>> a parade in new york in a few hours. if you're in the area, be careful of that. let's get to today's top story. this is the concern over ebola. after the infection of a woman who was treating dallas victim thomas eric duncan. nbc national correspondent kate snow is here with the latest on that. kate, good morning to you. >> good morning to you, matt. screening began this weekend at jfk airport in new york. with so much concern about ebola all over the country, there are scares, at least three of them in the past 24 hours in los angeles, boston and you mentioned overnight, a flight that originated in dallas and flew to nashville. the hospital worker, meantime, who is infected, is in dallas. the apartment of a dallas health care worker now on full lockdown after she tested positive for the ebola virus over the weekend. other residents in the building have returned home after hazmat teams decontaminated common areas in the complex.

police stand guard outside while the worker is being treated in an isolation unit where she works. >> there were those in contact with mr. duncan before he pass add way last week. >> reporter: authorities joined by the major going door to door, passing out fliers. and trying to answer questions. >> can i talk to you. >> reporter: the hospital worker did come in contact with one person when she was exhibiting symptoms. that person is also in quarantine. the cdc says the worker had extensive contact with duncan and blames a breach of protocol for this infection. >> the two areas where we will be looking particularly closely is the performance of kidney dialysis and respiratory intubation. both of those procedures may spread contaminated materials and are considered high-risk procedures. >> reporter: a nurses' union voiced their concerns.

>> hospitals are not providing the training we need, nor are they providing the personal protection we need to keep our patients, ourselves, our families and our communities safe. >> the texas hospital worker is the owner of a dog. authorities say they plan to eventually reunite the dog with its owner. meantime in nebraska, the family of ashoka mukpo got some good news over the weekend. i spoke to his father and doctors say their son is turning a corner. the family deeply relieved. matt? >> dr. ezekiel emmanuel is the chair of the department of medical health ethics and policy at the university of pennsylvania, and served as a special adviser to the white house for health policy under president obama. dr. emmanuel, good morning. good to see you. here is the part of that story that jumps out to me.

our hospitals are not providing the training that we need, nor are they providing the personal protection that we need to keep our patients, ourselves, our families and our communities safe. we've been talking about this ebola virus for months now. how could that be? >> well, i think there is a lot of training needed and, you know, the case obviously focuses a lot of attention especially on the degowning and other high-risk procedures. and we do have to step up training. this is one of those things where you need constant attention and people need to go to the next level here. >> do we have the right facilities? when the first two americans with ebola, dr. brantly and nancy writebol, were brought to this country, they were brought to one of four special units in this country. mr. duncan did not go to one of those special units. i'm not trying to cast aspersions on that facility but he passed away and a worker now contracted the virus. does the facility matter? >> it's not the facility. it's the training. there's nothing special about

the rooms. let's be clear a about that. it's not special about the rooms. >> but if you have a special isolation center -- >> it's really about -- it's really about how the health care workers gown, degown. it's about the standard processes of care. and i do think you're pointing out to the issue of training and the standard processes of care and that's what we need to focus on. and, remember, the two workers who went to nebraska and emory were identified in west africa, sent there. he showed up in dallas. moving him around was probably not on the top of the list. we do know that that hospital has had other mistakes in the management of that patient. >> would you like to see regional facilities set up right now to deal with wherever this virus goes? >> given the fact that we aren't going to have a big outbreak, the idea of specializing it in a few places is right. the moment you specialize and focus a few workers on a few patients, you do increase their risk. >> as a medical ethicist,

volunteers were treating those patients at emory university hospital. they said if you don't want to be here, you don't have to do this. >> correct. >> is that the way to go in the future? only the people who volunteer for the assignments should be given the assignments? >> that depends on the issue. if you have very few patients, you can do it with volunteers. that is preferable, that people consent to it. everyone in the medical profession knows you have to treat patients and the system has the responsibility to keep the risk to those health care workers as low as possible, to do whatever they can as far as equipment and procedures. but doctors and nurses have the responsibility to take care of sick people. that's why we signed up for the job. >> we've been told time and time again the only way to transmit the ebola virus is person-to-person contact with body fluids. here is a scene outside the health care worker's home in dallas. and they seem to be disinfecting a sidewalk.

why would they need to be doing that if the only way you can get ebola is person-to-person transfer of bodily fluids? >> i can't exactly answer that. in the case of this nurse, it looks like they were removing gear that got in contact with bodily fluid. the sidewalk does not seem to be the right place. but i'm not an expert. decontamination. >> maybe to rest the fears of people. >> and, again, a lot of that is about fears, checking temperatures when people come into the country is probably not going to be our best use but it does reassure people. panic is something we can't afford in this. that also can lead to a lot of mistakes of people. and we do have to keep people more rational about this. we've had two cases in this country. we have not had a big outbreak and we need to be very clear about that.

>> keeping it in perspective. zeke emmanuel, thank you very much. >> thanks for having me. >> let's go over to natalie. millions of americans are being threatened by a massive storm system slowly moving east. dylan is in for al. what are we looking at? >> the severe weather started last night and will become a really bad outbreak as we go through the day today for straight line wind damage in excess of 70 miles per hour. that causes a lot of damage. warm, moist air from the south. temperatures running in the mid 80s. cool, dry air back behind this front. temperatures in the 50s and 60s. it's that clash of air mass that will cause this severe weather to break out. we've seen it back through dallas. we've had tornado warnings in the dallas area overnight. you can see still some pockets of heavier rain. the line going through texarkana and the midwest, that's where we're starting to see our torrential downpours. the red box here, this is our tornado watch.

it includes shreveport, louisiana. the yellow box, we have severe thunderstorm warnings. and that's going to be the setup as we go through the day today. this area in red will see strong storms. we're looking at our best chance of wind gusts in excess of 80 miles per hour and also perhaps hail as large as two inches in diameter. we have to watch it today. it will continue into tomorrow, too. >> dylan, thank you very much. the fight to destroy isis is getting help this morning. turkey is now granting coalition jets access to its air bases. this, as the parents of an american aid worker being held by the terror group make an emotional new plea for their son's safe return. nbc national correspondent peter alexander sat down with them. peter, good morning to you. >> matt, as you can imagine, ed and paula kassig are heart broken, desperate. their son was kidnapped by isis fighters one month ago. when his picture surfaced on tv days ago they decided to speak out in hopes that he will hear their words.

>> we haven't forgotten, we haven't abandoned him and we certainly do love him. >> reporter: he converted to islam and changed his name to abdul rahman. >> he was taken with the religion as he was with the people. >> reporter: his parents say is was his extraordinary selflessness that inspired the former u.s. army ranger to go to syria to aid that country's refugees. isis released this clip of kassig days ago, the first time his parents had seen their son since he left home and was kidnapped. >> can you describe that feeling when you found out that your son had been taken? >> tell the people watching right now to ask that question and they'll have all the answer they need.

>> reporter: two weeks ago they received an audio recording from their son, the last time they heard from him. >> he described that his time is running out and he was made to tell what he was supposed to tell. >> reporter: they also shared portions of a handwritten letter from abdul rahman carried out by a former hostage. >> if i go down, i won't go down thinking anything but what i know to be true, that you and mom love me more than the moon. >> he knows this is bigger than being just about him. and we do, too. >> terribly difficult time for that family. the kassigs tell me they've had very little contact with abdul rahman's captors, only some demands and every demand has been unmeetable. >> heartbreaking for them.

tamron is here with the newest in the oscar pistorius case. >> oscar pistorius could be sent to prison for up to 15 years at the sentencing phase of his trial is under way in south africa. he was convicted of culpable homicide last month. the double amputee admitted firing four shots into the bathroom of his home, killing his girlfriend in february 2013. the sentencing phase could take up to three days. protests boiled over in st. louis again sunday night. 17 people were arrested in a convenience store parking lot amid a four-day summit to protest the august police shooting death of 18-year-old michael brown. st. louis police said -- the chief actually said on twitter that protesters were attempting to storm the business. those protests reignited this weekend after the shooting death of another black teenager by a white police officer last week. and in hong kong today, hundreds of young men, some wearing masks, attacked protesters.

earlier in the day, hong kong police began removing barricade that is protesters had erected over the past two weeks. they said they want to relieve traffic congestion in the central business district. they began occupying hong kong streets last month after beijing said it would choose candidates for hong kong's top leadership position in the next election. today the faa reopens that control center severely damaged by an intentionally set fire. the facility in aurora, illinois, was closed for two weeks. authorities say a contract employee cut cables and set fire to a basement telecommunications room. that disruption forced the cancellation of thousands of flight. the contract worker, brian howard, is facing numerous charges. two young boys were injured, one critically, when the bouncy house they were in went airborne. we reported on things like this before. it happened at a fund-raising event in new hampshire. the 2 and 4-year-old boys were playing in that bouncy house

when a gust of wind picked it up and carried it 50 feet before it crashed to the ground. the 2-year-old was air lifted to the hospital. the 4-year-old was taken by ambulance. the nature of their injuries is not known. it's 7:15. we've talked about this. and the association -- there's an association that oversees these bouncy houses. when these incidents have happened in the past, make sure you're tethering them down properly and pivoted to the responsibility of those operating the bouncy houses. it's scary. >> it's scary. >> tamron, thank you so much. we should mention, al is off today. that's why we're -- >> that's why i'm here. >> happy to have dylan here. what's going on? >> look at that from the midwest stretching down into eastern texas, including the western panhandle of florida. that will be over the course of the day today. it's in red, right across arkansas, into western tennessee, into northern mississippi and alabama. that's where we could see wind gusts up to 70 to 80 miles an

a very good morning to you. bay area nurses are raising concerns about whether hospitals are doing enough to prepare and protect their staff from ebola. national nurses united pointed to a new survey yesterday showing a critical breakdown in infection control. of the 200 nurses surveyed, 76% say their hospital has not told them about a policy for ebola admissions and say their hospitals don't have enough eye protection and gowns. they're calling for better training and staffing to handle these patients. a new crackdown on so-called

we'll talk to school officials in a moment. but first stephanie gosk has the latest. >> reporter: gorng, the rest of the season cancelled. homecoming is also cancelled. they're usually celebrating their local heroes in the fall and now they're left wondering how seven of them can be facing these allegations. >> we ask your blessings on this community. >> reporter: hunts gathered near the empty football field. the emphasis not on the game but a message of anti-bullying. >> a lot of hurt. a lot of things going on. we need to come together as a community. we need to support the victims. >> it could have been their children. it could have been anybody's child. >> very upset about it. >> reporter: the rally in response to a hazing scandal in sayreville's celebrated football program, alleged abuse attacks by upper classmates.

seven students ranging from 15 to 17-year-olds were arrested over the weekend on numerous charges including aggravated sexual assault and criminal restraint. exclusive reports in new jersey advance media claim the assault took place last month and involved the pinning down of a freshman before sexually assaulting him. because the accused players are juvenile, the criminal complaint, including their names, is not part of the public record. concerned parents and friends worry the crimes will leave a lifelong mark on the victims. >> the football season is a very small issue compared to what happened. i mean, kids were violated. and the football season is nothing compared to the pain and hurt that they probably will have to go through for the rest of their life. >> reporter: the criminal charges, along with the superintendent's decision to end the season, has created a rift in this town. everyone agrees that these alleged hazing charges are wrong but there are still some people

in this community that think a majority of the team not involved is now suffering the consequences. natalie? >> stephanie gosk in sayreville, new jersey. thank you, stephanie. kevin ciak is the school board president and dr. richard labbe is the superintendent of the school district. the details of the accusations against these seven players are absolutely horrific. what was your reaction when you first learned of the actions allegedly done by these seven players? >> it's been a wild ride for us. you know, i will say this. you know, we have received limited information, naturally, due to the fact that the middlesex county prosecutor has a very difficult job in terms of investigating this. so, we've been given limited information from the beginning. but enough information to make the very difficult decisions that we've had to make.

you know, moving ahead, we decided to cancel our season based upon information that was provided to us, that there were acts of harassment, intimidation and bullying at a widescale level that was tolerated by the student athletes in that program. we're now reading the accounts in the papers and we're seeing the charges and we're as horrified as everyone else is. >> the prosecutors indicated that the hazing may have actually extended beyond this season and may be pervasive. could more students now, in fact, be charged? >> that piece we're leaving to the middlesex county prosecutors office. those questions would have to be directed at them. the board of education and the administration has not had an opportunity to begin our investigation. we're waiting for the prosecutors office to conclude theirs. >> dr. labbe, how is it that the coaching staff was not aware of what was going on?

>> that's a question that we're, you know, certainly going to be asking. we have already launched a holistic harassment and bullying investigation. we started it last monday on our entire athletic program as well as our extracurricular activities. we're first and foremost focusing on the level of supervision we provide our students within those programs and investigating if there's any other forms of harassment, intimidation or bullying in our athletic programs or extracurricular activities. as soon as we get the green light from the middlesex county prosecutor to begin to investigate the program, we will, and we'll begin with interviews of our coaches. >> mr. ciak, to those parents who are angry, because they say all the students on the football team are being punished for the actions of the few, for these seven players, what would you like to say to those parents, particularly to the parents of the victims here?

>> first of all, it's important to note that when we look at these events and you look at the parent reaction, certainly i understand the concern of the parents. because they're looking out for their children. but when you look at the sayreville community, that reaction is not reflective of the entire community. we're a close-knit community. volunteer fire department, volunteer rescue squad. we come together to raise funds for a family who has a child who has a brain injury. this is the type of community we are. we help our most vulnerable. you look at the sayreville community, we will help and assist the victims of these tragic events in any way that we possibly can. you have seen that last night with the actions of maureen jenkins, organizing the rally in support of the victims of these events. >> school board president kevin ciak and superintendent richard labbe, we appreciate your time with us this morning. thank you. >> thank you, natalie. >> new, natalie. let's swing over to dylan who is in for al with a check of

the weather. >> the tropics decided to get active. we have two tropical storms right now. tropical storm faye, which also battered bermuda, with winds up to 80 miles per hour. that will continue to move up to the north and east. we're watching tropical storm gonzalo. this is a tropical storm but it's moving into a very favorable environment in the leeward islands. as it gets closer to puerto rico, there's a chance it could strengthen to nearly a hurricane. either way after it crosses over puerto rico, that's when we'll see hurricane force winds. over the course of the next 24 hours, it's fairly fast moving. we have hurricane watches in effect for puerto rico, the u.s., british virgin islands and we have tropical storm warnings for antigua. it will take a turn to the west and then a sharp turn to the north and east. bermuda could start to see some of the effects. by the time we go into saturday

the cdc director said he believed it was the result of a breach in safety protocols. experts say infection can sometimes occur as people are taking off their protective suits. now, officials here say they do not expect an ebola outbreak here but say they will not be surprised if there are a few other cases among people here who had close contact with the dallas ebola patient. tamron, back to you. >> mark, thank you very much. and there are also new worries this morning about the enterovirus after a second child infected with the virus died. nbc's halle jackson has our story from detroit. halle, good morning. >> reporter: good morning, tamron. what started as a cold turned into trouble breathing, organ failure, even paralysis for a little girl who spent three weeks fighting for her life after being diagnosed with enterovirus d-68. it's hard to find a picture where madeline reed is not smiling. and that's how she'll be remembered after she died friday in her parents' arms not long

before her second birthday. doctors say her heart failed, possibly as her immune system worked to fight off enterovirus d-68. though it's too early to know for sure. >> her symptoms started like they do for all children with enterovirus d-68, symptoms that look like a common cold. >> reporter: her death came one week after a 4-year-old in new jersey. officials say he also tested positive for the virus, but his dad said eli showed no symptoms when he went to bed october 2nd. >> the next morning, he was not -- he was no longer with us. >> reporter: health officials are also investigating how the virus may be connected to a mysterious paralysis affecting clusters of children in colorado and massachusetts. the cdc has confirmed nearly 700 cases of enterovirus d-68, mostly children in all but four states. experts say millions of kids probably have the virus and just haven't been tested. since for the vast majority, it shows up like a common cold.

8:46. we're back with "today's" kitchen. from the new york restaurant fresco by scotto are with us all day long, cooking up a columbus day feast. we're starting with the appetizers. good morning. nice to see you. welcome back. >> thank you, matt. >> your restaurant, i always get so filled up on the appetizers that i almost don't order a main course. >> you don't come often enough. >> no, no, what's the secret of feeding people a little bit of a taste without overwhelming them? >> we don't know how to do it any other way. matt, we don't and we found plates that are this size, putting the chips on there. >> you serve this at the

restaurant. i call it the devil's dish. >> it's our potato and zucchini chips. these are baking potatoes. you cut them very thin. you fry them, dry them off with a paper towel. the zucchini is cut very thin. floured and then fried. >> that's not the problem that's the devil's dish part. >> then the gorgonzola cheese and bake it in the oven. this is how it looks when it comes out of the oven. you fold it together. >> make a chip volcano with it. >> yes. >> let's move on to the rice ball. >> my mom has been playing with this and making it the best she possibly can for years. i've added a little egg to risotto we make with this. i make that egg mixture and risotto mixture a little bit al dente. the eggs are not cooked. we'll add to this a little proscuitto, cheese.

>> keep mixing. that's all we're going to do. once we form that -- >> we have some formed over here. >> here is our secret. we'll add a little bolognese, little mozzarella. >> goes right in the center. >> my mom will take it from there. >> a little bit of an egg wash? >> egg wash, bread crumbs and then we fry. >> how long would something like that fry? >> this is rice. i would say three to five minutes. >> the idea of getting it crispy on the outside, tender on the inside? >> mozzarella should be soft inside. >> let's move on to meatballs. everybody has their own meatball recipe. >> i used to hide mine. on sunday morning when i would make the meatballs, my sons would come down. they would smell the aroma, and eat every meatball. and we would have no meatballs for lunch. >> you got smart after a while? >> the secret of my mom's is truly that the ingredients she

uses, the mixture of the bread, white bread that we use here, like regular simple bread. >> and this is soaked and then squeezed. so there's not too much milk in it. >> what kind of meat do you use? combination? >> i use chuck, which is 80% beef, 20% fat. >> you're really going to roll those out, matt. >> slices. >> yeah. >> what is that about? >> go ahead, mom. >> you mean the new york food festival? we're doing meatballs. >> that's what you're going to make? >> of course. and there, i stop my sons from touching a meatball. >> there you go. >> we finish it here with fresh ricotta cheese. >> that's just appetizer course? >> that's the appetizer course. >> and next hour you're getting to the main course. >> matt, one thing.

so snapchat says this breach happened, they went and acknowledged it but they blame it on a third party app, saying that this third party app had been collecting data. so many levels of concern. first of all, how was the third party able to collect their data? what's going on there. and -- >> if you like something, a picture, you can click on it quickly and then store it. i'm not a snapchat user. >> store it is a problem. and last week or the last couple weeks talking about celebrities and you had people saying that's why you shouldn't take naughty pictures. listen, a swim suit picture to some, i don't want my swim suit picture. forget if you take to the that picture. do you want your neighbor or angry ex having anything from your phone or compute they're belongs to you? >> the problem as you said the third party apps in response to snapchat they developed where now you can keep these images. that's where the breach came out. but you're right, you think

things vanish. the lesson, again, is nothing really vanishes. >> there is no privacy. anything you put out assume it's out there. >> that means pictures of your kids. we escalate it to the naughty pictures but we were talking earlier, we both use this, i won't name the company, where we upload our pictures and get them printed out. i don't know if they are storing my pictures, i love the calendar that i'm able to print out for the holidays, it's fun but there are some holiday pictures of me in my swim suit that i don't want their employee hacking. >> as parents i have taken pictures of my kids in the bathtub not showing much but you worry about those. and you worry, i mean, developing them. i don't even half the time develop them. >> the only way you can have privacy go polaroid which they have a new one out, or have a printer at your home and print your own pictures. but that's expensive, time

at 6:00 p.m. most walmart stores opened 24 hours. you are starting to see this black friday creep. even earlier and earlier. it seems there is demand for that. people are pretty much putting away the pie and saying i'm going shopping. >> you don't have to go, you know. here's the thing. if you are offended don't get up from the table and go to macy's. if you want to go, you think it's a good time to shop and deals to be had and you eat early. good for you. >> make better pie and your guests won't leave. get your pie game up to keep your guests there. >> i guess the employees were asked and if they can't say no. but that happens in any job. there are days we're asked. >> we'll be working thanksgiving. >> i won't but you will. i'll work christmas. >> got to get -- we do the switch off. >> you're working thanksgiving, i'm working christmas. but the bottom line we have the conversation about companies and

was rescued. the other pulled from the water. he, unfortunately, did not survive. a new shortage for the san jose police. this time when it comes to the latest batch of officer hopefuls. a new group of cadets starts their training today with a goal of eventually being a police officer. but, a source in the department tells nbc bay area 6 of the 29 new cadets were no shows when it came to picking up their training equipment. the department hopes to bring in 12 to 15 officers from this group of trainees. well, let's check your weather with christina. >> hey, it's going to feel hot for one more day. people are happy the heat is going to break. your temperatures will start to cool off. as of this evening, low clouds returning, onshore flow strengthening as an area of low pressure starts to set up and dive toward the bay area. we're going to have to wait on it, though. 87 degrees before it arrives in the south bay. 86 in the peninsula. between today and tomorrow, we're at 87 degrees today in the

breakdown in infection control of the 200 nurses surveyed, 76% say their hospital has not told them about a policy for ebola admissions. and it's about a third said the hospitals don't do enough for eye protection or fluid-resisting gowns. there aren't enough of those. the nurses are calling for more personal protective equipment, better training and more staffing to handle patients who may have been exposed to the virus. well, we'll take a look at weather and traffic coming up after the break. insurance companies are spending millions of dollars trying to mislead you about the effects of proposition 46. well here's the truth: 46 will save lives. it will save money too. i'm bob pack, and i'm fighting for prop 46 because i lost my two children to preventable medical errors
