street. there's no word on the boy's condition at this hour. by the time the deputies got there, the shooter was gone. it's unclear if the boy was the intended target or he just got hit by a stray bullet. now to a developing story, the second dallas nurse that contracted ebola in the u.s. is in atlanta this morning getting treated from a staff with more experience from the ebola virus. kris sanchez is joining us with concerns about what she did and who she was exposed to in the last few days. she took a flight, among other things. >> yes. and we are getting more insider information from within that hospital from a nurse who cared for nina pham, the first nurse infected at texas presbyterian hospital. we'll begin with amber vinson boarding a flight headed to dallas on monday.

that's a fright the cdc director says she never should have taken. but it's been reported that she called the cdc and asked if it was okay to board the flight and they gave her the okay because her flight was under the 101.5 risk. the cdc never told the texas presbyterian nurses to restrict their travel. now, we just learned several cleveland nurses on the flight with vinson are now on paid leave for monitoring. >> i directed the cdc that as soon as someone is diagnosed with ebola, we want a rapid response team, a s.w.a.t. team, essentially, from the cdc to be on the ground as quickly as possible. >> reporter: so here's how ebola precautions could affect you or folks you know. you may have your temperature

checked if you're traveling to or from atlanta, washington, chicago, and newark. some u.s. soldiers are deploying to africa. they are learning how to use protective gear. meanwhile, nurses are asking the president to use his executive privilege to make sure that they get the right equipment and training. now, we mentioned one of the nurses from texas presbyterian who did not care for patient thomas duncan but cared for their colleague nina pham that potentially samples were mishandled by the hospital and the hospital had never talked about ebola before duncan arrived and they only offered a voluntary training seminar. her interview will be on the "today" show and we'll go live to the press conference in cleveland. four nurses on board with that flight with amber vinson are on

paid leave. we have extensive coverage of the ebola outbreak on our website, nbcbayarea.com. there you can find information about how the virus spreads and get the latest updates on the cases right here in the u.s. police are being looking for a man who groped two children shopping with their parents in san leandro. this is the man that investigators are looking for. they say the first victim was at a walmart with her family this week when a man grabbed her from behind. she screamed and ran off. about 15 minutes later, the same thing happened to another girl at a target store down the street. police believe the same man is responsible for both attacks. a southern california mother could be going to jail after her teenage son brought a loaded gun to school. she was charged yesterday with failing to safely secure a weapon at home. her 17-year-old son took a gun and ammunition to his van nuys high school after having an argument with another student. investigators found four

unlocked weapons at the home. this is the first of it is kind prosecution in california's history. happening today, it's time to duck and cover. it's all part of this year's great california shakeout. bob redell is live this morning where students will take part in a drill later this morning, a very good reminder for all of us, bob. >> reporter: well, especially considering tomorrow being the 25th anniversary of the loma prieta earthquake, laura. this is going to take place not only here at the tech but locations throughout the state and throughout the world, for that matter. an estimated 9 million californians, mostly students, will participate. 25 million total worldwide. it's considered to be the largest earthquake drill. so today at 10:16, participants will drop and cover in anticipation of the real deal. the timing couldn't be more appropriate. the loma prieta quake caused

billions of dollars in damage and, more importantly, killed 63 people here in the bay area. now, those are deaths that might have been avoided if the people had some sort of an advanced warning and that brings me to my next point. the meeting that went on yesterday at san francisco city hall, they had representatives from b.a.r.t., sm general and they are talking about the early warning system. governor brown signed the bill into law but it's been yet to be put in place because of lack of funding. what's odd, the early-warning systems are in widespread use in other countries but not here in california. even though that very technology was developed here in this state. reporting live here in san jose, bob redell, "today in the bay". >> thanks so much, bob. got to be prepared. we have a special section on our website dedicated to the loma prieta earthquake.

click on "remembering loma prieta" in the left-hand corner. a major disaster strikes and lots of people turn to facebook to track down their loved ones. the social media site has launched safety check. that's a tool that allows your facebook friends to know that you are safe and check on others in the impacted area. here is how the tool works. if a natural disaster strikes your area, you'll get a facebook notification asking if you're safe. good idea to keep people in the loop. >> that's true. if something big happens, the phone lines are jammed. i remember in loma prieta, you couldn't get through for a lot of concerned family members. >> it's a great tool to reach people now. it's 5:07. >> christina has our forecast. you've got to be ready. the big one is coming. >> and you know what is good about facebook and twitter, they

verify people. we appreciate the fact that they are doing that more and more as well. temperatures this morning are mostly in the 40s and 50s. i have to tell you, we have a really nice day coming your way. it's going to be a little cloudy and damp to start with. we have coastal drizzle. temperatures are going to be really comfortable. mild today with a mix of sun and clouds. gradually becoming sunnier throughout the first part of the day and then the clouds roll right back in towards this evening with another storm system getting its act together and starting to barrel towards the bay area. 76 for the south bay, 73 on the peninsula as we're sandwiched between two systems, temps nice and comfortable. 66 in san francisco for the final day of dream force and, of course, the giants are back at it as of this evening. now, we do have rain on the way as we get into late friday and saturday. i'll show you the timing of the next two systems in my next report. stick around for that, if you

downtown san jose on this thursday morning. temperatures are cooling off a little bit this week. we're going to check in with christina momentarily. first, the giants just one win away now from a return trip to the world series. they take on the st. louis cardinals tonight at at&t park in game 5 of the nlcs. stephanie chuang is joining us. this was another close came decided by a couple of plays again. >> reporter: that's right. good morning to you, sam. we were talking on monday for game three about how it seemed like a tall order for the giants to clench with three games here in a row. here we are with game five tonight and that's exactly what could happen. the celebration from inside the park could be heard for blocks. the crowd so excited, the noise even drowning out the fireworks launched in celebration of the 6-4 win. they overcame a rocky start.

the cardinals leading early 4-1 thanks a lot to colton. yesterday he hit a double and a home run early in the game. while the giants didn't necessarily make big hits, they did make big plays, taking game four to the delight of fans around the world. >> we came all the way from australia to see these guys! unbelievable! >> reporter: it's madison bumgarner who will take to the field. tonight the game starts at 5:00 here at at&t park. in about half an hour, how fans got pretty nice seats without paying for them.

live from at&t park, stephanie chuang, "today in the bay". apple has yet another unveiling today. scott mcgrew is joining us. >> it's been far too long but of course it hasn't so they get it. it's been just 37 days since the last apple announcement and the iphone 6. today we hear about new ipads. yesterday, apple published a new guide to its operating system and included shots of the new ipads inadvertently. so we can confidently say, there will be new ipads. here's live pictures of the apple campus and a lone security guard. he's hiding behind one of those posts now. the company is going to ask the reporters to come to the campus theater there this morning at 10:00. at the same time, the director of the fbi will be criticizing apple and google. director james comey says that

he is critical about the decision to encrypt data. apple wants to keep the data safe and the fbi says it needs to see those secrets, with a warrant, of course, in order to keep you safe. there is a push by some in congress for a federally mandated back door into your phone. a way for the government to bypass it if the secret courts say they should. > well, what a day wednesday for the market. kate rogers is joining us live from cnbc. good morning, kate. >> no pressure, right? a wild day on wednesday with the dow falling as much as 460 points early on following disappointing economic reports on retail sales and inflation and continued worries about slowing growth in europe and china as well as health headlines on ebola in the u.s. stocks managed to cut their losses late in the day. we get the report on unemployment, manufacturing and housing and earnings from

goldman sachs. delta airlines and google. the cow closing to 16,141. the nasdaq down 11 to 42.15. netflix is a big stock to watch. shares fell 25% in after-hours trading on wednesday and netflix adding fewer customers in the recent quarter disappointing investors. that could be because competition is heating up. hbo is set to launch its own streaming service next year. back to you. >> kate, thank you very much. so what's the upside for retirement and college funds going down the drain snl mortgage rates are falling. it's got to go somewhere else. it certainly doesn't go into commodities because they are horrible right now. so it goes to the safest place money can find and that is uncle sam. it goes into bonds. and when a lot of money goes into bonds, the yield goes down and so, too, do mortgage rates.

donated a can. we always want to see the bay area this time of year getting closer to the holidays. all right. here's our next weather maker. it moves in as we head through friday at 2:00. up in the north bay, this guy not looking too impressive in terms of rainfall totals. it kind of falls apart overnight friday. we may pick up a tenth of an inch in the south bay but i'm not expecting much south of the golden gate bridge. however, this next one is being looking more promising. as we head through early monday until monday afternoon, another round of rain and then the pattern stays nice and cool, jet stream stays south and we'll keep the rain chance going all the way through the end of next week. kind of an interesting change in our pattern and we're certainly happy about it. let's check on the drive. that's always changing, especially at this time. hi, mike. >> hi, christina. we're picking up a little volume and visibility is holding great. we'll look at the maps and anywhere north of the golden gate bridge as well. an easy flow of traffic into the city from the peninsula, 101 and

tonig tonight. today is october 16th, you're watching "today in the bay". good thursday morning to you. i'm laura garcia-cannon. >> and i'm sam brock. increased security will be taking place at airports after the second health care worker flew on a plane, this even though she had a low-grade fever at the time. cdc says she should not have flown but that's not what the cdc told her. the frontier airlines plane that she flew on is grounded in denver for extra cleaners. the crew members are on paid leave for 21 days. that's the incubation period for ebola. health officials are trying to

contact the 130 passengers on that flight with vinson. kris sanchez will have more on the scramble to contain this virus and tracie potts is live in washington, d.c., where they will talk about if there is handle on the outbreak. investigators are looking for whoever shot a 12-year-old boy near the intersection of weldon street in bay point. when deputies arrived, they found a 12-year-old with a gunshot wound. a helicopter flew that boy to a hospital in oakland. no word on his condition at this hour. bay area detectives are looking for a man who groped two young girls inside of a crowded store. the first victim was at a san leandro walmart store with her family. 15 minutes later, the same thing happened at a target right down the street. police believe the same man is responsible for both of those attacks. a possible plea deal may be worked out this morning in the

case of a bay area teen who had his skirt set on fire onboard a transit bus. the oakland teen is set to enter a plea bargain. he was set with a hate crime after setting the skirt on fire last november. deals of the plea deal is not yet known. bob redell is joining us live where students will be taking part in an earthquake drill. this comes the day before the 25th anniversary of the loma prieta earthquake. >> reporter: good morning. that's right. mostly students will be participating in the great shakeout. it's the world's largest earthquake drill. at 10:16 this morning today, an

expected 9 million californians will drop, cover, and hold on as part of the great shakeout, a drill that began in '08. when you add in everyone taking part worldwide, it's 25 million participants. if you recall, loma prieta caused billions of dollars of damage in the bay area and unfortunately, and more importantly, it killed 63 people. those are deaths that might have been avoided if people had some sort of an advanced warning, which is why you had this meeting yesterday. representatives from b.a.r.t., sf general as well as government leaders gathered to get a status on the statewide early-warning system for earthquakes. now, governor brown has signed it into law but it's been yet to put into place because of funding. it's in widespread use in other

countries but not here in california, even though that very technology was developed here in this state. >> if it can go to other countries like mexico and japan, it's the same technology that's been in effect and already saving people's lives. >> so we're catching up to this technology? >> it's a matter of california sort of catching up to other countries but i believe we'll surpass them pretty soon. >> reporter: for the past couple of years, b.a.r.t. has been beta testing the early-warning system. it's found that a ten-second warning is enough to bring a 30-mile-an-hour train to a full stop and prevent a derailment. reporting live here in san jose, bob redell "today in the bay". >> ten seconds doesn't sound like a long time but when somebody is operating in a surgery room or driving a train, that could make all of the difference in the world. >> yes. we know the big one is coming, we just don't know. so any warning would be nice. we have fair warning about the forecast, though, with

christina loren around. >> we have great technology here at nbc bay area that enables us to track these storm systems 10 to 16 days out. the next one is not looking all that impressive. 58 in san francisco and 57 in san carlos. but here is the story. at this time last year, we didn't see any signs of rain. so i can tell you right now, the fact that we even have rain chances going at this point is a good saying and we're doing okay as far as our average rainfall totals go because of the chopper storm that we had less than 12 days ago. this is what we're working with right now. we have the front draped right over the bay area and you can see high and mid-level clouds streaming right over us. that's going to be the story for us today. this is going to paint a spectacular sunrise. we have cameras all across the beautiful bay area. you can see where it happens from the vantage points that we have for you. 66 degrees in san francisco.

it's 69 degrees in the east shore and 70 degrees for the peninsula. if you want to head to tahoe, warning for drivers up there, friday friday, a little bit of rainfall. a mix of rain and snow at 6,000 feet and 65 degrees. that's a cool, cool temperature for tahoe but they are hitting their peak foliage. we'll tell you what else is going on across the bay area. if you're staying local, including the half moon bay pumpkin forecast and laura garcia-cannon making an appearance. right now, though, mike inouye, drivers have got to get to work. >> that's right, christina. bay bridge toll plaza, where people are paying for cash there's a backup. i'm watching the east shore freeway west 80 for more slowing. you're going to see more traffic because the good news is they

prepared to handle ebola. >> she said they were not prepared when thomas duncan walked in and a couple weeks later when one of their own came down with symptoms. texas presbyterian nurse briana aguirre says there was chaos and two weeks later as they shared for nina pham, they were not prepared. briana spoke with matt lauer and said that thomas duncan was with several patients for three hours and it was hours before the cdc was contacted and the hospital's own specialists didn't know what to do and nina pham was wearing layered protection but the swath of her neck exposed. when she asked for more guidance and never got it. the mother of two is speaking

via skype. if she develops symptoms, she doesn't want to go to texas presbyterian where she has worked for three years. >> knowing what i know, i would do everything to refuse going there. i would feel at risk going there. if i don't have ebola, i may contract it there, is how i actually feel and i would do everything to refuse to go there. >> it's a compelling interview that you can watch in full coming up today at 7:00 on the "today" show. meanwhile, the second infected nurse amber vinson is getting treatment today. 13 other nurses from the cleveland area who traveled with amber vinson from cleveland to dallas are on paid leave and they are being monitored. meanwhile, for more u.s. airports are starting to monitor people. travelers for fever today. and the cdc will appear before congress to answer some

"today in the bay"'s tracie potts is live with some of that testimony. good morning. >> reporter: good morning. the head of the clinical division for that texas hospital is testifying today via video conference, we believe. but as he said in his advanced testimony, i've been listening to it this morning, he cannot be here in person. dr. daniel varga apologizes saying mistakes were made in thomas duncan but they have learned from that and one of the lessons they've learned is there's a big difference in telling their nurses how to fight ebola and in training. the hospital is responding with a point by point response about some of the allegations that she and other nurses have made. for example, the fact that their necks were exposed when they were using protective equipment. they are saying here that they were told to pinch and tape those together and that more

equipment was ordered when some of it came it didn't fit properly. but that they were using what the cdc recommended at the time but that the cdc recommendations were changing throughout the process and they had to keep changing along with it. so a couple of different stories here. bottom line, there are now three people connected to that hospital, thomas duncan and the two nurses, who have been diagnosed with ebola and the cdc is also having to answer a lot of questions. they will be at the hearing today on capitol hill about whether or not they are on top of this. kris? >> thank you very much, tracie. we are also monitoring the hearings in washington as well as the press conference that is scheduled for 6:30 this morning out of the cleveland area where officials will talk about the 13 nurses who traveled with amber vinson from dallas to cleveland who are now on paid leave while they are being monitored for symptoms. and, of course, hospitals here in the bay area and across the country wondering, could this happen to us next?

>> preparation is under way. thank you, kris. meanwhile, despite assurances from the u.s. government, people in the bay area are heading to medical supply stores to get medical gear that could ward off ebola. masks are $65 for a box of 35. gloves are flying off the shelves, too. some people say they wear two pair at once for added safety. customers have been asking about protective gowns as well. the store owner has not seen anything like this since the sars outbreak in 2003 when demand completely outstripped supply. >> we literally had done something called ration, which was unheard of. if people wanted to buy the boxes, we had to refuse it because we had too many people coming in eight quantities were very limited and i hope we don't have to do the same thing this time. >> amazing that they might have to be rationing out medical supplies. experts say while protective gear can be helpful, the chance

it's 5:46. laura, we can, can't we? >> of course. >> if you want to head out there and take part in this fantastic event, saturday in the south bay is going to be hard to beat. lake cunningham park, 10:00 to 2:00. the weather is going to be nice, upper 60s to low 70s. so similar to what we're expecting for today. temperatures are going to be nice. that's another transition day where we have more rain on the way. temps staying nice and cool. we don't have any heat in the forecast for a while. 58 degrees for san francisco. the story of the day, mild with sun and clouds and comfortable temperatures. mostly in the upper 60s to low 70s. 74 degrees in the north bay. san francisco is at 66 degrees. east shore at 69. we're looking good to see more of the same temperaturewise all the way through the weekend with more rain arriving at about 2:00 tomorrow. and this system kind of brushed the coastline and then fell apart. i'm looking at the different

models and what's interesting, we have the warm ocean currents offshore here. we're trying to investigate whether or not that's impacting the way that the storms are coming into the bay area and helping them fall apart. that's one of the things that we're looking into. of course, high interest when it comes to the drought. that's not other only chance of rain as we head throughout monday morning when we meet back here. this one is going to provide pretty decent rainfall totals. hopefully it will slow down and stall out a bit. if it sits on top of the north bay for several hours, we could be talking an inch or an inch and a half of rain. it's going to depend on how fast that sweeps through here. you can see the five-day forecast. dry today, showers tomorrow, same thing for saturday and sunday and then you break that umbrella out for monday. i think drivers are starting to get used to the fact that we have debris out there. there's leaves on the road. things are ink cchanging out th. your commute is stacking up.

mike, i know you get mad when i say that. >> i don't care. you can call that what you want. there is a wait at the bay bridge. traffic is slowing all the way to the bay bridge. metering lights are on. as we look at the map, the approach, a smooth drive coming through the maze. as the earlier crash west 880 cleared and the commute from the upper east shore, we have a build past golden gate field. now looking at the rest of the bay, a smoother drive through the tri-valley. no real slowing through sunol. the volume will continue to increase there. the rest of the approach, nice route through san jose. let's get a live look and show you the build for that area. here, no drama. a little bit of slowing and the view of the golden gate bridge, a nice drive across from the north bay and into the city as

plunge in years. it recovered 140 on the chose. you can attribute to ebola, europe, general fear. either way, money fled out of stocks. google reports netflix, raising the price for new subscribers drove away potential new subscribers. the number of people signing up for netflix for the first time was not nearly as high as the company had hoped or predicted. and hbo shocked the world by saying they will start streaming over the internet even if you don't have cable. that's netflix's turf. here is reed hastings talking about that. >> hbo, what a great company and great content.
