a haz-mat situation in the south bay. why crews had to evacuate a neighborhood and the deadly discovery they made inside. >> and they just won big in court so how will surfers celebrate access to a popular bay area beach closed off to surfers? >> this is september 25, "today in the bay." >> and a good drizzly thursday morning to you. thank you for joining us. i'm sam brock. >> and i'm laura garcia-cannon. the first rain of the fall season hitting the bay area right now. here's what it looked like within the past hour when there was a heavy downpour in san mateo. a live look from san jose and

overlooking san francisco. >> both of those areas expected to get some precipitation. bob redell is in the thick of it. mike inouye is keeping an eye on the roadways but let's begin with christina loren. >> good morning, everybody at home. we wanted this rain, it's looking good but this system has some really interesting components. we have a subtropical moisture tap, you can clearly see that. that's moderate to heavy rainfall. for the most part the peninsula is -- i have to tell you, even the south bay with that steady mist and drizzle overnight, we've already accumulated a tenth of an inch of rain. we're not even done yet. we're not to the steady

rainfall. as we hod the next this is what we're expecting. i'm focusing on this significant batch right over san mateo. we're going to see the wind pick up after the rain clears out and then a beautiful finish to the day. but look at some of these totals so far. fort bragg, almost an inch and a half. same for pacifica. and berkeley, you're tallying .03. the only thing, it's going to be kind of a rough drive out there. it already is, huh, mike?

>> it is. there were some early spinouts as the rain came in and then early reports of flooding. we have water on the lens, makes it tougher to see. the fasttrak lanes are moving well. it is affected by the mirroring lights and the sheen conditions are still affecting road conditions right now. southbound 880 is a big issue. the orange in the bottom is sort of foggy, misty conditions and the green over the rest of the bay, that's where the wet roadway conditions will be a factor. flooding reported in spots in the city off and on. earlier flooding blocking the two right christina was talking

about that rain coming through the area just south of 92. you see the water coming up, rooster tailing behind the cars? th that. >> and a good segue there is, the palo alto mention. bob redell stood alongside highway 101 in palo alto. he showed us the drizzle. during the 5:00 hour, that rain started to pick up a little bit. >> let's check in with him now. how you looking? oh, a little wet now, bob. >> reporter: which is a good thing considering how long it's been dry. definitely getting a good dumping right now. in thing the rain increasing in

the last few minutes. not a downpour by any stretch but definitely a heavy rainfall compared to the drizzling we had earlier. speed is at the limit surprisesly which may or may not be a good thing considering how wet the roads are. chp wants to remind you we obviously haven't had rain for a long time. imagine what what so they just want you to keep a reminder you do want to slow down out there and keep your headlights on, even when the sun comes up. be careful if your car starts to hydroplane, don't overcorrect.

brake slowly and leave yourself some room between you and the car in front of you, you don't want to be tailgating. you might want to give yourself a little extra time. the idea is you should be slowing down out there and anticipate that maybe other people aren't going to be as smart as they should be on the road out there this morning as we have our first significant rain out here, which is actually, just as i'm speaking, letting up a little bit, a little more more of a challenge. reporting live, bob redell. >> tighten that hood. >> the storm is also causing strong currents at the beach. san francisco firefighters say it is best to stay out of the water near ocean beach. yesterday alone they had to

rescue two people that could not handle the current and the strong undertow that comes with it. one man washed ashore near a beach chalet restaurant. >> crews are on scene at an apartment complex in mountain view while being called in for a gas leak. while looking for the source of the like, they made a grew s sum -- gruesome scene. stephanie chuang is at the scene. >> reporter: you can see here they still do have california street on one side blocked off

but we've seen them getting ready to stop that and take the signs down and let people back in that way. the coroner's office worked with haz-mat crews to recover two bodies in an apartment. the neighboring apartment, 2017, is still evacuated. the coroner's office along with the haz-mat crew firnd collecting samples at about 2:00 this morning. we're told a suicide note was posted on the door. one evacuated didn't --

bay. in oakland, we have a second incident complicating things. 880, the nimitz freeway, there's an issue. we'll show you that coming up. >> first a quick check of today's top stories. activists said u.s.-led air strikes on oil refineries in syria killed at least 20 people, including women and children. activists say the people who died were likely the wives and children of the militants. >> thousands of firefighters working the king fire are hoping to get a helping hand, the rain. they're keeping the fire at 93,000 acres and is 30% contained. >> chief joanne hayes got under

fire because it took ambulances more than 20 minutes in august to respond to more than 400 calls for emergencies. >> and beatings caught on camera back in july shows officer and crew punching a woman by the side of an internet freeway. the woman was awarded $1.5 million and andrew has agreed to resign. >> terrifying moments for a southern california woman forced to escape to the roof of her house during a break-in. police say the woman was asleep when she heard somebody break into her house. up see her crouching on to what looks like a roof or overhang window. it was not long before the

we waited at this point last year, kept waiting and waiting for the storm system to come in and finally we got some good rain in april. but we haven't had rain like this since last april. so this is what we're working with this morning. you'll probably have to drive through this front going to work this morning. the south side working its way into san jose. keep in mind, we've had heavy rain on the radar for the past few hours. a lot of this rain is accumulating on your local roadways. keep in mind we've got rain coming your way. good news for the grape growers out there. let's talk about what we're expecting throughout your morning hours. san jose about 15 minutes from the heavy rainfall. by 11:00, we're expecting most

of the activity to clear but look at where it's headed, right over where that king fire is burning in pollock pine. 6:00 you can see starting to get a little bit of rainfall at that point. that will continue until about 11:00 a.m. even through the afternoon hours we keep that front moving in dumping rain on the fire all the way until 3:00 p.m. this could really help out the situation and we're going to warm you up just in time for the all-important weekend. it's going to be cough for commuters but i sure am happy to see this, mike, and i know you are as well. >> what's the phrase we say? we really need the rain. we also need you to be careful when you're driving. especially the first one after a dry spell means you need to be more careful.

you see the glow of the lights, the water kicks up from the car in front of you. even if it's not reaining. southbound as and we have reports of two lanes blocked by a big rig and a truck wedge nd under the big rig. it's the second report of this this morning. it's an issue because likely folks had trouble braking at the area. we're watching for that as well. big rigs are currently allowed east 5:80. the rest of the try --

varying levels. some of those are vague. we don't know particularly what type of resources they're willing to lend. here in washington the pentagon is still trying to verify whether they killed the leader of khorasan, the other terrorist group they went after in syria. and $40 million is headed to the rebels in syria to fight isis and the assad government. >> people are waking up to significant flash flooding. heavy rain pounded the area, even closing a local freeway. high water levels made it look like a lake out there. some drivers even had to be rescued from their cars. >> 6:32 right now on your thursday morning. nothing like that that we're aware of yet in the bay area as we give you a live look at san jose but rainy conditions for sure. >> be careful as you head out

this morning. we'll go to christina loren. >> right over our rooftop at this point. all the activity right now really firing up here in the south bay. the peninsula has been getting battered by this storm system for the past hour and all of that activity is slowly but surely working its way into the south bay. look at how much it's maintaining its organization. everything that i'm looking at shows that subtropical moisture tap has started, so we're talking about heavy rainfall moving into the bay area for the next hour or two. as you could imagine, this time cog not be worse, right in the heart of rush hour. as we've told you, the steady rainfall has now moved into san jose and it's only just begun. we've got about three hours to get through this storm system. and what's so cool about our technology here at nbc bay area,

we can zoom in right to the street level for you this morning. so you can see that those showers have not yet made it to kurtner avenue in san jose, which is a really cool thing to see. mike will be watching that four. and we have reports of power outages this morning. this just into our newsroom, 5,880 customers without power in richmond. san jose where we were only starting to get the first of our activity, 1,000 customers without power and in willow glenn power pole transformer on fire. as it comes in, we'll get the latest from sam and laura. that's something we'll get in place as a shelter in place issued for willow glenn. all that action presses toward the king fire. so that's good news. we'll take a look at an update

for what they're expecting out there today. i think it's going to help. >> people are behaving all right. earlier, though, we had folks that weren't paying attention to the conditions so we had a number of spinouts and we had people stuck in water. we looking over to the bay bridge. people are going slower and wapiwa watching out a little more. the fastrak lanes are moving through and earlier this morning we had two areas that flooded and a tanker stuck in the water and a crash in the area as well. that has still yet to clear. on the northbound side, it

sounds like a pickup truck has wedged underneath a big rig. this one they're not clearing so quickly. the tri-valley moved smoothly. the crash -- a distraction for the southbound commute direction. we'll get a quick look outside and show you that the conditions in oakland are a little bit soupy there as you're heading into downtown. we're going to end with this shot of the soupy conditions in the area where christina is talking about. you might want to get out earlier and use lower speeds. >> bleary.

we're talking some giants baseball this morning as we give you a live look at a very wet at&t park. the final four games of the season are all at home now before the playoffs and we don't want to talk about this that much but it was a rough one last night. not only did the giants lose but we had to watch the dodgers celebrate. of all teams, the dodgers right in front of them. >> had to pop a little champagne. but as we'll tell you, the giants have their own chance to celebrate tonight. >> reporter: it was not meant for the giants to clinch a wild card spot last night.

of continuous news, weather and traffic on "today in the bay." >> the first storm of fall hitting the bay area, bringing rain to your thursday. here's a live look at our radar right now, all lit up with plenty of green out there. >> we have live team coverage. bob redell in the thick of it in san jose. but let's begin with meteorologist christina loren. she's been tracking the storm. >> good morning to you. hopefully you were with us yesterday when we told you this was coming in. the good news is just like we thought, we're getting that subtropical moisture tap. that's the difference between getting maybe trace amounts of rain that you can't even measure and an half inch, which is what we've already received like half

an inch. it's maintaining organization as it crosses the santa cruz mountains. typically the mountains are high enough to break that storm up so we get that rain shadow effect here in the south bay, but we have this steady stream of moisture coming in and we are expecting localized street flooding, even in the south bay area over the next couple of hours. this is the area we're focusing in on now for your morning drive. you have to take it easy of where for this point. the north bay picked up over an inch and a half of rain in some spots. so you want to take it easy because that is a really good total from one storm system. as you can see here, the street level, everybody getting that rainfall this morning. everybody getting a free car wash. we're expecting the heaviest rain to continue until about 9:00 a.m. we'll see lingering showers this afternoon. the potential for a pop-up thunderstorm is there.

and then we'll see a mix of sun and clouds. as those skies clear you'll see sunshine over the valleys, see them banged up against our local mountains, great temperatures early odd -- on today. everybody wants to know are we going to get any more rain? well, looking pretty good for that. this one is going to break apart as we head throughout your monday but take a look at what starts to develop as we head through next wednesday next week. that's right, another one getting together and this one could bring us another half an inch rain. so things are starting to change, it's looking good. we'll keep you updated. here's mike. >> the roads are wet, slow down, take your time, use caution and don't brake as strongly because

that could cause you to lose traction as well. over here, good example of that rain on the lens. let's look at oakland, where 880, the nimitz freeway has dramatic slowing, all the way up into downtown. we'll show you on the map the added problems. we have a crash just past 980 and market that has a -- early on we've had problems 880 in both directions. you're down to two lanes. now the green painted all over the maps here and around the rest of the bay shows you the road weather index, weather and traffic tied together. wet conditions at the dublin

interchange. an earlier crash as moved to the sidelines. northbound has a jackknifed big rig, causing a problem as you're approaching mission. southbound, the distraction looks pretty condition coming into the south bay, fog, mist and drizzle coming in both directions. wet roads on highway 101. and 217, a new crash involving a motorcycle. i don't see the crash itself but i'm hearing that two lanes are blocked. that will bring you approaching slowdowns approaching the scenes. we are always concerned about anybody involved. >> people in one south bay after

a transformer and bob redell just got to the scene. folks are still sheltering in place right now? >> reporter: yes, it's a safety precaution. san jose are just trying to protect the. >> a short time ago that transformer blew. if you'll notice, you've got a piece of wood there that's got another power line attached to it. that's dangling. the concern is if that were to fall, it could make contact with the power lines that extend into the homes. if you get that happening, you could have a surge of power going near the homes. you don't want that to happen.

it could go the good news is if you can see the flashing lights, just beyond that are the pg&e trucks. they're going to shut down the power to this mabd. that way you don't have the lines being charged anymore and the ir. >> how long is that going to take? not clear. we're assuming and this is not the only place in town where this is happening. we mentioned a few other locations within the city of san jose. this is our first significant rain in a while and for whatever reason, you can have dust or oil or something collecting on those transformers and once the rain

found inside one of the apartments. it happened in a densely populated neighborhood in the middle of mountain view, right off of california street. stephanie, any word on whens they residents will be allowed back in? >> reporter: good morning to you, laura. the hope from police and fire is 8:00 this morning. we're get lk. >> now overnight mountain view and sunnyvale have teamed up to take samples to try and determine the source of the overwhelming chemical order that police say residents smelled last night coming from an apartment where apparently there was a suicide note posted on the door. >> i came home from work, took a nap.

it really smelled like gas and the police came and started yelling with a blow horn, knocked on people's doors and told us we had to leave. i went to dance class, and when i came back, it was still this huge scene here. yeah, i've just been waiting in my car. my cat is in my apartment and i really want to go see her. >> the firefighter spent the bu bullbulk of the night there. the police department is still here to make sure it is still evacuated and perhaps in about an hour, the folks who have been waiting hours to get back home will finally do so. >> especially on a wet morning like this. thanks a lot, steph.

>> 6:55 right now. police home they are one step closer to finding the man who kidnapped and robbed a walnut creek woman earlier this week. this is the man police say forced a woman to drive him to a bank of america and drain her bank account on tuesday. they just released this picture yesterday. police hope someone will recognize him, even though he's covered with a central hat, gloves and something over his face. he forced the woman to drive back to her house after going to the bank and he jumped out and ran away. >> officers say mark turner, a football coach and security officers at el camino high committed lewd acts two months ago. the investigation started after the girl went to school officials. turner was arrested tuesday night. the alleged incident did not happen on campus or during school hours. >> a judge involved in the rate

case of pg&e has been reassigned after being accused of being a little too cozy with the utility. the judge was removed from the case after e maim surfaced indicating that pg&e wanted this particular judge to handle its case. while the e-mails were deemed improper, he didn't find any evidence of as a precaution. >> officials expected it to be standing room only as they discuss the future of the city's fire chief. chief joanne hayes-white is under fire after in august it took ambulances more than 20 minutes to respond to over 400 calls for life threatening emergencies. she admits there are problems
