joining us. i'm here with anthony slaughter with a look at your microclimate weather alert. >> the rain that we had yesterday is still here with us this morning. we have thunderstorms erupting in parts of the santa cruz mountains. you can see that thunderstorm cloud hanging out over the east bay. thunderstorms are expected this morning. some of us are seeing a very stormy start to the day. it will remain south of san francisco and south of 92 today and a brisk afternoon is on the way. temperatures in the 60s today and the chilly temperatures stick with us all week long. let's talk about the radar. you can see showers still on the radar. a lot of green and some of the yellows and oranges denote heavier rain. and the heavy rain is pushing down towards morgan hill and watsonville. the heavy band is pushing into san jose. in the next few minutes we see showers in the south bay and a few lightning strikes. and the potential does exist for maybe small hail. i don't think it is a wide

spread hail event but one of the storms can produce hail and maybe gusty winds. after about 11:00 we see plenty of sunshine. it will be fall-like today. 60s across the board from the north bay to south bay. if you live in san francisco and points north you see plenty of sun. >> wetypically see the opposite. if you don't like the weather just wait. >> thanks. get rowdy, have fun tonight. >> how about those giants? that was none other than the yes, yes, yes man himself, hunter pence speaking to the fans at the san francisco giants world series victory parade. it was a cold and rainy day but hundreds of thousands of devoted fans didn't let it rain on their parade. it's the golden age of the giants ever since they moved to san francisco. this is their third world series championship in five years but the good times came with a price for fans getting in and out of

the city was just a nightmare after the parade on halloween night. regular commuters and giants fans were stunned when they got to cal train last night. the line to get on a train was stretched down the street for blocks. people waited upwards of an hour. cal train added extra service and suspended the regular schedule just trying to keep up with the demands. bart added extra service. at least one giants fan we spoke with enjoyed the parade but will not be back for another. >> i did the daytona 500 and i will never do that one again. >> the lines felt like a mile long when i came off from the bus and it kept going and going and going. >> i think i will probably work from home. >> those hundreds of thousands of people left san francisco city crews worked to clean up the mess left behind. something that won't be easy to clean up, all of the tiny pieces of confetti. back to the packed trains. cal train set a ridership record back in 2012.

california now. the search is on for a hit-and-run driver who killed three little girls as they were trick or treating. the girls were in a cross walk when a driver hit them. witnesses say he was going fast in the 25 miles per hour school zone. it happened just after dark in santa ana. police found an abandoned nissan pathfinder they say hit the girls. they are looking for two men. the girls were all 13 years old and two of them were twin sisters. heartbreaking news in the state of washington one week after the shooting at maryville pillchuck high school. she was shot when another student opened fire on campus about 40 miles northeast of seattle. the shooter killed himself. two students are hospitalized. the school was closed all week and kids are supposed to return to class on monday. we now know that an illegal

drug lab caused a powerful explosion at a walnut creek apartment building. paramedics took two men to the hospital with critical burns. everyone has been accounted for but this morning a dozen people are homeless. investigators found burned and exploded butane canisters inside the apartment. they say those materials are used in marijuana and hash oil production. the dublin chp officer accused of stealing and sharing women's private cell phone photos has turned in his badge. sean harington was charged yesterday with two felony counts of computer data theft. the officer has admitted he stole explicit photos from the phones of six women he had arrested and shared them with other officers. defense attorney said the officer thought sharing the photos with his colleagues would be funny. >> i really truly thought this was kind of cute and funny and

was to be shared privately among a couple of close colleagues and that it would never get outside of that group. >> we are told harington is willing to pay the price for his actions. he could serve more than three years behind bars if convicted. much more ahead on today on the bay. we will hear from a few of the giants as they celebrate their third title in five years. also, a small chip that could save an officer's life. we will show you how the new technology works. and a virgin galactic spaceship explodes. the well known ceo richard branson is responding.

some rain expected this morning leading way to a cool, crisp fall day. yesterday's virgin galactic flight began as a simple test of a new rocket fuel but ended in disaster. one pilot was killed and another pilot is seriously injured this morning. the spaceship destroyed. it is a huge stepback for a company that one day aims to fly tourists into space. richard branson flew to the test flight immediately yesterday tweeting saying all of our thoughts are with brave pilots and families effected and went on to say space is hard but worth it. we will persevere and move forward together. there is a lot of debate about how police officers use their guns in the line of duty. a local company has a way to track an officer's movement specifically when they draw their guns. it is being tested right now and we have the details. >> reporter: in a deputy's day

seconds matter. sometimes the difference between life and death why the sheriff's office is testing new technology, a small chip in deputy hand guns. that chip can alert dispatch and the station every time the gun is pulled out of the holster or fired in real time. it also shows the exact time and location so back up can be on the way in seconds. >> that little piece of electronics connects that gun to the cloud. from there we can do a lot of things with it. we can alert officers who are nearby and alert the commander that one of the officers used the fire arm in the line of duty. >> reporter: technology deputy needed a few weeks ago chasing a suspect into a backyard he accidently gave dispatch the wrong address. >> my partner was around the corner from me so he was able to see where i was running.

bay. welcome back to you. thanks for joining us. taking a live look outside in oakland seeing a little bit of clouds in the sky. it should be a clear day today as well as in san francisco. no rain after yesterday's rainy giants world series parade. areas to the south will be seeing the rain this morning if you are not already seeing it. you might say it is just like the interviews on a red carpet before an awards show, people wanting to know what sergio romo was wearing at yesterday's giants world series victory parade. the popular giants relief pitcher wore a light blue tee shirt with the message i have issues. the shirt featured the comic book feature red pool. you can see the shirt from 2012 with the message i just look illegal. as you know it rained yesterday but it didn't rain on

the raid. today in the bay's michelle roberts takes us behind the scenes of the victory parade. >> we are number one. >> reporter: a sea of orange ponchos packed the streets along market street. a half a million giants fans went nuts for familiar faces on double decker buses. >> they outdo themselves every time. >> reporter: buster posey said this winning team had a lot of grit and so did the fans. >> just incredibly vibrant here. 85 degrees and tropical and raining orange. >> reporter: confetti covered crowds and streets are familiar in the bay area. >> when you drive down market street like this for the third time it still does ntd get old. >> pumping his arms for another win. >> it doesn't make a difference what everyone else thinks. we are our own dynasty with this team. this is how they are going to be

remembered. >> reporter: the party wrapped up at civic center plaza where the crowd went wild at any mention of a dynasty. >> our shirts say kiss the ring. that's what we wear and i'm proud of it. >> reporter: michelle roberts, nbc bay area news. it is time apparently to take off your halloween costumes and put on the ski gear. fresh snow blanketed the sierra. the highest elevations could see about a foot of snow today. lower level areas expecting eight inches of snow this weekend. many snow resorts open later this month. let's check in with anthony slaughter. >> the snow is still falling across tahoe. it is a little dark. we will see how it looks. i want to start you with rain totals. you can see from yesterday's rain and overnight we are tallying up the rain because it is still raining in places like gilroy and san jose going to see

more rain. overall about a half an inch in the south bay which is great news. we haven't seen rain like this in about 240 days. i counted. we are in the business of numbers. let's talk about this weather alert we have been telling you about all morning long. here are the showers. you can see the radar is lit up this morning with the oranges and yellows and reds. that denotes very heavy stormy activity. we haven't seen lightning strikes. as the storms move towards the coast line that is definitely a possibility. half moon bay getting thrown. if you are doing traveling today from the south bay into santa cruz or towards monta ray you will run into heavy rain. some of the rain activity could produce a little bit of lightning and maybe some gusty winds. i don't think we will see hail and i don't think we will see anything more than that.

santa clara and saratoga all expected to stretch into san jose. it is going to be storming at least this morning and then this afternoon. the snow we were telling you about off here in the distance you can see trees and that is snow. they picked up about a foot of snow in lake tahoe and so yes very happy skiers this morning. in fact, you can see from our sky camera network north bay seeing sunshine and san francisco while you have clouds you are not expecting to see a bunch of rain. the rain will be south of san francisco today and san jose. the dark storm clouds over palo alto the activity pushing towards your region and will move out by about 11:00. you can see the storms dooz stay south of highway 92 for the most part. after 11:00 we clear out. gilroy and morgan hill a few showers. after that plenty of sunshine. the morning storms will be with

us. san francisco a good mix of sun and clouds today. temperatures very uniform in the low 60s. 64 in the south bay. same in the peninsula and san francisco. it will feel really unusual here. this is below average by about 10 degrees in some locations. you will need that jacket today. it will be very chilly. only getting up to 69. the east shore you see a morning shower but after that plenty of sun. 65 for your high there. the trivalley you see towering cumulus in the distance. overall our pattern will stay kind of uniform. we have our rain. we are happy about that. we get a chance to dry out which is really good news as the fields start to turn green. as we head towards the upcoming week we are below average, very chilly for this time of year. our average high in san jose is mid to upper 70s. we get back to that by thursday. in the meantime it is chilly.

brother. >> reporter: at its heart this is the story of the evolution of an attorney. johnny says when he started law school he was just thinking about making money but soon became passionate about justice and clearly compassion, as well. in a culture captivated by the latest smart phones there aren't many who are genuinely excited about getting their hands on a not so smart device but donna is. donna is development director for san jose's next door solution to domestic violence where for years they have been asking people to donate old cell phones which next door turns into cash to help fund their work. they appreciate all donations. still, one recent gift stood out not only the size, but the source.

>> so when particularly a man walks in and he has a creative way to raise funds, raise awareness, i'm going to do something, it is very exciting for us. >> good morning. appearing on behalf of the people. >> the man in this case is johnny go go, long time santa clara deputy district attorney. johnny says he joined the d.a.'s office in 1999 prepared to do one thing, put away the bad guys. >> no more than three witnesses. >> reporter: what johnny says he learned on the job was there was more to prosecution than just the perpetrators. >> when you are assigned an individual case you have real-life victims. >> reporter: johnny found himself wanting to do more than just what he could within the walls of a courtroom. so when he heard of next door and the cell phone donation program he started asking friends to help. johnny got a friend, but then he mentioned the idea to his brother, a correctional officer. >> he said do you know how many

cell phones we collect in prison? >> turns out cell phones in prison are a big problem, smuggled in or sometimes thrown over prison walls, they are valuable on the inside but seemingly useless once confiscated. johnny made some calls and now for the second time has gotten his hands on hundreds of cell phones and there are still more coming in. >> filled with pride that we can gather up so many cell phones and help next door solutions and the work that they do. >> what makes these donations more meaningful to the people at next door solutions is that some of the very sell phones they are make money off of were likely confiscated from people convicted of domestic violence crimes. garvin thomas, nbc bay area news. >> if you know someone doing something nice for others garven would like to hear from you.

parade. hundreds of thousands of fans passing the streets of downtown to catch a glimpse of their favorite players. it is the giants eighth world series win. it's the golden age for the franchise and a dream come true for the fans. yesterday was a bit of a nightmare for fans trying to get out of the city on a busy halloween night. regular commuters and giants fans were stunned when they got to the cal train station. the line for the train was stretched down the street. people waited upwards of an hour to get on. cal train added extra services end anded up suspending extra service. bart added extra service. trains packed full of people in giants gear and others in halloween costumes seem to keep rolling along. eric mccrystal said he enjoyed the parade but will not be back for another. >> i will never do that again.

not much of a deterrent for thousands of giants faithful as they gathered on market street and at civic center for the third championship parade in five years. while fans packed the streets to see the players along with the pomp and circumstance there is always one headliner and that was the mvp, madison bumgarner. the lefty received ear splitting cheers along the routes and reflected on the orange carpet. >> you have been through this before but what does this time mean to you? >> they are all so special. and they all mean a lot in different ways. this year i would have to say it is up there. this has been an unbelievable year. as a team we have had to work so hard to get to where we are at now. we are just truly blessed and thankful for just every chance that we have gotten and every opportunity. just to be here and just we have

welcome back. i want to start you off with rain totals. the rain is still falling. you can see gilroy got 0.08 inch. you can see heavy rain falling across the santa cruz mountains and now down towards gilroy and where it has been raining for the past hour. the steady stream of rain continues to move in. seattle starting to see rain. and eventually towards allen rock. this will be at least until about 10:00. skies clear out for the south bay and then we should all be clear by about 11:00. temperatures cool today in the

mid 60s for daytime highs. very jacket-like weather. all conditions all across the board and below average by about ten degrees. clouds and rain putting a damper on temperatures. overall a nice day especially once we hit the afternoon hours. let's show you what the radar looks like. by 9:30 a lot of the activity south of highway 92 and most will stay concentrated. the santa cruz mountains. look what happens by 11:30. virtually everybody clears out with a stray shower near gilroy. other than that after 10:00 most of us will start to dry out and then we see sunshine. the storms will be with us in the south bay until then and temperatures only in the mid 60s. same for the peninsula, a few thunderstorms and sun and clouds in san francisco. it will be mild close to 70 there. stray shower is possible temperatures very much fall

consulting firms, third party businesses that contract out foreign workers to major high tech firms. we discovered that some of the companies are not playing by the rules. those companies are often called body shops. body shops that leave highly educated employees without work, little money trapped in their pursuit of the american dream. >> technology is one of the things driving the economy around the world. >> reporter: what drives that technology are thousands of foreign workers who come here every year contributing labor to a $197 billion economy. >> they can make profit only by paying less to their employees. >> reporter: this man left his home in india a decade ago to follow his dream here in the silicon valley. >> i always work for them. >> reporter: seven or eight consulting firms, what he calls

body shops. >> some body shops have a specific business model. they make profit by having cheap labor. >> reporter: he fears for his safety and future and that is why he ask we change his appearance and give him a false name. >> there are times when i am trapped and there are times when i feel i am trapped. >> reporter: under the law a company can bring highly educated and specialized foreign workers to the united states by using an h 1 b visa. in 2012 according to the federal government 59% of those visa petitions went to computer-related occupations. while many companies play by the rules, a year long investigation by nbc bay area and the center for investigative reporting uncovered numerous examples of

companies taking advantage of these foreign workers and breaking federal law in the process. >> it is a pretty accurate term because in many cases that is exactly what is going on. >> reporter: philip grego and his law partner have heard stories and represented workers from body shops for years. >> they may not even have a job which is a misrepresentation on a visa. >> reporter: federal law requires that companies that bring workers over already have jobs lined up for them and that companies foot the bill for visa, attorney and document fees. but we found dozens of cases where those rules were ignored or broken leaving foreign workers who thought they had jobs now in the u.s. still legally broke and unemployed. we tracked various criminal and civil cases involving consulting companies or their executives in u.s. district court and state courts around the country. in total these filings involve

more than 600 fraudulent visas and petitions. michael ing represented several workers in a lawsuit alleging a santa clara company refused to pay them and did not have jobs for those workers when they arrived here. court filings show the company denied these allegations but midway through the lawsuit silicon valley sis tech went out of business, the workers left with nothing. >> when they got here there was nothing for them. >> reporter: it is called benching workers. once the workers get here they find there is no work and often they are told to find their own jobs. under h 1 b rules that is illegal. we found it happens again and again. >> they didn't have jobs lined up for any of their employees, certainly nothing at the levels that they had promised them and essentially they dumped them into the guest house. >> reporter: a guest house, what

this lawsuit interviews with former workers and this research all describe as a small apartment or house where as many as eight to ten workers live at once. sometimes the workers pay the body shop rent to live there and are told never to leave except to go to work. this worker asked to remain anonymous because he fears for future job prospects by speaking out now. he stayed in guest houses for several months. >> my family is in india. >> reporter: this body shop can cancel your visa and send you to india at any time? >> yes. >> reporter: that scares you? >> that scares me. >> reporter: the worker says the body shop he worked for kept up to 30% of his $60 an hour contract salary for expenses and

taxes. that is a loss in his salary of about $35,000 a year. they did charge you? how much? >> $2,300. >> reporter: you paid the company to get you an h 1 b visa? >> yes. >> the room for abuse is there. >> reporter: a sociology researcher at university of wisconsin has studied for years. as long as consulting firms play by the rules the existence is there for large high tech companies to operate. >> it is a flexible labor regime. most of the time they are placing skilled people with the needy firms in the u.s. >> reporter: as for workers he says he just wants a fair playing field for all courageous enough to pursue their american dreams. how wide spread is this? >> it is all over the country.

we have tony who is ready for his forever home and his first close up. he was abused by his previous owner but he is still lovable and friendly. if somebody out there adopts him today they get a deal. >> in honor of the giants victory this week in the world series we are waiving the adoption fees for all orange and black toned or colored cats and dogs at pets in need. in the case of tony we figured he is close enough to orange and black that we are going to waive his adoption fee. >> because of his past abuse you are offering free lifetime care for him. >> right. we have a program called the save our seniors. and tony qualifies. he is a special need dog. he was abused when he was younger and lost some teeth on the left side of his mouth and lost the sight in his left eye. he is considered a special needs
