it's going to be a beautiful one across the bay area. maybe a light jacket in the morning, but we'll get to that in just a moment. good morning and thank you for joining us. i'm vicky nguyen, along with andrew slaughter. >> good morning. let's look at the sky camera network. you can see from the north bay through san francisco, we've got clouds every single location, but later on this afternoon, just like we saw yesterday, that fog will burn off. today highs will be very similar to yesterday, maybe a touch cooler, 81 in south bay, 73 in san francisco today, perfect weather for the giants and of course perfect weather for the 49ers. we're going to talk about your forecast game day for today and get you into the next upcoming week form the most interesting thing, vicky, looking at the models, we are talking about the potential for maybe the most

showers across the state of california for we have seen maybe in a couple months. >> well, we need it. the drought situation is very serious. >> yes. >> but for today great game day weather. >> absolutely. it is the final countdown. we are six hours from kickoff at le levi's stadium. the 49ers make their debut at the gem. today is another major test for the city and stadium officials. more than 60,000 fans will back levi's stadium for the first 49ers preseason game. two weeks ago when the stadium hosted the san jose earthquakes game, light rail passengers complained about overcrowded trains and long waits. they have added three more trains to the fleet today. stadium staff have also worked with police to improve traffic flow and parking. it's not just stadium crews, but nearby businesses are gearing up, two. the nearby marriott sold out for the weekend and a restaurant is

opening an hour early to handle the fans. >> making a little bit more production for all the people coming here. today's game begins at 1:00. the leavee ace stadium regular season opener is september 14th against the chicago bears. more details about the brand-new stadium. a pair of scoreboards together cover more than 19,000 square feet. you won't have a problem tweeting or posting about the game. at least 400 miles -- miles of data cable winds through the stadium. that makes wifi speeds 40 times faster than any other stadium, and no more lines at the barn. levi's stadium has over 1100 bathroom stalls. compared to candlestick, that's 250 more. so ladies, good news. if you want to start the party early, head to the red one rally at great america. for $85 you can enjoy food like prime rib and shrimp.

rain as police stood by in riot gear. they used tear gas after another man was shot near the protest. officers say their priority is to maintain overall victsafety. >> we have a shooting victim. we had a man extended in the middle of the road with a handgun. we had a police car shot out, and yes, i think that was a proper response. >> seven people were arrested for failing to follow the curfew. some residents say the curfew is a violation of their first amendment rights. meanwhile, back here in the bay area, cleanup after a protest in the east bay turned violent. more than 100 people took to the streets of oakland and berkeley on friday night. they are marching in support of the protesters. oakland police say the march was mostly peaceful, but a small group of people became violent and pepper sprayed officers. one officer was taken to the hospital after being assaulted.

protesters vandalized several businesses, including a bakery. >> it's nice to have a peaceful protest, but when they're damaging businesses, it really hurts the businesses in your community instead of helping them. >> in berkeley, protesters set fire to a garbage can. two people were arrested there. to another demonstration in the north bay, that's where the deputy tied to the shooting death of andy lopez will soon head back to street patrols. >> that somebody's going to stop the wave of violence. protesters gathered yesterday afternoon in santa rosa. they are upset about deputy eric gelhaus returning to the streets. he's been on administrative leave since october. lopez was holding a bebe gun. deputies say they mistook it for an assault weapon. he was cleared of any wro

wrongdoing. >> he's been put on the street again on patrol. he's been given a gun, back on the streets in our county. >> gelhaus first returned back to work in decent in an administrative role. this week he turns to patrol. a bay area family plead fog justice asking a hit-and-run driver to surrender. that ir2-year-old daughter died after she was hit on a about usee san francisco street. the driver of that car did not stop. officers say the toddler was in a crosswalk with a family member on mission street between fourth and fifth street. that's when a car traveling eastbound on mission hit the toddler. people are leaving flowers and stuffed animals for 2-year-old miyana gregory. miyana and that family member were just leaving a movie when the toddler was hit. the officers described the car as a cam are, lexus or -- it has a mismatched front bumper and

dark rims. >> the little girl's aunt is asking anyone in the public who knows this car to call police. >> if you know the car, just please speak out. we're looking for justice for my-my. >> a memorial fund has also been set up. police are asks anyone with information to please reach out. the stowaway has been released. she most recently sneaked onto a plane and made it to l.a. she was ordered to serve 117 days in jail, but hartman got out yesterday just after four days behind bars because of the jail overcrowding. she has attempted to sneak onto planes including several times at sfo, where she is now banned. prosecutors says she was suffering from a mental illness, and she recently left a treatment center.

khanna. 37-year-old khanna is challenging mike honda for his seat in the house. we have a follow up. no charge will be filed against the san francisco man who was accused of posing as a tsa agent. deputies arrested eric slighten last month. he was caught at the security checkpoint at the international terminal. they are investigating claims that he patted down women in a private screening area. so far no female passengers have stepped forward to confirm that happened. a fight brewing over a appropriate east bay cemetery. hundreds of opponents turned out this weekend to make their voices heard. a developer plans to build the creekside memorial park on about 220 acres of open space. organizers took people to see the site. they say a cemetery there would

shelter staff want to find this donor. >> reporter: the lure of this kittens brought this family to the south bay after they heard that boxes of them were left. >> such a sad tire. >> could. >> california, cookie and cupcake and a few other names. >> reporter: 24 cats and kittens were left in boxes at the overnight drop-off. it was caught on surveillance tape, but not the car's license plate. this is the fourth time in more than a year. >> this isn't a criminal thing, but we would like more information. and again stop the cycle of happening. part of loving an animal is also spaying and neutering so you're not continuing a cycle. >> the shelter believes the same

well. looking at the live camera network, we're looking at fog, every single microclimate region. and you know, later on, as i mentioned, we will see some sunshine, very similar to what we saw. >> 75 for the east bay, north bay you'll be near 80, our hot spot today, of course, no big surprise. in the peninsula, mid 70s, and for the south bay, rather, we'll be in the low 80s. for san jose, you'll notice 80 degrees, morgan hill up to 85. 77 degrees, san mateo, you'll be at 72. san francisco you'll get rid of the fog after about 1:00, and plenty of sunshine. santa rosa with plenty of sunshine, sauce lita 67, walnut creek, you'll be up to 80. yesterday in the 90s in the trivalley. livermore one of the warmer. today just a few degrees shy of

that. up to 88 in danville. so it will still be a warm day. san jose and the santa clara valley, no big surprise there. nuclear weapons near 80 degrees. not toot warm. that's actually perfect conditions to be out for that first game. i want to show you what is happening to the north. you can see quite a bit of activity moving towards the provinces of can asa. but i don't know if can you see it, but the giemont starts to break off a bit. not a lot of cloud cover, but the break off just a bit will give us a piece of that energy that will mo this way, and what it will mean for us is just cooler weather, maybe a chance for some showers. i want to start you off with today. you'll notice fog will be with us before about 9:00, and at that it will retreat.

after about 11:00 in san francisco, and down toward santa cruz, that's where you'll see the sunshine after about 11:00. they could after that sun al day long, with the fog returns most likely around 9:00. i wanted to give you that quick glimpse. that storm system to our north, eventually by friday it will diver down to the south, and there will be some subtropical moisture available down toward the central coastline. here's the wild card. will that meet up with this area of low pressure? if it does, maybe a quarter of an inch of rain. at this point, the most latest model run doesn't have a whole lot of rain with it, maybe some shower activity across the north bay, and that would be it. we're going to continue to track it overall. this is huge news. again, we haven't seen more than a quarter of an inch of rain

really since the beginning of the year. it will be warm today. by wednesday, thursday and friday it's going to start to feel like fall. we're talking temps falling about ten degrees. while it will be falling back into the 70s, expect 60s in san francisco by next weekend. a bit of a change coming, but you have a few days to prepare. >> we have a kindergartener heading to school tomorrow, so it's a bit about back to school weather. we like it. they went to a concert not knowing they would become a footnote in rock history. as the bay area says farewell to candle stick.

exclusively by the investigative unit. in it, 45 officers of the 80-member team told their bosses what is working and what's not. officers questioned the push to increase ticket writing, calling it an unofficial quota. >> are quotas legal in california? >> they are not. >> you have officers more concerned with writing tickets, keeping stats up than apprehending suspects, for instance, catching residential burglars. >> reporter: they say the pressure to meeting they ticket quotas comes at a cost to public safety. >> residential burglaries are a huge problem in palo alto. they okur obviously on small-level streets. officers don't generally patrol those areas anymore, because they are not going to generate a stat. >> reporter: data showed burglaries on the right. by to 12, that rose to 332. it's about the same time period that officers say they were pushed to write more tickets. >> some officers have been

threatened with punishment if their statistics are low. >> reporter: sources say the pressure to write more citations or consequences let some officers to double dip. they were writing warnings and tickets for the same traffic stop. so it looked like they were making twice as many stops. >> it's documented in this department memo that some officers were padding their activities. officers say they're also being instructed to artificially enhance the response times. >> the department administrators have encouraged officers to air they're on scene when they're not. >> reporter: why is this happening? sources say the top brass is concerned about budgeting. hang on one second, chief burns. he has known about his officers' concern. for weeks he declined our request for an interview, so we

caught up with him after a recent lunch. we talked to officers in your depend that currently say the concerns are just as bad if not worse than they were. what have you done to address the concerns? have you made changes? >> sure. >> reporter: such as? >> a variety of things? >> reporter: can you speak to those specifically? >> not right now. >> reporter: the officers say they feel pressured to write tickets, and they call it an unofficial quota. how do you respond to that? >> that's not the case. that's not the case. >> reporter: why won't anyone speak to some of these accountability issues? >> because i don't think they're legitimate. >> reporter: how do -- we asked mayor nancy shepard and showed her 82% of the officers in the survey said they're more afraid of getting in trouble with the administrators. she referred us to city manager jim keen. he ignored or calls and e-mails. >> that's bad, that's bad.

it's no secret that governor jerry brown has been in the driver's seat in his cruise to reelection, but now he may have hit a road block. larry is in the studio this morning. this is an issue we have been covering extensively in the investigative unit, ties between a major public agency and the private company it is supposed to regulation. >> and these three letters, p.g. & e, well, that's the problem area. ground zero for this state. for four years pg & e has been on the hot seat for the explosion in san bruno that killed eight people, devastated the entire city. last year after a lengthy investigation, and you reported that here, the california public utilities commission recommended a record fine of $2.25 billion against pg & e, but the

investigation and subsequent recommendations have led to other problems for public utilities commissioner. potential even governor jerry brown. >> let's talk about that, larry, the collection between mike at peavy and governor brown. the governor appointed peavy, so anything that reflects poorly, does it have the potential to smudge governor brown as well? >> that's the potential linkage, it turns out the city of san bruno through e-mail exchanges, you know, no big deal -- that kind of relationship is understandable. what doesn't make sense is the close relationship that existed in those changes, to the extent that according to those e-mails, including have i on the future of the puismt c, how to handle the issues, to pg & e's benefit. let's remember.

you'll notice we're breaking up lots of cloud cover, even through san francisco as well. we want to take you to the golden gate bridge. we are looking at that fog. in fact enveloping the golden gate bridge now. winds are starting to pick up. after about 11:00. for the inland valley. later on this afternoon, san jose will be up to 80. morgan hill 85, the peninsula mid 70s. that's where we'll see some of the most confers ant westerly. the embarcadero at 67. hayes valley, up to 69. napa up to 81, oakland you'll be at 73. in the trivalley this is where we'll see the warmer weather, with temperatures in the upper 80s. a bit cooler from yesterday, in fact by a couple degrees. no 90s like we saw yesterday. of course we've been telling you about the the forecast for the levi's stadium.

79 degrees. really comfortable. winds will be light today. so very comfortable. remember that spf and water if you'll be out there. this is going to be the activity we'll be tracking. with this system it's going to continue to move toward the north. with us we'll get a piece of this action. we won't see the bron of the storm, but we will see a blow-off from it, that will give us a bit cooler temperature. not expecting any fog or drized, at least after 11:00. sunshine stays with us all day long. once we get toward sunset, i do think the fog will return. once we get towards about thursday, friday, this upcoming
