coming up on "early today," it is a race against time as a wildfire forces 1500 from their homes along the california/oregon border. that's just one of many western blazes. today, president obama assigns 3,000 military personnel in a fight against owe beale eb leaders implement a new strategy against isis with fighters near baghdad. and big companies, big money, beginning to speak out against the nfl. the hottest august on record. and a big monday night comeback. it is tuesday, september 16th. good morning. i'm dara brown. breaking news, fire fight this morning near wildfires explode out west. crews are now trying to tame 12 fires, but making it difficult are triple digit temperatures. >> we're at the mercy of what the weather is going to do. >> inside the hot zone, this is what it is like. fires erupt in seconds, this one near the oregon border. the wildfire 15% contained, charring 100 homes and forcing 1500 to flee. near yosemite, a sign of hope, crews reaching the park, the fire there 35% contained. as a precaution, people were told to leave. >> want to get out, now is the time. we packed everything up and we have been sitting up here ever since. >> the evacuation order affected 900 people. secretary of state john kerry returns to the u.s. today following yesterday's conference in paris, concerning the takedown of isis. more than 30 nations have now pledged their support to the

u.s. led plan against a terror group. here's nbc chief foreign correspondent richard engel. >> reporter: obama administration is proposing a three-pronged assault on isis. build a coalition, rebuild the iraqi army, and support moderate syrian rebels and weaken isis with air strikes. >> as promised, the u.s. stepped up air strikes in isis-controlled territories. one strike took place yesterday near baghdad, targeting isis vehicle and combat posts. back at home, house republicans have begun legislation that would approve the president's request to train syrian rebels. the obama administration says the training is needed to establish ground forces in the area and the air strikes. new guidelines for schools in areas controlled by the terror group. for students, art and music classes are forbidden, along with classes about history and christianity. i'm joined by tracie potts in washington. good morning, tracie. can you tell us what the priority is today?

>> reporter: the priority is funding part of the president's plan and also we have breaking news about this, this morning, dara. reports that a syrian warplane has been bombing isis in syria, that it went down near one of the towns that is controlled by this militant group. there are reports from one organization watching things on the ground that isis shot down that plane, there are casualties on the ground, one of the reasons that lawmakers here today want to vote on whether or not to fund training and provide an arms to the syrian rebels. the defense secretary, chair of the joint chiefs testify on capitol hill today about the administration's strategy to defeat isis. >> i believe it is in our national security interests for the congress to act quickly. >> reporter: overnight, the house rules committee agreed to act fast, on a vote to train syrian rebels to fight isis, part of the president's plan. >> i think the congress will at least give the president what

he's asking for. >> reporter: as the u.s. continues air strikes over iraq, the question remains, who will join them. >> this cannot be seen as a western invasion of another country for regime change. >> reporter: secretary of state john kerry's headed back to the u.s. after meeting 30 countries in france, the white house still won't say which countries are joining the fight. >> we want to make sure we have all the boxes checked in terms of what our needs are. >> reporter: lawmakers are pushing for arab nations to do more. >> they're the ones that are going to have to have the boots on the ground. >> reporter: iran is not part of that coalition. >> we are not coordinating with, we do not want to coordinate with, we are not planning to coordinate with iran in any way on iraq. period. >> reporter: and actually, iran says the same thing. the supreme leader says they don't want to coordinate with what they call a country of evil intentions, referring to the u.s. secretary kerry is here on

capitol hill tomorrow, testifying and then heads to new york on friday, at the u.n. trying to convince them to back this new iraqi government. >> tracie potts in washington, d.c. tracie, thank you so much for that update. grenades, mine resistance tanks, assault rifles. please used them last month in ferguson. protesters and reporters say they reminded them of a war zone. now we're learning the federal government has also provided these weapons to at least 20 school districts in the states like texas and california. meanwhile, the white house is responding to the petition on its website calling for police to wear body cameras in the wake of michael brown's shooting death. white house says they support the use of body cameras, but the practice alone won't solve the problem of mistrust between police and communities. right now, the most powerful storm to strike mexico's baja, california peninsula marches on. odile is now a tropical storm.

but in its wake, devastation. still, no reported deaths. but emergency services say about 135 people were injured. tens of thousands of stranded tourists still could be trapped. meanwhile, soldiers do what they can to stop people from looting stores and businesses. nbc meteorologist bill karins is here and, bill, we hear that august has now been considered the hottest, hottest month for temperatures. >> globally. that's pretty impressive stat. this whole country wasn't all that hot compared to other countries, but we think the globe as a whole looked pretty impressive. here is a map put out by nasa, where it was hot and where it was cool. and antarctica was much warmer than normal. a couple of cool spots including the central u.s., the west and alaska and british column bia w very warm. water temperatures influenced

our weather pattern significantly, especially in the west coast. as we mentioned, since 1880, the warmest recorded august across the globe. as far as tropical storm odile goes, we're watching the -- what is left of it. still a tropical storm. still rain with it. unfortunately, not heading for california, but it is heading to southern arizona. and into areas of new mexico. good deal of rain this morning from el paso, almost up to albuquerque. our computers are projecting anywhere between two to four inches of rain in southern portions of arizona, new mexico. not a lot, hardly any from vegas to los angeles or even san diego. so we would like to get moisture in there, but we haven't. still have another hot day today for you in l.a., around 96. yesterday, malibu, was 101. that's your arizona and new mexico.
