"today in the bay." beautiful start to the morning, good morning, thanks for joining us i'm laura garcia-cannon. >> and i'm sam brock. new this morning, glowing flames suffocating smoke shoot from the roof of an apartment complex in oakland. dozens of people stand on the sidewalk helplessly watching their homes burn down. stephanie chuang is live outside of the two story building. witnesses tell you they heard loud bangs before the flames erupted. >> reporter: that's right, investigators now have to figure out of course the cause of this fire. there is one investigator and some firefighters on scene, but they're waiting for sunlight so they can better look at the toefd pinpoint the cause. we also have some folks here who were called by the property manager to take a look at what needs to be done to secure the building. they're using flashlights to look at the building. this started as a one alarm fire. you can't see the back from the street and that's where the flames were spreading. they quickly grew and grew into

a four alarmed fire. oakland firefighters ducked through thick black smoke pouring out of a doorway, chain saw a gate to gain access and cut in through apartments to put flames out. witnesses say they first heard a couple of bangs followed by a pop or boom niez noiz, then started seeing the smoke that was around 10i 45 last night. seconds later they saw the flames. one woman says it didn't take long for pan toik set in for some neighbors. >> she was screaming. i guess the whole thing, it is scary. i mean we haven't gone through this, it was very scary. and yes, i heard that her dogs passed away. >> reporter: and now there is good news. no reported injuries from the people, but at least ten units damaged, including a couple of businesses. the roof is gone, the skeleton of the building exposed. ten of now we're getting an update of 37 people displaced. needed shelter. and a little over an hour ago, the american red cross was able

to help find the people to stay nearby. as for the cause of this, of course it's still preliminary and as mentioned before, investigators waiting for the sunlight before they can really go in and check it out, but they said, there's a grill in the back, no evidence of cooking when this all happened. live in oakland, stephanie chuang, "today in the bay." >> tough situation, thank you, stephanie. u 30, dwhou -- 6:03, now to a developing story in the east bay. gunman who jumped into the back of a car and robbed two men inside. it happened last night as they were leaving a business on pocahko boulevard a few blocks away from martinez junior high. the gun mesne jumped in through the back door. he ordered the driver to keep driving and pistol whipped the passenger, then he took their wallets. ten minutes later one the gunman jumped out of the car. while the victims drove away, the suspect shot at them hitting the war twice. neither of the men were hurt by that gunfire. police in livermore are warning women walkers and

joggers to be on alert after someone attacked a teenage girl. the 16-year-old was walking last weekend when a man grabbed her. she managed to escape and call police. no one has been arrested and police have not said if they have a suspect in mind. new morning, some encouraging news, the american doctor infected with ebola is expected to be released now from an atlanta hospital. is this a miracle? bob redell is tracking the latest developments, bob, the hospital expected to talk about that patient's health in just a few hours. >> reporter: and the patient as well, good morning, sam. this is a test document modern medicine. doctors here in the united states were able to rid this man of a virus that kills more than half its victims. dr. kent brantly, 33-year-old physician who contracted the ebola virus arrived august 2nd at emory hospital in atlanta. spent the next three weeks in an isolation unit. latest blood test show he's negative for the virus now. he will be discharged from the

hospital later this morning. he's apparently doing so well that will he has the energy to speak at a news conference scheduled for 8:00 this morning. emory will update us on a second ebola patient under treatment. it is expected that aid worker nancy writebol who also contracted the disease could soon be released from the isolation unit. back here in california, state health workers are trying to identify people who may have come in contact with a possible ebola patient. being treated at kaiser in south sacramento. the hospital is testing them after they might have been exposed a couple of weeks ago, again, while in west africa. no identification yet on this patient. members of sacramento's night knit -- tight knit african church are afraid it might be somebody they know. >> anybody who comes from africa, it's scary. especially from the area. we're afraid. >> reporter: in spite of this person's possible exposure, doctors at kaiser consider him to be a low risk, sam, laura.

>> thank you very much, bob. saddening news to report, crews are in the process of recovering the body of a bay area elementary school teacher who died in a hiking accident. rescue crews discovered the body last night in the king's canyon national park. that's near fresno. they believe he fell in steep rocky terrain, but the accident is still under investigation. muck left near twloi weeks ago to go hiking alone. popular teacher at gomes elementary school in fremont. 46-year-old was an experienced hiker and friends say he shared his love with nature with his students. san mateo county officials will spray for moe ski co.s after a several bugs and dead bird were found infected. the mosquitos and bird were found at south san francisco's clay park on tuesday. crews will spray areas surrounding that park. separation will take place frp 9:00 p.m. to -- from 9:00 p.m. to 5:00 a.m. quick look at what's going on outside right now on your thursday morning.

sun rise at 6:30. as a result a warmer day here in the south bay. we're expecting about 84 degrees as your high. becoming sunny as we progress throughout the day. peninsula's at 79 degrees and 69 degrees fog to sunshine in san francisco. if you're waking up with us in the north bay, comfortable day again, 84 degrees for you. east shore looking fantastic at 72. that's room temperature, and little on the warm side, may have to use your ac for today in the tri-valley, not as warm as where we're headed as we get into the end of next week. i want to help you plan that weekend. maybe you want to get out of town locally one last hurrah as you know, summer weekends are numbered that the point. sonoma wine country, mid0u all weekend long. good on the central coast as well. 17 mile drive, pret think weekend. friday season saturday, sunday, upper 60s to low 70s and the santa cruz board walk will be open this weekend. we're talking about the low 70s really comfortable conditions here. we'll talk about what else is going on locally.

maybe you're making it a staycation weekend. your forecast for that are coming up. first though you have to work through the weekend and mike can help you get there. >> looking towards the highway. slowing right now, south bay tough for northbound 101. look at the red stretch below 20 miles an hour where it's crawling where you're really clamping down. the better news, the crash that's causing this all is northbound 01 approaching the expressway. so great america parkway where the original port was, if you're get on there, you're fine north of santa clara and the crash just cleared from lanes. recovery will take a few minutes, but this could bleed in toward the backup for the morning commute, i shouldn't say bleed in because of injuries, but there are no serious injuries there. toward about the area. reports of a crash there blocking your slow lane still as you approach by one set of crew there. sounds like a fire department helping with minor injuries. and also some oil reported on lanes. just be careful through that portion of the south bay. rest of the bay moving snoothly

causing that and of course the big jam through the south bay. we'll follow san jose's highway 101 coming up. 6:13, here's a look at today's top stories. woman arrested in connection with her niece's death will face a judge for the first time today. police say last week, she left her two-year-old niece in the crosswalk to go get the little girl's twin brother who was still on the curb. the girl was then killed by a hit-and-run driver. police are still looking for that driver. investigators are trying to figure out what sparked a massive fire in oakland overnight. flames ripped to two story complex near 23rd street and international boulevard. the red cross is now helping 33 people who were forced from their homes because of that fire. thankfully nobody was hurt. american doctor infected with ebola is expected to be released from an atlanta hospital today. dr. kent brantly was flown out of liberia earlier this month. the hospital will talk about that release later this morning.

update now to a developing story, protests in ferguson, missouri, remained mostly peaceful throughout the night for the second night in a row. good news, the area has seen nearly two weeks of sometimes violent protests following the shooting death of an unarmed teen. last night only a handful of people were arrested. a sharp decrease from tuesday night when nearly 50 were taken into custody. the man tasked with keeping the peace thanked the people of ferguson for helping officers stop the violence. >> i like to especially thank and express my gratitude top our elders of this community and the encouraging leaders and activists who assisted us. >> and attorney general eric holder was in ferguson yesterday where he met with residents and the family of michael brown, the teen shot and killed by an officer. san jose police are getting new backup today. the city's first class of

community service officers will graduate this afternoon. kris sanchez joins us live at san jose city hall this morning. officers will be responding to low priority calls. >> reporter: that's right, laura. if you are in san jose and you want to report a crime like a burglary where there is no suspect or a car that's been stolen, chances are you will have a chance to meet one of these 25 new community service officers. they will graduate from their economy todayed with a five week training, once they officially take the pledge to serve, they will be ready to serve to the low level nonemergency calls. that's like a stolen car, traffic accident, in which no one was injured. theft or vandalism. they will look a little different from their police counterparts. they will wear light blue shirts instead of navy blue ones and their badges will read community service officer, not police officer. but perhaps most notably the cso's will not carry guns, instead they will carry pepper spray. one of their instructors says it'll be okay because they will only go to scenes where there is

not a suspect on the loose. one recruit is a former dispatcher who knows exactly how long some victims of low level crimes have had to wait for police response. >> police had closed in for hours, called back to frustrated or angry victims. hopefully we can alleviate some of that by having the cso's go out, handle those calls and maybe everybody a little bit happier. >> reporter: the hope is that the 25 cso's will free up police officers to respond to more serious calls of crime. now the san jose police chief has said that he hope the cso program will strengthen the ties between the city and residents. after graduation today, the officers will have three more weeks of training out in the field, and then they will begin to work independently. this really doesn't go very hard in fulfilling the deficit that the police department now has at about 900 strong when it has

been 1400 for a city the size of san jose. coming up in the next half hour, we'll talk about how much the city saved by paying 25 community service officers rather than hiring 25 new full fledge police officers. san jose, kris sanchez, "today in the bay." >> thanks so much, kris. and while we are on the topic of the san jose police department, this morning there will be extra patrols around schools all across the city as part of operation safe passage. in all, eight bay area school districts are starting classes today. congratulations kid, this includes hayward unified where the million father march is taking place. the 30 school sites will welcome kids and fathers to the first day of class. it is a national event designed to allow fathers to demonstrate their commitment to their kids's education by walking them to school. while it's called the million father march, it is in fact open

to everybody. >> they should make lunch for the kid too, right? uc berkeley kicking off class today. they've launched an morning app for students. it's used as a resource guide for every type of an emergency situation. it notified police when there are 911 situations. realtime info on that app telling students what to do, who do to call, and where the emergency is happening. the call has other ways to help out the students. >> what's really intriguing is it has a lot of resource information for people that may be a victim of a crime, whether it be a sexual assault or a robbery. >> now the app does not replace the warn me system. that's managed by university police. it was created because of of a power outage and explosion that left some students trapped in elevators last year. type to get a check of your forecast. right now 5u69 19 on -- 6:19 on

here this morning. they're going to burn off faster. that's the general rule for the bay area today. san jose waking up with a very shallow marine layer. this is going to burn off quick. as a result, one of the warm spots later on today climbing out of the 50s, 60s within 84 degrees for us. peninsula today at 79 degrees. east shore same for you and 68 degrees in beautiful san francisco. really nice weather for the next couple of days. we'd like to tell you about what's happening across the bay area, especially wli it comes to free events. redwood city courthouse square tomorrow at 6:00. the boys of summer, oh, they'll be performing out there live. it's music on the square. temperatures are going to comfortable out there. then we have a really plent bay area weekend coming your way. temperatures in the 0u, low 80s at best in the south bay all weekend long. peninsula upper 70s coming for you. getting into next week, stay nice and mild.

seven day forecast, temperatures creep up towards the middle and end of next week. here's mike and the drive. we have a smooth drive anywhere north of the dumbarton bridge, nothing unexpected. we will focus on the south bay where we have better news indeed. all lanes have cleared. there's activity over on the right hand shoulder. northbound 101 approaching the expressway. now look at all this jam coming from the airport and actually san jose all the way up into the area. north 280, and then joining up with lawrence expressway heading north is the a good option for you if that is convenient. other you have the jamming to contend with. that'll also take you just north of all the activity and you should be cleared from there. still that recovery continues. now we'll look at the tri-valley, dublin, westbound 580 shows you a typical build. slowing towards the dublin interchange and more heading south through plentton. no surprises there. bay bridge, you're going to have the metering rights on. backup is here.

you're watching "today in the bay." welcome back. police in southern california are trying to identify a couple whose selfie appeared in a woman's cloud storage after her home was burglarized. >> look at the selfie. police say thieves entered through a woman's window steal lg money, jewelry, and electronics. now days after the break-in, the woman saw selfies on her cloud storage, and it was a couple she didn't know. happened just a few weeks ago in santa calrita. police are questioning if the couple bought the stolen property or if they in fact are the burglary suspects. >> if they are, how would that end up on her cloud storage? using her devices to take a selfie. >> exactly. if it's linked, it'll go to cloud. >> burglarizing 101, evidence in the business? >> yeah, it's the new tech world. as we have mentioned this morning, thousands of students

microclimate forecast in moments. a lot of activity traffic wise south of the dumbarton bridge. this crash in fremont, another just north there have, and two for the south bay we'll talk about highway 101 coming up. first, let's get a quick check of what's going on on the markets. this. of course the opening bell with the u.s. open folks there. this is today is thursday, august 21st on "today in the bay". from northbound bay area -- nbc bay area, this is "today in the bay." and good thursday morning to you, i'm sam brock. we start this morning with breaking news. sjpd is working a a shooting at the intersection of king and story roads. no other information is available at this time. we do however have a crew headed to the scene. and we'll bring you an update as soon as we can. twhel morning, bank of america is announcing it has reached a $17 billion settlement over its mortgage crisis. the settlement is the largest of its kind between the u.s. and a

single company. "today in the bay's" brian moore joins us live from washington, d.c. this morning, and brian, so much anger still swelling over the bank's role in the financial crisis. what does this mean for people with mortgages from b of a? >> well what it means for some people with mortgages at bank of america is they should be getting some relief, it's a jaw dropper of a deal that is expected to be announced later today. bank of america agreeing to pay $16.9 billion, nine billion in cash, 7.5 billion in strans to struggling homeowners. bank of america though was really resistant to accept this deal. because it says two units that it was pressured to buy. during the height of that mortgage meltdown. that would be merle lynch and county wide mortgage. . they were the ones behind many of these toxic deals, and now that bank of america has taken them on, they've also taken the liability and potential criminal

responsibility. so, bank of america has had to pay out already $60 billion, jpmorgan chase and citigroup have already settled. >> brian, thank you very much. a mind numbing a. money involved. we appreciate the report. meantime computer virus may have exposed credit and debit card information from more than 100,000 customers of ups stores. security firm identified 51 stores with the virus including one in campbell and in plent hill. ups says that names, credit, and debit cards as well as numbers and e-mail addresses could have been exposed. the transactions between january 20th and august 11th. the company says so far it has not received any information. it's providing credit monitoring help to affected customers just in case. it is now 6:32 on your thursday morning. time to check your forecast on this thursday as we take a live

peak at what's going on in san jose. let's check the forecast with christina loren on what is for some folks the very first day of school. >> the very first day of school. including the cannon triplets. and you know what, if you're got little ones headed back to school today or maybe at home. haven't started school. we have a really gorgeous day for outdoor plans. in the 60s, but i can tell you it's noticeably cooler than it has been over the past few mornings. many 50s out there in sports. dropping into the mid-50s to start the day. as we get into this afternoon. we have a number day that'll be warmer. forecasted high in the south bay. meanwhile, upper 70s on the peninsula, the east shore, same for you, and 66 degrees in san francisco, we still have some of those high and midlevel clouds coming in as well. you're going to notice that increasing throughout the next couple of days. subtropical moisture surging to

our north. today, noticeably warmer as we get into this weekend, really notice that humidity, sunday, looking to be an active day. we may get a little shower activity, best chance is going to be in the higher elevations of the south bay and also two tropical systems impacting the bay area providing some unusual currents and some really erratic bay area waves. we're going to dive into what's happening and what we're expecting from these two cyclones as they continue to move north. how they'll impact the bay area's weather as we get into the next few days. that's the next report. first let's talk to mike and check out your drive on a thursday. >> all right, let's give folks an overview of the bay with the speed sensors anywhere north of the dumbarton bridge, pretty standard, nothing really unexpected. but we are looking south of there because all the activity, look at northbound 101, this is jammed from 680 all the way up to the expressway. the earlier crash has cleared lanes, but till have a number of cars on the shoulder. that distraction keeps the slow down there.

going through that slower drive heading back up towards north 101 as well. and north 280, still very slow, they have your two right lanes blocked there on the left side of your screen. there's oil from an earlier incident and that will have to have those sweepers for the clearing. southbound 880 at stevenson, we have a slow down there as well. let's talk about the affects on your views, here are the live looks here. slower drive developing from 680 up towards the scene. we told you down the expressway. that's from san jose all the way into santa clara. in fremont, slower drive towards stevenson, but the better news, the earlier issue i showed you at the gore point just south of the onramp, has cleared from this scene and smoother drive towards mission boulevard. the bay bridge toll plaza, last look here and a standard backup. the fast track lanes of course are an advantage to the cash lane because you have the sprans responder. they can go through it 25 miles per hour. that's what they're requesting. that's what's safe. >> convenient, easy and out. there was so much green on that

map. now 101 back to its old ways. >> that's the south way, dumbarton, you're okay. >> thank you, appreciate it. today the 49ers grounds key will be working tirelessly to make sure the field is ready in time for sunday's game. 49ers head coach jim harbaugh ordered players off the field during yesterday's practice because of poor and unsafe field conditions. divots kept popping up and many players were losing their footing on the four month old sod. this happened in front of dozens of fans on hand to watch the workout in person. the 49ers issued this statement saying quote, we have determined the appropriate measures necessary to have the field ready for sunday, and look forward to hosting the san diego chargers in a california show down. it is 6:36 right now, still ahead, the giants do something no other team has managed to accomplish in nearly 30 years. plus a live look right now at the big board. the dow jones industrial average up this morning so far about 23 points. sitting just above that 17

baseball. at 2:00, the san francisco giants will finish the game that was initially called as a result of what is now being termed tarpgate. that's when the grounds crew that wrigley field screwed up and did not properly cover the infield leading to unplayable conditions in a rare rule, the league decided the cubs were at fault and the game will pick up in the bottom of the fifth inning with the cubs leading 2-0. this is the first time a major league team has won that kind of protest since 1986. after that game wraps up, the regularly scheduled series finale will follow, amy gutierrez from comcast sportsnet has a preview of the matchup. >> so the giants kicking off the final game of the three game series against the cubs this evening. madison bumgarner on the mound. he has been stiller on the road. np 14 away game starts with a 1.70 e.r.a. he's going to square off against the cubs veteran travis wood. now at wrigley field, so far this season, wood is 3-3 with a

burned. this all started late last night outside of a two story complex near 23rd street and international boulevard. that is where we find "today in the bay's" stephanie chuang. steph, we know a challenge for investigators working in the darkness, how's the progress out there right now? >> reporter: well you can see, good morning, sam, it is lighter out which is good news for the investigators who've been waiting for this. actually, some minutes ago, they just brought in this engine here after a neighbor reported seeing flames still in the building, but firefighters have gone inside. they only saw smoke, say that's natural because it was such a hot and large fire. they got the hose inside just in case for hot spots. now they did encounter the massive orange flames in the back of this complex. heavy black smoke pouring out of a doorway, chain saw on a gate to gain access. witnesses telling us it was around 10:45 last night they heard bangs, pops, boom sound, some thought it was fire crackers, othered fear it was

getting help, thank you very much, stephanie. now we move to a developing story in the east bay. police in martinez are looking for a gunman who jumped into the back of a car and then robbed the two men inside. this happened last night as they were leaving a business on the boulevard, a few blocks away from martinez junior high. now police say the gunman jumped in through the back door. he ordered the driver to keep going, then he pistol whipped the passenger and took wallets. ten minutes later, the gunman jumped out of the car while the victims drove away, the suspect shot at them hitting cart twice. thankfully neither men were hurt by the gunfire. 6:47 right now on your thursday morning, time to check your forecast, this as we take a gander out at san francisco. overcast as we look at the transamerica building. we are entering, christina, one of the nice times of the year for the bay area. and you i think have some good news for these kids. >> good news, good news for the kids out there. in fact it's going to be, we're doing it for the kids, sam, each

there were still protesters it only slowed them. certainly didn't stop them. overnight police are calling it a good. and that's the first time they've said that since it started. six people arrested, compare that to 47 the night before. there was no gunfire, there was no need for tear gas for the second night in a row. that's a good thing. they didn't even confiscate any weapons last night. it's a turn in the right direction. one that comes on the heels of a visit from attorney general eric holder here who spent about 20 minutes with brown's family, also visited with members of this community, officers working the protest lines and the fbi agents who were here at one point, 40 strong. we learned that they already have 100 potential witness interviews that they've done. the independent autopsy that's a part of that civil rights investigation also has been completed. so a lot of mooing forward there. on the criminal side locally. for the first time yesterday, evidence presented here to the grand jury. but they don't expect to make any decision on charges until
