developing at this hour, u.s. warplanes continue their assault on isis militants, dropping a number of bombs overnight. missionaries in the area said there are casualties. it's unclear how many people are hurt or dead. and we head live to washington d.c. to hear the president's words on the role in the crisis. >> and thousands of residents are defying government calls to abandon street blockades across hong kong. this morning they are spilling into other neighborhoods, even across the harbor. tear gas even billowed into the city's famous subway system. hong kong has been run under a

one country, two-system style government. beijing promised to let the people choose the party's executive but now say the candidate must be vetted. the people see this as betrayal. >> you see the flames out of control in almeida. stephanie, the fires have be devastating to many local businesses there. >> reporter: they are. when you look at the wreckage here, you can see how daunting this task of cleaning up is really going to be. it's tough to see but there's a lot of damage. firefighters had to poke holes from that roof as well as to the left at angelo's restaurant.

the owners of angelo's restaurant just bought this property in june and there's a sign out front saying "opening in october." police have arrested a 27-year-old almeida man and a 2-year-old transient, who they say intentionally set these eight fires between yesterday and -- >> i looked out and i saw fire, really, really, big red flames. people were pounding on everybody's door, get out, get out, it's fire. >> police say the two men arrested on suspicion of arson. the motive is still unclear. we understand a multi-agency

task force is investigating all these fires. again, no injuries reported but also for at least angelo's restaurant here, no insurance either. moving forward, says the owner, is going to be an incredibly difficult task. so best of luck to them and other businesses here in the downtown area who have to deal with all this clean-up. >> very tough for those business owners. thank you, stephanie. >> a memorial is growing where a san jose father of two was gunned down. bob redell joins us live in san jose. this is a neighborhood that says it is feeling a rise in crime. >> this man now the 29th homicide of the year here in san jose. police do not know who killed this man, they don't know why he was killed, they don't have a

motive. the only senity is that the area where he was murdered is no where near as safe as it used to be. >> i believe it is getting worse. >> these cards, candles and flowers marked where the man was shot several times in the back. one woman we spoke with said she heard five gunshot and then heard the sound of a car racing off. >> hear the shot and after one car go faster. >> reporter: mayparamedics pronounced the man dead in the spot where he was killed. he was in his 20s, he had two

young children and one on the way. coming up, we'll hear from a person who lives there to tell us what has changed about her neighborhood. >> thank you very much, bob. >> ground breaking new law here in california, adopting new legislation. governor brown -- the bill says in order for colleges to receive student aid money, they must implement the affirmative consent standard. that means students must ensure in advance, either verbally or nonverbally that a sexual act is con sensual. governor brown vetoed a bill requiring law enforcement agencies to obtain warrants to use drones.

news is we've still got rain in the forecast. first, here's mike in your drive. >> southbound 687, we have a crash southbound, 680 reported right around vargas. the director of technology here called in and said we do have a crash. consider your toll lane. we're talking about this area south from pleasanton. that's going to be an issue because this is right about the same time we see the commute build. the middle lane causing a problem for both sides getting around that there. we're seeing a volume increase but no major problem. we'll look at oakland, 880 past the coliseum. no incidents reported on the

over the weekend. a 27-year-old almeida man and 22-year-old transient set eight fires in a seven-block radius. they were arrested. >> and thousands of residents are defying government calls in hong kong to abandon street blockades across the city. they were promised to be able to choose the chief executive but now all candidates must be vetted to be perceived to be an option to the party. >> and now 36 people have been confirmed dead after a volcano erupts. >> and this morning after began stan's new president was sworn in today. after he took his oath, he swore

in his election challenger as the country's new chief executive. that is a new position and part of the power sharing deal between the two candidates set up by secretary of state john kerry. >> an american doctor exposed to the ebola virus has been admitted to the national institutes of health. out of abundance of caution, she's being treated in an isolation unit. one doctor is saying exposure to ebola does not necessarily mean someone will become sick. >> two men opened fire outside a chu chuck-e-cheese restaurant. they say two men were in a fight

and several bullets went flying through the restaurant, which was packed with parent and kids at the time. >> and a shooting outside a night club. investigators are not sure how many shooters were involved or what prompted that violence. no arrests have been made in the case. >> and it is 6:16 right now. time to check the forecast. before we do that, we want to take a live look at at&t park this morning where the giants are hoping they can still make it into the playoffs. >> the giants are fighting. the a's have sealed a one-game playoff. oakland had a rough go of it. >> this is all speculation right now but there is word that we might be having a change in

not too bad. and slowly but surely, i have to tell you, every time i see a chance for rain, i want to let you know about it. right now i'm looking at the time frame between the 11th and the 14th. for the next couple days, temperatures are going to be nice and that heat really comes on strong. toward the end. week, we'll see the hottest days. for us that translates into the 90s, and triple digits in the tri-valley. >> we have a tough drive right now, a very slof one. look at all these taillights. if you watch carefully, you can see a couple of quicker moving vehicles. those are paying for the toll lane. looking to find some advantage

there. look on our maps. coming off vargas, we have two lanes blocked. the hov lane is the one getting through the area. once you're south of here, you're looking at fremont and san jose. a live look right through that corridor. headlights starting to build once again. we're seeing that second burst of traffic starting out. looking at the live look at the san mateo bridge. another fender bender reported right around the toll plaza. it's just your scattered southbound 101 shows that volume building. see the light there, that means

power and in numbers. a lot of folks surprised to hear the president make this admission? >> reporter: it's kind of a mixed bag, kris. he didn't make an admission. he said the intelligence community dropped the ball and said that the iraqi military and government were unable to stand up and fight like the u.s. intelligence community thought they would. now, the president is trying to build a coalition overseas and at the same time he's trying to cobble together a political coalition here at home. that is a lot more difficult. the president is reaching out to members of congress trying to test the waters, if you will, to see whether there is enough interest in coming back to vote for an authorization to fight in both iraq and in syria. right now it's sort of a mixed bag. there are many republicans who don't want to be seen in supporting the president, there are many democrats who don't want to be seen with supporting war with the mid term

congressional elections coming up in just a couple of weeks. the members of congress who are clamoring for a return for a vote are the ones not up for election or the ones who feel politically safe. 72% of the american people believe that u.s. boots on the ground inevitable, however, only 45%, kris, believe that is a good idea. >> and there-in lies the tricky part. thank you very much, brian. >> the faa now taking new action after a fire set at an air traffic control facility caused flight cancellations across the country. this morning the agency will announce a review of contingency plans in the event of a major failure or outage. it will also review security procedures at their facility. >> there are still flight troubles today three days after that fire. chicago's o'hare airport reporting a number of delays and

over at the golden gate bridge, these folks coming toward us are coming out of the north bay. you can't see much of anything, just a general gray. there are some low clouds and also through the city, we have p howard closed between 3rd and 4th. that continues all week. it's a major conference. folks wonder why do we do this just for a conference? the hotels are all filled and that's good for businesses so the city wants that to come in. >> so you're saying allow extra time? >> allow a lot of extra time, maybe three times more than normal. >> coming up, what the driver of a big rig says he did moments before he slammed into a bus full of college soft ball players. >> plus, more unrest in missouri as the police look for the

the driver of a big rig who crashed into a bus carrying soft ball players said he was distracted. he told investigators he was reaching for a drink when he lost control of his truck. the truck scrjumped a median, h the bus carrying north texas's college soft ball team, several students were killed. the driver has not been charged with a crime. >> during protests last night, seven people were taken into custody. police have not said what protesters are charged with or whether the arrests have anything to do with the shooting of that police officer on

saturday. the shooting happened while the officer was checking the ferguson community center. he was shot in the arm and is expected to be okay. ferguson made news when a police officer shot and killed unarmed michael brown. >> up next, violent protests bring hong kong to a standstill. >> plus toxic fumes force hundreds to abandon their mission after a volcano erupts in japan. >> and eight fires lands two men behind bars. the investigation, though, far from over. >> and coming up, expect heavy traffic in downtown san francisco and lighter traffic maybe in san jose since the san jose unified kids are out on break.

. you're watching 15 minutes of continuous news and traffic on "today in the bay." >> in hong kong, waves of public protest are extending into the work week, bringing much of that city to a standstill. thousands of residents are abandoning calls to stop street protests. this morning they, extended across the harbor. tear gas billowed into the famous subway system. they have been run under a one country, two-system style.

the government now insists all candidates must be vetted by a committee perceived as an offshoot of the kooiz party. and numerous reports indicate that the photo sharing site instagram has been blocked across china. china is not indicating whether the shutdown is tied to the unrest that we just mentioned but photos with the hash tack "occupy central" are among those being blocked. >> five more bodies have been found on the volcano that erupted on saturday in japan and now 36 people have been confirmed dead. overnight recovery efforts were stopped as crews had to retreat from toxic gasses and ash. witnesses say at least 200

people were hiking on the mountain over the weekend when it suddenly blew they say rocks fell like hail stones and they had trouble prooeting or even opening their eyes. >> this morning police say they want to know more about two men in custody and their ties to a number of arson fires yesterday. stephanie chooung is with us in almeida. steph, investigators say the arsonists started eight fires, right? >> that's right. two of the businesses took the brunt of the fires. the brite cleaners and over to the left, angelo's restaurant was about to open in october. but you see the roof and walls with gaping holes after firefighters worked to make sure all the flames and hot spots were out. this was supposed to open in as

early as ten days. not anymore. police have arrested a 27-year-old almeida man and 22-year-old transient. this morning we spoke with a manager of jim's coffee shop, which came close to also catching fire. >> it's been so many years. it affects fg, that work by now. i don't know how it's going to take. it's really bad. >> the motive is still unclear. a multi-agency task force is now investigating all these fires. back here live, it's tough to see but there are some security cameras all around this plaza

bay person. what are you doing to help this cause? >> i have to tell you i'm a giants fan first and foremost. it's the raid that's i like. >> switching allegiance. >> it's okay. i'm a bay area sports fanatic! speaking of the boys of summer, it's going to return to summer as we head throughout the next couple days. i'm talking temperature-wise. get ready for a little bit of a heat wave. we are tracking rain chances. last year at this time we didn't have any rain chances. every week i'd come in optimistic and still no rain chances. the fact that we're tracking anything is a good sign. we're still at about 300% of our average rainfall here in san jose where we accumulated over a half an inch last week. then we had thunderstorms on

friday. we're actually doing okay in terms of averages for this year, for this time of year. we're going to keep up updated. 56 degrees in concord. i'm not going to keep anything in my back pocket that i don't share with you. i told you the clouds were going to settle in. now i want o so and then above it we've got this clear sky. we have to wait for this to burn off and it's going to take a while. probably about 1:00 p.m. on the coastal side of those mountains. otherwise we'll have a beautiful crisp fall afternoon. and a comfortable day coming your day today in wine country. this big ridge of high pressure sets up. this is going to keep that storm track way to our north. there are systems here in the

pacific. they're just not going to come to the bay area. we call it a big blocking religion because it blocks every storm system from getting into the bay area. by tuesday more of the same, by wednesday the temperatures jump up. then towards the end of the week, we get the hottest reading. the reason for the cooloff, that storm system to bring us more on that. >> a little improvement here, south 680 threw sonoma. they're paying that toll going look at this, 84 coming through the area. and joining up with this crowd, that's the ripple effect that we have, a slow drive out of

livermore and pleasanton, 580 westbound, still a standard flow that we're starting to sort ourselves back out after that earlier crash. that's it. the rest of your bay looking pretty good. we're showing you the smooth south bay tribe. this crash over here by the airport is moving to the shoulder without any problems. approaching that san mateo bridge plaza. we talked about the fog. the north side of the golden gate bridge is not visible. there may be more of an issue as far as drivers go. but right now you're okay across the span. look at the top of your screen here. the glow and this is a little exceptional scoring. there may be an incident. visibility certainly an issue

for parts of the north bay, highway 101 and 37. back to you. >> thank you. this morning a memorial growing where a san jose father was gunned down. bob, this is a familiar theme for a south bay neighborhood which has been stricken by a surge in crime lately. >> yes. according to the people who live there, sam, gun violence is becoming a much bigger problem in that section of san jose, as evidenced by what happened there this past weekend. on saturday night in a driveway just off monterey off ozocar avenue, a young man was sot where he was pronounced dead by paramedics. police have yet to identify the victims but neighbors tell us he

had two young daughters and just a few blocks away another man was shot in front of 7/11. we spoke with brenda, who lives in that neighborhood, who get her thoughts on this situation. >> are you surprised there was nothing shooting? >> no. >> why? >> because it happens in this area quite a bit. >> reporter: he said her father was robbed at gun point. as for police, they don't know why the man was shot and killed. they don't have a motive. we dough know he's the 29th homicide this year in the city of san jose. if you compare that to this time last year, the city had already recorded 39 homicides.

bob redell, "today in the bay." >> still very difficult news this morning. thank you very much. >> a san jose man i cust of buildi building -- is accused of killing a man at a park. >> a chaotic car chase went through three bay area counties and ended up in san francisco. investigators say the suspect carjacked a woman in richmond, ended up crashing in san francisco. he reportedly shot at bystanders and police, who returned fire,

killing him. today police will hold a press conference to give an update on the incident. >> an alert from pittsburgh police said several flares wrapped up together with rifle rounds were found in a vacant home near pittsburgh high school. nobody was hurt. this morning investigators are trying to find the owner of that home. >> happening today, san jose voters have another chance to hear from the mayor yal canneds. -- mayoral candidates. they will debate at 6:30 tonight
