eric duncan after he arrived in if united states. mark matthew s in dallas with latest numbers. these folks have finished a three-week observation period. good morning. >> reporter: as of midnight tonight that 21-observation day period will be over. 21 days is the incubation period for ebola. most times the virus travels faster than that. if you're symptom free after 21 days you're in the clear. 38 people came into contact with the only man the die in the united states, thomas eric duncan. that 21-daytime frame expires tonight add midnight. the 48 have been monitored for three weeks. none have shown any signs or symptoms of the disease. it includes his fiancee, her son and two young men she consider family. this is a milestone and there's

behind bars this morning accused out of running over two women with his truck. the man purposely drove over his ex-girlfriend and a relative with his pickup truck and took off. officers chased the truck throughout the city and arrested them while the women were rushed to the hospital. both are expected to survive. neighbors say they ashocked by a chp officer accused of sharing porn. the officer now out on bail. according to investigators he download and shared videos of child porn while on and off duty. they tracked the downloads over wi-fi. officers uncovered a hard drive inside his personal vehicle. there's more campaign cash from the person trying to unseat

fog. we want to start you off with a time lapse. there it is right as the sun started to come up. it's squishing all of that fog to the surface. we're seeing a cold front move through and the atmosphere will mix out. we're watching the system developing off the coast. you can see the cold front making its way into portland. let's step outside and show you what it looks like from the north bay into san francisco through the east shore and into the south bay. as we were mentioning it's kind of patchy now. one place that's not seeing the fog is palo alto. we're looking at clear skies but from this vantage point a little

deceiving. on the other side we're seeing foggy conditions. really at the coastline everybody expected to stay in. get away from the water our inland low kagts will see sunshine. 77 for the south bay today. mid-70s for the peninsula and east shore. even in north bay a little bit cool. if you're headed to the coastline, the second day of that happening today. temperatures definitely warranting for a jacket. 64 degrees for your high there. again, mainly cloudy skies expected from really time the sun goes up till the time the sun goes down. i want to fast forward you into our next chance of rain. this is monday morning around 8:00. you can see the rain will be falling across parts of the north bay down towards the golden bay bridge. expecting to see the shower activity to start the day tomorrow. as we head through the day

you'll notice the cold front starts to fall apart as it makes it way into the east bay and south bay. very typical. no surprise there. we actually get a bit of extra moistu moisture. overall the good news with this is we're going to be looking at a steady light rain all day long. while it won't be consistent heavy rain it will be enough to give us a tenth of an inch in san jose and bit more in the north bay. this just an estimate. these numbers could change and most likely with every system we see come through this fall, models have underdone it. i think we'll see a quarter of an inch, maybe half an inch and maybe more than that across the santa cruz mountains. rainy to start the workweek. as we head through the upcoming week temperatures start to rebound but not by much. there will be a system we're wa watching off the coast by thursday and friday. you can see how close it gets so

pinpointed the remains but are not positively identified as hannah graham. still detectives are now calling off the search for the uva student. >> this sadly is now a death investigation. >> reporter: suspect jesse matthew junior is charged with hannah's abduction. investigators believe evidence links him to 20-year-old morgan harrington who's body was discovered in 2009. this area is just 20 minutes from where hannah graham was last seen at the downtown mall and 20 minutes from where jesse matthew lived in his apartment. >> there's farms and little houses and big houses. there's been helicopters flying over. >> reporter: as the effort into

dallas, texas are about to be released after 21 days of monitoring. the ebola virus has grabbed national headlines and is becoming a political issue. hillary clinton blamed cuts to the centers for disease control for impacting response to the ebola crisis. new ads are ripping lawmakers and specifically republicaning for bringing in cuts that kill. in this morning's reality check we explore the validity of those claims. >> cuts have been made by $585 million. >> it's high noon for the political season and ads like this one produced by the agenda project will saturate air waves all over the country. >> cut. >> before you make any snap judgments here are three things you need know about this video. first, the crucial sound bite. >> there are outbreaks happening today that we're not able to recognize or stop as effectively

as we should. >> stop. these remarks made by cdc director dr. thomas frieden are more than a year old. they come from a september 2013 press conference that pre-dated the ebola outbreak. here is number two. >> cuts have been made by 585 million. >> fundings have been slashed. actually closer to a billion dollars before some of those cuts were restored. you're not being told we checked out financial documents on the cdc's website. when it comes to funding something kaulds emerging and zoonotic infection diseases. federal funds gone up. here is the breakdown. the money supply jumps from 281 million in 2010 to more than 390 million in 2014. that's an increase of 40%.

this brings us to our third fact. republicans are being slammed for wanting to cut the cdc's funding in a 2011 house bill but swept under the rig here, the obama administration proposed cutting cdc funding. the point, cdc fund sg not party issue but if it were the agency has seen a rise in money when it comes to infectious disease. a social network is taking on a federal agency. facebook wants the drug enforcement administration to stop using fake profiles. they sent a letter saying the agency needs to follow the rules like all users. those rules include a ban on lying about who you are. the federal agency is facing lawsuit from a new york woman who was arrested on drug charges. she claims the dea agents used her names and photos to catch more criminals. the agency will review whether the facebook guides went too far. much more still ahead. we'll be heading back to at&t

race between democrats intensified this week when both candidates released positive poll results. can that be right? can that be wrong? we sort out the details. two competing polls. which one do we trust? >> before we discuss which one we trust let's issue a disclaimer. the fact is the polls were taken by the honda and khana campaigns. let's look at the poll which was leased on monday. what do we see here. a tight race. it shows khanna and honda in a tie with a quarter of the vote up for grabs. that's really something. can't get much closer than that. it would be a stunning game for kha khanna who trailed honda by 20 points.

what do we see here. 42% for honda. this poll shows that healthy lead. quite a difference. >> how do you reconcile the results of these two polls? >> that's where we get into the weeds. reliable polls ask likely voters about their intention. what's likely? likely is usually people who have voted in the last three or four elections. neither campaign used this approach. khanna voted in 2012 and any previous election. honda's poll is even less reliable even if the respondent intended to vote in the election. little or no voter history in either case. then there's the we of whether

the people they interviewed are really representative of the district. we have to go through a break down by race, gender, all. all kinds of other factors. the weeds again. we're talking about that. in this information here it helps to ascertain accuracy. we asked both camps for the data. >> why is it? how does it serve either candidate well that they are using data that's not representative of the people in the district that might be voting or people who had been voting consistently over several years. why would they do that? >> one thing we have to realize is these guys look at these polls as ways to advertise their campaign. it's a message for them. it's a message. beyond that we've got to realize that one way or another this poll has tightened. this race has tightened.

it's not tied. it's not tied nor is 15 points. the truth probably is it's somewhere in between. perhaps, 7, 8 points different. something like that which really does make it a competitive race. there's another thing to estimate here. never trust. gets back to your question. never trust a candidate's poll. it's too easy to present the data in comfortable ways that aren't officially benefit the campaign. you got to watch at tend of this race. you have to watch for two things. you have to watch for momentum. you have to watch for money. clearly the khanna campaign has closed the gap to some degree. there's not much left there and merely a million dollars in honda. the incumbent may have the last opportunity to make a bad advantage. >> in this case both campaigns

looking like now. we have cloudy skies most everywhere. from this vantage point you can make out the transamerica tower. we're not going to see a bunch of sunshine at the coastline today. you can see from another vantage point looking at san bruno the fog starting to burn off. in our inland locations that's where we still have cloudy skies. we're still trying to clear out from very thick fog. you can see this is our downtown sky camera network. it's socked in with fog right now. as we head through the day we will see some sunshine in our inland locations. here is the thing. if you live at the coastline today we'll see limited visibility. in fact, cloudy skies expected all day long. now, you can see again as this is what i was telling you about at our coast al locations we ar seeing it at the golden gaets.

you can see we have a system that's developing off dothe coa. this is our area of low pressure. an area of low pressure, not high pressure. that's going to move through as when he had through the day tomorrow. that's going to bring the rain in. we're expecting the fog to burn offer in our inland locations bringing our temperatures into the mid and upper 70s. at the coastline still will be cool with 60s in forecast. as we head through the day tomorrow first shot of rain will move through especially in north bay. san francisco points north ward for the first half of the day tomorrow. as we head through lunchtime, the east bay, even the south bay expecting to see shower activity as we head through 3:00 and 4:00. really most of the day we'll see lots of cloud cover. very cool temperatures and a good shot of some rain activity.

in fact, commuputer model going back and forth. in the north bay we'll see more of a .1 of an inch. the thing about the computer model s they are not gospel. they are just one estimate. every system we've had come through since about september 15th, the kpacomputer models ha undone it. we can get a substantial amount of rain in places like san francisco and san jose where we got .1 of an inch. as we head through tuesday, wednesday and thursday things start to rebound. here is the wild card. look how close this cold front gets to us. this will be our next storm we'll batching. y at this point no rain in the forecast for thursday and friday but a slight deviation and this system would mean we add rain
