>> very good wednesday morning to you. thanks for joining us. i'm laura garcia-cannon. >> i'm sam brock. do not be surprised if you see some sprinkles on your way to work. several storm systems making their way through bay area. we turn it over to christina loren with your microclimate forecast. >> we're not talking about heavy periods of rain this morning, sam and laura, but something you want to keep in mind before you make your way out that front door. all things in perspective, get that mind-set ready to go, showers, slick conditions and heavy mist and drizzle up in the north bay where we've had that drizzle all night. now the heavier rain starting to move. all of this pressing over 101. we'll check your drive with mike momentarily. chekt impa check the. packs. our pattern has changed. rain chances every day throughout the next seven. we'll have details on that in moments, back to you. we have breaking news coming out of texas this morning. a second health care worker

under quarantine, after testing positive for the ebola virus. "today in the bay's" kris sanchez tracking details out of dallas. this worker provided care for thomas duncan as well, the first patient to die from ebola in the u.s. as you mentioned, i think it's clear to everybody, the fear along was that this texas nurse's infection, the first one, would not be an isolated case, and whatever the conditions were mean that there are other people exposed. a live look at texas health presbyterian hospital in dallas. expecting new dadetails of the confirmed ebola infection. the first one, nina pham remains in the hospital in isolation. last check, in stable condition. the second health care worker is one of the 70 or so other hospital staff who had contact with that patient, thomas duncan who died of ebola at that hospital. the second health care worker

tested positive after reporting a fever and was immediately isolated at the hospital. health officials are working to identify any additional people that now need to be under observation because of that person. we may learn more about who that person is at that press conference that we are monitoring now. but in dallas, police posted on twitter some photos of the decontamination work. here back at the press conference at dallas presbyterian hospital. let's take a listen. >> the next few minutes. pham, a heroic -- sorry -- this is a heroic person, a person who dedicated her life and has -- is dedicating her life to helping others and a servant leader. this is a person with their lives before them and a person dealing with this diagnosis with

the grit and grace and determination that nina has dealt with the diagnosis. and like nina, protocol to find the virus worked well in that within 90 minutes of her -- of taking her temperature, she was in isolation in hospital, and we hope that, and pray that, like neen na she will get on a good track. as you know, nina has moved from stable to good and the doctor may have some information on her health when he speaks this morning. so the fight against ebola in dallas is a two-front fight now. we have 48 disease contacts that we focused on in the

community -- >> we've been listening to the early details on that second infecti infectii intexas presbyterian hospital. it's a woman, a young woman, likely somebody who has been working critical care like nina pham, the first nurse infected with the ebola virus. amazing to hear within 90 minutes of spiking the fever the person was in isolation. hopefully the level of risk for other people is contained. more from the doctors, we'll get that ready in about a half hour. >> right. we do have people in the newsroom that continue to monitor the news conference, should any other news come out. >> good us in about nina pham. a nurse's group based in the bay area says officials are not doing enough to protect them from the deadly virus. what are the nurses saying? >> reporter: talking about those nurses at that texas hospital, they've been accused of not following protocol. but they've come out and said there were weren't any protocols. making accusations in the east bay. the nurses from the texas hospital didn't appear at the press, chose to remain anonymous, instead asking friends the national nurses united union in oakland to relay their message on their behalf. anonymous nurses work in the dallas hospital who treated thomas duncan, the same hospital where two health workers contracted the virus. they say they didn't have the proper protective clothing to deal with a contagious patient, they improvised, leaving body parts exposed and when duncan arrived he wasn't put in isolation, instead left out for several hours in the open near other patients. that hospital in dallas released

a statement to us, quote, we have numerous measures in place to provide a safe working environment, including mandatory annual training and 24/7 hot line and other mechanism that allow for anonymous reporting, unquote. what's happening in dallas is sparking serious conservatives about hospital safety in the bay. nurses in the east bay studying a training example for a possible case of ebola. >> we want all of our staff to be comfortable with putting on those isolation gowns and everything else that they're going to use, and taking it off properly because we know that is probably the biggest concern. >> reporter: now that's the president of the california nurses association, another nurse's union, expressing concerns hospitals in california and the bay area are not prepared for a possible ebola outbreak, saying that 87% of nurses say their hospital is not

>> announcer: you're watching "today in the bay." very good wednesday morning to you. as we take a live look outside. city by the bay, san francisco, feeling fall in the air. the season certainly changing. a little bit of rain, not a lot to delay you. we'll check the forecast in a moment. 5:13. a gathering of the top minds here in the bay area. taxed wifiguring out how to giva warning before the next big earthquake. it comes two days before the 25th anniversary of loma prieta. stephanie, talking. a push for new earthquake detection systems designed to save lives. >> reporter: that's right. good morning. talking about critical seconds here of a heads up. in a few hours an update on the new california wide earthquake early warning system that could give up to a minute of warning. seismologists continue to warn

the next big one could hit the bay area at any moment. most recently, of course, the magnitude 6.0 south napa earthquake in august, that was the strongest since the '89 loma prieta quake. it sent hundreds to the hospital and caused $600 million in damage. also leaving more than 1,000 buildings red or yellow tagged. that was a big sign of necessary precautions that need to be taken. early detection system demo was tested in long beach in april. it's a california system. but governor jerry brown pushing for a more advanced system. a year ago he signed a state law to create a system that could get people up to 60 seconds of advanced warning before potentially damaging shaking is felt than means extra time to get off the road to seek shelter. the office of memergency servics has until january 21, 2016 for

this is going to intensify as we head throughout the next couple of hours. notice here, more rain on the way. it's going to get worse before it gets better. stop the clock for you. bulk of the moisture starts to press into the south bay. and then we get a break. cold night ahead. more rain. we'll talk about that coming up. check your drive, see if there's any impact. mike inouye. >> we're not sure, i'm hoping there's not a major impact, because i'm talking about an issue in the south bay, northbound, 280 off of the 101/680 interchange. this is at 11th street. reports of a sewage tanker across all lanes. the report says sewage spill tanker. spill is in there but it doesn't sound like a tremendous issue now. i'm hoping spill was a typo. we'll track that. other vehicles are involved, we see the slowing, at least we have a disabled sewage tanker across the roadway. more details when chp arrive on

scene. we'll send a crew out. that is north 280 at 11. downtown san jose, 87 farther north from there, getting into downtown, you may want to consider take city streets if you can. since coming through the area. but on the freeway, it sounds like traffic getting by on the shoulder, plan for that delay or 101 up to 87 good alternate. light flow throughout the south bay. tracking that and the commute for the rest of the bay. no big surprises other than the one in the south. live look at palo alto when we get conditions for the roads. dry roads here, even the parking lot is looking dry as well. no problems on the peninsula into the city. bay bridge, smooth easy drive from the oakland side, cash lanes starting to stack up. golden gate bridge north of there, slicker roadways. mist hit earlier in the morning. 5:20. coming up, one year later, how friends and family of the bay area teen shot and killed by a

we know the identity of the wells fargo employee in oregon who sent a daring e-mail to the ceo. last week he asked the ceo for $10,000 raise for all employees and attached thousands of co-workers to the e-mail. oats explained how the raise will make the bank a leader in reducing income inequality in the u.s. oats currently makes $15 an hour. a spokesperson says it does fairly pay employees. shaeryl sandberg sold her mansion for over $9 million. the home has a guest home, home theater and fitness center. the lean in author and husband bought the home ten years ago when she was a google executive. they live closer to facebook's

and weather goes tightly together. dry roads on this shot of 101. right here, that's northbound 280 off of the 680 interchange. look at the maps off of those. live camera shot, showed you this, coming up into the area. the slowing consolidated around 11th that's where the sewage tanker reportedly in lanes across all lanes now. chp has to stop all traffic possibly clear from the area. what we know so far, sewage tanker, one of the three container compartments had that blue liquid inside a port a potty, no reports of leaks but impact by one vehicle and a couple of others at the scene. big issue as far as flow of traffic north of 101 from north 280 affect you coming in through do downtown. tracking this right now. chp trying to make work done here. our crew's heading out, including chopper and bob, bringing us updates as soon as they can.

positive for the ebola virus. kris sanchez joins us now. >> we're trying to piece information together. but as you know, because of hip pa, health privacy laws we're not photog find out a lot about that woman who is now the second confirmed case of ebola infection at texas presbyterian hospital. it's a woman who cared directly for the ebola victim, thomas duncan, a hospital employee who went into isolation within 90 minutes of spiking a fever and that's the reason why the folks at texas presbyterian say their system is working. this was the fear, that that first texas nurse's infection with the ebola virus would not be an isolated case. nina pham remains in isolation. in good condition. the second health care worker one of 76 hospital staff who had contact with patient thomas duncan who died of ebola there. the second health care work who

are tested positive after reporting a fever went into isolation at the hospital. texas health officials working to identify additional people who might have had contact with that woman. they say that she lives alone in her apartment and was able to isolate herself there, though the hospital is providing a space where people can go to be in isolation at the hospital. but they say that they are not going to put 75 people in an isolation situation that they are just going to monitor them. they are working on their protocols, working to make sure they have appropriate protective gear and planning to have a conversation with cdc and state health officials as well. >> right. it's concerning now, some of the numbers, where they lib, where these people are foeing in their community. >> the apartment of the second health care worker is being decontaminat

women last week near the pete's coffee shop in el el camino real. that man was in his car at the time. he may be the same guy tied to one flashing incident last week in palo alto. the belmont flasher driving a white, newer model four-door bmw into concern in san francisco, bicyclists being attacked near a popular landmark. at least six brutal attacks have happened in the panhandle near golden gate park in the past ten days. the cyclists were knocked down, robbed of the bicycle, wallet, cell phone. police promised increased patrols with uniformed and undercover officers. investigators are looking at surveillance video to track down the robbers. >> we have leads that we're following. i can't share them because it is an active investigation. we do hope to bring these individuals into custody. >> police tell cyclists to ride in groups and if you see a group of men near the path up ahead,

south bay. as we head through 2:00. as we get into evening and tonight, everything clears out. skies open up. it will be very chilly overnight. you might have to use your heater for the very first time. we were running acs on monday. 73 for the south bay. 69 east shore. 65 for san francisco. so we're going to talk more about upcoming rain chances. yeah, this next system on the way for friday to saturday looking significant. stay tuned. first, check your drive. there's rain on the radar. let's see if they're slowing on the roads. >> good morning, on the roadways in the south bay. but not because of that rain. the roadways are looking calm, considering the weather that you showed the radar in the area. looking here towards 280 southbound at 11 opposite direction of the original report but chp and traffic information is saying, southbound 280 all lanes blocked at 11 heading towards center street because of a sewage tanker across the

roadways. reports of other vehicles that hit the tanker. now there are six vehicles total involved. no major injuries. chp saying hoping to have the left two lanes open quickly. this is a vine video from bob going through the traffic. this traffic is backed up on northbound -- southbound 280 approaching 11. bob able to get by on the shoulder. there we go. you see we have the service lane open and all of these vehicles involved, looks like within in the middle of the screen over on its roof. dramatic situation. all flashing lights. we'll continue to track this as bob redell on the scene. fluid on the roadway as well. we don't know if it's from the cars or the sewage tanker. more updates, continuing to change quickly at the scene there. rest of the south bay, light flow of traffic. a build north bound 101 typical. at we take a look at the live camera, build north bound. the first burst of the morning, not unusual. it's not related to that tanker crash there south of there 280.

welcome back. 5:40 on wednesday morning. new nbc/"wall street journal" poll revealing change attitudes whether u.s. combat boots should get involved in the fight against isis. tracie potts joins us live with results and these are surprising. >> they are, because they're not the same results we saw a few weeks ago. so, attitudes seem to be shifting a bit. 41% in our nbc/"wall street journal" poll that came out a few hours ago, say that they do think we should be sending u.s. combat troops into iraq to deal with the situation with isis. 35% say air strikes only, no boots on the ground. 15% said that our military shouldn't be involved at all. what's interesting about those combat troops versus air strike numbers, they flipped. they're the opposite of what we saw just last month.

for president obama, not so good. 55%, majority now, think he's not doing a great job dealing with the situation. >> we'll check back again a week from now and see where things stand. breaking news in the south bay. tanker spill on southbound interstate 280 near 10th street off-ramp has all lanes blocked and reports on the freeway. "today in the bay's" bob redell joining us live. he arrived on scene. solo spinout cause all of this? >> reporter: yes, a fellow in a beamer coming on to the on ramp here, heading southbound on 280. we spoke with him. he's being looked at by paramedics, but he had a solo spinout. as a result, he collided with a sewage truck and that caused chain reaction. four vehicles involved, three cars, a sewage truck, that is beyond the flashing lights down there closer to 11th street off ramp. we haven't been table to get down there yet. don't know the status of the

spill. you can see that most lanes southbound 280 here at 4th and 11th are shut down except the left lane. chp able to reopen that. other lanes, 2, 3, 4, 5 shut down. we do no have an eta when they'll be reopened. injury appear to be minor. given that, they should be able to get this open sooner rather than later. i've noticed the fire department putting down a lot of absorption material to pick up fluid. they are working to get lanes reopened. i can see two cars -- one of the cars, it looks like, to the right side, off out of the way of traffic. you can see a wrecker coming into the foreground, that's removing another car. we know they are trying to reopen this as soon as possible, given the fact here we are getting close to the height of the commute. so again, solo spinout, chain reaction accident.

give people up to 60 seconds of advance warnings. the office of emergency services has until january 1, 2016 to identify funding, estimates putting cost $80 million. in the early stages. but a beta system, they say, worked in march giving ten-second warning before the august south napa quake that registered magnitude 6.0. a fully developed system would be able to detect the strength and progression of an earthquake, process data from sensors placed throughout the state and give up to a minute of advanced warning. at the hearing reps from the u.s. geological survey, b.a.r.t., high speed rail, san francisco general, talking about major players who would be involved should there be a major quake. for impact, experts point to the deadly 1994 north ridge quake near los angeles, saying that 50% of injuries could have been prevented with early detection

you typically get rain before us in the south bay. santa cruz mountains, they give us the rain shadow effect. as a result we don't get high totals in comparison. so let's talk about where we're headed for today. temps in the 50s and 60s. on our way to 70s. you need your coat all day long, across the board. and like i've been saying. we had our ac on on monday with temperatures in the mid 90s in some spots. tomorrow morning, at this time, you might be running your heater for the very first time. check on that today. 69 in the east shore later today, cool day coming your way with rain on the radar right now. i do believe we're going to see more moisture before the showers clear out. futurecast in a moment. but watch out for slick conditions along 101, marin county, through sonoma, activity here near 280, where 280 comes together with 101 in the south bay. today conditions will change. a little bit activity between

wheels here. there's some fluid in the area as well. a sewage tanker hit by another vehicle. total of six vehicles, five from what we understand, they've got tow trucks, one tow truck took one vehicle from the roadway. all of the activity going on now, causing this big backup you see on the maps here. southbound 280 to 11th, sus use santa clara. if you stick it out, you'll have a backup. a lot of time you hit 280/101/680 traffic slowing back the counter commute, commute northbound through san jose unaffected with the first build. 87 coming into downtown, certainly 280 southbound into downtown san jose slower than you might expect. despite all of that activity, we're looking at a smooth commute for the rest of the bay. look at that, peninsula, no big concern. typical build for the tri-valley there. and also for the east bay, 880.

didn't tell them the proper location. nowhere else to turn, the police officer turned to the find my phone app to find the woman's ipad. they found her 500 feet down the ravine. she was seriously injured but alive and recovering at regional medical center in san jose. >> amazing rescue yesterday. 5:54. this is a boon to consumers everywhere, oil prices plummet. in fact, scott mcgrew, they saw the biggest one-day loss in years. >> everybody loves that, consumers but not opec, not putin. watch for falling oil prices to be a problem for russia and putin. if you're not putin, it is good news. gas prices should continue to fall. part of the cause is supply but our strong dollar. oil's priced in american dollars worldwide. the stronger the dollar, the fewer of them you need to buy a barrel of oil. green energy companies like electric carmakers feel pressure when energy prices fall.

people go green for a lot of reasons, but cheaper energy is part of the reason, often a big part. i did the math, based on current electricity price, you'd have to get gas down to $1 a gallon before the average electric car driver wishes he could buy gas. a bay area company thinks it could make gasoline for about a dollar a gallon. taking natural gas, turning it into gasoline. you see inside the prrexperimen plant. natural gas, supercheap, thanks to fracking. calculating at scale, it would cost a dollar a gallon. saudis are heavy investors. but when you drill for oil you get natural gas as a by-product and the two coexist in the same spot. turning into a saudi opportunity. >> money, maker. they have natural gas. >> with all of that fracking.
