in a few minutes. >> thanks, rob. >> uniforms will be getting on buses. bob redell at the school bus depot in san jose. the drivers are rolling out? >> reporter: well, i tell you, these are the early risers of the education system, drivers here since before 5:00 this morning though they don't have to collect in at 5:20. a sense of how dedicated they are, doing multipoint inspect, making sure vehicles are safe, up and running because they don't want anything to happen on the roads with all of the children on board. some buss have 83 kids capacity. you can imagine they have a lot of responsibility. speaking with the bus driver who is very anxious and yet excited to be getting back to school. someone else in the same boat, dr. vincent matthews, superintendent of san jose unified school district, who we spoke with moments ago. we brought up the issue of the fact there is a change for high school students in the district. they no longer need 240 credit

to graduate. starting this year the requirement's down 20 credit to 220. also, new this year, the second year they'ri implementing commo >> we've done things in the same way for quite some time but we have to do things in a different way to give students skills to be successful as we move into the 21st century. >> reporter: if you look at the size of the san jose unified school district, think of the responsibility they have implementing standards. 32,000 students, 3,000 teachers and staff covering exactly 42 schools. from down here to north downtown san jose. back to school again here in the south bay. live here in san jose, bob redell, "today in the bay." let's go live to nanette miranda in oakland, schools dealing with influx of migrant

children. >> that's right. at least hundreds of children who fled from central america are expected to attend bay area schools for the first time this school year. oakland unified is expected to brace for the influx by considering hiring a privately funded consultant to deal with minors. that consultant would be the point person for students having to deal with a new country, a different language, and trauma of fleeing the violence in their homeland. oakland's board of education will vote this evening on whether to accept $45,000 from the family foundation and $30,000 from the y&h foundation. $75,000 in total to hire an unaccompanied minor specialist to track the central american kids and monitor their adjustment. bret heart middle school, fremont high, oakland international high enrolled a large number of students.

any help would be welcome. >> the question for schools, how do we identify the need of students in a quick manner to provide the necessary resources. and of course, that comes with costs. depending on when the children come, how long they stay that may impact the funding we receive from the state. >> reporter: more than 340 undocumented children have signed up for school this year in oakland. at least 150 of them known to be unaccompanied minors. san francisco's trying to accommodate 200 students from central america, hiring two to three more teachersen 64 in contra costa county. 19 plan to attend schools in mt. diablo. 62,000 unaccompanied minors entered the u.s. since october. california has taken in nearly 4,000 since january. certainly a large number. the third largest behind texas and new york. >> thank you.

if you're on social media, share a picture of us with your back-to-school routine. use #backtoschool. 6:0 a. some survivors of the 2010 gas pipeline explosion in san bruno are not ready for new homes to be built in the old neighborhood. neighbors are unhappy about a propose that would add 30 homes to the area. since the blast, the neighborhood has seen continuous construction and people who still live there are worried the proposed housing project will make the area even more chaotic. one neighbor said, loud booms and construction noises trigger some people's posttraumatic stress disorder. south bay workers, employers and community leaders will testify in front of the state assembly about getting paid sick days. it's the latest hearing regarding a proposal that would require employers to give their workers at least three sick days

a year. employees would be able to accrue one hour of paid sick leave for every 30 hours worked. many business leaders oppose that idea, calling it a job killer. san francisco and east bay water agencies will have mandatory water restricts to help out with the state's drought. the municipal board voted to prohibit drinking water used for lawns, gardens and washing cars. san francisco voted to reduce that water by 10%. while restrictions are mandatory the agency won't be taking active measures to enforce it. instead, agency hopes to get customers on board with restrictions by beefing up public outreach. restrictions will start next month. >> a check of your forecast. 6:07. live look at downtown san jose this morning. rob mayeda is in more christina. good morning. >> good morning. sunshine there in san jose right now. and some cool temperatures in parts of the bay area, mid-50s around the north bay. and out to portions of the tri-valley, cool this morning, with overcast skies, closer to

good morning. seeing low clouds across the bay with partly cloudy skies around san jose and mostly overcast skies. san francisco towards oakland, more in the afternoon forecast coming up san jose, northbound 101, slowing approaching 280 this morning. a look at both weather and traffic in minutes away. it's 6:12. a look at today's top stories. right now a long island roadway shut down and dozens of cars submerged in the water, as heavy rain hit new york overnight. more than a foot of rain fell in the area since midnight. a flash flood warning in effect for another few hours. hundreds of children from central america have enrolled in schools in the bay area since last summer. today, oakland's board of education will have to decide if

it needs to hire a specialist to help kids adjust to the new schools. san francisco. ban the boss measure goes into effect today. it keeps most private employers from asking about a person's criminal history on a job application. the law only applies to businesses with 20 or more employees, and companies are allowed to do background checks after an interview. this morning we are learning more about robin williams. final hours. the coroner says it could be weeks before we find out if he had any drugs or alcohol in his system before he died. williams' personal assistant found him dead inside his home around noon on monday. she found williams hanged himself and immediately called 911. >> we're not discussing the note or a note at this point, as the investigation is ongoing. that information will be discussed at a future time. >> the coroner says williams was recently seeking treatment for depression. it will take two weeks

before we learn whether robin williams, as you mentioned, had any drugs or alcohol in his system. in the meantime, fans across the bay area are showing their love for the actor. "today in the bay's" stephanie chuang joins us now. his wife was the last to see him alive. she's asking that fans celebrate his life. >> good morning. that's exactly what they have been doing. at the house, in tiburon where he lived with his wife, to the hollywood walk of fame, we saw flowers, candles and cards and read some that said, "we'll miss you, robin," a regular in tl throckmorton. the theater canceled tuesday comedy night, out of respect for williams. the actor had been struggling with depression. eight months ago when psychologist neil corbin gave williams a copy of his book "emotional well-being." i said to him with a smile, this would be great for you. he laughed, smiled back and said

we all can use emotional well-being which of course, now, turns out to be tragic. >> in southern california, for only its eighth time in 87 years, the famed chinese theater in hollywood dimmed its lights last night for one minute in honor of the 63-year-old actor and comedian. moment of silence at at&t ballpark last night when the giants paid tribute. fans sent messages in honor of williams that were posted on the scoreboard. tributes everywhere. great impact. we just talked about how he had so much reach with people, including my friend, friends of friends, my dad said he shared a hug with williams, a down to earth guy. impact felt here in the bay area. >> definitely. so many people, it was sad to see it end. hollywood not only mourning williams' death but the passing of lauren bacall. she died at age 89 yesterday. tony-award winning actress, national book award winning

meet the botler, the robot butler, dined by the sunnyvale based company savio, part of a pilot program launched next week in cupertino. hotel's general manager says, the robot will not replace his employees, rather help them by making deliveries to guest room, giving staff time to focus on other guest needs. if the pilot program goes well, the company will roll out botlers to hotels around the country. >> bringing me my ice. >> our kids would do nothing but like order stuff. >> exactly. if you've seen a yo-yo champion before you have not seen one as with much swagger. >> the 18-year-old of california, he recently won the 2014 world yo-yo contest in prague with amazing tricks.

into new this morning, one person shot, not far from where an unarmed teen shot and killed by an officer in st. louis. last night police responded to a report of mofour masked mensch carrying guns. one turns a handgun on police. an officer fired back, the man taken to a hospital, in critical condition. it doesn't appear related to the

protests spawned by the deadly shooting of 18-year-old michael brown. >> the man with brown when he was shot said the officer shot the teen, approached him, though not committing a crime. johnson walking with brown saturday when this all started. he says the officer confronted them for no reason, hit them with the door of the car and grabbed brown by the throat. >> grabbed for the officer's weapon, he's holding my friend with one arm, with the other hand pointing his weapon. the second time he says, i'll shoot, it wasn't a second before the gun went off. >> johnson says after that shot, the officer let go of brown and they took off running. he says that's when the officer shot brown in the back but brown was on his feet. the police department says one of the mensch pushed the officer into the patrol car and that's when the officer started shooting. >> tonight a wake held for the race car driver hit and killed in new york state. kevin ward jr. died saturday

after he got out of his car and walked across the track to gesture at racer tony stewart's car, only to be hit and killed by stewart. no charges have been filed against stewart. tomorrow services will be held at his high school in upstate new york. five football players free on bail. >> accused of taking part in an armed robbery at a fraternity. students at delta sigma phi are shaken up over what happened saturday. a 19-year-old football player barged into the house, pointed a gun. the victims say they've tried to keep calm before deciding to fight back. >> tackled them down the stairs, actually there's his blood there cops came and dog piled on him. >> four other suspects in the getaway. all are football players, with scholarships as well. motive could have been drugs or money but nothing was taken away

bathroom, hides in the bathtub and calls her dad. >> hearing them going through drawers and stuff. >> so the girl said she got into the bathtub because she didn't want the thieves to see her feet in the cracks between the door and the floor. the girl's dad called 911, she waited in the bathtub until they arrived. police dispatched at least ten cars and caught all three suspects. >> for me, it was amazing. i told her i was proud of what she did and the way she handled herself. >> the family did not want their faces shown to protect their safety. this happened in blossom hill, an area thought of to be safe. a homeless woman who stowed away on a flight to san jose will be back in a los angeles courtroom today. hartman appeared in court monday. her attorney requested doctor do a more detailed health exam. arrested last week for nesneaki on a flight.

cars submerged in water after heavy rain flood this highway. rough water caused by flash flooding, caused power outages and forced evacuations in one new jersey town. another saw the second highest rainfall of nine inches. so far, no storm-related injuries. forecasters predict the rain should clear later this morning. 6:407 just in, celine deion canceling all of her upcoming shows and she's postponing her las vegas residency because of her husband's ongoing health issues. her husband had a tumor removed from his throat in december and she says, she wants to devote, quote, every ounce of her strength and energy to her husband's healing.

we wish them well. beauty queen busted. a contestant facing fraud charges after posted incriminating evidence on youtube and facebook. shawna palmer, breaking her toe in a riverside supermarket. she told her doctor it was too painful to stand or wear shoes for long periods of time but youtube videos of a contest show palmer walking around in heels. authorities say she took part in two pageants while collecting money from the state. officials say, sounds ridiculous, cases like these add up. >> i can feel people want to make light of. workers' compensation fraud is a multibillion dollar drain on the state's economy. >> if convicted, palm could face up to a year in jail and have to pay back around $24,000. >> a lot of worker's comp. bracing for back-to-school.

famed chinese theater in hoord. williams put his hands and feet in front of the theater in 1998. only the eighth time in history the theater dimmed its lights. >> williams found dead inside his tiburon home monday. this morning we're learning new and sad details about the actor's final moments. nbc's joe fryer joins us live in tiburon where tributes are still pouring in. good morning. >> reporter: good morning. it appears this is a suicide, authorities say the investigation is not over. it will still take somewhere between two and six weeks to get toxicology resultsing their will tell us if any substances in robin williams' system at the time of his death. we're learning more about what happened earlier this week. authorities say the last time robin williams was seen alive sunday night, it was in his home, he was seen by his wife. on monday morning, just before noon, his personal assistant found robin williams in a bedroom, authorities say he

>> reporter: all right. san jose unified school district superintendent dr. vincent matthews. maybe he had to have a few more decibels to get the kids' attention. first passenger this morning, heading out to greet students on the first day back to school. the second year san jose unified school district implementing common core standards and the first year high schooler in the district will only need 220 credits to graduate. >> wanted to make sure our students had flexible in their schedules. if you just have 240 credits you have to take six classes, prescribed set of curriculum that you have to take. 220 actually gives them flexible, they can do internships if they excel a class, it gives them flexibilitien this is what they need to be successful. >> reporter: san jose unified

one of the larger school districts go back to school. where there are 32,000 students who attend 42 schools. schools down here south in the almaden valley to north to downtown san jose. again, buses having left this yard in the past hour to get back to school for another year. i can't believe it. live here in san jose, bob redell, "today in the bay." >> go by so fast. >> i'm all smiles about it. >> nanette miranda live in oakland. schools dealing with migrant children as well. >> reporter: new students from central america will need a lot of help. oakland, which has a large number of them, voting tone whether to hire unaccompanied minor specialist. more than 340 undocumented students signed up for school in oakland this year. at least 150 known to be unaccompanied minors, san francisco's trying to accommodate 200 new students in central america.

64 students signed up to take classes, 19 plan to attend schools in mt. diablo. experts say the children will need a lot of help in dealing with a new country, different language, and the trauma of fleeing violence in their homeland. the vote tonight by the oakland board of education will be whether to accept 75,000 in private foundation money to hire a point person for these kids. without it, money will have to come from somewhere else. >> with the lack of federal and state funding, i suppose that the worst-case scenario might be that schools would have to limit other courses or limit other course work or other activities and shift teachers around. there may be an impact on how they deploy their personnel. >> reporter: in oakland, bret heart medal school, fremont high, oakland international high school have enrolled the most. california so far has taken in
