>> a very good tuesday morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> and i'm sam brock. a fourth ebola patient is expected to arrive in the u.s. within the next 15 minutes. they are expected to arrive at atlanta facebook and from there will be taken to emory hospital. the person's name has not being released. this is the same hospital where two other ebola patients were treated last month. they have both recovered amazingly after contracting the virus in liberia. meantime, another ebola patient is improving at a nebraska hospital, receiving doses of a research drug was not the same one that the other two patients received. >> isis is reportedly spreading threats across the globe.

their target is san francisco bay twitter. good morning, kris. >> reporter: it's hard to believe but certainly alarming that twitter shut down at least one account used to threaten its employees. the company launched an investigation into that account, which is claiming to be linked to the islamic state and is investigating the threats of assassination against its employees. today president obama will lay out his plan for going after isis terrorists to the leaders of congress. meantime, secretary of state john kerry is headed to the mideast to get more allies on board, meaning getting iraqi soldiers to fight on the ground, not u.s. forces. that coalition appears to be a big factor in getting congress

63 degrees out there. they will be taking on the diamondbacks and then taking on the dreaded dodgers as we head to the weekend. here's mike inouye. >> go giants. looking out toward the south bay, we're looking at northbound 101 finally sorting itself out. look at the maps. we're talking about the stretch where the arrow is approaching 680. that whole zone was in the red all the way up to 880. it has calmed down without any incidents reported. just a lot of folks had the same idea at the same time, leave the house. we'll see that build again over the next 20 minutes. over here we're starting to see a little bit of slowdown.

to keep the streets safe. steph, one city council member proves to a case where this could be effective. >> reporter: the counsel member said images captured on security members earlier this year that helped to catch a suspected serial arsonist in the cambria neighborhood. the city may use software that can show how close a camera is to a crime scene that can help them respond to the crime.

san jose may model its database after san ramon's citizen view program started back in january of 2013. there have been some concerns about protecting the identities of people who register their cameras and the possibility that someone will file a public records request to get those names. san jose did consult with attorneys who say no such requests have been made in their areas. the council member is asking san jose attorneys to publicly clarify identities will not be reveal absent a, quote, unusual and compelling reason. we're talking about property and violent crimes. we did find out the information on how san jose is doing this year and we'll have those numbers in about half an hour. >> thank you very much, steph. >> christina loren is diving

and overcast but then we will clear you out today. and a 5 to 8 degree jump in your temperatures as we get into this afternoon as high pressure takes control yesterday, we were well below average to the tune of 15 degrees in places like half moon bay. this is what we're looking towards today. we'll be at 71 on the east shore. a warm day coming your way but not hot just yet out in the trivalley. you'll hit about 83 degrees out there. as we head throughout the month of september, we typically get our raining season going. we average not a lot, over a quarter of an inch in napa, usually a quarter here in the south bay even with that rain shadow effect in the month of september. we take you into october and those numbers double and even quadruple when it comes up to the north bay. so when will we see some rain? we have a slight chance, about 20% opportunity as we head to the 17th of this month and i'm

this but we shall see. we're expecting the iphone 6, though it's possible they'll start using the number. and also, the business of visa and square and paypal. this is where the money really is. i think that's going to be the most important announcement you see today. >> also, the money in the markets as we watch apple stock trading under 100 but it's inching its way up. they could fare well today depending on how the announcement goes. >> historically they won't. on the day after the announcement is made, apple stock falls no matter what it is that they announce. after a couple of days, it tends to recover. do expect it to fall a bit today. as you point out, under $100. that's a lot of pressure on tim cook this morning. >> thanks a lot.

the temperatures cold over there. we actually had our first snowfall in canada yesterday. and, yeah, that's pretty interesting. alberta picked up about 3 inches in the canadian rockies. so we're still in summertime, first snow. it's looking pretty promising for an active fall and winter for us. like i told you before, i'm watching the 17th of september and october 3rd through the 6th for our rain chances. anything could develop before then. if it does, we will let you know. right now, we're watching a little fog this morning, mostly in san francisco and up and down the peninsula. we're mostly clear here. after the fog burns off, and it will clear earlier than it did yesterday, we'll keep the air flowing. it will move all the way inland and it will be comfortable. by tomorrow we're bringing back the 90s. temperatures are going to work like this for today. overcast start, widespread 50s

>> poliemployees of san francisco-based twitter are reportedly the latest threat of isis. they threatened to directly attack their employees. isis, which has claimed responsibility for beheading two american journalists in the middle east is reportedly mad that twitter has been shutting down terrorist-related accounts. twitter has since suspended the account and opened an investigation. no word yet if the federal government is taking the threat seriously. >> a new video this morning of the plane carrying the fourth american affected with the ebola virus. the plane landed at the air force base in atlanta. kris sanchez joins us with the latest. >> reporter: we do know that a doctor who tested positive for the disease in sierra leone was

to be evacuated. connecting some of the dots there. the patient is on the ground in atlanta where he or she will head to emory university for treatment. that person arrived at daubins air force base moments ago. the two doctors treated who received treatment made full recoveries. this third patient is recovering but getting a different research drug. it does appear to be helping, though the doctor's wife said he's still very sick. he was able to eat breakfast and appears more talkative,

according to his wife. one shot of a vaccine provided five weeks of protection. that waned off so there was a booster shot administered and that provided five months more. on time will tell whether or not the person arriving today will make the same recovery that the other two patients have. >> it is 6:47 right now. the sun's arrival on the golden gate bridge this morning. the fog certainly lifted around the bridge. >> yeah. clearing skies means temperatures will be warmer. gradual clearance between 9:00 and 1:00. that will build between noon and 5:00 and once we get into the evening at 7:25, your sun will set. 76 degrees on the peninsula and 67 degrees in san francisco.

meanwhile, mid 80s for the north bay, 71 on the east short and right around 87 degrees for today in the tri-valley. as we get into this upcoming weekend and for the rest of the week, i got to tell you, temperatures are going to be noticeably warmer between today and tomorrow, an additional 5-to-8 degree jump. we will peak in the upper 80s, in san francisco comfortable conditions there. and it will be warm up in the valleys. your seven-day forecast is always scrolling at the bottom of the screen. remember, your temperatures are very similar to those in the tri-valley and we always have that for you in the bottom of our screen. we have changes coming up as we head into the weekend. we'll talk about that in my final report. here's mike inouye. >> temperatures were way up there. we're going to watch it, red

zone. over toward the south bay, all the speeds are down here, 680 allen rock, there is a crash reported. we have a slower drive here toward allen rock. and we're talking about the construction zone. as you get a look at the overall south bay showing your traditional pattern here, this is what sam was talking about earlier. the construction will be over here on allen rock, five months of closure here. the tri-valley typical, though 284 showing that heavier tuesday commute toward the ge plant and toward the merge. we may have another fender bender judging by the pattern here. it's making things lighter

through concord, pleasant creek. that's the area where christina was talking about those 90s for the next few days. up get here and you do have an easy backup. another look outside shows you the north bay where southbound 101 continues to show movement through san rafael. on the peninsula, an easy drive so far but you're picking up some friends. the volume starting to build in palo alto. >> thank you very much, mike. going private to keep the public safe. the city of san jose may be asking owners of private security cameras to register them with the police department in an effort to fight and solve crimes.

stephanie chuang is live the city hall. steph? >> reporter: that's right. they say it was private cameras that they'd able to upload footage from cameras owned by business owners and residents so officers could know where to go to get evidence as soon as there is a crime. property crimes down 10% the first half of the year. however, violent crimes are slightly up. robberies, for instance, are up 7% in the same period. what does this mean? a u.s. department of justice study found in one area after cameras were installed, thefts of personal property went down 25% after four months.

san jose would likely model its camera project after the one in san ramon entitled "the citizen's view." also the city says this would be minimal to no cost to taxpayers here to both launch and maintain this registry. the city council takes up this issue at its meeting at 1:30 this morning. >> it will be interesting to see what they decide. thanks, steph. >> game wardens are checking their traps for the mountain lion that attacked a little boy and tried to drag him into the woods. nanet nanette, while life officials spent the night hunting down this big cat. >> reporter: that's right. four game warden staked out the

traps overnight. this is a picture of the 6-year-old boy after he was attacked and terrified by that mountain lion. he has some puncture wounds behind his neck and scratches on his back, injuries that are consistent with those reports that the big animal dragged him to some bushes. the mountain lion attacked the boy as he hiked about ten feet in front of his friends. experts say the two men in the group did everything right, fighting back and shouting out aggressively before he let the boy go. they say a child's height could make them more susceptible. >> generally mountain lions hunt deer primarily. if you think about how tall a deer is, it's about 3, 4 feet tall. so kids, they are more similar in size to the prey mountain lions are more used to.

>> the boy has been released from the hospital and is recovering at home. no word on whether those traps yielded anything overnight. the santa cruz puma project says could be difficult to capture that mouthan lion given that its territory could be up to 100 square miles and more than that if the cat is younger. >> a rare occurrence but it doesn't make it any less frightening. >> that's right. >> surprising surveillance video show as slow animal making a getaway. napoleon, a tortoise, escaped from the back yard when the owners were gone. so they checked the surveillance video, he's out there slowly walking away. he was actually picked up by strangers and put in a car. the owner doesn't know if it was a pet-napping or well intended rescue trying to keep napoleon out of the street.
