from nbc bay area, this is "today in the bay." well good morning everyone, happy thursday, 4:30 i'm scott mcgrew. >> laura garcia-cannon is on assignment, let's check on the forecast with christina loren, good morning. >> good morning to you vicki, scott, everybody at home. you made it to thursday, also known as friday eve before holiday weekend. and temperatures are really comfortable this morning. we're in the 60s on the east shore. 59 degrees. return of the 50 in san francisco, and 61 degrees to kick off the day in the south bay. it is going to be warm out there again, touching on the low 90s out in the north bay for today. mid-80s again in the south bay,

and 81 degrees along the peninsula. still counting on very slight chance for showers this weekend. we'll talk about that coming up, first, let's welcome in mike inouye. >> thank you christina, and i'm counting on the three day weekend. bay bridge before we get there, we have to get through work. slower drive on the right approach. what happens is we don't have all the cash lanes open. flashing lights are on the right, thooir in the parking lot, just caltrans, don't worry about that. not a problem for drivers. we're looking at your entire east bay on the maps and huge drive for the centers. also for highway 37 which is on the top of the screen. tougher ride since the earthquake. folks have been heading over towards the 121, all lanes are open for 37 and 29, at least right now. nice easy drive past the coliseum where the a's play tonight. the giants have a midday game, getting up there might be an issue because scott, i'm going to let you handle what's going on. i'll handle it right now. stretch of 280 shutting down.

safety upgrades starting at 2:00 this afternoon. caltrans will close the northbound lanes of interstate 280 at the 101-280 interchange. right in downtown san francisco. here's the area we're talking about. northbound traffic 280 will be detoured on to highway 101. the reed will stay closed through the holiday weekend. so crews can replace two bridge hinges. caltrans says everything should be back open by 5:00 tuesday morning. southbound 280 not affected, it'll remain open. pg&e is figuring out how someone managed to break into the substation in san jose despite recent security upgrades. this is the same one hit by a sniper last year. it happened about 2:00 yesterday morning. investigators say someone cut three giant holes in the fence surrounding the substation and stole some construction equipment. the substation is currently undergoing upgrades to address

security concern. >> we're committed to spending $100 million to increase security throughout our system. >> pg&e says it's preliminary investigation suggests home error as the cause of the security breach even though the alarm went off. local and federal investigators are still looking for those responsible for last year's sniper attack. they're looking at video provided by pg&e. the attack destroyed 17 transformers and caused $15 million in damage. vandals cut fiberoptic phone lines operated by at&t. pg&e and at&t are offering a combined reward of half a million dollars. earlier this week, an investigative reporter uncovered mistakes from the attack. go to nbcbayarea.com and click on the investigations tab. two boys face burglary and animal cruelty charges after police say they ditched school

and went on a crime spree. it happened in the almond valley where one police officer says the teen beat a dog to death with a golf club. the 13 and 14-year-olds broke into at least four homes in the neighborhood around their cool, leland high. they were caught on a couple of surveillance cameras wandering through backyards and hopping fences. when eric mckenzie and his family came home, they found two docks locked outside and a dog batten beaten. >> we got sparky seven years ago. he was 11 years old. and just a gentle, gentle dog. my daughter unfortunately found him upstairs. he was laying on his side, whimpering and pretty much unresponsive. >> police say the boys did not take anything from the home, but they continued to break into houses until one homeowner caught them and held them until police got there.

turning now to the south napa earthquake. the city of napa expects its initial damage to go much higher. right now they say the quake caused $300 million in damages nap does not include damage to public buildings and infrastructure like water supply lines. city leaders say there's never been this kind of earthquake damage in napa before. in just a few hours, the napa valley food bank will hand out food for people hit hard by the south napa earthquake. this as we learn more about how bad the damage really is. nannette miranda is live in napa, both people and businesses responding to this call for help. >> reporter: yeah, that's for sure. the pictures becoming much clearer on how much damage sunday's earthquake caused. as you can see behind me, much of the damage is stimre -- still remaining. here's numbers released, the initial estimate is 2300 million -- $300 million in

damage. of those 116 red tagged, the rest yellow tacked. and more than 40 aftershocks occurred yesterday in the napa area. the largest being 2.6. the clean up continues even four days after the 6.0 earthquake. people and businesses have a much better idea of what needs to be replaced or rebuilt. the question now is who's going to pay for that? so few californians have earthquake insurance, just 12%. brown valley is a private development, bridges are closed and damage is obvious. a lot of anxiety as to where the money for repairs will come from. >> is it going to be the homeowners who has the insurance, the hoas and arrest vairs of the cities and county. we're waiting to see that. it's a concern for the neighborhood. it's not just ours, but city wide. >> reporter: it's surprising to see the number of californians who have earthquake insurance. that number's actually down. it was one-third of californians in 1996 as i mentioned before,

it's 12% today. now the $300 million damage estimate is preliminary. when it's all said and done, it could actually total about a billion dollars. live in napa, nannette miranda for "today in the bay." >> thank you. it could still be days or weeks before the obama administration decides whether to send federal funds to napa. congressman mike thompson says he expects help to arrive soon. >> at the federal level, we're working from day one on sunday, fema had folks on the ground, both in napa and in vallejo. they continue to be here today. they're out assessing the damages. >> officials say it can be tough to assess the losses after an earthquake than any other disaster because damages often found beneath al road or building stay there weeks or months later. relief will be coming from the napa valley vineyard associate. the group announced yesterday, it'll donate $10 million for

or larger wnl the next seven days has fallen to just 10 pkts. and as -- 10%. and as we get to tomorrow, it'll continue to fall. most likely, the shock will be the largest in the sequence. we're still fair game for the aftershocks. we want to keep that in mind throughout the next few days in particular. then we'll start to be able to let our guard down just a little bit as we head into next weekend. 62 degrees for livermore, 57 degrees, comfortable conditions in san martin. 62. just about everywhere this morning. temperatures are in the upper 50s to low 60s. so lots of 60s popping up in the tri-valley. i want to show you the difference between yesterday and today. more cloud cover here over the south bay, and lots of low clouds this morning right at the immediate coast. we're still getting a pretty good onshore flow in the morning hours. it'll move across red light inner bay through the delta throughout the morning and then the fog will burn off.

temperatures like this, 84 degrees for the south bay, 69 degrees in san francisco. which is going to be jumping this weekend. it's a holiday weekend, a lot of people like to come to town this time of year. we have that forecast coming up. first, here is mike and your drive. >> all right. christina, well we're looking towards the headlights, this is westbound 580. she's talking about 62 all over the place, and it's 65, maybe a little better for some of the spots. i can say a little bit above 65 in some spots. early morning, lighter traffic through the tri-valley. not the usual slowing around the livermore construction zone. looks like that crew cleared can early. rest of the bay moving smoothly. including construction zone. let's look at the camera live there. southbound pointing away from us. and you see the taillights, no problem past university getting towards embarcadero. scheduled closed for the next half hour through the area. again know problems for the freeway here or the north bay. southbound 101 around the

released and show what happened seconds before the shooting. they were taken by 38-year-old bryce kio no. the supervisor from santa monica. he got caught up in the cross fire and was accidentally shot and killed by an officer. >> personally i will live with this forever, and if i'd known this would happen, of course i wouldn't have done it. >> the suspect was also shot, his weapon was an air soft gun painted black. he is believed to be the first member killed in the 25 year history of the tv show. new this morning work the first ever human trials of an ebola vaccine will begin this week. that announcement comes overnight from the u.s. government and the vaccine's maker. the rock is seen is one of several being developed right now. the trials will be sponsored by the national institutes of health. human trials are becoming fast tracked because of the deadly ebola outbreak. so far, 1500 people have died.

the two american health workers who contracted the virus in liberia were given an experimental drug made by a san diego company, they both made a full recovery. scientists may have found away around a deadly allergy. one that tripled in children in the last decade. according to the u.s. didn't of agriculture, researchers in north carolina have found a way to remove allergins from peanuts. that could be good news for the 2.8 million americans who suffer from peanut allergies. parent goes to great lengths to keep peanuts away from kids, sometimes home schools them. two kids in every classroom have a food allergy in the u.s. bait area judge is ordering lowe's to pay a $1.6 million settlement. they sold lumber with the incorrect measurements. marin, monterrey are involving in the case. lowe's says it'll remove also falsely labeled products. cyber attack to tell you

about this morning involving several banks. for that, let's turn to morgan brennan, good morning. >> good morning, scott, well the fbi is investigating hackers, reports that hackers attacking jpmorgan and four other institutions this month. private security firms have been hired to conduct a forensic review of the infected networks. jpmorgan is declining, but is often hit by cyber thieves but has multiple layers of defense to counter any threat. stocks ended near the flat line wednesday. s&p 500 eking out another record high just at the closing bell. we get data this morning on unemployment, impending home sales and second report which should show the economy rebounded the spring following the harsh winter we had.

dow rising up 15 points to 17,12237 and apple has its long awaited iwatch on september 9th same day it's expected to launch i phone 6. it'll feature the health kit. live with samsung unveiled a new smart watch just today. which can make calms without needing a mobile phone nearby. certainly lit news in the smart watch category. >> there's a lot to watch there, thank you much. happening now, huge waves are hammering southern california. some reaching 20 feet. these are from catalina island yesterday. scattered lumber across the area. this as tropical storm marie has been swirling off the california coast causing waves to turn and flooding along beach communities. so far the waves have killed one surfer near malibu.

waves will come down after today. meteorologist christina loren has been watching marie and the rest of the weather carefully. let's join her with the forecast, good morning. >> hey good morning to you, scott, vicky, everybody at home. we're expecting waves here in the bay area here today as well. i'm going to focus in on that as we head to the 5:00 hour. six to eight footers in the bay area. 59 degrees in san francisco. 59 in half-moon bay to kick off your thursday. plenty of low clouds this morning, and they are thicker out there. then 24 hours ago, all be it a touch warmer later on this afternoon with strong, high pressure firmly in control. let's show you what we're working with for today. the coastal fog will continue to move inland until about 7:00 a.m. after which time we're going to cut off the natch ram a.c. it'll billion thwarted by strong high pressure. that translates to warm temperatures. it'll be warm out there just like yesterday. more humid as well. 70 degrees in san francisco.

81 degrees along the peninsula. about 84 degrees in the south bay, north bay at 91 degrees. east shore, comfortable conditions for you, 81, and hey, out there in the tri-valley, not too bad, 93 degrees is the forecasted high. we have a holiday weekend, a lot of people might be taking off tomorrow making it a four day weekend. temperatures are going to be nice. surf's up for today, big waves tomorrow as well, hot finish to the week, and then for that holiday weekend, very slight chance for showers, it's only at about 10 to 15%. nonetheless, we like to tell you everything. best chance high bay higher elevations on sunday. today is temperatures in the mid-80s to low 90s. we get into that weekend, we're going to stay steady temperature wise. just cooling you off by a couple degrees each day all the way through the kick off of next week. first day of september, labor day this year, back to you vicky and scott. this morning, the bay area mother accused of attacking her daughter's alleged bully at school may finally find out if

the she's going to be charged. she was arrested in may after investigators say she went to all of that elementary, grabbed a 12-year-old boy by the throat. she's been back in court several times, each instance, prosecutors asked for more time. she claims the boy was bullying her daughter and her attorney says, she confronted that boy, but never touched him. also back in court today, the man accused of impercent nafting aerosan francisco police officer and sexually abusing men. prosecutors say six years ago, jeffrey bugay and another man dressed as police officers. they reportedly told two hispanic men they were under arrest and took them to his home where they tried to sexual assault them. then prosecutors say they threatened the men with deportation if they reported the assault. one of the men says he got away after a struggle, but was too afraid to report it until this year. bugay was arrested last month and pleaded not guilty.

concern over concussions in youth soccer moving off the field and into a federal courtroom. a group of parents in san francisco filed this lawsuit against fifa asking for rule changes at all levels of play. the parents want all soccer clubs and organizations to do a better job protecting their players. including limiting the number of times that kids can hit et soccer ball with their head. under the age of 17 and allowing for temporary medical substitutions if players need to get checked for a head injury. >> i'm a nurse. i know exactly the damage it can do if you continue playing or don't take care of yourself. i'm all for it. >> the lawsuit alleges nearly 50,000 home soccer players suffered concussions in 2010 alone. history at at&t park, up next, the major milestones reached after last night's walk off win.
