"today in the bay." well good morning everyone, thank you for joining us, i'm scott mcgrew. and laura garcia-cannon is on assignment this morning. we begin with a story you will see only on nbc bay area. the streets of downtown san jose should be a little safe they are morning. that's because police officers took down another violent gang that had been ie tacking innocent people. "today in the bay's" reporter joins us live in downtown sanl jose with more details on the story that he broke, good morning. >> reporter: vicky, police have had their hands full with the violent crews in downtown san jose. just a few months ago, they took down a group called snot nosed kid. that's because a lot of these suspects were juveniled between the ages of 11 and 1 years old. the suspects would flirt with women and distract them. that's when a female member would walk up and punch the unsuspected victim to the ground and rob them. police on the regular beats

arrested nine of the them earlier this year. but the violent crime sprees did not tlend. violent assaults kept happening downtown. the midnight shift of sjpd keeping a closer eye on things. and in the last few weeks, they've been able to take down another crew. police say this was a group of four men, both juveniles and adults. they called themselves the squad. and they're m.o. was the same, walk up to unsuspected aring victims who happened to be walking downtown and cold clock them. the suspects would take off with watches, purses, and other items. the midnight crew worked the beat and sponlded to one of the robbery calls, they spotted the suspects and they took them down. again, two of these violent crews taken down by the downtown crew, the central division here in san jose p.d. snot-nosed kids and now just recently, the squad, but they asked people to be individual lanlt as they're walking through

downtown san jose. we're waiting for the midnight sergeant to arrive here for a quick interview on what this means for the fight against crime in downtown san jose. we'll have that live interview for you coming up at 5:30. live in downtown san jose, i'm here with "today in the bay." new this morning, a second american has reportedly been killed while fighting for isis militants in syria. he was reportedly with douglas mccain, that's the american jihadist killed earlier this week in syria. the u.s. believes as many as 100 americans may have joined isis and they are concerned they could get radicalized, trained, and then come back to the united states. coming up at 5:40, nbc's tracy potts will have a live report on the investigation into the reported killing and the latest on the the attempts to free another american held captive in syria. more now about our coverage of the south napa earthquake. there are signs of progress overnight in vallejo, new video of al red cross shelter that

just opened at the florence douglas center. dozens have been damaged. at least ten red tagged. last night, at least two people stayed at the shelter. >> but the red cross says two, that's a good thing. >> we're hearing from people that it was a very scary event, and there are people who have told us they're out of their homes. others who said they didn't get hard and their neighbors did. its been quiet, and that's a good thing. people are being helped by family and friends. >> earlier this week, vallejo city leaders estimated $5 million in damage. crews responded to at least 21 water main breaks, 49 injuries were reported after that 6.0 quake. in napa, the damage may be worse than we first thought. the city released new numbers about how many homes were severely damaged and how many the recovery could cost. "today in the bay's" nannette miranda is live in napa, the city hopes the tourist will

still come despite all the damage. >> reporter: well that's right. this is a multiwinery tasting room behind me. as you can see, this suffered a lot of damage with a lot of brick and stone that have fallen to the ground, but a sign outside says we're down, but not out. and that's the message businesses want to get out that tourists should still come and enjoy the region. businesses are worried that with the widely circulated images of fallen buildings that the images would encourage people to avoid the area. key part of napa's economy. visitors spend more than $700 million a year when they're here. so locals hope they still come because it tourist money will help with earthquake recovery. >> a lots of places are open, and not everything's closed, we're still having napa valley wine fun and good times. come on down, we're still going. >> reporter: now the city of napa released new numbers yesterday. we're talking about preliminary

estimates in the $300 million damage for damage. and that's not including buildings and waterlines. 632 structures were tagged, so far of those 116 red tagged and the rest yellow tagged. the ground still very active here. now $3900 million damage estimate system preliminary, and some estimates are gokd to a billion dollars. nannette miranda for "today in the bay." >> thank you. well the property damage in the north bay is extensive, the loss of pets is gut wrenching. casey myers woke up during the earthquake and realized her dog chance was missing. her family is going door to door, putting up fliers and using snead spread the word. >> i think he freaked out and maybe even before it happened. he might have sensed what was coming and just took off. >> the animal shelter says

several dogs have been reunited. so far the best thing to do is have your pets microchipped. the general manager of the los angeles kings hopes the stanley cup help raise sfeerts in napa. he and his wife have a second home in the north bay. cup will be at the napa weston on saturday from 5:00 to 8:00 p.m. the hotel was closed but it should be back open by saturday. for up to date coverage of the earthquake, head to nbcbayarea.com, there you can find an interactive map on red tacked homes. water main breaks and debris drop off sites. meanwhile, emergency crews in san francisco are making sure companies will be more prepared for an emergency. police and firefighters, building owners as well will practice emergency scenarios near first and mission in the south of the district. don't be alarmed if you see a lot of emergency vehicles in the area between 10:00 a.m. and 1:00

in the afternoon. well what to do about burned out trees from the rim fire. do you remove them or let them billion? environment tamists would like them to stay. it's now a court case. the blackened trees and new growth beneath them create a vital habitat for animals. supporters of the logs industry say logging would pay to replant the forest. the decision is expected to be finalized today. the rim fire burned over 400 square miles of the stanislaus national forest. redwood city joined other cities in limiting what you can do with water. residents will not be allowed to use drinking water to clean driveways or sidewalks, unless the hose has a shut off nozzle. lawn sprinklers and other irrigation will be restricted to two days a week. violators could be fined up to $500 a day. i have to admit, for just a minute, i used a power sprayer to clean the section of

at fremont, southbound 880, coming towards me, you see it right over here, easy drive through the area. heading down into the south bay. in fact look at the speed sensors around the bay. we have a nice flow of traffic. we're going to zoom in over here towards the approach and the bay bridge. smooth flow of traffic over here. the raiders are playing tonight, keep that in mind afterwards. and the giants are playing a midday game, 12:45 at at&t park with the added issue as in 2:00 p.m., up to the ball park, that will cause more of an issue. not too much for more getting into this game. that is a concern. over on the bay bridge side, toll plaza, smooth drive, look at that light easy drive. back up and the cash lanes has cleared from the area. back to the maps, we'll show you that approach to the bay bridge and in fact the entire portion of the east bay and coming through the north bay, nice flow of traffic right now. live look at san rafael will cap this off. good volume starting to build

southbound. you're still at the speed limit and lighter flow, but from time to time, like right now, you see the burst of traffic, things are calming down. smooth drive across the golden gates. committee investigating the scandal involving new jersey governor chris christie and the george washington bridge now trying to get its hands on the cell phone records of a christie staffer. according to the new york times, the committee subpoenaed a cell phone carrier hoping to find a text message conversation between the governor and his staffer. critics say christie and his administration orchestrated traffic crippling construction on the bridgetology get back at a -- bridge to get back at a political opponent. attempt ld phone call caused crews to shift their search area for missing malaysian airlines flight 370. searchers are now focussing their attention on an area of the indian ocean south of where they had been looking. investigators say a failed satellite phone call from the plane suggests the aircraft may have turned south much earlier

"today in the bay's" damian tajia joins us live, how were they able to track these guys down? >> reporter: well, it's excellent police work is what's being attributed. we first noticed them. they call them that because they were in the ages between 11 ae 17 years old. they would take moneys with watches or purses. but the violent assaults continue. the police midnight crew while on their own beach cracked down a second group in the last few weeks. they took down another crew, they called themselves the squad. and their mo was the same. approach people at random, near downtown and cold clock them before taking their belongings. police arrested four people, juveniles and adults. now with me here on nbc bay

area, sergeant brian spears who is a sergeant. absolutely damian. >> these attacks were absolutely 100% unprovoked. and it made no sense whatsoever. these were true victims of a heinous crime. >> reporter: and these were not special units assigned to take down this crew, these are your patrol officers taking them down. >> you're correct. my midnight patrol team along with several other officers executed just perfectly. they were absolutely relentless in resolving this matter. >> reporter: thank you very much sergeant brian spears. taking down this second violent crew, they call themselves the squad. a few months ago, they took down another crew calmed the snot nosed kids. they asked people just to be vigilant if they're ever coming toen downtown san jose. we are live in downtown san jose. >> damian, thank you.

and thank you to sergeant spears and his crew as well. well new this morning, the bay area mother accused of attacking her daughter's alleged bully will find out if the she'll be charged. she was arrested in may after investigators say she went to the elementary school, grabbed a 12-year-old boy by the throat. she's been back in court several times and in each instance prosecutors asked for more time to consider the case against her. she claimings the boy was bullying her daughter. her attorney says she did confront the boy, but never touched him. turning now to the south napa earthquake. the city of napa expected initial damage estimates to go much higher. right now they say the quake caused $300 million in damage. than does not include damage to public buildings and infrastructure like water supply lines. city leaders say there has never been this kind of earthquake damage in napa before. in just a few hours, the napa valley food bank will hand out

canned food to people who were hit hard by the south napa quake. this as we learn more about how bad the damage really is. "today in the bay's" nannette miranda is live in napa. nannette, both people and businesses really responding to the call for help this morning. >> reporter: that's absolutely right. the picture though is becoming clearer on just how much damage sunday's earthquake caused. take a look behind me. you can see that a lot of debris is remaining on some of the streets here. here are some new numbers by the city of napa. the estimate is $300 million in damage. 632 structures were tagged, of those, 116 were red tagged. the rest were yellow tagged, and more than 40 aftershock os curd yesterday in the napa area, the largest being 2.6. the clean up continues even four days after the 6.0 earthquake. people and businesses have a better idea of what needs to be replaced or rebuilt. the question now is, who's going to pay for that are?

so few californians have earthquake insurance, just 12%. brown valley for instance is a private development where ridges are closed and damages are obvious. a lot of anxiety as to where the money for repairs will come. >> homeowners and what not who has the insurance, the hoa's and various areas of the city and the county. we're just waiting to see that and it's a concern for the neighborhood. it's not just hours, but everyone. >> reporter: it's surprising to see the number of californians who have earthquake insurance down. it was about one-third in 1996, as i mentioned before, it's 12% today. now that preliminary estimate of $300 million in damage is just an early estimate. it's expected that it could go as high as a billion dollars. live in napa, nannette miranda, "today in the bay." >> thank you. it could still be days or weeks before the obama administration decides whether to send federal funds to napa.

from the 101 -- 280. we are live in san francisco, this is the third time 280 has been shut down in the past few months. >> reporter: good morning, that's right, and it's a project that's been coming a long time. and it's finally happening, although it's good news for the drivers in the long run, not so much for those traveling aloeng interstate 280 during this three day weekend. today, this portion of interstate 280 will be shut double, and there's already a light up sign letting drivers know of the closure. it's right here on northbound interstate 280 at the 101 interchange where caltrans workers will be replacing two hinges as part of an upgrade to make the freeway safer during the closure, drivers will have to take a detour on to highway 101. caltrans will be working along this stretch of the highway because the last sprosz expected, but giants fans who
