>> announcer: from nbc bay area, this is "today in the bay." >> very good wednesday morning to you. change you for joining us. i'm sam brock. >> i'm laura garcia-cannon. breaking news. a major crash shut down south bound lanes of interstate 280 in san jose. tank involved in a wreck. a truck and a loet of port-o-potties spilled sewage all over the freeway. bob, it may be some time before they have a chance to clear all of the lanes. >> probably a good hour or so. good morning. south bound 280, outside of downtown san jose, all lanes of traffic in the southbound direction except one shut down. this is because of a six-vehicle accident. you have five cars and trucks involved with a sewage truck. now to clarify, the port-o-potty sewer tanker truck, take a look, it overturned. no sewage inside, we found out. instead a small amount of

cleaning flew that a leaked into the freeway. because it's not pure water, they have to do a formal cleanup, according to the san jose fire. they're saying, it's going to attack about an hour, longer, to get that area cleaned up. that's the two far right lanes southbound 280 before 11th street. before 4th and 11 street. this happened a half hour ago. we spoke to the driver who was the first car involved, in a bmw, solo spinout, came out of the freeway, it was that drizzly time of the morning. he does think that maybe that played a role into. he spun out and has a reaction, a chain reaction accident with the sewage truck and four other vehicles. you have six people -- six drivers involved here, all injuries are minor, only a couple people transported, none are life threatening. this is a commute issue. one lane, far left, reopened. chp hoping to get two more

lanes, one or two more lanes open and the next 30 minutes. they've got to remove some cars. everything else reopened once they fet that sget that sewage overturned. it's beyond the flashing lights that are down about i'd say two city blocks from our position right here. so, again, southbound 280, condensed at 4th street, down to just one lane and picks up after that. you probably got a good quarter mile where it's actually condensed to one lane. look at the backups, definitely a backup here. mike inouye's going to fill us in later. looking at eta of at least an hour. bob redell, "today in the bay." >> tough commute even for northbound because people see all of the lights and everything. >> yes. impact there, it's giving new meaning to the term messy commute. for a look around the mess, let's check in with aforementioned traffic reporter mike inouye. >> good morning. messy commute, it was a cleaning

truck and cheaping fluid. bob talking about this, that's the sewage cleaning truck, sewage truck on its side. the fluid in the area, bob emphasized, new sewage, it was blue cleaning fluid used but because it's chemical, partially, a full cleanup than will keep two right lanes closed. perhaps for another hour, maybe longer. we have the fire crews and also vehicles cleared from the area. there are six ve vehicles total involved. they're dramatically damaged, no major injuries what happen we're hearing from chp as well. down to one lane south bound but you may have a couple more opening up in the short term. big backup, forming at top of the screen here, south bound 280. bob drove to the scene and as he got to the scene, here's the video he took in the backup. folks are backed up when he was getting to the scene and flashing lights, not too long ago, about 15 minutes ago. that's south out of downtown. we'll show you the backup.

for both directions because southbound, that's your countercommute direction but that's where the crash is blocking all but one lane. north bound, flashing lights you saw quite a spectacle, adding early slowdowns to the north bound and 87 into downtown, more traffic, more congestion and slowing. it should -- north bound for the rest of the commute, not a major big issue, 101, we will show you the rest of the build coming up in the next report. breaking news to tell you about this morning, a second health care worker now a patient after contracting the ebola virus. the woman is among those who took care of thomas duncan the man who died in adallas hospital last week. >> kris sanchez, this new case comes amid serious actizations by nurses at the dallas hospital. >> officials wouldn't address the nurses unions allegations that their training, equipment

inadequate to deal with the ebola virus but this morning, health officials did say their monitoring system is working and the health care work who are contracted ebola after caring for the patient duncan was in isolation within 90 minutes of spiking a fever. pham remains in isolation but good news, she's in good condition, upgrade from yesterday. that second health care worker now is among the hospital staff who had contact with duncan who died of ebola at that hospital. health officials are working to identify additional people who now need to be under observation. we know that woman lived alone at this dallas apartment. photos posted on twitter by dallas police of the complex where neighbors got a knock on the door, every one of them, telling them what happened and what their risk was. decontam nation of the common areas and the outside of her apartment is happening this morning. more serious decontamination of

the inside of her apartment and car is planned for this afternoon. officials want to make sure that people understand that there was no reason for her to be in isolation at the hospital before she got that fever. >> this is not going to be a situation where we're going to put protective orders on 75 health care workers. this -- the system right now is working. they are taking their temperature regularly. if they have a slight headache, slight fever, if they get a chill because the breeze blows, they take their temperature. they have any temperature or any other, you know, loose stool or any other symptom, they immediately go to isolation in the hospital. >> now the family of thomas duncan, his fiancee and the family, still in isolation but the health officials say they are reportedly healthy. the dallas folks with the folks from the state level will be on a conference call this afternoon

christina's been monitoring the systems headed our way mr. you can feel raindrops. >> they haven't been falling on my head. bring your umbrella to prevent that scenario, especially wearing nice duds to work and you know here in the bay area, that is a common scenario, isn't it? especially the financial district. san francisco today, dream force in town, a lot 0 people in town, mack sure you're ready. keep the umbrella handy, maybe a newspaper keep above your head as you're dodging showers. talking about light hit or miss activity. all over the place, nothing organized, just light cells, could impact you on your way to work. you have to use windshield wipers, not longer than five ten minutes at a time. i stop that clock at 10:00 a.m. you can see at that point, more moisture on wait to the north bay that will press into the

south bay by 1:00. we will start to clear you out. but this is not our only chance for rain. i have to tell you, as the system heads out it will impact tonight's giants' game. you're at 65 in san francisco. so for that game, we are again counting on the wind to play a factor. this time you're going to see wind towards mccovey cole, toward center field, towards the scoreboard. talking about 10, 20-mile-per-hour wind speeds sustained at start. wind intensifying over the course. maybe, just maybe, mike inouye, we could see a panda splashdown. update on the backup of the traffic alert. some people might be just joining us. >> traveling through south bay intending to go near downtown san jose, look at this here. even if you aren't, look at this.

southbound 280 all but one lane currently blocked as you're approaching 11. you're jammed from bird downtown and towards the scene. the shine on the roadway is not from rain but we've had that in patches, it's from liquid out 0 a sewage tanker truck on its side. they have to right the sewage tanker. another vehicle on its roof. six total vehicles being cleared. there's the backup on the approach. look at your maps, both direction slowing down because of the distraction for the northbound commute and the build as well. southbound from bird down towards 11th, jammed. but the rest of the south bay moving accord to schedule. 101, same thing, unaffected 0 far by this. but we don't expect it to be cleared for another hour. could be an issue. the rest of the bay, nothing unning expected for the tri-valley or east bay. look at this, though, traffic and weather data tied together, green on the north bay, that's where you may have mist and drizzle and damp roadways. watch for the slick conditions. an illustration of that from the

what we're thinking, in terms of the timing. one on the way for late friday into early saturday. i think you make your outdoor plans saturday. then late sunday into monday, we get a good looking storm system and potentially the two combined, not including today's totals, could produce a half of an inch to an inch of rain in the south bay. we'll keep track of this and keep you updated. he's tracking the traffic alert. tough drive out there, mike. good morning. >> good morning. there's not a lot of rain in the south bay. that could have complicated things this overturned tanker, look at that, it's back up on its wheels. good progress. we have one lane block -- all but one lane blocked. there's tanker carrying sewage for a porta potties. it was carrying cleaning fluid. the blue liquid had to be cleaned up because it's chemical based. it's not a problem as toward any of that, it not an epa issue. it's a traffic issue.

news all morning. while you were sleeping, the views of americans are changing in terms of the fight against sis sis. a growing number of people want u.s. troops on the ground. "today in the bay's" tracie potts joins united states from washington, d.c. many feel that air strikes aren't enough to take down the terrorist group. >> well, exactly, because according to that poll that came up overnight, 41% of americans believe that we need boots on the ground. we need u.s. troops to make this happen, push back this isis advance, not only syria, but also in iraq. now, according to that poll, 35% still think only air strikes are necessary. but that's an exact flip from what we saw just last month in this same poll from september to october. so, things are changing. meantime, it's dangerous in parts of iraq and parts of syria, as you can see there.

ball towards mccovey cove and right center field. yeah, wind today but more of what we're accustomed to at at&t park. it will not be as fierce. we had that fierce wind all day longing even in the south bay yesterday. now this storm system is not packing a lot of moisture with. you can see over higher elevations, yeah, around mount sane helena, moderate rainfall. ocean beach, we're not tracking radar that green over this location, you can see that your highway is slick, give yourself extra time. at the coast we have had rainfall overnight and it's drizzle that is starting to tally up. we'll give you measurable rainfall totals here in a little bit. the highest coming in from the santa cruz mountains. this is what we're working with throughout the day. more showers as we head through 10:00 a.m. north of the golden gate bridge. all of the activity starts to press into the south bay throughout the second half of your day.

breaking news this morning. a major wreck in the south bay involving a sewage truck that was having cleaning supplies, creating a rough tart to your wednesday morning commute in the south bay, southbound interstate 280 near the 10th street off-ramp. "today in the bay's" bob redell got an update from the chp. he's out there live this morning. how long before this one clears? >> reporter: good morning to you. they're saying another 15 minutes. looking at by 7:00 all lanes of south bound 280 here at first street to 11th reopened, only lane still shutdown the first street on-ramp because of the spill. this happened around 5:00, a driver of a bmw had a solo

spinout, he tells me that he believes it might have been due to the drizzle, heavy drizzle going on. as a result of that, in the middle of traffic, it caused a chain reaction accident. six vehicles involved total, five cars and trucks, and then this right here. i want to show you this, a porta pot potty sewage truck on its way to do a cleaning run. it did have 100 gallons of a cleaning solution inside. that overturned. right now that's the issuen that's why the freeway is not completely reopened because san jose fires working on cleaning that up. >> concentrating our efforts in cleaning up the contents of the tanker. the tanker has a liquid that is a deodarizer for portable toilets. >> reporter: none of the injuries were serious. a couple of people taken to the

hospital, but nobody has life-threatening injuries. the manager of the man driving the sewer truck, one issue he pointed out, why the truck didn't see the black bmw, yes, it's dark out but a street lamp, they're not turned on on the right side of southbound 280. he thinks that might have been an issue for the driver, not seeing the bmw, colliding with that and causing the chain reaction accident that resulted again, six vehicles involved. chp asking us to move over right now, give mes me a good indication they're going to start to open more lanes. two lanes open now. a steady backup heading into northbound direction, but they should be reopening lanes again, as i was saying, by 7:00. once that sewage area, the cleaning liquid is cleaned up, it's not sewage, but cleaning liquid cleaned up, they should have that 1st street on-ramp reopened by 7:30, 7:45. bob redell, "today in the bay."

>> hopefully that will ease that congestion through there. a bit of good news but backed up for a look how to make it around the congestion. if you have to take 280, here's mike inouye. >> anytime anybody hears sewage truck, porta potties, avoid the area. it's cleaning fluid. you see flashing lights. bob saying, being told to move. does look like they've moved the vehicles out, six total, including the sewage truck. they have to -- look at the backup, south bound 280, countercommute coming into the area from downtown. that's where it starts, backed up around bird approaching the 87 overcrossing. let's show you how this plays out. unexpected from bird past downtown towards the scene where bob was showing you progress. hopefully having another lane or two. two of the southbound lanes open northbound, distraction. so there's a slower drive from 101 up into downtown for northbound 280.

care worker's name she's a woman who's a health care work who are had direct contact with thomas duncan. monitoring symptoms at home, where she lived alone, but was in the hospital in isolation within an hour and a half of spiking that fever. >> like nina, protocol to find the virus worked well in that within 90 minutes of her -- of taking her temperature, she was in isolation in the hospital. >> now, the health care worker, nina pham who remains in isolation, is in good condition, upgrade from yesterday. the second health care worker among the 76 total hospital staff who had contact with patient thomas duncan before he died of ebola. health officials working to identify additional people who need to be under observation. there are photos posted on twitter by police of the woman's apartment complex where the decontamination of the common

areas and outside of the apartment happening. more serious decontamination for inside planned this afternoon. all of her neighbors got a knock on the door. officials told them they were not at risk while she did not have a fever. duncan's fiancee and family still in isolation but healthy. they're monitor -- their monitoring period scheduled to end sunday. the hospital said there were two health care works are under isolation because of possible contamination or inflection. this woman is not one of them. on the "today" show the secretary of health and human services will defend the centers for disease control one day after the cdc director said he should have deployed a rapid response team as soon as thomas duncan was diagnosed. >> second-guessing going on right now. good thing everyone's using vigilance moving forward. you mentioned the "today" show than coverage will continue

advanced would allow people to pet off the road, find a safe place and could save lives. the napa 6.0 quake in august was the most powerful to hit the area sense loma prieta, causing about 600 million in damage, some estimates putting it at 2 billion in total economic losses. governor brown signed a state law a year ago to create a system that could give people up to 60 seconds of advanced warning. a beta version of that system worked in march giving a ten-second warning before south napa quake. fully developed system would be able to detect strength and progression of earthquake, process data from sensors across the state and give up to one minute of advanced warning. the office of emergency services has until january 1st, 2016 to come up with sources of funding and that estimate, early estimates, $80 million to build. said to hear an update here at city hall 9:30 this morning.
