"today in the bay's" bob redell here with us, bob, this just continues to develop, what's the latest here? >> reporter: good morning, law enforcement has been asking the citizens to be patient as they try to investigate what happened saturday afternoon when a white police officer shot and killed a teenager who was black and unarmed. an incident that many people in this suburb of st. louis was racially motivated. that call for patience doesn't seem to be working. >> they're firing on to the crowd. ouch. >> reporter: overnight, protesters confronted police on the streets of ferguson. there are reports that some of the protesters had thrown molotov caulk tames at police earlier in the night which escalated the tension with police and riot and tactical gear responding boy lobbying the tear gas in an attempt to force order. now the parents of michael brown, the young man shot, several times by a ferguson police officer have condemned

the violence and the looting, as have police, public officials, and local pastors. >> everybody is angry about a lot of stuff, but we need to do it peacefully. >> we're just asking people to be peaceful, and that we are actively working to resolve this situation to get the truth and it get justice. >> reporter: earlier in the day yesterday, protesters were peaceful, marching through downtown demanding justice for michael brown. at night is when the situation became violent. you can see media covering this event, got too close to the action as well. that's an al jazeera crew running for safety after tear gas was lobbed in that direction. two reporters were detained by police, we'll hear in the next half hour. it is 5:02, man accused of stabbing a stranger on a bus in berkly is expected to -- berkeley is expected to face a judge today. this happened monday night.

investigators say eric palmer told passengers, watch this, and started stabbing a woman. they say she midnight have survived, but a man nearby beat off the attacker with a skate board. palmer is charged with a attempted murder. new fallout this morning surrounding last year's deadly plane crash at sfo. this. morning the family of the 16-year-old girl struck and killed by a fire truck while she was lying on the runway is suing san francisco. "today in the bay's" kris sanchez life in burlingame this morning, gathering information for us. she will have the very latest coming up a bit later in a live report. in the men time, it is no -- meantime, it is no secret that scientists expect a major earthquake to hit the bay area at some point. that's why several organizations are holding a three-day intensive training event at stanford university. starting today, medical staff and volunteers posing as victims will sleep in tents near stanford hospital eating only rations and living as though a

high magnitude quake just hit. university hopes the event will help them prepare for the real thing. just a couple of hours, commission that runs pge will consider a proposal that could cost you a quarter every day. pg hopes they'll approve a general rate north carolina to maintain its system. this happened every three years, it's not that unusual. this time, pge wants to use the money for an all out makeover. >> and we really want to focus on modernizing our system for the 21st century. keeping safety as our top priority. >> if approved, you'd have to pay an extra three dollars for electric and $4.50 per month. they want to have staff at call centers increase here in california. crews will spray for mosquitos again tonight. this is a look at the area, includes san jose. parts of the expressway and guadalupe parkway, fogging set to start at 11:00 tonight and in

the last several hours, vector control found mosquitos with west nile virus in the area last month. and officials hope the spraying will prevent human cases of the virus. 5:04 right now, let's see if the temperatures are going to creep up in some parts. checking in with rob mayeda. >> temperatures climbing into the upper 80s and getting closer to 90 degrees. but the story of the morning is the fog that we have over downtown san francisco, parts of the north bay reducing visibility's down at times, and you can see perhaps a mist across the tops of the building in san francisco. right now less than a half mile visibility in santa rosa. around san francisco and san jose, the low clouds up aboveground level. you have the overcast of gray across the skies in the morning even for some of the inland valleys. through the afternoon, we'll see some clearing after the drizzle and low clouds clear. valleys warming quickly later on today. we'll be easily into the 80s and some spots getting very close to 90 degrees. including morgan hill today near

90 degrees. san francisco, upper 60s to near 70. 80s across the north bay, pleasanton, 88 degrees on the way for the tri-valley as we head towards tomorrow into those low 90s. in fact, that be snapshot of your weekend forecast too for pleasanton. you can see the numbers, low 90s saturday into sunday trending cooler towards monday. now here's mike. we're looking towards sfo, i talked about this area southbound 101, the off-ramp to sfo. that's where we're hearing about a dollar. single car may be involved. chp maz yet to get on scene. we'll track this one, that's about it for the peninsula. in fact the rest of your bay moves smooth ri right now. slowing as you might expect. we'll talk about in a that in a second. i want to focus on the rest of the commute heading to the areas including the roads and the rails. now with the return of schools for example, south san francisco, as we talked about and of course morgan hill today. we're going to windchill for

more folks riding the buses. watch the walkways, no delays for any of the systems so far. we're talking about the tri-valley, west 580, you're up above 50 miles per hour for much of the trek. slowing out of the altamont pass, things really slow down, but an easy drive towards the dublin interchange. 84 slows a bit. it's a major street but we expect to see the slowing. the golden gate bridge, that's one of the issues you'll see. fog, low clouds hovering, and right there they're moving the cones, getting ready for the morning commute. they don't have the center divide, but they are doing that construction in the area. keep that in mind overnight, back to you. bitter sweet good-bye for fans at candlestick park and for paul mccartney. set to perform there tonight in the final concert. >> that's where the beatles played their final concert decades ago. fanfare. good morning, laura and scott. officially the show starts at 8:00 tonight. imagine 49,000 people trying to get here to candlestick park, people say get here early. you can see the lights are on, typically they are not. of as we prepare the hours before paul mccartney performs. you see the sign, welcome back to sf, paul, this is part of his out there tour. it has been 48 years to the month since the beatles played their final concert that was august 29th, 1966, here at candlestick park. bitter sweet times too for paul mccartney who will be playing the final show. he is set to perform three hours, featuring some of the most famous and beloved songs spanning his career from a solo artist to a member of wings, and then of course the beatles. here's part of his message to fans on his night here at the stick. >> come along been apart of it, 149 of august, candlestick park.

rafael. that's the big s surve, folks are out and about, not a lot of traffic holding things up. a lot of kids heading back to school. washington state police are asking the public to stop tweeting during shootings and man hunts to avoid telling the bad guys what officers are doing. it's all part of the tweet smart campaign that started last month. . aims to raise awareness about social media's impact on law enforcement. some say the campaign could lead to censorship. social media expert says she's not aware of any post that's led to an officer injury, however, she says there have been a few close calls and some tweets have interfered with investigations. an app design as a new way to organize your iphone's contacts launches today. human organizes your contact based on your relationships to you. it combine combines from multiple sources into a list by mutual friend or where you met. over time, it'll learn which people are most relevant in a

particular context. and then displays them first. it'll be available in a few weeks. starts on apple. uc san diego researchers have developed a skin patch that makes electricity from sweat during a workout. they revealed it at a conference in san francisco yesterday. certainly the technology can only produce a small amount of power, not enough to turn on a lightbulb, it could power small devices like heart monitors, watches, maybe even your smart phone. look at the markets, let's check news before the bell, we are live at cnbc, good morning. >> scott, good morning, futures are lower after stocks rose for the fourth time, boosted by tech biotech and airlines. today those futures are lower. investors are reacting to news today about germany's economy failed to grow this spring. today look for data on own employment and earnings from walmart. rising 91 points. up about 44.

san francisco plans to cut #,000 jobs or 8% of the work force. at&t is giving customers a $200 on a discount. you must sign a two year contract and buy a new iphone at full price. they account for a big percentage of growth for at&t, veriz verizon, sprint, and t-mobile. scott. >> all right, thank you much. it is 5:15, an essential tunnel used to transport water to millions of bay area families is at risk of a quote catastrophic collapse. that's according to the san francisco public utility's commission. the hetch hetchy tunnel is 19 miles long and sits outside yosemite national park. the chronicle reports city officials have known for 25 years the tunnel needed work, but it was left out of the water

system improvement program which makes bay area water facilities earthquake safe. the tunnel is 9 years old and would cost more than $100 million to repair. no word if any of of that money will come from a $7.5 billion water plan just signed into law by governor brown. lawmakers approved that plan last night. it is the biggest water investment in decades, it includes money for building new reservoirs, cleaning up ground water, and focussing on water treatment tech knowledge. only one lawmaker voted against it. well let's check in with rob mayeda today, we've seen low clouds, foggy start to the day. >> north down, half mile ore less at times. something our own mike inn way is -- inn -- mike is tracking right now. and right now, little bit of

mist possible too across san francisco for the morning. not so much in the way of low clouds around san jose. the north bay seeing the low clouds reducing visibilities from santa rosa down to san rafael. half mile at times for the morning. next two days, not much change for the coast. low cloud inland for the morning, staying out in the coast through the afternoon. should not see any thundershowers on the northern coastal mountains, that's a bit of a change as a lot of that monsoon moisture has moved off to the east of the sierra. some of the changes we'll see today will be that summer spread of temperatures where we go from cool to warm, just in a drive or a right from the embarcadero. you'll have 69 in san francisco later on today. then as the sun comes up, we will see 88 degrees for pleasanton through the afternoon. the winds will turn breezy later on today. it's the same onshore wind this morning, which has helped to push in the low clouds into fairfield and napa. all the wind air roes pointing inland. they will weaken a little bit.

places like pleasanton and the tri-valley, you'll see the warm-up through the afternoon. next five days, temperatures beginning to climb on up into the low 90s as we kick off the weekend and trending a little bit cooler as you approach monday. around the bay area today, 83 degrees near 90 in morgan hill. san francisco into the upper 20u6 near 71 degrees around the hayes valley. north bay, high in the low to mid-80s. pleasanton, 88 degrees for today and close to 90 out by livermore. this evening as we wrap things up at candlestick tonight. they said it was chilly, kind of chilly back there in 1966, chilly again tonight, temperatures in the low 60s and an early view of the weekend. temperatures staying cool around san francisco, but inland and the tri-valley, 90s for the weekend, south bay seeing the temperatures in the upper 80s at times for saturday. now for a check of your morning commute, let's go to mike. >> all right rob, thanks again for covering double duty while i was gone. appreciate that. over here this often takes the brunt of the morning commute, bay bridge, right now the toll

plaza looking clear. there are some of the low clouds rob's talking about. we'll talk about that on our maps. smooth drive through the east bay, east shore freeway. 24, no real issues as far as traffic slow getting through the bay bridge. aside from low clouds. from time to time, right now visibility's just fine there. and it is our road weather index, traffic and weather maps tied together for the data. so i have this, the fog showing up where it's orange on the map. that's where the index says you might have trouble seeing in patches from 101 down in towards san rafael. watch that 37 as you're getting over towards 101 in nevado. that'll change over the course of the morning, no problems as a result by chp at least. over here, this is a problem, 101 southbound right at the sfo exit. we have reports of a crash, it's either affecting the onramp or off-ramp. as you're heading towards the area because the crash is blocking the slow lane. right now no slowing shows up there or anywhere else on the

peninsula though. 101 and 280 at speed throughout the south bay. remember, san jose unified kicked off the school week. we're going to see more of the school year yesterday. a lot more surface street traffic. westbound, more traffic because that's the volume of the commute coming westbound. 580, no big surprises. we'll look at fremont further between the the two shots south bay and the east bay. look at this, nice drive past the truck skams north and southbound smooth towards mission, back to you with the clear drive. >> thank you. highest ranking american troop to be killed in san francisco will be layed to rest today. army major general harold green will be buried at arlington national cemetery killed last week in afghanistan by a gunman at a training facility. the gunman was a military police officer who had reportedly been hiding in a bathroom. he was not an american military police officer, of course. 5:20 at a new york cemetery, race car driver kevin ward jr.

he was killed by nascar champion tony stewart. it happened on a dirt track before. accident stewart bumped ward, sending ward's car spinning into a wall. ward climbed out, gestured towards stewart's car. stewart couldn't stop in time and hit the 20-year-old. no charges have been filled, but the investigation is ongoing. a bay area mother hopes her story will help prepare parents who are about to send their kids off to college. debbie smith invited nbc bay area to watch lifetime channel's campus nightmares last night. they learned the episode about the death of her son matt. >> matt was in a fraternity, he was forced to chug gallons of water for hours while fans blew on his cold body and hundreds of push-ups, eventually had a seizure and died. the mother helped pass matt's law here in california which toughens the laws against hazing. >> i don't care where you send your child to school, and what they say, because hazing is the

bob redell tracking the very latest developments. he'll have an update for us next. and we're seeing a foggy start to the morning there in san francisco and temperatures this afternoon, approaching near 90 in the warmest places around the tri-valley. we'll talk more about a second half of the workweek warm-up coming up in just a couple minutes. so of course we're tracking how the fog will affect your drive into work this morning. right now crash near sfo. that will affect 101. and let's take a live look outside at the bay bridge. you can see the low hanging clouds. today's thursday, august 14th, and this is "today in the bay." from nbc bay area, this is "today in the bay." well good morning everyone, thank you for joining once i'm scott mcgrew. >> and i'm laura garcia-cannon. the city of san francisco is being sued by the family of a teenage girl struck and killed by a fire truck right after last year's asiana airlines crash. kris sanchez joins us live in burlingame this morning.

kris the family says the fire department did not do enough to protect their loved one. >> reporter: no, laura, these are pretty serious allegations. they say that the firefighters and the first responders were not only reckless, but that they were not properly trained to deal with a disaster on the scale that we saw last summer. the parents of 16-year-old ye ming say the daughter lay on the ground outside the wreckage of the plane and crews failed her on several occasions. it was certainly a chaotic scene as we can see from video from a camera mounted on a firefighter's helmet, but the parents contend that emergency personnel should have known how to deal with the disaster like that. asiana flight 214 charactered at sfo after hitting the sea wall during landing as the national transportation safety board determined it was too low and too slow. the san mateo county coroner concluded that she survived the crash, miraculously, but died after being run over by two different fire trucks.

video shows that the girl was covered in fire suppressing foam, but the family's attorney contend that responders knew she was there before the foam was deployed. her parents suit claims that quote, inexplicably they failed to treat her, mark her location, or remove her from the pearless condition and location i should say where she lay curled in the fetal position. san mateo county district attorney did not file criminal charges against any firefighter responding that day, saying that her death was a tragic accident. she was one of three people who died as a result of the crash. coming up in the next half hour, we'll talk about some of the other lawsuits still pending against asiana airlines because of that crash here at sfo. in burlingame, kris sanchez, "today in the bay." >> i think a lot of people expected it, thanks kris. developing right now, police in tactical gear, lobbing canisters of tear gas make a midwest suburb look like a video

out of the middle east. more unrest overnight as protesters and police try to beat each other back after the shooting death of an unarmed teen. "today in the bay's" bob redell joins us. this has got the president's attention. >> reporter: it has, good morning, scott. the situation so serious in ferguson, missouri, that president obama was briefed on it while on vacation. expected to be briefed again within the next few hours. the parents of michael brown, the 18-year-old man unarmed when he was shot several times and killed by a ferguson police officer saturday afternoon, they're calling for peace. so have local pastors, law enforcement, but that message is not getting through. at least not when night when the sun goes down on the st. louis suburbs. those are the sounds of smoke bombs and tear gas grenades that police have been lobbing at protesters overnight trying to enforce an order of no large crowds after dark. according to reports, police were provoked when some people had thrown molotov cocktails at

them. earlier in the day, police chief praised his officers show of restraints, saying that they have been shot at over recent days and it had rocks and bottles thrown at them. now that's not to say police have been appropriate in their response, for example, there are questions as to why two print reporters, one with the washington post, one with the huffington posts were cuffed and detained while working on their stories at a mcdonalds. >> slamming their sew dear machine, grab midbag, phone, and put me in temporary restraint. >> reporter: one reason they are so angry, ferguson police have refused to ieft officer who shot and killed michael brown. arguing there have been death threats made against this officer. and it could be a while before law enforcement releases details ebt the reported scuffle between brown and the officer that led to his shooting death. the st. louis prosecuting attorney says that evidence will need to be presented to a grand jury first, and that could take a couple of weeks. coming up, we'll show you what happened to one tv crew when they got too close last night. laura, scott.

>> all right bob, thank you much. it is 5:34. now to an update on a local story that's gotten national attention. a publisher is scrambling to revise a sex ed book that parents in fremont say is too graphic and inappropriate. last night at a fremont school board meeting, parents once again voiced their concerns about the book which was supposed to be given out to ninth graders this year. the school district voted to buy the books in june, be up there's been a huge backlash. more than 2200 people signed a petition saying it was too explicit. some of the language including descriptions of sexual practices. many people at last night's meeting agreed, others stood up for the textbook. >> these are thing i discussed with my future spouse a few months before we got married, not something that high schoolers should be discussing. >> if you listen to popular muszic, if you read popular book fwbs you see popular movies, none of the content in the book contains anything that our kids haven't already been exposed to.

>> the district has put the textbook on hold while the staff and publisher work on a revision. san francisco teachers are just days away from picking up the chalk, but fist they'll have to vote on whether to go on strike. the vote is the result of negotiations that have not led to a new contract. strike is still away's away though. depending on how the vote goes, teachers may have to take another vote before hitting the picket line. teachers want a 21% raise. district only wants to give them an 8.5% raise. speaking of school, welcome back to school, students returning to class this morning. this includes those in the jefferson union high school district, morg, hill unified, and students at mountain view st. francis high school and presentation in san jose. >> speaking of san jose, let's take a live look outside this morning. looking much more clear, rob mayeda joins us now with a back to school forecast. >> yeah the forecast this morning, we have clear skies over san jose, but other places dealing with quite a bit of low

clouds and fog including daly city. temperatures there around jefferson, 68 degrees through the afternoon today and morgan hill, one of the warmer spots approaching 90 about 4:00. into mountain view, st. francis, temperatures today in the low 80s and into san jose, presentation high school, looks good. we'll see numbers in the mid-80s this afternoon. so warm, but not exactly too hot for most of us as we go through the day. low clouds and drizzle will be the story of the morning then clearing quickly warming valleys heading into the afternoon. and the valley temperatures today making a run at the mid to upper 80s and the warmest place including morgan hill. 83 closer to downtown san jose. upper 60s for san francisco and for the north bay, you'll see highs in the low 80s with temperatures climbing into the mid to upper 80s around pleasanton and on our way to 90s through the weekend. warm start to the weekend, trending cooler approaching monday. now back from hawaii and back on traffic, we have mike. >> thanks rob, and thanks for

covering for both of us, traffic and weather. over here covering the cash lanes, these folks waiting in line. typical pattern here. fast track, not a problem, it's 5:37. we should see the lights turning on. we see a good volume coming down east shore freeway. no slowing right here, just a tad bit right at 16 miles per hour. not a concern right here approaching the berkeley curve. 24 as well as 580 and 880 moving smoothly. remember the traffic and weather systems are tied together, this orange here, that's weather data indicating there may be fog an issue for 101 on highway 37 through nevado. and further north through santa rosa, for example, patches of fog from time to time. just a note for the drivers up there. easy drive across the golden gate bridge, low clouds hovering around near sfo. southbound 101 right at the onramp as folks are joining from the airport. we have a crash blocking your slow lane. it's an easy light flow of traffic right now. the only slowing are blips as

developing this morning in iraq, u.s. forces say the conditions of the country's refugees trying to escapist sis militants are not as grave as first reported. "today in the bay's" richard jordan live in washington, d.c., this morning with what the administration plans to do next. good morning, richard. >> reporter: hi laura, good morning. it was about 20 u.s. special forces that went to the top of that mourn in northwest iraq to assess the situation there. they say they found far fewer yazidi refugees than they had expected and those there still in the thousands, but they were

in better conditions than had been anticipated as well. the humanitarian air drops of food and water have been helping the refugees stay nurtured. also the air strikes pushing them back. now the u.s. intervention comes into play whether or not, or how far the u.s. will be involved here. the white house has said there will not be combat troops on the ground, that is still not a possibility here in iraq, but what they are considering is possibly supplying some air cover so that the kurdish fighters who have been taking on the isis militants on the ground can help to evacuate some of those refugees that have been stuck on the mountain, although this is some good news you could say because there is, there seems to be the u.s. efforts are paying off, it is still very dangerous there, those isis militants are still threatening to kill them because of their religious believes. we're also learning that britain plans to send special forces of their own to iraq much like the u.s. support team that is already there, laura. >> one to continue to follow,

as we head through the weekend. and that's a sneak preview of the warming temperatures we'll see here over the next couple of days. right now this morning, you have career skies in san jose, over towards downtown san francisco. that's where the fog has been thick this morning. the fog at times reducing down to a half mile of parts of the north bay. the trend, well it's a summer time trend we see with the low clouds inland for the morning, staying out on the coast for the afternoon and doesn't look like any monsoon moisture. but what we'll see is a granl yul warm-up for the inland valleys, in fact for places like pleasanton and out towards the tri-valley, you're going to nice the warm-up today carry through the start of the weekend. temperatures climbing up into the upper 80s today then low 90s saturday and sunday, and the culprit here will be, we still get a breezy afternoon, the winds inland will not be the as strong. we have an on shore push to bring the low clouds in, the wind speeds around fairfield and livermore will back off a bit as the marine layer gets compressed down. so if you want to find the heat, the valleys will be the places

metering lights turned on a few minutes ago, about seven minutes ago and filling in the entire toll plaza. lanes past the overcrossing for all the lanes. a little bigger build off the berkeley curve. we're talking about the north bay, north of the golden gate bridge. patches of fog possibly down to 50 feet of visibility in some spots. 50 yards i should say as we're looking at a smooth drive. it's going to be tougher to see in patches for 101. we're not going to have time to issue in that anyway. east bay, typical drive, east shore freeway, upper east shore, smooth drive off the bridges. we're looking at antioch with the typical flow for highway 84 and standard build as well for 580 westbound through the tri-valley. no surprises for 84 or the dublin interchange and that nice easy drive down south through sunol. the south bay itself, northbound routes start a build for northbound 101. watching for slowing down starting to register for south 17 approaching 85. likely just a burst of traffic.
