and we have a good looking day shaping up for you. repeat performance from yesterday, fog and drizzle early sunny and warm later on and then more of the same. your weekend looks great, but i have to tell you, we're going crank up that heat, we will tell you when in the microclimate forecast this morning. and crash at one of the worst times for this portion of your tri-valley, yes the dublin interchange. the backup here as well as across the bay coming up. we are looking live at the bay bridge, nicely cleared this morning. it is thursday, september 4th, and this is "today in the bay." from nbc bay area, this is "today in the bay." and good thursday morning to you, thank you for joining us, i'm sam brock. >> and i'm kris sanchez in for laura garcia-cannon today. new morning, small quake shook parts of the south bay overnight. it was a 3.0 quake that hit 18 miles east of salinas this

morning. is a far there are no reports of damages or injuries. then at 4:00 this morning, a small quake shook the area near american canyon. the u.s. geological survey is reporting it was a 3.0 quake that hit two miles west of the town just before 4:00. so far, no reports of any damage or injury there. but you can bet some people are feeling a little frazzled this morning. all new this morning, president obama in wales for a high stakes nato summit. the official agenda is focussed on the crisis in ukraine. but the president is also making a push to get allies on his side fighting isis. president obama suggests nato should play a role in containing that terrorist organization, but specifics have not yet been made public. last month the u.s. began launching air strikes against isis targets in iraq. but u.s. officials say obama doesn't to want expand air strikes to syria on his own. he is expected to use this nato summit to build consensus on the

coalition that will back him. we'll have much more on the developing story throughout the morning including a live report from washington coming up at 6:30. the justice department will open its investigation into that deadly police shooting in ferguson, missouri. the official announcement is expected later today. the justice department will look at the police department's practices over the past few years, including the stops, arrest, and use of force the department has used. the investigation will also look into whether the department has a pattern or practice of civil rights violations. you might recall, last month, a white ferguson police officer shot and killed an unarmed black teenager, michael brown. the shooting sparked days of protests throughout that city. stiff berkeley is -- city of berkly is talking about arming its officers with tasers.

>> reporter: berkeley is one of just a handful of cities in the bay area that does note let sworn police officers carry tasers. now the coalition for a taser-free berkeley wants to keep it that way. thinks it's a good idea. leaders point to an aclu study that found that 547 taser-related deaths from 2001 through february of this year adding that taser shocks, especially those to the chest are capable of killing a person. that's according to a study by the american heart association. but the city is looking for consultants to study the pros, cons of taser use, proposals are due tuesday. and some of those considerations include changes in taser technology during the last decade, cost savings, and how tasers can avoid injuries to citizens and officers. now berkeley police say one officer was knocked out in broad daylight back in april, waking up to a guy trying to get his gun out of his belt. their bottom line is the officer would have had more control had

he been armed with a taser. the police department says modern tasers used by officers are equipped with video recorders and electronic log when it's activated and automatic data trail created, but again, people divided on this situation. tonight the forum starts at 7:00 at the east bay media center, but police here in berkeley say thefz public support on their side. we have more on that coming up in about 45 minutes. live in berkly it morning, stephanie chuang, "today in the bay." san jose city leaders reached a compromise with advocates for the homeless. people in living in the large's encampment are wondering what's next for them. bob redell is live in san jose at the jungle, and bob, they've come up with a solution, but it's not a permanent solution. >> reporter: correct, good morning, kris. this compromise is temporary, and basically it'll allow temporary access to this dirt parking lot that's located right next to the jungle, one of the nation's largest homeless encampments. at issue here are these boulders

that were delivered here yesterday within the next week. the city wants to install these along with the gates to keep vehicles out of this lot. the city says its main goal is to prevent illegal dumping and crime in this lot. the people who live in the jungle are upset because by closing the parking lot, they'll be cut off fireman aid from churches and other groups who come here to feed, cloth, and care for them. >> they are going to put the boulders across the to stop the churches from coming in here. that's what they're doing. >> it sends the wrong message. people think they're going to separate churches like ours that are a lifeline from the people. >> reporter: after a meeting last night between the city and momentumless advocates, the city of san jose agreed to leave that gate unlocked after its installed next week to allow access for aid groups. now this is a temporary agreement, the city said in the past said it would like to lock that gate and give the keys to legitimate aid groups who coordinate with the city.

there's another meeting next week to discuss the possibility of installing more porter potties and garbage bins. ultimately, the city would like to find a permanent solution for the hundreds of people who live in the jungle. we'll be talking about that within the next hour. reporting live near san jose, bob redell, "today in the bay." >> all right. happening right now, thousands of fast food workers across the country, including right here in the bay area will be walking off of their jobs asking for more money. in fact, take a look at this new video from new york city. you can see fast food workers are protesting in mass. the workers are asking for a minimum wage hike of $15 an hour. and they want to form unions without experiencing retaliation. mcdonald's, burger king, wendy's, kfc, taco bell, all are among the protests. in oakland, clrge, elected officials, and community support lers join workers on the picket line. and it is 6:06 now, time to check the forecast as we look live at a beautiful purple sky

over san jose. and it is a clear start down in south bay and in the north bay as well. let's join meteorologist christina loren, and always that has for you. >> thank you, it's all right. just take the clicker, kris. >> no, not going there. >> good morning to you, you know she's right, it's nice start out there this morning, and you know what, it's days like this, september is a really beautiful month here in the bay area. we are going to get spoiled for a good stretch of time starting out in the 50s and 60s and ending up in the upper 80s even in the hot spots for today. no 90s on the temperature map. it's going to be nice out there. as we head throughout your afternoon. you will notice these clouds probably until about lunchtime right at the immediate coast. elsewhere though, we'll see the burn off occur in most of your inland valley spots as of 11:00 a.m. today. we're looking good for that. out in the tri-valley, cloud cover out there this morning, that'll keep your temperatures in the upper 80s for today. but that's not too bad. we could be hotter as you know,

another small one hit right in that area. it struck just before 4:00 this morning. at around 3:00 in the morning. 3.0 quake hit near salinas. no reports of damage or injuries after either of those events. and with flu season just around the corner, new recommendations about how your kids should get their vaccine. the centers for disease control says children two to eight should get the vaccine through their nose instead of through the needle. doctors think the nasal spray may be more effective for kids because it fights right where the virus enters the body. >> tesla will not be building here in the golden state. today they will announce they picked reno. nevada's legislature is working on passing a tax break packaged just for tesla. and now for the latest apple rumor. u2 coming back to the bay area to sell iphones. >> that is the word on the street. he was there the first time u2

teamed up with apple. and you said this is one of your favorite u2 concerts. this was long before iphone, ipad, we are talking so long ago the first version didn't even have a color screen. and along with the u2 ipod steve jobs introduce the half of u2. >> what could be better than the u2 ipod? well, how about u2? >> u2 was just coming out with its new album how to dismantle an atomic bomb, they played a couple of cuts right there in the california theater in san hooez. and sam you mentioned it was one of my favorite concerts, they weren't very good. they were playing new songs and doing it with an akousic guitar, and the reason this was awesome is because whose seen a bad u2 concert? only a few of us, and it was really unique.

if the rumors are true and the giant tent is a sound stage, it's a sound stage for u2 so they can once again play it apple's announcement next week at a bigger stage. maybe we'll see the whole band and electric guitarguitars. down 4% yesterday. when you calculate the market capitolization that is what all the shares worth put together, apple lost $26 billion in value yesterday, that's what netflix is worth in its entirety. and the reason could be this. samsung yesterday announced the existence of a new virtual reality headset. you could literally stick your phone in there, put that on your head, and it seems silly, right? in fact samsung hasn't said when this might be released, why would this worry apple investors? it's because samsung teamed up with facebook. facebook recently bought that virtual reality company, and this generation of technology is

feeling like summer. average temperatures this afternoon. starting out with fog and drizzle. then throughout the day today, we'll lose it quickly by about 10:00 a.m. for the south bay. you're going to have to wait until 11:00 a.m. on the peninsula and san francisco clearing by lunchtime. north bay will be a little bit warm. 83 for you as well. peninsula looking good for 79 degrees. east shore, 77 within and hey, fog to sun in san francisco. 71 degrees, 89 out in the tri-valley. not too bad throughout, but you'll have to use your ac for a couple hours out in the tri-valley for today. as we head through your afternoon, clearing quickly, then the breeze is going to build. feel free to open up the windows in your home, give that ac ak break. i want to get you thinking about that weekend, and it will be gorgeous. just spectacular on the central coast. if you wanted to take that 17 mile drive, temperatures in the 70s all weekend long starting tomorrow, just beautiful conditions. and we'll be nice and comfortable here as well in the bay area with changes moving in

quickly. i'll focus on that. right now here's mike and your drive. >> all right christina. tri-valley, we have that crash with activity underneath 680 just on west 580. we have a good back up coming out of livermore and dublin. that has not held up enough traffic to keep the slowing from 680 through perez, we have that build again, the crash still underneath the overcrossing west 580. minor injuries there. no injuries reported for this crash behind the shield here, but that is causing a slow down as it blocks the fast lane. just past 242 down towards and clearing by that dublin interchange where another is over on the should. getting over towards the bay bridge, your approach it downtown east shore freeway. typical build and another crash appears to be near the berkeley curve. i haven't seen any lanes blocked, we'll track that, the bay bridge does have the backup. the metering lights are on and back towards 580. that's where you start to see the slowing, typical pattern over south there on the east

bay. moving nicely through fremont. you're getting more company south of the dumbarton bridge. your northbound routes through san jose building a little bit again. this is a second bill for north 101 at 680. you have slowing from about tully towards 880 and 87 coming into downtown shows volume increase as well. peninsula shows a smooth drive, you see flashing lights behind me. that is a garbage crew, not a problem for the freeway itself. and good drive in for the north bay across the golden gate, back to you. >> they are good pairings, thank you, mike. time now 6:19 on your thursday. still ahead on "today in the bay." the good news, football is back. the bad news for niners fans, is we're going live from a city on the west coast that we don't like to talk about a lot. we'll have more next.

out that you're joining us from the great city of seattle. >> sam, beautiful city. >> reporter: we do this first game every year from the home of the super bowl champs, feel like we should be in the bay area, maybe next year, but this year we're here and it is going to be quite a show tonight. you know the fans here. they can be a little crazy at times. self-admitted crazies for their team, and they've been preparing in and out of the stadium, getting ready for this big night. a lot of hype around this game. it should be very exciting to see and just the pregame festivities with sound guards and the iconic seattle band playing, then pharrell getting everybody ramped up, and now especially for 49ers fans, maybe look away from the green because they'll be unfurling the banner representing their championship, of course they take home the lombardi trophy after the big win over denver last year.

"today in the bay's" tracy potts joins us live in washington, d.c., this morning, and tracy, what do you expect we'll hear from the president today?

>> reporter: probably some about russia and some about ukraine, and also about isis. big topic that they're dealing with here. let's look at the video that's been coming in we have been monitoring this morning. first president obama and prime minister cameron arriving at the nato summit this morning. they also, together put an interesting and pretty lengthy article in the london times condemning what's been going on in syria, in iraq, and saying they will take a strong stance against that group isis. isis militants now about 10,000 according to the u.s. government. and one of the things they'll discuss at nato today is whether or not these countries can get together for some sort of action to go after isis in syria. the u.s. maz already been launch -- has already been launching air strikes on isis targets in iraq, but because the political situation is so different in the middle east and particularly between the u.s. and syria, one of the things they've got to discuss today is

whether president obama has any backing from these other nato countries, if he decides to launch air strikes in syria, kris. >> be a complicated move, thank you very much, tracy. >> to date i.c.e.s has -- isis has shown a mastery of using social media to spread the murder. they were not able to do so after killing steven sotloff. that is because silicon valley companies were ready to take the video down as soon as it was posted. the clip of sotloff's execution was quickly deleted when posted on youtube. silicon valley insider tells the press that the tech companies came up with a plan to slow or block the spread of extremist propaganda. they have standing policies banning such posts that show violence or incite hatred. 6:22 as we look live at the golden gate bridge. one of the spots where you need to use your wipers this morning. >> yeah.

maze of the interchange will. i was able to see red and blue lights. all lanes clear now, off slower drive in the dublin interchange area, and now the traffic flow heading south 680. there's your morning commute, it's not so bad out of livermore, we'll watch for more slowing there in dublin. southbound 680 recovering. smoothing out the flow, slow south 242 and down towards the wal nut creek interchange. it is a treat for south 680 cleared the roadway. cleared the roadway, and 24 is moving nicely. the bay bridge toll plaza with some of the standard backup there. left approach, we have a little bit lighter build already starting to form. we'll see because the last couple of days between a late build again about 9:30 and more traffic has hit that toll plaza again. and san mateo bridge traveling east to west here. we're looking at your westbound tail light directions. i did a see a tow truck in the senate divide there.

you're watching 15 minutes much continuous news, weather, and traffic on "today in the bay." all new this morning, small earthquake shook parts of the south bay overnight. 3.0 hit about 18 mile ts east of salinas just after 3:00 this morning. that's about 30 miles southeast of gilroy. no reports of damages or injuries. >> that wasn't the only early morning wake up call in the bay area. just before 4:00 this morning, small quake shook near american canyon. the u.s. geological survey is hitting two miles west of toub. so far no reports of damage, but you can bet there are some raw nerves this morning. meanwhile the usgs will hold a meeting to look at what

scientists have learned since last month's quake. how the faults moved and how that affected movement on the ground. they will also look at the dozens of aftershocks that followed that big quake. you can see how the damage was assessed. meanwhile, there are victims in need of help and volunteer organizations are joining forces at vallejo city hall today to help people with more information on where they can find resources. in napa, a resource center has already been established to help the victims there. and this morning, forum on the earthquake's early warning system will continue at uc berkeley. scientists and lawmakers have come together to try to figure out where to find the $80 million needed to put an earthquake early warning system in place in california. that forum runs through tomorrow. san jose city lead verse finally come to an agreement, at least in the short term over what to do with silicon valley's largest homeless encampment. job redell joining us live from the jungle as it's called. bob the city has made it clear

this is just a temporary arrangement. >> reporter: good morning, sam, the city of san jose has been agreed to keep open this dirt parking lot which is located next to the jungle. one of the nation's largest homeless encampments, this lot is the significant because it's the main access for people to get in there. this is only a temporary arrangement. they do eventually plan to shut down this lot, days in point, you can see these large boulders delivered here yesterday. in the next week, they will install the rocks on the perimeter of the lot to keep them out. we'll be putting in a gate to the with a lock on it. this is to prevent illegal dumping and crime. now the people who live in the judge really upset. they believe if you close the parking lot, you cut them off from aid, from church groups and other nonprofits who come by to feet, clothe, and care for these people. >> we're not trying to impede access, we're not trying to block people from doing the good work they're committed to doing. we're trying to make sure this is a coordinated action where

beautiful sunny afternoons, and you're going hold on to comfortable weather, even at our local beaches as you know, we are getting closer to the rainy season as well. and at this point, we are really praying for a heavy duty rainy season. i want to show you some very startling pictures from lake orville. this is like orville july 2011, and as of late august, you can see this was taken about a couple weeks ago, really low levels, that's all that's left. this is the most dramatic imagery i could find, fwhu really telling the story, we have to conserve. you can play a big role. what you do every day impacts the entire state. a couple things that we were able to find for you, not so obvious, conservation tips. you want to water your lawn early, so you can avoid that quick evaporation, and when the wind is calm as well. also, don't use your toilet as a trash can, and when you shower, lather up, turn the water up, and turn it back on. and yeah, we've resorted to giving you tips like it because our drought is that bad, but the

freshman was stabbed tuesday night. now police have arrested another teen who went with middle school with him. the teen may not have looked social media postings about him. police have not said if they are looking for a second suspect. police in berkeley could soon be armed with tasers. now while the city council considers the idea, there is a coalition of people against that plan, and they're holding a public meeting. "today in the bay's" stephanie chuang joins us live from berkeley, and stephanie, coalition is arguing that police already have enough weapons as it is. good morning. >> reporter: that's right. good morning to you, kris. on the flip side, berkeley police are saying, here's an example, one of their own was attacked and knocked unconscious in broad daylight in april waking up to a guy trying to get his gun out of his belt and their point is, had the officer been armed with a taser, he would have had more control. now the police department says modern tasers are equipped with video recorders and electronic log when it's activated and automatic data trail created. department surveyed nearly 600

residents, that was back in april 2013 and found 84% indicated they would more likely support the use of tasers instead of physical force or the use of firearms. but, leaders of the coalition for a taser-free berkeley say tasers are not an alternative and are used mostly against unarmed people. adding there were 547 taser related deaths from 2001 through february of this year. still the city is looking for a consultant to study the pros and the cons of taser use. some of the considerations are changes in taser technology during the last decade. cost save whgs you use tasers, and also how tasers can help to avoid injuries to citizens and officers. those proposals are due this upcoming tuesday. that may be the catalyst for the forum that is going to be held tonight at 7:00 at the east bay media center. live in berkly it morning, stephanie chuang, "today in the bay." >> thank you, steph. the new case against former

rough morning. >> not me personally, but this is rougher for even these folks in san jose. live look, we have the crash. looks like they still have activity in the middle of the lanes there. the crash, chp, a motor vehicle, and a tow truck. we left the camera for just a few minutes. looks like they have cleared the lanes. better news the crash is on the shoulder now. this is the residual backup. look at the maps, we have a slower drive here which will ripple back towards the expressway. not so bad overall for the south bay. northbound route kicks in right now. typical for the rest of the bay. however, this is counter-commute, sounds like major injuries as a result of this crash between maybe two buses. chp giving us a lot of details with they're trying to take care of the situation. ebels are blocked. right around hilltop drive, this is opposite of the commute, very slowing, but the westbound moving smoothly. we'll continue to track this in the newsroom on reports of what happened there and we'll bring that to you. i'll send out the tweets.
