and now need to be approved in the state senate. well he made us laugh, he made us cry, this morning the world remembering the life and career of robin williams. found dead in his tiburon home yesterday after an apparent suicide. overnight grieving fans left notes and flowers and lit candles at the comedian star on the hollywood walk of fame. another tribute growing outside william's home. that's where stephanie chuang is live this morning. people are coming from all over to pay their respects. >> reporter: good morning to you scott, including some friends from the south bay. you'll hear from in just a little bit. in a little bit we will hear from warren county sheriff's investigators on robin williams death here at his tiburon home.

paramedics responding here yesterday afternoon to reports that he was not breathing. he was pronounced dead a short time later. investigators believe he took his own life. you can see here at his home, the growing, it's a modest pile of flowers. there are notes and cards, candles within people writing you will be missed, robin. people have paid their respects, including fans who came to say good-bye a couple hours ago. >> decided that after work, even though it was late, early in the morning now, we wanted to come and pay our last respects to an actor that we had grown up loving and laughing with. >> reporter: and so many of all ages grew up with williams. this is of a cover of time magazine from 1979 describing how the actor shot to fame in just five months. of course thanks to his leading role in mork and mindy. he was 26 years old at the time. now following his passing, his wife released a statement in part saying, as he is

remembered, it is our hope the focus will not be on robin's death, but on the countless moments of joy and laughter he gave to williams. his daughter also releasing a quote about her father, now being in the stars, she says, i love you, i'll miss you, i'll try to keep looking up. throughout the beginning of williams's 40 year career, he battled alcoholism, drug addiction, and severe depression. he sobered up reportedly for the good part of the last 20 years but returned to rehab last month. he said it wasn't because he relapsed, but he wanted to cement his recovery. again, that's your live looking at the flowers. you can see the growing memorial just an indication of how he is and will continue to be missed. in a few hours, there will be, there's set to be a press conference held by the sheriff's office again on the details of what happened in the hours before williams death here and we will be here covering it live on nbc bay area. now live in tiburon, stephanie chuang, "today in the bay." >> all right stephanie, thank you. williams certainly being

remembered at comedy clubs where he got his started as well. the laugh factory in los angeles changed this marquee. the comedy store paying tribute. it's owned by the mother of another well-known comic, paulie shore. many people remembering williams genius. >> he used to pick up his check in his outfit, pick up his check and do it to me. >> robin was true genius, no doubt about it. both in comedy and in acting. and he's going to be missed. and he's not going to be easily replaced. >> a steady stream of william's fans visited the laugh factory to take photos of the marquee, the club that really helped launch his career. >> robin williams was also an integral part of the bay area community. >> good evening, san francisco. >> so fun to hear.

williams offered a one of a kind introduction before the giant's first playoff game in 2010. he fired up the crowd and the team. the giants not only went on to win the game, but also the team's first world series championship since moving to san francisco. "today in the bay's" bob redell live in pacific heights where another iconic memory of williams stand, good morning, bob. >> reporter: good morning to you, laura. people throughout the city has been dropping off flaurs, mementos to honor robin williams. primarily at two locations. in sf. you have this location here. we're at this home in broadway and stein per. you might recognize it from the movie doubtfire. overnight people have been lighting candles, flowers, stuffed animals, that sort of thing. this house of course made famous in than 1993 comedy hit. in which williams played a divorced father who dresses up as a woman, becomes a nanny to become closer to his kids, great flick. second spot is a former home in sea cliff.

now this house on el camino del mar was a popular destination for kids during halloween. the comedian was known for being jens you. handing out large candy bars instead of the bite size bits. here in the city, we also caught up with entertainment generalist ben torres who wrote about williams. knew him for several years, would never forget how as an actor and comedian, he was always really on. >> robin it seemed like was always looking for the next bit to throw at you. which is marvelous. as evidence by his performances on late night television. all improv. >> i remember when he was playing there at the cafe. and i remember from way back then and then i thought, how proud i was that like, you know, the local comedian was you know a big star. >> reporter: williams starred in many, many movies over the years. including "good morning

this could be the hail mary, asking a federal appeal's court to overturn a federal judge's decision. that decision came in october when the judge ruled bob selig did not violate antitrust laws by barring the move to san jose over what it considers san francisco giant easter tomorrow rights over the south bay. in case you haven't been following this case, a's owner lou wolf wants a new stadium. san jose wants to build one. mlb says they cannot move south because of the territorial right that the giant's hold. attorneys say that the rules protecting mlb are outdated and they will make those arguments this morning. we are going to catch up with them auto9:30 this morning as they head into the courtroom. some think this whole thing could end up before the supreme court. if that does, what happens in this case before the appeal's court could impact the highest court's decision at that point. mlb though, confident in their position in prior court

winds increasing this afternoon turning a bit blustery around the bay area and the low clouds will be sticking around for a while in the forecast or the middle part of the week. thunder and lightning producing storms staying off to the east. they've been dropped for the bay area. and it's the system over here over my shoulder that's unusual trying to approach the coast. what's left of it may provide just enough lift to these low clouds to give us misty skies at times and what it'll certainly do is keep the temperatures down. 78 degrees in san jose. 65 in san francisco. temperature trend will climb more to the start of the weekend. closer to san hooez as we get -- jose as we get towards the weekend. low to mid-70s and pleasanton, livermore looking nice with highs today in the low 80s. tri-valley temperature wise looks nice. the morning commute, not so much. altamont pass, accidents have been cleared, the big one was westbound 580. two vans collide in the right

hand lane. even though those have been cleared, we're seeing the volumes picking up, slowing already this morning there and it's probably going to get worse as folks look at those accidents out on the side of the road. grantline road spreed, 147 minneapolis to 680 and travel times down highway 48 down to 46 miles per hour. vol yups increasing and 10 -- volumes increasing and 101 looking good. bay bridge commute, no fog in the way. travel time's on schedule. and mass transit, also for now all in the green. bart, muni, cal train, and vta. we go inside water school. what you have to learn to avoid a hefty fine. narrow miss. two pedestrians almost hit by a speeding, out of control car. we'll have details, next.

hello, mrs. hilllard i presume? >> yes, i'm miranda. >> the world remembering robin williams this morning. his movies touched film fans young and old, including of course "mrs. doubtfire." growing memorial outside the actor's home in tiburon. that's where williams was found dead yesterday of an apparent suicide. we will learn more about what led up to his death later today. coming up at the bottom of the hour, how some of william's close friends are reacting to his death. now an investigative unit report. bay area police department is divided over allegations of a

ticket quota. tonight the investigative unit reveals concerns from multiple sworn officers who say their bosses are putting public image over public safety. they say pressure to write more tickets has left neighborhoods vulnerable to bad things. >> pretending suspects, for instance, catching residential burglars. >> the officers say they feel pressured to write tickets, and they call it an unofficial quota. how do you respond to that? >> we investigate tonight at 11:00 only on nbc bay area. well for a quick check at the markets on this tuesday morning, we are over at cnbc world headquarters, good morning to you. >> reporter: good morning, scott. futures still higher after the market closed small gains on monday. dow and s&p having the best gains. dow had its first back to back

gain in almost a month. investors still watching on geopolitical tensions as well as economic data that will be released later this week. dow rising 16, nasdaq adding 30. we are looking at futures higher across the board, scott. >> all right, thank you much. 5:16, bad drivers end up in traffic school, now there is a school for water wasters. santa cruz water department is giving people who use too much water a choice to pay up or go to class. attendees learn where water comes from, how to read a meter, and get a reminder about the drought. if they pass the class, the fines are forgiven. 30 people in last night's class at $24,000 in fines, dropped. >> didn't bother me time wise, it was not wasted time. >> the city of santa cruz trying to cut use by 25% through mandatory water rationing. they hope to conserve enough water so there will be enough for next year if this drought

continues. certain water wasting practices could be illegal in the east bay and the east bay municipal district says it'll cut off your water if you don't comply. the district will meet today to talk the usual rules, don't let water run on sidewalks, water lawns, no less, no more than twice a week. homeowners could wash their cars only with a shut off nozzles. people have been asked to do these things voluntarily, but if the rules change and homeowners don't comply. the district could restrict how much water they get. utility officials in san francisco considering charging people who waste water. the meeting this afternoon, the city's public utilities commission will talk about raising rates for customers who use too much. they'd be going after customers who use most of their water outdoors. schools -- the customers have been asked to cut back outside watering by 10% under the proposal, customers would be charged double if they don't conserve.

>> remember, brown is the new green. we could certainly use rain, but on this. day of august. >> unfortunately exceptions are two months away. this morning you could find drizzle or mist. san francisco and the coast this morning, low clouds are thickening up right now temperatures in the 60s around san jose and the tri-valley over towards pleasanton and dublin. north bay a little chilly. and we will see some mist and drizzle next couple of mornings, maybe more so heading into tomorrow mornings across oakland and san francisco and the coast. clearing skies around midday for the valleys, low clouds come surging back in as a sea breeze will turn stronger here, it'll lead to cooler temperatures over the next couple of afternoons. red flag warning for the north bay and east bay hills. that was dropped fat 3:00 a.m. as the lightning producing storms moved off to the east.

if you look closely here, fire threat for lightning sparked fires across the sierra through the afternoon. on you see the clouds approaching the coast. those clouds, part of a weather system that could take the low clouds, add a little extra lift and that could bring out drizzle or maybe even some brief light rain for the coast which would be a pleasant, welcomed site for us this -- sight for us this time of year. the marine layer thickened up, close to 3,000 feet this morning. that's going to keep things cool. probably through tomorrow, then by thursday, we'll see high pressure begin to build back still cool on the coast, but the tri-valley and areas south of san jose will see the temperatures come back up as you see there at the bottom of the screen, the seven day forecast. mid-80s around morgan hill. san francisco seeing the highs in the mid-60s and into the north bay. 73 degrees in santa rosa. livermore in the low 0u. we will see 90s back in the tri-valley maybe as early as friday, you're seeing the temperatures climb up, and for

the weekend for sure it does look like the tri-valley will get close to 90 degrees on saturday. trying to make it a little bit cooler as you approach sunday as we keep an eye on your weekend here on tuesday. and you can see the mostly sunny and dry conditions this weekend. east bay commute right now. earlier accident right here. westbound highway 4, that's been cleared, but we're seeing volumes slowing now and more volumes on the westbound 580 commute. previous two van accident in the right hand lane has been cleared. you see the travel time stacking up tracy through mountain house and approaching down into livermore. seeing the drive times reduced as the speeds drop off to 46 miles per hour from grantline to 680 and heading down highway 84, delays this morning. as you get out the tri-valley and approach the bay bridge. best route for you, dublin grates and mcarthur, 580 westbound. you can see traffic volumes picking up, at least moving. no issues from hacienda westbound this morning. and 111 at university, traffic

in both directions looking good and bay bridge, you're seeing smooth drive times right now. no delays reported just yet heading into san francisco and mass transit for now still on time this tuesday morning, back to you. >> all right. thank you very much. new vid dwloe morning of an -- video this morning of an intense fire fight in ukraine. ukrainian volunteers bat blg pro-russian separatists. ukrainians fired mortar shells from a field of sunflowers. photographer said six fighters were killed, more than ten hurt. meanwhile, ukraine refused to let a russian convoy of 280 trucks carrying aid into the current today. russian tv reported the tluks were filled with much needed supplies and operating with the international committee of the red cross, but, a ukrainian security spokeswomans the convoy is not certified by the red cross, red cross says it has no idea what's inside that convoy.

energetic dj in "good morning vietnam" to the psychiatrist in "goodwill hunting," a role that won him an oscar. many of the movies were filmed right here in the bay area. bob redell is live outside the home where "mrs. doubtfire" was filmed. there's a memorial to the actor there. we're going to check in with bob in just a moment. >> in fact we will start with stephanie chuang, she's outside william's homes in tiburon with the latest details on the actor's death, good morning, stephanie. >> reporter: good morning, scott and laura. in just a few hours, the morton county sheriff's office will release details on the investigation into robin williams death. he was found not breathing here yesterday. the coroner suspects the death to be a suicide by asphyxia. there needs to be a thorough investigation. you can see people have so far left a small pile of flowers. there are candles, there are notes. some from neighbors and some from fans we spoke with who came early this morning from the south bay. they simply could not let the

school today. meteorologist rob may eye da, how is the back to school forecast looking? >> back to school forecast in san jose and burlingame looks similar this morning. low clouds around 8:00. freshman other yen take 10:00 -- or yen -- orientation at 10:00. lee 70s for the afternoon today with morning clouds and mist. this morning and again tomorrow morning, you see the low clouds part of the picture. we'll have drizzle at times too. maybe not just for the coast, parts of the bay area. and a couple afternoon thanks to an all day sea breeze. low clouds surging back inland as we head towards the evening. now we've seen changes in the weather over the last 24 hours. lightning producing opportunities for fire dangers have moved on. and you're seeing the showers now out towards the sierra. though we will see high clouds coming in. highs upper 70s around san jose, mid-60s closer to san francisco and around the north bay you'll have highs in the mid-70s around

san rafael and napa today. cooler than the last few days. highs in the low 80s, and the temperature trend next to today looks mild. numbers rebound as you approach friday and saturday. the inland temperatures around the tri-valley getting closer to 90 degrees for the weekend. northbound 101 we've had a lane block there which could be causing slowing. overall, early in the morning, traffic volume's still light. you can see here traffic volume building around the east bay. trafficically down around livermore. we been having the clearing of the major accident. it was westbound 5le 0 at north of flinn. weft accident that's been cleared. travel time slowing down now westbound from grantline road approaching 60 down to 39 miles per hour average times. moving out of livermore down to 35 miles per hour as things slow down on highway 84. 580 and dublin, no issues from north first street through hus yen da. -- hacienda. the traffic moving along fairly

the as well. it is 5:44, san jose city leaders want major league fweebl play ball and they're taking commissioner bud selig to court to get their way. kris sanchez joins us now with a lawsuit that's made the its way to the ninth circuit court in san francisco. >> reporter: hi laura, let's do legal play by play. experts say san jose could be two runs down, bottom of the ninth as they go for the federal appeal's court to overturn a federal judge's decision. that's what they're asking for. that decision came in october when that judge rules that retiring commissioner bud selig did not violate anti-trust laws by barring the a's move to san jose over what it considers the san francisco giant easter tomorrow rights over the south bay. in case you haven't been following the case, a's owner lou wolfe wants a new stadium, san jose wants to build him. mlb says they cannot move south because of the territorial rights. attorneys say the rules are outdated and they will make

those arguments again this morning, but here's how one of the city's attorneys put it the last time we talked. >> san jose wants to compete in the world of major league baseball. it's the tenth largest city in the united states, and one man sits in an office in new york and says no, you can't have a baseball team. >> reporter: some folks think this will end up before the supreme court, if it does what happens in this case before the federal appeal's court could impact the highest court's decision. mlb also confident in their position in prior court appearances, lawyers argued that the supreme court has quote consistently declined invitations to narrow or eliminate the antitrust compensatory damages for the business of baseball. coming up in the next half hour, we will talk more about what it is that the city of san jose is hoping to gain in this court case. back to you. >> thanks so much, kris. well let's get your baseball and back to school forecast.

for us, we have a weather system here offshore which should help to enhance the marine layer which as of this morning close to 3,000 feet tall, and as a system tossing more wind our way, we will see drizzle and light mist near the coast and across the bay next couple of mornings and afternoon temperatures will stay fairly cool with that sea breeze reaching inland. once the marine layer thickens up. no trouble keeping even the tri-valley running cooler, but we'll going see changes on thursday. high pressure will build in, come press down that layer of cooler air. that'll be the peninsula and the coast that sees the coolest air come thursday and friday. slight warm up for the end of the week. 78 degrees in san jose. should see numbers in the mid-60s with cloudy skies around pacifi pacifica. mid-60s for san francisco. highs in the mid-70s over to santa rosa. you'll see the highs around pleasanton. livermore in the low 80s through about tomorrow and the second half of the week, livermore and pleasanton seeing the highs approaching 90 as we kick off

next weekend. morning commute having issues across the bay bridge westbound. we had an issue here on the right hand side of the westbound lanes here. just past the island. slowing there. and also at the bay bridge toll plaza. accident that is also managed to slow things down for the westbound bay bring commute, you're factoring in things this morning. dual accidents earlier that were cleared, but that plus the traffic volume building continuing to causing issues, slowing things down right now. let's give you another view of the toll plaza. this is where we had an accident earlier, that is slowing things down. metering lights have been turned thereon too. another view of the bay bridge commute within you can see the headlights, kind of stacking up here. that is that slowing you saw on the traffic map leaving that location from the accident that was on the right-hand side. we'll update you as that gets cleared. travel times right now, slowing down, tri-valley, grantline road to 680 down to an average 36 miles per hour. highway 84 slowing down to 33 miles per hour. and for now, mass transit still
