quickly to knock down flames after a broken gas line caught fire. neighbors reported seeing the gats line on fire near a two-story office building near an apartment complex. this broke out around 4:00 this morning, very close to 880. firefighters were able to get flames under control and quickly. nobody had to be evacuated, and the damage does appear to be minimal. new this morning, putin responding to a reported cease-fire between ukraine and russia. putin has called on pro-russians in eastern ukraine to stop advancing and for the ukrainian army to withdraw from the region. earlier this morning, ukraine's president said both sides agreed to a cease-fire. but putin's spokesman said russia was not in a position to agree to a truce because it's not part of the conflict. however, as we just told you, putin asked both sides to draw back and says a cease-fire deal should be reached by friday. president obama is vowing to build a coalition to, quote,

degrade and destroy isis militants this morning. it comes after the u.s. verifies authenticity of a video showing beheading of steven sotloff with the latest on the developing story, we bring you "today in the bay's" kris sanchez. heart wrenching development. >> yes. quickly developing situation, too, sam. the british government now saying it's considering special forces operation to rescue a british hostage now in the hands of islamist terrorists in order to keep him from the same fate as steven sotloff. the only image we will show you of sotloff's last moments spent reading criticism of u.s. foreign policy. obama said he was a courageous journalist whose lives and a stark contrast to the mission of the isis group that killed him. >> they make the absurd claim they kill in the name of religion but steve. en, his friends say deeply loved the islamic world.

the killers try to claim they defend the oppressed but it was steve who traveled across the middle east risking his life to tell the story of muslim men and women demanding justice and dignity. >> speaking from is stonia, the president said the murders of sotloff and james foley only strengthened the u.s.' resolve to fight isis. and the president addressed critics who called for a quicker military response to isis, saying the first phase of degrading and destroying isis is to make sure there is an iraqi government in place while using air strikes to, quote, blunt isis momentum in iraq. in the video, sotloff, the masked isis killer, appears to be the same man who took foley's life. the killer threatened a british journalist would be next and that's the reason the uk is considering a possible special forces operation. we'll talk more about that coming up in the next half hour. >> as mentioned, the hostage's family in britain has mentioned

that they do not want to to identify him by name. prime minister cameron holding an emergency meeting today with senior officials. the uk government says it will examine every possible option to protect the hostage and it's possible great britain could join the u.s. in air strikes over northern iraq. continuing coverage of the story all morning long. we'll have online updates as well. just check out nbcbayarea.com. >> to recovery efforts after the south napa quake. small aftershocks felt south of napa around 3:20, it comes less than two week after a 6.1 devastated the area. stephanie chuang live in berkeley where top scientists around the world are trying to push for early earthquake warning system. >> reporter: that's right. good morning to you. in fact, the california forecast predicted a 94% chance of magnitude 7.30 quake hitting

californ california. talk of a early warning system critical here. governor brown pushing for a system that could give up to 60 seconds of advanced warning before potential damaging and shaking felt that could save lives and damage the south napa quake 6.0, caused $500 million to $1 billion in damage in napa alone. the city is estimating $300 until damage to privately owned homes and commercial property, streets are still blocked off with more than 1,000 buildings, red or yellow tagged. uc berkeley's system did give ten-second warning ahead of the napa quake. the state does have a current demonstration earthquake early warning system, being tested in long beach back in april. part of the development of the new system takes from other countries like japan. its warning system gave the vital advance warning of the 9.0

magnitude quake in 2011, broadcast with 52 million people getting the warning on the smartphone. the system stopped bullet trains and allowed businesses to take protective action and cover. topic at the three-day conference starts today. state lawmakers here in attendance. when can we see the progress on the advanced system and how much it will cost, coming up in 40 minutes. stephanie chuang, "today in the bay." >> thank you. a warning for people on the coast, monthly emergency siren test will last longer than normally would. the siren will last three minutes today. this is instead of the typical 30 seconds. the siren supposed to alert people on the coast to dangerous incidents such as a tsunami. the test will take place at 10:00. good morning to you. time to check the microclimate

your left approach, other angle from the bay bridge, there's a backup. you see folks moving over last minute over to the three cash lanes on the left approach, making things clunkier. backup past west grand avenue and the maze, predictable backup now. looking at another shot, smooth drive westbound 580 for dublin. slowing out of the altamont pass. bill through dublin, through 580, interchange. 680 slowing through pleasanton. typical pattern for the tri-valley. big jam at 680 sorted itself out. slower speed on the approach past tully, past 680, continuing to 880 where things clear up around san jose airport. 87 slowing into downtown, not unusual. but early start for the slowdown. we may be seeing more traffic building as schools are back online, had a couple of weeks to adjust. >> everybody falling into place.

around 4:00, nobody hurt. new video showing serial stowaway marilyn hartman wandering around the phoenix airport before arrested last week. police caught up with her in the baggage claim area. arrested last month after sneaking past security at san jose international and on to a plane to l.a.x. speaking of flying, norwegian air says it will continue to fly out of oakland international, despite a setback from the obama administration. >> scott mcgrew, unusual airline. >> it is unusual. supercheap between here and europe. you can get on a flight tomorrow to oslo, last minute $300. but it's unusual. it's technically an irish airline, flagged in ireland, uses crews from southeast asia. the ceo quoted as saying norwegians are too expensive. the obama administration put significant restrictions on norwegian air. i spoke to the company, flights

between the bay area and europe are not affected. your tickets are good. apple insiders say tim cook himself will speak about the theft of celebrity photos, a day after apple as a corporation released a statement saying it is, quote, outraged. cnbc pundit weighs in, the question is how quickly apple can do damage control and whether people start using their own social media channels and start throwing away fabulous iphones for something else. critical point here, it would appear apple had a bug which allows hackers to try passwords over and over. but the bigger security issue, the take away, many celebrities did not understand icloud. one in particular was bewillered, she thought she deleted pictures years ago. anecdotes of people being confused about how icloud works. i know in my case, i kept getting notify indications on my iphone, i used all of my storage

widespread 80s through most of the inland valley spots with low 90s on the way to the tri-valley. 82 san jose. 70 in san francisco. on our way to the lower 60s as we head throughout your morning hours. temperatures are comfortable, overnight in san francisco. but we are going to see that change as we head into next week. starting to see shorter days make an impact on overnight lows. we'll talk about that and why leaves change color coming up in a minute. talking science this morning. overall, nice stretch of weather, no significant changes coming your way through the upcoming within. here is mike and that drive as promises. >> here than bay bridge. still looking at issue, come over here, folks. move my name. you know who i am. look at this truck. moving over, one lane to the left because this lane, the fourth cash lane, lane number 6, closed. that cash lane is not open and that's creating one-fourth less cash lanes available on the left

approach. slowering backup big or the bay bridge toll plaza. the map, we have the slowdown off of 580 and back towards 24 for that slower drive. east shore freeway, by comparison, comes over towards the right approach, that's moving more smoothly and predirectbly off the berkeley clove. oakland, there's an a's game, 12:35, midday traffic an issue around the area. take b.a.r.t. to the stadium if planning a long lunch hour. west 580, smooth through dublin. towards sunol, no dents, just more company. 580, castro valley, predictable. san mateo bridge, crossing over the bay, smoother drive. westbound, flat section, this sign, no longer lit up, because that was talking for months about the 280 retrofit, that has completed. no problems into or out of san francisco. let's catch up with the foster city peninsula side.

cvs swept tobacco products off the store shelves. now the company's taking tips to help people kick the habit. bob redell live. we are told this comes with a name change. >> reporter: it does. good morning, sam. first, in the past several hours, start agent midnight, all 7700 of cvs locations nationwide they all stopped selling cigarettes, including this location here in san jose. now this is about a month earlier than their october 1st self-imposed deadline, making it the known national pharmacy chain to stop selling tobacco products. it has rebranded itself, known as cvs health. in place of the cigarette packs, there will be large ads that urge smokers to quick and offer products to achieve the goal. as you can see in the video handed out by the corporation. the move will cost them $2 billion in revenue from cigarette sales but the

company's hoping they can make that up with increased sales of medicine, health care products by being perceived as being health conscious, perhaps more customers will turn to them for health care needs. here's a health care executive. >> what look at ourselves as a pharmacy innovation company. bringing products and services into the marketplace that are helping businesses, communities, people, manage their health in more effective and affordable ways. >> across all of our stores, not only have we pulled tobacco product but inviting our smokers to help them quit. >> reporter: several small, independent pharmacy chains have already stopped selling cigarettes. cvs is the first national one, the largest of its kind to do so. live here in san jose, bob redell, "today in the bay." >> cvs, taking a stand. let's get ready for a federal food fight.

free lunches at places like apple, google, they could be a thing of the past. bay area tech companies give employees free meals all day long, not just breakfast, lunch and dinner but snacks as well, and that has attention of the irs. in fact, published reports show the irs is designating meals as taxable fringe benefits, similar to a company car or gym membership. >> regulated and taxed enough as it is. if employers want to give employees benefits like that, they should be allowed to. >> obviously they don't want to have pay extra tax and don't want employees to pay the tax on freets lunch so they'll fight the irs. >> the larger tech companies can afford to pay the tax while ones with smaller budgets may be forced to do away with free meals altogether. time 6:26 on wednesday morning. we'll take you live to wall street for today's opening bell.

is safe. first reported missing from winton middle school around 3:00 yesterday afternoon. police are not saying where the boy was or how he was found. pittsburgh police are hoping this video will help them catch a driver who hit and killed a woman and then took off. the video that you're looking at is from a nearby gas station. a silver pickup truck driving by. the crash occurred sunday near willow pass road and mountain view avenue. police say the driver veered off the road, struck a light pole, crashed into the woman pushing a shopping carton the sidewalk. police have identified that victim as 50-year-old michelle brass. a study says a double mastectomy may not be your best chance for surviving breast cancer. the results come from researcher at stanford and the cancer prevention institute of california in fremont. looking at every california woman diagnosed with one chance russ tumor in a single breast between 1998 and 2011.

the study compared double mastectomy, single mastectomy, lumpectomy followed by radiation. it found no difference in long-term survival between those who choose a double mastectomy and a lumpectomy followed by radiation. the there is a higher death rate among women who choose ma somethi mastectomy. women are choosing double mastectomy, not clear why, though. many point to jolie's decision to remove both of her breasts. she went through the procedure because she carried a gene that put her at high risk. she has a family history of breast cancer. the new study in the angelina effect discussed tomorrow at 2014 breast cancer symposium in san francisco. 6:32 on wednesday. a quick peek at what's go on outside now. this, of course, downtown san jose.

bring sam to dallas for a physical today. if he passes, he will be added to the cowboys' practice squad. sam recently cut by the rams, the same team that drafted him 249th overall earlier this year. the first openly gay player to be drafted by the an nfl team. >> raider as peer closer to staying in oakland and getting a brand-new stadium. the deal would build a retail complex called coliseum city. in order for that to happen o.co would have to be demolished. the deal hinges when davis signs off on it. an attorney representing backers say the basic terms of the financial deal have been worked out among the group, the city and the team. no word on what would happen to the a's if the deal is approved. remember the baseball team just inked a ten-year lease extension at the lovely o.co coliseum. coming up, update to breaking news. fire erupts at a gas meter steps

building sits next to an apartment complex. it broke out about 4:00 this morning near heading street and the alameda, close to 880. firefighters were able to get flames under control quickly no one had to be evacuated and damage appears to be minimal. recovery efforts after the south napa earthquake, some of the world's top earthquake experts in the bay area to help push for an early warning system. "today in the bay's" stephanie chuang joins us. the conference comes as new aftershocks felt early this morning south of napa. >> reporter: that's right. magnitude 2.6 south of napa, at 3:20 this morning. good morning. those of us who grew up know how earthquakes and early warnings on the three-day conference is all about that, how to best create advance early warning system. the demo tested in long beach in april but governor brown is pushing for a more advanced

system a year ago he signed a state law to create one to give people 60 seconds of advanced warning. the office of emergency services has until january 1, 2016 to identify fundingen costs $80 million. the hope is early warnings could save lives and money. we saw the devastation when the 6.0 magnitude south napa quake hit causing $500 million to $1 billion in damage and that is in napa alone. yesterday governor brown asked president obama for disaster relief funding to rebuild the area, where the streets are blocked off, with more than 1,000 buildings red or yellow tagged. cal's ten-second warning came before the earthquake hit. live at uc berkeley, stephanie chuang, "today in the bay." >> very important. thank you very much. 6:45, just in three bird

>> reporter: yeah, they had a self-imposed deadline of october st. here we are a few weeks early, cvs becoming the only national pharmacy chain to stop selling cigarettes, something they started in the past several hours. all 7700 locations including one here in san jose has stopped selling tobacco products and they've renamed and rebrand themselves as cvs health. now in places of cigarette packs normally located behind the counter will be large yard that urge smokers to quit and offer products to achieve the goal as you can see in the video handed out by the corporation. cvs estimating that the move to stop selling cigarettes will cost them $2 billion in revenue sales. but the company's hoping to make that up with increased sales of medicine and health care products, the idea being perceived as being health conscious, more customers will turn to them for health care needs. here's a company executive in an interview conducted by the company's marketing department.
