from nbc bay area, this is "today in the bay." what a good wednesday morning to you, it's 4:30, i'm sam brock. >> and i'm laura garcia-cannon. lots to get to this morning, let's check the forecast, rob may yay da in for christina, good morning. >> calm in the area, just seeing high clouds on the coast. again, climbing into the 80s today for places like san jose and out towards the tri-valley, but we'll begin to see some changes in the forecast, notice the rain up here on the north coast, it's part of a weather system by this time tomorrow could make for a challenging commute because we're tracking light rain until the next 24 hours. more on that coming up in a few

minutes. here's mike. >> oh boy, challenge for tomorrow morning's commute. over here, here at 580, dublin, no challenge. headlights, look at the maps, crash on 580, it's further east. we're looking back here out of the ultimo pass. there's a distraction and traditional slight build yay. sounds like everything is out of the way though. also out of lanes is this crash here. watch the slow lane anyway approaching 242. reports of a crash involving a car on the side of the road. and there may be crews blocking part of that slow lane. watch for glass in the roadway. i'll track that, back to you. >> thank you very much, mike. new this morning, investigators hope the light of day will help them figure out what caused a car to go over an embankment in dublin killing two people inside. it happened last night at about 11:00 in the eastbound lanes near the 680 interchange.

investigators say the car ran off the road, down an embankment and burst into flames. it's still unclear if any other cars were involved and investigators have not yet identified the victims. after being closed for hours, the hoed has reopened. also new this morning, people on the tiny island of guam are bracing for aftershocks following a 6.7 mugt quake that -- magnitude earthquake that rattled the ocean floor. officials have not issued a tsunami warning. they say the earthquake which was reported as a 7.1 was too deep to trig aerotsunami threat. -- a assume threat. if you're trying to get through loved ones, it could take a little while. now to a developing story to our east. specialized team of firefighters from alameda county left the black fire in the county to help out with the king fire burning between lake tahoe and

sacramento. that fire has forced highway 50, the primary route into south lake tahoe to partially close. crews are worried embers will jump the highway and theretoen more homes. it burned nearly 13,000 acres and is only 5% contained at this hour. also developing, winds will gous 44 miles per hour today in weed where firefighters are struggling to contain what's being called the most destructive california wild fire this year. nearly the entire town of weed near redding has been evacuated after the bold fire swept through. destroying more than 150 homes and building including two of the town's churches. cal fire tweeted out this picture showing entire blocks burned to the ground, in some cases charred free trunks are the only thing still standing. nearly all 3,000 people were told to get out as the fire rumbled towards them. >> it was boiling red coming, just boiling, bubbling up like,

and first the propane tanks were blowing, bombs went off. >> last night the town gathered for community meeting and gave firefighters a standing ovation, grateful for what crews managed to save. firefighters are still chasing hot spots making sure embers don't get caught up in wind and start new fires. right now it's just 25% contained. "today in the bay's" jodie hernandez is live in weed gathering the very latest information in elements. she'll join us live in the next half hour. police arrested an 18-year-old who beat a homeless woman to death in san jose. this right here is kevin. investigators say he beat 58-year-old betty jennings to death on friday. all this happened outside of a burger king near the 101, 880 interchange. they were part of a group gathering in the area some time that night. this boy is homeless as well. it is 4:34, the sharks are joining in the search effort for

missing oregon hill teenager sierra lamar. several players flb morgan hill to sign autographs in exchange for donations. it'll go towards the search for syria fund. sharks hope it'll keep the missing teen on everyone's mind. lamar disappeared in 2012 while she was walking to school. volunteers still search for her every saturday morning. the fundraiser was organized by shark's forward, logan pecur. investigators think sierra lamar was kidnapped and killed by antonin garcia torres. the trial has been put on hold until at least november. garcia torres has pleaded not guilty. investigators found lamar's hair on a robe inside the trunk of torres's car and the dna was found on her clothes. new this morning, battle between facebook and drag queens. taking center stage in san francisco. facebook officials and local drag queens will meet to discuss the policy requiring people to

use their legal names on their accounts. drag queens say they've been locked out of their current accounts under their stage names and they can only regain access if they use their real names. people have said this policy could put some at risk, including fellow drag queens and pliel activists world -- political activists worldwide. the meeting was met to after they threatened to protest. mountain view residents are being told to conserve more water. a state of two water shortages yesterday, 25%less water than this time last year. the elevation comes with new rules as well. among the rules, people can't wash their cars unless they use a bucket, hotels have to ask people to reuse towels before offering them to clean ones and lawns and flowers can't be watered between 9:00 a.m. and 5:00 p.m. arizona residents are bracing for the worst as the remnants of tropical storm odeal arrive this evening.

forecasters say the storm which already hit initially in mexico is a category 3 hurricane will likely bring rain and strong winds to tucson and phoenix. meanwhile, mexico's government has now started air lifting thousands of tourists out of that hurricane-ravaged resort of loscabos. she is supposed to get home to the bay area this morning. she sent us this picture yesterday before she had to evacuate her hotel. >> having a tough go there. rob is in for christina this morning, we have a look at the model. >> still a tropical storm here thanks to the fact that it's back out over the waters. winds 50 miles per hour and the latest model from jex does bring it in actually as a weak tropical storm changing over to a tropical depression, acrossing very close to tucson, arizona, and wind speeds will back off. but the rain totals, enough to cause flooding concerns across southern arizona. most of the action stays away from california now. that's where we'll see the heavy

rains. back to the bay area, patchy low clouds, coastal fog. increasing clouds today which will set the stage for a chance of showers north of santa rosa as we head towards the afternoon. the radar staurting to -- starting to show the rain offshore. as we go through tonight into tomorrow, take a look at what's in store for the bay area, we should get measurable rainfall again by fall or winter standards, it's not a lot. most places not getting enough to register more than a tenth inch of rain. just the totals you see there could wet the roads or perhaps give us a short term relief to some of the very dry conditions we've had outside. something to look forward to coming up tonight into tomorrow morning. should see low 70s in san francisco, increasing clouds towards santa rosa, you'll see temperatures today in the mid-70s with increasing clouds and coming up tonight, mike and tomorrow morning, could have rain on those camera lens as you've been watching. >> better watch for that. right now, we're looking at 101

and no problems with seeing this clear view of a clear drive, 101 at 680. let's show you the entire south bay. let's look at the roadway construction, that's tough to say at this time, 880 around the 280 interchange. i want to shout out what's going on just on the east side of highway 17. city unions uniat duncanville. chp system reports that there's a fire, structure fire it sound like just off of the highway. and we're talking to the folks in the area, santa clara sheriff's office sounds like they're on scene there as well. now campbell is not an onramp, it does travel underneath 17, no disruptions to the roadway. we're following this, getting more details for you. meanwhile the other area is west 580 approaching greenville. no slowing at the bay bridge and no distractions, back to you. >> shouldn't be that the hour, thanks so much. it's 4:39 39 right now, busy neighborhood about to get an update on plans to bring bart to the south bay.

vta is holding a meeting today to talk about progress on construction of the bay area bart station. transportation authorities will talk about challenges facing mass transit in the area and also present some possible solution. city council decided to delay its decision developing one of the priciest parks of the day area. hundreds of local residents filled with town chambers last night many to voice the opposition to a proposed development plan. it was going to build more than 340 homes and half a million square feet of retail space, one of the few spaces in the area. the biggest concerns right now are traffic and school overcrowding. property opponents say that's not the problem. >> we've been dealing with overcrowding for a long time, now, we have subsequently of course added a lot of capacity to the schools, but the schools

early this morning. peterson was indicted last week, accused of spanking his four-year-old son with a tree branch, leaving welts. he was deactivated before the team sunday lost to the new england patriots was then was reinstated on monday. the latest deactivation comes after several sponsors threatened to drop deals with the team. peterson won't be arraigned until october 8th and faces two years of prison. it supports peterson, but believes this is the right decision. >> got there eventually. today president obama is meeting with military leaders in florida to refine a strategy for dealing with isis terrorists. he will be at tampa's air force base as congress votes whether to approve a plan to arm syrian rebels battling isis militants, part of the multistep plan. meanwhile president obama repeatedly promised new american troops would be put back on the

grounds. the top military official is telling congress something didn't. >> if there were threats, i would make a recommendation that may include the accuse of u.s. military ground forces. >> what to think here? more than 1,000 u.s. troops are already there with more on the way. a house committee formed after the attack on the u.s. consulate in benghazi will hold its first open hearing this morning. they are expected to focus on the what the obama administration has done since that attack on september 11th, 2012. the group will look at security at u.s. embassies and other locations around the world. the attack on the consulate killed four americans including u.s. ambassador christopher stevens, he graduated from uc berkeley. all eyes are on the fed this morning, investors waiting to see if interest rates will rise. morgan brennan live with the details this morning, and morgan, i wouldn't want to make any gambles as to what's going

to happen. eventually, rates got go up, right? >> reporter: eventually. the question is when. we do know it'll be some time next year, but when is the key here. and that's why we're seeing futures mixed as investors await news. stocks reversed early losses and rallied with the dow posting the best day in four weeks. markets turned higher after they won't take action. there's been signaling interest rates going up sooner than has been anticipated. today we're getting on data consumer prices and inflation. the dow rising 100 points, the nasdaq adding 33 to 4552. meanwhile fedex will hike shipping rates by 5%, that's starting in january right after the holiday season. it affects ground, express, and freight deliveries. earlier this year, they would start charging by box size, fedex reported its earnings and solid beat there.

most part, but you can see the outer bands of the clouds, that's going to come in towards this afternoon and this evening, so in the meantime, we'll see mild temperatures, and still warm temperatures inland today. san francisco with increasing clouds, 70 degrees breezy too as we head towards the afternoon, 82 degrees later nonpleasanton. the chance of summer showers will be at their highest by this time tomorrow morning. you'll see the clouds filling in mainly after sun down tonight and with the daytime temperatures today, 70s and 80s, you can see the clouds filling nonheading towards tomorrow morning. now you see the showers and the showers will probably continue until early thursday afternoon. rain totals, at least across most of the bay area, you're looking fairly light, most places picking up just about.05 inch of rain. however, some of the hilltops here in the north bay, early tomorrow, there is a slight chance of thunder, if question manage that, some of the rain totals may be higher than what you're seeing on the screen right there. temperatures today, still the 80s around san jose over towards

morgan hill. another warm afternoon with warm to upper 80s. low 70s closer to san francisco. for the north bay, you'll see santa rosa getting up to 76 degrees with showers off to the north. pleasanton and livermore in the low 80s. we'll see cooling temperature sbees thursday. look at the highs. mid-70s, chance of seeing a few showers, highest towards santa rosa then as we head towards the weekend, the temperatures will climb on up as likely we'll go from the chance of seeing showers back into 90 degree weather in the tri-valley as we head towards next sunday, back to you. >> looks good, thanks so much. 4:50 right now, now to the latest on the south napa earthquake. people whose homes were badly damaged in the 6.0 quake has been given per notion temporarily live on campers on their property as they rebuild. that's according to the napa valley register. supervisors approved that last night. there are 18 homes in napa that cannot be lived in. and the oenlers of those --

owners of the homes had been asking to be allowed to move into trailers or motor homes. normally that would violate county ordnance. wineries can also crush grapes at neighboring wineries. surveyors are taking stock of all the damage. caught on camera, police need your help identifying a man who stole laptops from a computer store. police posted this video to youtube. you can see the suspect wearing glasses and a white t-shirt. shine his flashlight into the storage room there, then rattles the camera before the video goes to black. police say he stole several laptops earlier this month at gold track in santa clara. if you recognize the man or know anything about incident, please contact police. 4:51, saratoga pilot recovering after surviving a crash. the pilot was headed from san jose's reed airport to death valley monday morning. crews found the plane yesterday
