start. we'll make way to a sunny finish and warmer temperatures. we have changes to tell you about as we dive into your all important weekend. your microclimate forecast is just moments away. clear drive, but now reports of a fire, not a car fire, but a brush fire. this is over in contra costa county. this is affecting your road and possibly the area around it. we'll give you that update coming up. let's take a live look outside, wow, that's a gorgeous shot of the bay bridge there in the distance. look at the lights going on this thursday, august 21st, this is "today in the bay." from nbc bay area, this is "today in the bay." and a good thursday morning to you, i'm laura garcia-cannon. >> and i'm i'm sam brock. new morning, dozens of people in oakland forced out of their homes overnight as apartments are overcome by smoke and flames. the fire started late last night out of a two story complex near 23rd street and international boulevard. and that is where we find "today

in the bay's" stephanie chuang. steph, is there still a lot of activity going on out there? >> reporter: good morning to you, not too much. we have firefighters here on scene, but right now as we can see, it's very dark. that is what's challenging in terms of investigating what happened here. we do know that 73 people who live here have been displaced. and you can see why. we understand that the fire here started in the back outside area, started to burn up into the attic then push back down again where there are several different apartments and businesses. in fact ten units damaged, about eight people, eight residents i should say, the fire damage, smoke damage. we spoke with a woman who said she was facing the backyard area when she heard something. >> it was very quiet at first. until it started going up. the fire started going up into other people's apartments. that's when everybody, a lady was screaming and stuff.

>> reporter: and so there is a variety of damage here. some of the units are really inhabitable because of the roof is completely burned and completely gone. you see the flame if you have the live look right now, you see that a lot of the damage here was structural, again the roof gone, power out to some of these units. so not some place that these people can stay. this area here where the fire is at the back of a bait shop and so, they cut power to some places. still trying to figure out what caused this. and again, waiting for the light to come back, but one bit of good news, ten of the people displaced needed to find a place to stay and just about 15 minutes ago the red cross found a local community center where they can go. you can see the damage, it may be a while before they get back here. live in oakland, stephanie chuang, "today in the bay." >> thank you stephanie, appreciate that the report. it is 5:02, a grand jury is

considering filing charges against pg&e for a natural gas pipeline explosion. according to the monterrey county harold. it happened on march 37rd. pg&e crew was working on a gas line that was destroyed at the time of the explosion, but it's unclear if the work caused the blast. this grand jury investigation comes just days after pg&e was arraigned on control charges -- criminal charges from the 2010 pipeline blast that killed eight people and levelled an entire neighborhood. bizarre circumstances. now investigators in contra cost tap county are trying to piece together what started a fire that steroid several -- destroyed several cars a at bay area bart station. four were totaled and fifth badly danieled. this lapped last night on deer hill road. when crews arrived, they found an older model lexus on fire and the flames quick lit spread to four other vehicles. the fire appears to be accidental. but they do not know thousand started. american doctor stricken with the ebola virus is expected

to be released from an atlanta hospital just a few hours from now. "today in the bay's" bob redell monitoring the latest, bob the hospital holding a news conference this morning. >> reporter: and laura, this is a test document modern medicine that doctors here in the united states were able to rid the man of a virus this kills half its victims. kent brantly who contracted the virus in africa may recall, arrived august 2nd at emery hospital in atlanta. he spent the next three weeks in an isolation unit. the latest blood test that he's negative now for the virus. he will be discharged from the hospital later this morning, and he's apparently doing so well that he has the energy to speak at a news korns scheduled for -- conference scheduled for 8:00. he'll update us on a second pashtd. aid worker nancy writebol who contracted the disease could soon be released from the isolation unit. back here in california, state

health workers are still trying to identify people who might have come in contact with a possible ebola patient treated at kooizer in south sacramento. the hospital isolated this pesh and testing him for the virus after they might have been exposed to it a couple weeks ago also while in west africa. no id yet on this patient, but members of sacramento's tight knit african church are affray it could be somebody that they know. >> it scares me. it scares everybody. anybody who comes from africa, you know, especially from this area. you know, we're afraid. >> in spite of the person's possible exposure, doctors consider them to be low risk. laura, sam. >> it is amazing just how short of time that he's being released already. thanks so much. san jose police are receiving much needed backup today. the city's first class of community service officers will graduate this afternoon. "today in the bay's" kris sanchez joins us live from san jose city hall, kris the new

officers will handle low priority calls, right? >> reporter: that's right, it is graduation day in fact for those 25 community service officers who are meant to kind of alleviate the stress that a lot of the other officers are feeling and trying to respond to every emergency in the city. they are going to finish up their academy, rather they finished up earlier is this week, and once they officially take the floej serve, they will be ready to respond as you said to low level nonemergency calls. if you want to file a report about a stolen car, traffic incomes which no one was injured, a theft, or vandalism, there's a good chance that one of these officers will show up at your door. their uniforms will look a little different from traditional police officers. they will wear light blue shirts, character pants, community service officer badges, not police officer. they are not sworn police officers, the cso will not carry guns. instead they will carry pepper spray. but one of their instructors say they won't go into scenes where there is still a suspect on the

scene. >> they'll be responding to low priority calls for service. those include burglaries of a house or vehicle. >> we've had self-defense courses and we've had training in pepper spray. >> reporter: now the hope is that the 25 cso's as they're called willed free rup traditional police officers to respond to more serious calls. the san jose police chief larry ra hope os the cso program will start top strengthen the ties between the city and residents. now after kbrajs day today after they take their oath. they will have three more weeks of training out in the field and they will be on their own. coming up in the next half hour, we'll talk the some of the cost savings that the city sees by higher the 25 community service officers instead of more traditional police officers. and what some of the pushback has been from community members. in san jose, kris sanchez, "today in the bay." >> thank you. look goord checki.

5:07, new help for the police out in the field of meteorology as well. people would probably prefer sunshine this weekend. >> i think people are coming to the real decision that hey, our summer months are really closing in on us that the point. and yeah, winter comes in quickly around here. the fall already feeling like that this morning. 60 degrees in concord. 60 this morning in san jose. temperatures a touch below average. right around the inner bay and in san francisco. the places where we get that cloud cover, it sticks around all day long. overall, not a bad day. anybody who works outside to that point, definitely republican happy about that, sam. and we're going across the bay area, ocean beach this morning, fog out there. i want to show you the bay area, via your future cast what we're expecting from that cloud cover a we progress throughout the day. yesterday, really had that cloud cover sticking to the coastline all the way to about 2:00. stop at 11:00 a.m. this morning. you can see what we're

expecting. the clouds will be peeling away from the coastline at this the point. as a result, we will see warmer conditions today by about three to five degrees. 84 for the south bay, 80 degrees on the peninsula today. san francisco's at 68 degrees, fog to sun. up in wine country, little on the warm side, 84 degrees, staying pleasant. nice day shaping up on the east shore. hey, out in the tri-valley, warm finish, 88 degrees. keeping the 90s at bay, at least for now. we'll tell you when they come into the forecast, heat on the way for next week. next report, first, good morning to mike inouye. >> good morning, christina. area where we have warmer temperatures, but the heat for the commute is developing over the next half hour. let's say this is west 580 through dublin, el charro, fl h flashing lights delight, that's eastbound, couple of road clues clearing from the area. counter-commute, look at the mapt, smooth drive out of altamont and also here through livermore, typical there. we talked about a fire, brush

we continue to follow developing news in ferguson, missouri, where the city saw its calmest night since protests started erupt neergly two weeks after the police shooting of an unarmed teenager. in the men time, eric holder paid a visit to the city yesterday. "today in the bay's" jay gray live in ferguson with the very latest on the continuing controversy. good morning, jay. >> reporter: hey there, good morning, laura. yeah a good night last night. that's the word of police here. six arrests overnight, compared to 47 the night before, no gunfire. no guns that were confiscated by police. no tear gas used are for the second night in a row. so that's good nudes, and it

looks like -- news, and it looks like things are turning in the right direction. it comes after a visit from attorney general eric holder where he stopped and talked with the brown family face to face after speaking with them on the phone several times. also met with community leaders here, police on the front lines, and his fbi agents who are working through what is an ongoing civil rights investigation here. we know that they've already interviewed more than 100 witnesses. they've completed an independent autopsy as well. all of that while the criminal investigation locally is moving forward as well. yesterday, preliminary evidence presented to a grand jury for the first time. and it looks like that investigation, which has been under so much pressure to move along quickly is dhieng. while prosecutors don't expect a decision about possible charges from that grand jury until some time in mid-october. that's the latest live here in ferguson, i'm jay gray, laura, back to you.

nationwide movement in support of michael brown has sparked bay area protests. last night demonstrators marched peacefully in oakland, but they took to the streets to express their outrage. >> what they try to do is criminalize black and brown youth to show that we are the ones creating the issue. >> many protesters are concerned about what they say is the ongoing militarization of police. now protesters have been drawing connections between brown's death and other police shooting deaths. the markets are happily bobbing near record levels right now, futures today are mixed. for that and the rest of your business news before the bell, we turn to hampton pearson live at cnbc bureau, good morning. >> hey there whereby let's check the markets this morning. we have futures pointing lower. today we will get data on jobs, manufacturing, housing, and economic indicators. stocks finished mixed on

wednesday. the dow popping 60 points, closing 16979. the nasdaq dropping a point to close at 4527. have a great day. >> thank you havrpton, much appreciated, sir. it is time to check in with meteorologist christina loren. cloudy start but making way for a nice day christina. >> it's going to be so nice out there. good morning to you, thanks for waking up with us each and every day. we know as your workweek starts to wind down on a thursday, it's a little difficult to get up at 5:16 in the morning. so we tip our thoots you. little ones headed back to school this morning, couple things to point out for today. it's going to be warmer out there today. we're not going to see achz of an on shore flow. as a result, temperatures are going to be reach into the upper 80s in the hot spots. full deck of clouds over san francisco this morning. meanwhile, mostly clear over beautiful santa clara valley and i can tell you right now, it's going to be another nice day, but the heat is going to crank next week.

enjoy the cooler than average weather as long as it lasts today on the east shore. even on the peninsula, just hitting the low 80s for today. temperatures right now are really mild. you might need a light jacket for the first part of the day in san francisco, but you can ditch it at about 3:00 when we hit 68 degrees throughout. 79 degrees on the way to the east shore, and a gorgeous bay area weekend coming your way. let's take a look at what you can expect. if you're waking up us on the peninsula, spectacular. low 80s all weekend long. we're looking good up. wine country, low to mid-80s. sunday looks really comfortable up there at about 80 degrees in sonoma county. on the east shore, temperatures are going to stay in the low 70s, looks like sunday's going to be a better beach day. there's a couple things to point out when it comes to your beach forecast. temperatures are going to be in the 70s on the end, monterrey, santa cruz, we have the really warm ocean temperatures. and these are going to per irs is just about all weekend long. it means you can get into the water, but don't to want spend any longer than five to ten

minutes. still very cold out there. hey, we're usually in the mid-50s this time of year out in the ocean. also expecting some hurricane waves, we'll talk about that in my next report. first though, check your drive, here's mike inouye. christina, we don't to want hear anymore about hurricanes, my good pns trying to live her honeymoon. over towards the peninsula and smooth drive for 101, shopping center right there. 101 itself, there's construction going on. we'll talk about your maps and we're looking at the zone. coming into palo alto. the crew has cleared from the roadway, that's good news for the on and off ramps, no major delays problems for the south. as well as the rest of the bay. we talked about palo alto, we'll jump towards san francisco, towards the bay bridge toll plaza, both through oakland with no backup at all just yet. we'll look at the san mateo bridge over on the hayward side, easy drive, you can see it, and clear raw is, westbound picking up the volume, there's the high-rise, we'll remind you about 280 closing a week from

this afternoon. northbound 280 will be closed from 101 up towards at&t park. plenty of times to remind you. we see both side of the san mateo bridge, nice drive right now, back to you. >> thank you very much. california condo owner who could not get a renter to leave her property finally has her place back. the owner confirmed to usa today the man left late tuesday night. he had rented the palm springs condo for a month through ab and b, when the deal was done, he wouldn't get out. the owner who was a bay area vision therapist says she's going to take about a month to think about this before deciding it whether or not to rent out her condo again. spraying for moe skis toe ant after pool of the bugs in a dead bird were found infected. the mosquitos and bird were found at south san francisco's clay park on tuesday. crews will spray areas surrounding that park including coma and daly city.

spraying will take place between 9:00 and 5:00 a.m. tomorrow. the bell is ringing for the first time this school year at dozens of bay area campuses as we check out a live picture there of the san mateo bridge this morning. among the students headed back to class today, the kids in reign'swood lnlt ri school district in all, eight districts are resuming class as well as uc berkeley. san francisco state does not got back to school until next week. this morning it's moving day for the new freshman. exciting time. 10:00 a.m. move in day for students at san francisco state universi university. just in time for the first day of school, cal has launched an emergency app for students. the app which is called cal emergency preparedness is used as a resource guide for every kind of emergency situation you could see on campus. it notifies police when there are 911 situations, such as an active shooter on campus, but

the long-term goal is to put realtime info on that app telling students what to do or who to call and where an emergency is occurring. the app already has many other ways to help out students. >> a lot of resources information on what to doed if you're a victim of a crime. how you can get assistance whether it be from our university health services who is also a partner in it or from student services whenever they might need for help. >> it does knots replace the warn system. it was created because of a power outage and explosion that left some trap in elevators last yeast. the selfie thablgd help california cops catch a pair of criminals, next.

morning, better image than that? all lit up early on this thursday morning. farrell's memorable hat from the grammy awards is so famous it is going to be put into a museum. starting this week, that hat designed by vivian westwood will be on display at washington, d.c.'s museum. it's an interactive news and journalism museum. . march, it was sold to arby's, oddly enough in a charity auction for $40,000. arby's is loaning it until the end of october. >> it looks like the hat from the logo. >> right. l.a. county police are trying to identify a couple whose selfie appeared in a woman's cloud storage after her home was particularized -- burglarized. >> thieves entered through a woman's window stealing money, jewelry, and electronics. days after that break-in, the woman saw selfies of a couple she didn't know. happened a few weeks ago in santa california re that --

parkway, we have a crash involving two vehicles, one is blocking your two right lanes, that's affecting north 101 central expressway is still clear. you can get by, at least for the time being. getting details on that activity. also up by sfo, northbound 101, crash just reported there, not a lot of information other than the fact that one vehicle may have someone that's kind of stuck inside. sounds like the door's wedged, but i'm going to follow this and make sure there's nothing more serious than that going on. the dublin situation, west 5ful 0 picks up the volume and there's more slowing coming in towards eastern livermore. by the time we get to livermore and dublin. of course the bay bridge toll plaza, you do have a crowd building on either side. just a few dozen cars, there waiting, that's enough to set off the backup and that will continue to build. no metering lights yet, back to you. scary scene overnight, a gunman jumps into the back of a car, orders the driver to keep driving and robs the two men inside. what bay area police are telling

a fire tears through an east bay apartment complex overnight. we have new video of the flames and more details in a live report. plus the san francisco woman accused of child endangerment after her niece's death those court. and good thursday morning to you, cloudy start to the day, warmer finish. we're going to boost the numbers up by about three to five degrees. but what i really want to focus in on, we have two tropical cyclones sending big waves to the bay area. we'll give you some notes for

beach goers. and we have a couple other things to point out when it comes to the all important weekend forecast in moments. and a live look outside this morning on your thursday morning, august 21st, there it is, the bay bridge from a distance. all lit up, what a nice day. nice oe men to this day for "today in the bay." from northbound bay area -- nbc bay area, this is "today in the bay." good thursday morning, thanks for joining us, i'm sam brock. >> and i'm laura garcia-cannon. new and developing story in the east bay. police in martinez are looking for a gunman who jumped into the back of a car and robbed the two men inside. it happened last night as they were leaving a business on the boulevard just a few blocks away from martinez junior high. police say the gunman jumped in through the back door, ordered the driver to keep driving and pistol whipped the passenger. he then took their wallets. about ten minutes later, the gunman jumped out of the car

while the victims drove away, the suspect shot at them, hitting the car twice. neither of the men were hurt by that gunfire. all new this morning, firefighters face off with fierce orange flames at an apartment complex in oakland. dozens stood on the sidewalk and watched this as their homes burned down. it started late last night outside of a two story complex near 23rd street and international boulevard. that is where we find "today in the bay's" stephanie chuang. stephanie, you dauk to people who had to run for their lives. >> reporter: good morning, sam, we talked to people who were definitely in a panic because it was a very chaotic scene as you can imagine. we are here where there are firefighters on scene, but they can't do very much because as you can see, it's dark. they're waiting for the sunlight so they can actually do some investigation. the case is still up here. and you can see that a door is off, the debris is outside, but this from over in the street area, you can't see how bad it was in the back, and that's where it all started.

the fire quickly grew into a four alarm fire. oakland firefighters said the flames started in the outside area behind a bait shop spreading up to the attic and all around neighbors units. despite the fire, they had to change the heavy smoke, cut in through apartments to put flames out. witnesses telling us is started around 10:45 last night. investigators add over and over again, people said they heard two bangs and then a boom or a pop. >> i was very nervous, trying to find my husband and dog that i couldn't see or aeroaround me, just focussing on finding him and my dogs. >> reporter: she was able to find both. as for the cause, too early to tell. there was a grill in the back, but firefighters said there was no evidence of cooking back there. you are looking at wreckage, in all, ten units damaged, the fire charred through some of them compromising a lot of the integrity.

meaning it'll take a while before the people will be able to move back in. again back here live you can see from the streetside here on international boulevard what kind of damage we're talking about. people were waiting out here earlier for word of shelter because ten of the 33 people in this place needed a place to stay. and the good news is within the last hour, they were able to get help from the red cross, finding shelter at a local community center. for now live in oakland, stephanie chuang, "today in the bay." >> aggressive fire, our hopes and sympathies go out to the people, thank you, stephanie. it is 5:33, crews are in the pros of recovering the body of a -- process of recovering the body of a bay area elementary school teacher who died in a hiking accident. rescue crews discovered the body of gregory monk last night in kings canyon national park near fresno. they believe he fell in steep, rocky terrain, but the accident is still under investigation. he left nearly two weeks ago to go hike i alone. he was a popular teacher at

gomes elementary school in fremont. friends say he shared his love for nature with his students. the woman arrested in connection with to her niece's death will face a judge for the first time today. she left her two-year-old niece in the middle of the crosswalk to go get the little boy's twin brother. the girl was killed by a hit-and-run driver. this all happened friday night on mission street. gauge is facing charges of felony child endangerment. meanwhile police are still looking for the hit-and-run driver. livermore police warning female walkers and joggers to be on alert after someone attacked a teenage girl. the 16-year-old was walking near marietta boulevard in el ran choe drive last weekend when a man grabbed her. she escaped and called police. no one has been arrested and police have not said if they have a suspect in mind. scary news here at home, american doctor stricken with the ebola virus is now expected though to be released from an atlanta hospital this morning. of recovery for a patient here. >> good morning, sam. >> reporter: when dr. kent brantly arrived three weeks ago, he was so sick, had to wear a contamination suit and put into isolation because of the deadly virus he was carrying in his body. something he contracted while doing aid work in west africa. what's remarkable, today, the blood in that 33-year-old man tests negative for this disease that has a mortality rate of over 50%. he's expected to talk about overcoming the odds at a news conference a few hours from now. emory will update us on nancy writebol who's being treated for ebola. the expectation is that she too could be released from the isolation unit. meanwhile back here in california -- >> working to identify those people who have been in contact with this patient since the person became ill. >> reporter: doctors at kooizer in south sacramento are keeping an eye on a person in isolation after they might have been expose the to the ebola virus a

couple weeks ago in west africa. in spite of this person's possible exposure, doctors at kaiser consider them to be low risk, sam, laura. >> has to be encouraging for those to see dr. brantly recover, thank you so much. live look at san jose this morning at 5:36, be careful on the road out there, more students headed back to class this morning. san jose police department already actually have extra patrols around schools as part of operation safe passage. eight bay area school districts are returning this morning. east bay, expect a busier commute, berkly is back in session. >> hayward, the million father march is taking place. the district's 30 school sites will welcome kid and their fathers to the first day of class. the million father march is known as a national event designed to allow fathers to demonstrate their commitment to the children's education by walking their kids to school.

while it's called the million father march, it's opened to three, what is your forecast going to look like for that information? we turn to our expert meteorologist, christina loren. >> i love seeing all of those new clothes. i love seeing the kid the new backpacks. new duds. make sure you don't get that stuff dirty, it has ho to last you. 53 degrees in oakland. 60 in san jose. guilty or not guilty in half-moon bay, kicking off the day at about 59 degrees. temperatures are going to be remain in the 60s at the immediate coast. all day long, and that's courtesy of on shore flow, but we cut it off today. it's not even going to extend all the way out to the inner bay. and as a result, temperatures will be warmer except for at the immediate coast. 84 degrees in the south bay, 79 degrees for the peninsula today. if you've got kiddos headed back to school on the east shore, fremont looking good. same for oakland, midup toer 70s, 68 degrees in san francisco. and right around 80 degrees. another gorgeous day in wine

country. tomorrow more of the same, we'll actually take your temperatures down a couple degrees as we get into your friday, then looking fantastic for all your outdoor plans as we get into this weekend. not too hot far hike, bike ride, even walking the dog looks good. south bay, low 80s all weekend long. upper 60s for san francisco. and you'll be in the mid-80s out in wine country. now as i told you in the preview before, we have big waves headed our way, courtesy of two tropical cyclones. also unusual swell. i'm going to talk about that in the next report. yeah, look at this, still in the mid-60s in the ocean. very unusual. typically temperatures are in the mid-50s just offshore the bay area this time of year. we'll daub why this is occurring as well coming up in my next report. but first, good morning and you know what, you're a dad, your kids aren't headed back to school just yet, if they were, in that district, i'm sure you would out there marching right along. >> trying to figure out what their homework means because they're getting up there. third grade's going to be tough, i'll tell you that.

you very much, brian. happening today, the understaffed and underfunded san jose police department is getting some backup right now. kris sanchez joins us live from san jose city hall. kris, new community service officers will be hitting the streets. >> reporter: yes, it is graduation day for them. they're very excited. they just wrapped up a five week academy and here they are earlier this week, wrapping up their studies. they officially take the floej serve today and will be ready to respond to low level nonemergency calls. that means if you want to file a report about something like a stolen car, traffic accident, in which no one was injured, a theft or a vandalism, there's a good chance that one of these officers will show up at your door. their uniforms will look a little different, light blue shirts instead of the traditional dark blue top and their badges read community service officer not police officer. now because they are not sworn police officers, the cso's won't

carry gun and instead will have pepper spray to defend themselves. the instructors say they won't be going into scenes where there are suspects on the scene. >> they'll be responding to low priority calls for service, those include burglaries of a house or a vehicle. we've had self-defense courses and we've also had training and pepper spray. >> reporter: now the idea is these 25 cso's will free up traditional police officers to respond to more serious calls. the san jose police chief has said that he hopes to see the program will strengthen the ties between the city and its residents so critics say this is going to put these officers in a very dangerous situation where they are going to be responding to crimes and people won't know the difference between them and an officer who carries a weapon. now, there is a difference in pay as well. so by hiring community service officers to respond to those low level nonemergency calls, the city will save about $24,000 a year per officer.

the cso makes about $54,000 a year. the starting pay for a new police officer in the department is $78,000 a year so quite a cost savings there, because it is a new program, we'll have to wait and see thousand all shakes out. coming up in the next half hour, we will talk more about how soon these officers will be ready to hit the streets. in san jose, kris sanchez, "today in the bay." >> good news for san jose and the police force, thank you, kris. likely you missed friends and celebrities dumping water on their heads. as viral z at ice bucket challenge is, is it really helping als? the short answer is yes. the chairman of board and director of gold and west chapter of the als says this time last year, the nonprofit raised $1.7 million. now this year, 31.5 million. its money doctors need to study the disease. >> the als association didn't invent the bucket challenge, but

tri-valley, 88 degrees is a welcomed sight, as you know, we could be in the triple digits. let's talk about big waves, on the wap to the bay area, this is what's really cool bh it comes to weather this time of year, we've had quite a few tropical cyclones out in the pacific ocean, so far this year. and right now we are tracking karina down to the south, then lowell to the north. couple things from both systems, this is going to feed into the subtropical moisture that we've been receiving here in the bay area over the past couple weeks. notice the difference saturday into sunday. but even more significant, are the waves we're expecting. traditionally we get the waves out of the north, but we're also going to get the quells out of the southeast, that is going to produce a chaotic mixed swell. and we're going to see very, very reduced types between the periods as well. maybe 14 seconds between those waves. so ie, my warning to you, beware of rip currents if you're going to be out there in the water. better to the go to a guarded
