the press." chuck, good morning to you. the president says no military action by the u.s. against russia over ukraine, but the sanctions we put in place clearly haven't forced vladimir putin to back down. does the administration think with more time they'll have a greater impact? >> they've always believed in time. that's what they've been preaching is patience, patience, patience. but that said, there are still more sanctions that can be done. particularly by european partnersm told they've already some put together. they had already planned a new round of sanctions even before this latest event of putin putting troops over the border. next week the president goes to europe, that big nato conference in wales. expect all of the european allies at that conference to be standing together with yet a new round of sanctions. but i can tell you none of them have an appetite for any military confrontation with russia. that's why we'll just see amped up sanctions. >> let's look at the other crisis right now. you asked the president yesterday about the handling of isis militants in syria. here's what he had to say.

>> i don't want to put the cart before the horse. we don't have a strategy yet. i think what i've seen in some of the news reports suggests that folks are getting a little further ahead of where we're at than we are currently. >> critics pounced, chuck. >> they did. >> did they take his words too literally or did the president admit there's no plan, no vision for dealing with isis as an emerging threat? >> the answer to both question is yes. the white house certainly is trying to spin back the president's words saying hey, yes, they were a little blunt. they wish he would have worded it differently. but they remind all of us, including me, that he was responding to a question specifically having to do with the role of congress. did he need to go to congress to get legal authority for this. he's saying we don't have a strategy. they're saying we don't have a plan yet exactly of the targets we want to do in syria to then determine which legal course of

action was necessary with congress. but big picture here, the reason the president went out there, he had three audiences. audience number one was us in the media and us saying you're hearing a lot of people in the administration telling you we're close to going after syria. guess what? we're not close. i'm putting a big pause button on this. number two, the audience -- the second audience was sunni governments in the middle east. he basically said we're not going to go into syria unless you're with us. we're not going it alone. and of course the third audience was his own national security team. many on his team are pushing him to do something faster in syria and he is not comfortable doing that just yet. >> chuck todd at the white house. chuck, thank you very much. we are learning more about the health scare that landed joan rivers in a new york hospital. the legendary comedienne stopped breathing thursday during a routine procedure. her daughter releasing a statement overnight after rushing to her mother's side. nbc's katy tur is at mt. sinai hospital. katy, good morning.

>> reporter: good morning, tamron. her daughter melissa and her grandson cooper got here last night. they've been at her side the entire time, but she does remain in critical condition. joan rivers was reportedly having a minor endoscopic procedure on the upper east side when she suddenly stopped breathing. according to the fdny, paramedics rushed an 81-year-old woman to mt. sinai in cardiac arrest. inside the hospital confirmed rivers was under their care but would not divulge details of what went wrong. in los angeles, rivers' daughter melissa and grandson cooper rushed to make a cross-country flight to be at her side. upon melissa's arrival in new york, she issued this statement. i want to thank everyone for the overwhelming love and support for my mother. she is resting comfortably and is with our family. we ask that you continue to keep her in your thoughts and prayers. famous for her edgy humor -- >> can we talk? she was a tramp. >> reporter: -- rivers has been

a tv mainstay since the 1960s. a frequent guest and guest host of "the tonight show with johnny carson." in 1985, she became the first woman to have her own late night comedy show. >> what's under the kilt? what are you wearing under the kilt? >> reporter: in recent years rivers has been best known for hosting and critiquing fashion. from the red carpet in the '90s. >> when you married him, did you go through his things and throw away things other women had given him? >> never. >> reporter: to her own show "fashion police" on "e!" >> i'm not going to say anything nasty. she came in an egg. some people will do anything to not have to speak to ryan seacrest. >> reporter: she was promoting her latest book here in new york on wednesday. scheduled to perform in new jersey today. but obviously, tamron, that has been at least postponed. >> all right. katy, thank you very much. dr. nancy snyderman is nbc's chief medical editor. nancy, good morning.

>> hey, tamron. >> there's a lot we don't know. let's deal with what we do know. joan rivers was rushed to the hospital with what's described as respiratory arrest. what does that mean? >> well, if, in fact, she were having a procedure or diagnostic look with a scope going down to look at her throat or her vocal cords, she was likely sedated. in that case, your blood pressure or heart rate, your breathing, the oxygen saturation, your breathing, those things are all being monitored. sometimes the medicine used to sedate someone, the age of someone receiving the medication. elderly people can be more sensitive to medications. and sometimes just putting the scope down can trigger an event where a person stops breathing. this isn't necessarily a major cardiopulmonary resuscitation where a patient codes. it means the patient stops breathing. but in that instance, the whole procedure is stopped and the patient is given oxygen and everything is assessed.

the really important thing here is every time you think you're going to have a procedure no matter how minor, you have to constantly remind yourself that although these types of things are rare, they can happen. >> all right. nancy, thank you very much. >> and one more thing i should say, make sure your doctor has admitting privileges to the local hospital. because in this case it may have saved joan rivers' life. >> thank you very much for your knowledge and expertise on this issue. our thoughts and prayers are with joan rivers. 81, a legend. her daughter, her grandson she loves so much are there with her now. >> part of our family here. i've had a chance to get to know her the last couple years. controversial, brash, outrageous yes, but a kind lady with a big heart. no question about it. we wish her well. let's move onto other news with willie. the nfl making big changes in the wake of a lot of criticism. natalie is on vacation. willie. >> this has been coming for a few weeks now since the ray rice decision. the nfl is now taking a stronger stance against domestic

violence. commissioner roger goodell. announced thursday a tough new penalty for those who break the rules. peter alexander is in washington with more. peter, good morning. >> reporter: good morning to you. the nfl as you know it has been facing heavy criticism for what many viewed as an inadequate disciplinary action to ray rice over domestic violence. arrested for domestic violence earlier this year. and now the league has said it got its decision wrong. it's changed its policy. and that domestic violence will not be tolerated. for weeks the nfl's been playing defense after baltimore ravens running back ray rice was suspended last month for two games. 1/8 of the regular season for a violent fight in february. this video obtained by tmz sports shows rice dragging his then-fiancee off an elevator after knocking her unconscious.

the couple married a month later and rice apologized with his wife by his side. >> i am working every day to be a better father, a better husband, and just a better role model. >> reporter: in this letter to nfl owners, commissioner roger goodell admitted getting rice's punishment wrong. i didn't get it right, he wrote. simply put we have to do better and we will. >> there was an explosion of public sentiment especially from female fans that without a doubt pressed the nfl to do something about this. and they have. >> reporter: the new policy calls for tougher penalties for any player charged with domestic violence or sexual assault. for first-time offenders, a six-game suspension without pay. do it again, and face banishment from the league. >> missing either six weeks or an entire season is going to take a major bite out of these players' paychecks which should act as a deterrent. >> reporter: the players union responded saying it will defend nfl players' rights if they feel

they are being treated unfairly. as for ray rice, his suspension stands at two games. i'll be he'll be back in the league in late september. >> a lot of people praising this decision from the commissioner. thanks so much. military officials confirmed thursday that the pilot of an f-15 jet that crashed in western virginia was killed. searchers used helicopters around mountainous areas around the crash site. and humvees and horses searched the rugged terrain. the jet was on a routine mission to new orleans when it crashed. the pilot reported an in-flight emergency before losing radio contact. the family of the instructor shot and killed by a 9-year-old girl accidentally at a shooting range in arizona is speaking out. speaking with the ex-wife of charles vvacca and the young gil and her family. >> i want to make sure they didn't spend a big portion of

their life surrounding this one incident. >> in the future i personally hope to probably write a letter to personally communicate with them. he was a good person, but we know they are as well. we just want to make sure that they understand that we know it was a tragic accident. and that it's something that we're all going to have to live with. >> remarkable grace there. the 9-year-old girl was learning how to shoot an uzi when it recoiled and she shot vacca in the head. a volcanic eruption on papua new guinea has led to flight disruption. the government has evacuated communities near it as it erupted last week. those who were allowed to stay were told to stay indoors and avoid the falling ash. kwaun quantas airlines said the ash clouds from the volcano had prompted alterations to flight paths between sydney and

my skin is really silky smooth. new dove body wash. softer, smoother skin after just one shower. you're watching "today in the bay." good morning 7:26 i'm kris sanchez. police are searching for clues after finding the body of a woman inside a parked car at a church. passer by called police around 11:00 last night to report that body. the victim was pronounced dead at the scene. police say the woman had been stabbed at least once. her identity has not been released. now that body was found in the parking lot of grace church on aborn road across from a. san jose public library branch there. investigators are reviewing nearby surveillance cameras, this is san jose's 26th homicide of the year. excuse me. east bay teen now indicted by federal grand jury accused of shooting a laser pointer at a chp helicopter in oakland.

what's making headlines. massive waves from hurricane marie are showing signs of diminishing. warning remain in place for los angeles and ventura county. comedienne joan rivers remains in critical condition in a new york city hospital this morning. the 81-year-old is being treated after she stopped breathing during a routine procedure. joan's daughter melissa says she's resting comfortably. she asked fans to keep her in their thoughts and prayers. and closing arguments are expected today in the trial of former virginia governor bob mcdonnell and his wife. the couple is accused of accepting gifts and loans in exchange for performing official acts. they could face decades behind bars if convicted. and coming up here this morning, nascar star tony stewart returning to racing today for the first time since he struck and killed another driver. why some critics are saying this morning it's just too soon. let's start this half hour, though, with some outrage out in california over the punishment

given to a teacher who actually made threatening comments about her students on twitter. nbc's jacob rascon has that story. good morning to you. >> reporter: matt, good morning. that punishment viewed by many as only a slap in the rest. many students are defending the teacher saying she took her twitter page down. high school teacher crystal aratta tweeted she was so happy to be done with school for ten days. but it continued. especially to be away from the ones who tried my patience and my trigger finger. and you think you hate us teachers? guess what, we feel the same about you. the he secret is out with

additional tweets about how she wanted to pour coffee on students and others get hit by a car. before the summer semester ended, she tweeted i already want stab some kids. is that bad? >> from what i read, it wasn't something a teacher would say. >> reporter: when the school district found out, they said they conducted a thorough investigation and they took action. that was a written reprimand and she kept on teaching. >> she should be fired. she should not be able to work with children. if you really feel that way, then find something else to do. >> reporter: students who say they know the popular teacher well flocked to her defense. >> she said she is sorry and she apologized for it. she started crying today because how bad people are talking about her. >> we like this teacher at the school. >> yes.

preventing drivers from exiting a disabled vehicle until safety crews arrive unless it's on fire. >> safety is the most important thing. they shouldn't get out of their cars. >> while many fans are standing by the legend. some say he's getting back behind the wheel too quickly. >> i feel there's going to be a lot of people that will boo him and a lot of people will think his temper might have got the best of him. >> stewart is known for that temper on full display during many races. since the deadly collision, he's been in seclusion, only saying there aren't words to describe the sadness. today he's scheduled to address reporters for the first time since then. all this as the crash investigation is still ongoing. the local sheriff said there didn't appear to be criminal intent. but there's a possibility that he could face a civil lawsuit. >> i think he'll have a lot of sport. it was an unfortunate accident. >> the family of kevin ward jr., the driver who was struck and killed has not commented on

me too... we're practically twins! good morning. it's 9:26. i'm kris sanchez. new this morning, in just about an hour, san ramon police plan to search again for this elderly woman with dementia who walked off thursday night. the 77-year-old last her home last night at 11:00 and was last seen at the bus stop on bullingger canyon road. that's where investigators will be searching this morning. she has dementia and has not been taking her medication. her family says she has wandered away before, but always stayed in the san ramon area. san jose police are searching for clues after finding the body of a woman inside a parked car in a church parking lot. a passerby called police around 11:00 last night, reporting the woman. the victim was pronounced dead at the scene.
