we begin with continuing coverage of the napa south napa earthquake. about an hour ago, a small quake shook the area near american canyon as you'll recall, the epicenter of the original 6.0. the u.s. geological survey reporting a 3.0 quake hit two miles just before 4:00 this morning. so far, no reports of any damage, but you can bet there are certainly some shaken nerves. meanwhile, the usgs will be holding a meeting this morning to look at what scientists have learned from last months's 6.0 quake. the group will be examining how the faults moved and how that impacted movement on the ground. it'll also scrutinize the dozens of aftershocks that follow the big quake and how well damage is being assessed. meantime, there are still victims in need of your help. volunteer organizations will be at a vallejo city hall providing people with more information on how to get assistance. in napa, resource center has been established to help victims there. and this morning, a forum on the earthquake's early warning system will continue at uc

berkeley, it began yesterday. scientists and lawmakers have come together trying to figure out where to get the $80 million needed to put an earthquake early warning system into place here in california. that forum runs through tomorrow. now to a developing story, 12 people were killed, 80 injured when the taliban attacked a government compound in afghanistan overnight. the attackers reportedly set off two massive truck bombs, and about a dozen gunman attacked people running from the blast. this happened south of kabul. one of the those bombs kimd eight off-duty police officers who were asleep in is their housing unit. all 13 of the attackers were killed. the taliban claimed responsibility almost immediately by sending a text message to local media. berkeley police could soon be armed with tasers. why the city council explores the idea, there's a coalition of people against them and they're holding a public forum. stephanie chuang joins us live from berkeley, and steph, the coalition says officers already have enough weapons as it is

though, police say there are valuable tools. >> absolutely, good morning to you, kris. >> reporter: it is made up of people like the vice president of the berkeley naacp. an attorney, former public defender, and they say that tasers are not an alternative for the use of lethal force. they also site a study that shows 547 taser related deaths from 2001 to february of this year adding that a 2012 study by the american heart association showed taser shocks, especially those to the chest are capable of killing a person, but the city of berkeley is looking for people to take on studying the pros and the cons of taser use. they are due tuesday, that's why there's the timing now. some of the considerations are changes in taser technology. how tasers can help to avoid gyres to citizens and officers and a comparison between berkeley and other cities in terms of lethal force.

every law enforcement agency in the inner bay area except for alameda, san francisco, and berkeley allows sworn police officers to carry tasers. the berkeley police department surveyed nearly 600 residents back in april of 2013 and found 83% wanted the city to at least continue investigating the use of tasers to quote control violent individuals. the forum starts at 7:00 at the berkeley media center. the coalition invited the police as well as city leaders to join, not sure if they will show up. berkeley police saying there was something that happened this year that show why is they need to use tasers. we'll have more in a half hour. live in berkeley, stephanie chuang, "today in the bay." >> thank you very much, steph. federal investigators are planning to launch a civil rights investigation into the entire ferguson, missouri, police department. this will cover last month's police response to protesters and the use of force by ferguson officers in other recent cases. last month, authorities cracked down on protesters angered by the deadly police shooting of an

unarmed teenager. ferguson police officers have been the sibt of numerous lawsuits over the years revenue excessive force. in the past five years alone, federal investigators have launched over a dozen police department probes. that is more than double what had been in the previous five years. meantime locally, san jose city leaders reached a compromise for advocates for the people living in the largest encampment. bob redell joins us live from what we call here the jungle. and bob, it is a temporary thing, what's going on? >> reporter: good morning to you there, sam. this temporary compromise has to do with access to the dirt parking lot that's located right next door to the jungle which happens to be one of the nation's largest homeless encampments. you can see that the large bolders were delivered here yesterday. within the next week, the city of san jose wants to install these along with the gates to keep vehicles out of the slot. the city says its main goal is to prevent illegal dumping here. the people who live in the judge really upset because they

believe that by closing the parking lot, they'll be cut off from aid, churches and other groups who come here to feed, clothe, and care for them. >> well they are going to put the boulders up to stop the churches, trying to starve us out, that's what they're doing. >> it sends the wrong message, the people on the street think they're going to separate churches like ours that are a lifeline from the people. >> reporter: after a meeting last night between the city and homeless advocates, the city said yes, we're going to install the boulders next week and the gate, but they agreed to leave it unlocked after its installed to allow access for these aid groups. again, this is a temporary agreement, temporary compromise. the city said in the past it would like to lock that gate and give keys to legitimate aid groups who coordinate with the city. there's going to be another meeting next week to discuss the pofblt installing more porter potties. ultimately the city indicated it would like to find a permanent

solution. we'll talk about that within the next half hour. reporting live near san jose, bob redell, "today in the bay." >> homelessness definitely a tough problem here in san jose, thank you very much. pg&e plans to appeal the land marks #$.4 billion fine its been ordered to pay for the pipeline explosion. that explosion killed agtd people and -- eighted people and steroid several homes. state and federal investigators found that pg&e was at fault for inadequate maintenance and recordkeeping. a spokesman says the utility is spending nearly $3 billion on pipeline safety and wants that to be taken into consideration. it is 5:07 right now on your thursday morning. we're going to get a sneak peek of what your weekend season going to look like. -- is going to look like. >> the good news is, ever since we had the last 3.0, we have had no significant aftershocks above 2.0. we're going to keep track all

morning long, we'll let you know if anything else happens. 60 degrees in livermore, 59 degrees in concord, and 63 degrees in oakland. overall the trenld of aftershocks definitely less frequent, the number of aftershocks each day is really starting to diminish. and that's the good news but it does come to that situation. i can tell you, we live in earthquake country, everybody needs to be on high alert all year long. this is what we're working with this morning. low clouds span all the way inland, this is going to keep us nice and cool later on today. the cool ocean air, pumping inland all day long, although it will be a little bit hot out in your inland valley spots where we don't have the clouds this morning. we have them around the inner bay, just not out to the tri-valley, we have a shallow marine layer this morning. this is what we're working with temperature wise today. 83 degrees for the south bay. 79 degrees on the peninsula. san francisco today, comfortable conditions, 71 for you, 83 degrees in the north bay, comfortable on the east shore, 77, hey, we're looking good even

afternoon, 5:00 p.m. and 6:00 p.m. shows have been preempted. we'll have a full newscast after the game. unofficial end of summer doesn't just mean football season, it means flu season is on the way. and there are new recommendations that could change the way your kids get flu shots. new guidelines were leased by the centers for disease control suggesting that children age 2-8 get the vaccine through their nose instead of the needle. doctors say it may be more effective for children because it fights the virus right when it enters the body through the nose. the cdc recommends everyone else get the shot as soon as possible. google is now getting into medicine. and as with all things google, it's going all in. scott mcgrew joining us now, google doesn't to want stop you from getting sick, it wants to stop you from getting old. >> yeah, google reached a deal with a chicago based pharmaceutical to build a new campus right here in the bay area where scientists will look into creating medicines to stop

cancer and ageing. you think this was made up, remember, this is the company that just announced out of clear blue sky it invented a row bat car. we've known about google's plans to define the fountain of youth before, project cal co. it was a name. google's plan to build a lab mean this hunt is now real. this giant tent thing on the campus, in the south bay, it's for the rock band u2, apple built it for its product announcement next week. this is actually not the first time that u2 helped sell iphones. they did so back in 2004. we'll talk about that a bit later. shares were crushed yesterday falling below $100 a share possibly because of the concern over the icloud security. more likely because of a samsung product announcement, but bottom line, apple lost $26 billion in values just yesterday. for more news before the bell,

havrpton pearson is live. >> reporter: hey scott, we're going to start with the futures, they're flat after stocks closed. it's a session on wednesday, as you mentioned, apple falling nrn 4%, wiping out 26 billion in market value. company's worst day in more than seven months ahead of the possible anticipated launch of the iphone 6 next week. we do get data later today on private sector jobs, unemployment, the trade deficit, productivity, and labor cost as well as the services sector. dow rising yesterday just ten points to close at 17,078. now new data from a security blogger is suggesting nearly all of home depot's u.s. stores may have been hit by a breach. evidence shows the breach first surfaced on an underground website where credit cards were

recording addresses. it is seeking to reassure customers saying they won't be responsible for fraudulent charges. and aaa expects gas prices to keep falling this fall. the lowest in early september since 2010. gas demands falls in september, people drive less after the summer season and as refiners start switching to cheaper winter blends. aaa predicting gasoline prices to drop 10 to 20 cents a gallon by the end of october. and that is good news for everybody. back to you. >> thank you much. fascinating article in popular science this morning says security experts have found evidence of a network of fake cell phone towers across america. the suspicion is they are placed there by the government to track the movement of cell phones. some located on or near military bases. they work, they connect to your phone, but they're not connected carriers like sprint or at&t. the company that's discovered the tovrs provided this map, and

it's rather nonspecific, but it does show a fake tower over in our area, i would say in the area of travers air force base. the company that discovered this is called edm america. we know police departments use fake cell access points. they hide them in the trunk of police cars, they call sting raies to attract cell phones they're looking for, bad guys, that sort of thing. this cell phone tower thing though that's very interesting, brand new news, we'll continue to follow it. >> that is interesting, thank you very much. and meteorologist christina loren now here, tell you about forecast, it's nice and cool to start the morning. >> not that interesting, i have to tell you. that might be the way you like it. you have to get to work then when you get off work, you want to enjoy your evening, and we're going to see comfortable evening temperatures. as we get to this weekend, temperatures stay steady, no major changes to tell you about, until we get into next week, we'll talk about that coming up. right now 60 degrees for

livermore, 59 san martin and you're in 638 degrees and beautiful san carlos, the planes is looking cloudy. -- peninsula is looking cloudy. that is good news, 59 to start dmat concord, you're going to end up in the upper 80s, but we're keeping the 90s off the map. once we lose the low cloud cover, it's going to be nice and sunny. you can open up the windows in your home if you want to give the ac a break. 79 degrees on the peninsula. you have about 71 degrees in san francisco for today. and we're looking towards 83 degrees in the north bay. let's talk about that weekend because we do have changes to tell you about on the peninsula this weekend, a little bit warmer on saturday, that's your beach day. sunday will be in the mid-80s, butly feel summer like and we are still officially in the summer season. we don't kick offal until the 22nd of this month. temperatures in the 80s all weekend long next week, we'll get a cool down monld and then the numbers start to climb as we

head through tuesday and wednesday. we'll talk more about that heat on the way coming up. first though if you have to get out front door, here's mike to get you there on time. >> look at all these folks. we have some slowing around el char re. this is westbound 580, look at the maps. this is the typical pattern coming over towards the dublin interchange. speeds in the upper 50s where we look at that volume, not a dramatic slow the down. it's just a steady build there. the rest of the basis moving predictable as well. pretty much green all over the bay for your freeways building the volume around most spots. watching the roads and rails. so delays reported for the major systems and that's good stuff as we to want let somebody else do the driving. the foster city approach, it was nice off the high-rise. picking up the volume a tad bit. over in the north bay as well as smooth drive southbound. the curves you get more company, chp even just tweeted out, hey no major problems around the bay. that's good news.

hopefully we didn't jinx it, back to you. >> mike, you couldn't jinx anything if you wanted to. now the investigative unit exclusive this morning, turning tax payer funded conferences into rewards points. our investigative unit uncovered a public official in santa clara county racking up the perks. the director of child support services puts tens of thousands of dollars of employee travel on his personal credit card. by adding his own personal rewards numbers, it allows him to rack up points for everyone's stay. then the county pays him back while he banks the rewards. multiple sources wonder the department of child services believe he's using his position of power for special gain. >> do you believe what's happening is wrong? >> i do believe it's wrong. >> why? >> i don't think people should be benefitting personally. i think the frustration level is so high at this point and the moral at office was just so low,

escaped earlier this week. a spokesperson say it started late last night when 28 inmates refused to go to their dorms. some kids reportedly fought with the guards and used extingui extinguishers as weapons. eventually officers got a handle on the situation and moved ten teens who had reportedly escalated the scenario to another facility. 32 escaped on monday night. six are still on the run. classes will resume at an orange county high school today after police cleared the campus of any bomb threat. students were sent home yesterday after officials at the high school got word of a possible threat. the school got an e-mail from the 17-year-old threatening to bomb the campus and shoot people. the e-mail address came from denied writing the e-mail and did not appear to have access to weapons. it is 5:26 now, still ahead, tesla prepares to make a big announcement later today.

you will ever know. every time you see him, all he do is smile, when first met him, i'm like why is he smiling. >> san francisco place arrested another teenager who went to middle school with williams. officers say he may not have liked social media postings about him. police have not said whether they are looking for a second suspect. new case moves forward today. hearing defense motions and the false impersonation case. he is accused of sending out phony campaign mailers in the 2010 san jose city council race. now you'll recall, he has served jail time for misusing public and campaign funds. the stiff berkly is considering -- city of berkeley is thinking of armg its police force were tasers. stephanie chuang joining us live where activists are holding a public meeting tonight. city leaders and police were invited, but the question is are they going to show up?

>> reporter: yeah, that remains to be seen. good morning, kris. but they have been vocal, berkeley police have said that back in april, in broad daylight, one officer was knocked out by someone and woke up to this guy getting a gun out of his belt. and their point is that had the officer be armed with a taser, he would have had more control. now the police department also says modern tasers used by officers are equipped with video reporters and log when it's activated and a data trail created. department surveyed 600 residents in april 2013 and found 84% indicated that would more likely support the use of tasers instead of physical force or firearms, but leaders of the coalition for taser-free berkeley says tasers are not an al ternive to to use of lethal force and are used mostly against unarmed people. adding, there were 547 taser related deaths from 2001 through february of this year, according to an aclu study. still the city of berkly is looking for consultant to city

the pros and cons of taser use. some considerations are changes in taser technology during the last decade. cost savings, and how tasers can help to avoid injuries to citizens and officers. and those proposals are due tuesday. that may be the catalyst for why this forum is being held tonight. it starts at 7:00 p.m. at the berkeley media center. now, how berkeley stands compared to other bay area cities when it comes to taser use, that's coming up in the next report in a half hour. live in berkeley, stephanie chuang, "today in the bay." >> thank you very much, steph. richmond police will need your help identifying a man who tried to pull a 15-year-old girl into his car. the girl tells police she was walking home from kennedy high school a few weeks ago when this man approached her and tried to pull her into his parked car. she managed to break free and run, three days later, she was with her family when she spotted the same man. one of her relatives took these photos right before he took off. the father tried to chase the

guy down but could not get him. officers say the man drives an older four door mercedes, light blue or gray in color. san jose city lead verse finally come to an agreement over what to do with what is silicon valley's largest homeless encampment. bob redell is live at what is known as the jungle, bob the, the city has made it clear this is a temporary arrangement. >> well, good morning to you, kris. >> reporter: the temporary compromise has to do with the dirt parking lot next to the judgele to remain access point for the jungle. they have agreed to keep it open, at least in the short term. the large boulders delivered here yesterday. they will be installing them to keep vehicles out. they will also put in a gate with a lock on it. now the city says it's to prevent illegal dumping. now the people who live in the jungle, they're upset if you close the parking lot they say you cut off aid from church

groups and other nonprofits who come by here weekly to care for the people. >> we're not trying to block people from doing the good work, we're just trying to make sure that this is a coordinated action where we're all working together for the greater good. >> reporter: again the goal of the city is to prevent illegal dumps and other crimes in this parking lot. that's why they want to shut it down to traffic. last night after a meeting, the city agreed to leave the gate unlocked after its installed next week to allow access for aid groups. now again, this is a temporary arrangement. the city said in the past they would like to lock that gate and give keys to legitimate aid groups who coordinate with the city. ultimately, they'd like to find a permanent solution. we spoke with a pastor who sals an advocate for the homeless and agrees a permanent solution has to be found. what that is is not clear yet,

but the city would like to shut this down. this is the jungle by year's end. how they're going to do it, again, that has not been verbal ietszed as of yet. there was a meeting next week again between the city and homeless advocates. we're going to see what that's about in the next half hour. reporting live in san jose, bob redell, "today in the bay." >> complicated conversation, thanks, bob. tesla will make it official today, the companies new gigafactory will not be built in the bay area. in fact, not anywhere in california. they have picked reno for the destination of its $5 billion factory. this big announcement will be made later today. though tesla picked reno for production, it will still be based in the bay yir. the company headquarters and its growing factory in fremont will remain. still senator diane feinstein says the decision is a shame. >> nevada's a good neighbor, we have a lot in common, so, you know, i wish them well. i'm a big booster for the

developing right now, the taliban have claimed responsibility for an overnight attack that killed 12 people in afghanistan and hurt another 80. the attackers reportedly set off two massive truck bombs at a government compound there. then about a dozen gunman attacked people running from the blast. this all happened in south of kabul. one of the bombs killed eight

recently, back in august, that's a couple weeks ago, we have the new pictures, and you can see just how low those lake levels are at this point. there's not much of a lake left there. really this is the most dramatic that we have seen as far as the impact of the drought on the state of california. but definitely that should force you to conserve some water. we'll talk about good tips coming up. rights now here's mike. >> we've seen the firs for -- pictures for years, now people are registering how serious this is. look at this, i've turned the camera that you see approaching, there's the dublin automall and approaching hoppier, i saw the brake lights tap. look at the maps. there's a crash just as you're getting over towards the dublin interchange. one car still in lanes, one car over on the shoulder. that will cause slowing as the kvt continues there approaching that dublin interchange. west 580 hatds the build now. we may see a major impact over the next 20 minutes.

as you looked at the economy. >> that's right, this is one of those facts kris in the beige book. i readed it so you don't have to. it's one of the more interesting thing that the fed does a several times a year, the fed asks for a report, sort of a book of anecdotes from around the united states. so its governors have a better idea of what's going on. our report is of course from the san francisco fed, but it covers much of the west from l.a. toe las vegas. the report found hotel rooms hard to get in l.a., visitors ship up in las vegas, and the employment situation very tight in the bay area, particularly high-tech nap takes us back to what we were talking about yesterday. how high-tech companies really have no choice but to treat their employees to things like a free lunch. and this is interesting, the fed says farmers in the west are having to spend more to get their product to market because of a lack of train locomotives. okay. so where where are all train locomotives, they're out in the midwest hauling oil trains.
