i'm laura garcia-cannon. >> and i'm sam brock. new this morning firefighter himself to work quickly to put out flames at a construction site in pleasanton just off 680. crews were able to knock it down in minutes. thankfully nobody was hurt. several homes were being built at the construction site. two of them were completely destroyed. firefighters are looking for a cause. >> polls across the bay open in about an hour, 7:00 a.m. sharp. >> yes, and we'll be there. we have team coverage of decision 2014. we have a closer look at the south bay races. >> we go to nanette miranda. she joins us live where the price of soda is the issue. >> reporter: good morning. no other soda tax has passed anywhere in the country. supporters hope that itf just oe of them passes, it will breathe

new life into the national movement. they want people to start considering sugary drinks, much like alcohol and tobacco, that it has to be regulated and taxed to change behavior and combat the obesity problem. it's a 1 cent to 2 cent tax per ounce. the beverage industry has poured $11 million in efforts to beat this measure, the majority spent in san francisco. the industry pitches the government shouldn't be able to tell you what to eat and drink and the tax hurts low-income families the hardest. >> here's a sample of what berkeley voters are thinking. >> i think it's harsh. >> i think it's worth a penny so they don't end up like me, with type two diabetes. >> the push was on in berkeley

to pass measure d with volunteers calling voters and urging them to mark yes on their ballots. it's easier to pass in berkeley because only a majority vote is needed. here in san francisco it's a much tougher threshold. a two-thirds vote is needed here to pass prop e, the tax on soda. nanette miranda, "today in the bay." >> and we're talking about seven term congressman mike honda and ro khanna. >> bob, surprisingly recent polls show khanna could be in the driver's seat. >> that's incredible when you consider that just months ago in a june primary, congressman mike honda had a 20-point lead over khanna. both men are democrats.

honda, who is 71 years old, has represented the 17th district since 2000 covering north santa clara and southern alameda counties. khanna's team has countered criticizing honda for having sponsored only one bill during his 14 years on capitol hill, a bill to name a post office. khanna says he's done more, securing billions for bart in san jose. now, speaking of chuck reed, his job is up for grabs, two men vying for the san jose mayor's race this morning.

out to the polls today. mild and breezy conditions, just beautiful. we'll see that iconic old glory, american flag glowing in the breeze. staying rather light to the tune of about 10 to 15 miles per hour at the strongest point of the day. that will occur between about 2:00 and 3:00, 73 degrees, comfortable conditions in the south bay. you'll hit the 70s on the east shore and in san francisco. meanwhile, mid 70s coming your way in the north bay. this is one of my favorite times of year across the bay area, probably yours as well. we're hitting that peak foliage period and we get some really, really pretty sights out of this. you'll hit that peak in scotts valley fulton and we're near peak at highway 17 at the summit. that looks good. maybe you plan on heading over

field at the merge. you have your metering lights on and the backup at the bay bridge toll plaza. let's move over to the tri-valley. nothing unusual, you have your build for 580, south through pleasanton and highway 84, there's a crash there around niles affecting 84 itself but the roadway is still open. we'll go from the tri-valley to what we call the tri-city area. there as a crash south 880 at stephenson that has moved to the shoulder without much of a disturban disturbance. the route through the south bay just starting to slow down, 101. no big surprises there. predictable pattern. the curve as torba linda, a

morning, do ya, clint eastwood style? right now the jackpot sits at $321 million. >> voters will decide on several close races on this election day. polls open at 7:00 a.m. and close at 8:00 p.m. california's 17th congressional district and mayoral races in san jose and in oakland. >> a lot to keep track of this morning. what you like both in real life and on facebook is a pretty good predictor of how you will vote. >> if you like jazz, you're more likely to be a democrat. social scientists have been able to better quantify this, sam, thanks to those likes on facebook. they're able to examine who clicks like on a campaign to see what else they like. last month a social scientist mapped it out. a lot of facebook users visit

the kennedy space center in florida but generally more democrats than republicans, not surprisingly democrats seem to dislike george w. bush's childhood home. that tends to move this way. and more data for you. when we have a republican congress and democrat as president, which it looks as if maybe we will, that tends to be better for the economy and the markets, though bill clinton does actually skew those results. he was president during one of the biggest economic booms in history. no politician talking about oil prices this morning. they're incredibly low. a barrel of oil now at a four-year low. and that's great news if you're filling up. but the "economist" magazine points outs it starts to become an issue for world politics. the boom in shale oil could cause unemployment. brazil has offshore reserves it wants to develop. those are going to be expensive, nobody wants to do that with

cheap oil. venezuela has debt coming due. it pays off its debt using oil. russia already hurt by sanctions, depends on selling energy, mostly natural gas. that could cause them more to get out of ukraine. what you pay at the pump has an effect all over the world good and bad. >> not just your tank that you're filling up. >> we still love it. >> you're right. >> it's been a great benefit here. thank you very much, scott. >> parents in one bay area neighborhood, they want to know who passed out drugs on halloween. >> a baggy was found inside a trick-or-treater's candy bag. kris, so far we only know of one child who got those drugs but it's certainly an incentive for parents to take out those bags and looking through them carefully. >> oh, sure. i think a lot of parents will be taking out the candy bags and emptying them out on the table

and looking through them once again. hercules police say a child's father found the drugs as he was checking his child's hall reaow candy on friday night. that tiny bag of white powder tested positive for methamphetamine, a tenth of an hou ounce, by the way is, enough to be charged with a felony. >> he was checking the candy and he found the baggy and suspected it to be illegal drugs and wanted to report that he had found that. >> reporter: so far that is the only report that police have gotten regarding the finding in that promenade neighborhood of hercules. but for a lot of folks there, one baggy of drugs is enough. one young woman told us when she suspects when her mom hearse about all of this, all of her siblings' candy is going

straight in the trash. police say if they can track down who this belongs to, they can figure out whether or not it was done on purpose. police are urging parents to go through the candy one more time and report anything that could be drugs. >> that's a good reminder to always look through. thanks a lot, kris. >> 6:18 right now. this as we give you a live look outside of san francisco. wait a minute, where did san francisco go? it was clear two seconds ago. >> christina can explain for us. she joins us with a little at the microclimate forecast. >> good morning to you, my friends. thanks for waking up with us before i get to the science. i wanted to tell you it's going to be chilly out there. throw on an extra blanket because we have not yet hit the coldest point of the day and we will as we get into the next half hour to 45 minutes. so temperatures out there right now kind of chilly as you're getting the kids ready for school today, you want to dress them for the two different parts

of the day. because this afternoon it will be warm enough to shed that jacket and we're going to have a lot of sunshine in the bay area. just a beautiful day coming your way. right now mostly in the 40s and 50s across the board. let me tell you what's happening. we have moisture coming in to this area of low pressure, which is just to our north. high pressure still in control. you can see the clouds arcing up and around the ridge of high pressure. it comes in and compresses everything. all that moisture is forced to the surface of the bay area. as a result you lose visibility just like that. we have a big ridge of high pressure right on top of us. that is compressing all of that moisture. some really cool science to go over with you this morning. so temperatures for today are going to be about 3 to 5 degrees warmer than where we ended up yesterday and we will peak as we head throughout tomorrow, jumping by an additional 5 to 10

degrees. today, though, looks spectacular. 73 degrees for the south bay, 72 degrees on the peninsula, 70 for the east shore and san francisco is at 70 degrees as well. here's the day for tomorrow. big jump, feeling like summertime. that's an august high for average. tomorrow a rare treat and then we'll take your temperatures right back down as we get into the weekend. but really no swings in terms of temperatures all across the board. and things really start to change as we get into tuesday of next week and our next storm system moves in. we'll talk more about that coming up. mike inouye, how is that drive? >> it's a little unusual. the bay bridge toll plaza we expect to see the backup but traffic in the fast track lane is moving a little smoother. a lighter flow here. let's show you what goes on. the map, we'll show you the east

flow freeway. the crash for the east shore freeway is the issue at central avenue. westbound causing this big backup, starting in hercules, really cranking down here in richmond and slow all around the golden gate bridge area, causing a backup for the upper east shore. now we're looking offer toward the tri-valley, nothing really unusual. wanted to show you the build for south 680. we do have a crash affecting that flow right around palo mares and both directions making that cut through. over here the castro valley y and southbound 880 through hayward. the rest of your drive looking pretty well, no real backups. the south bay, we just have your build starting with 87, 101 and 105 showing some slowing. northbound no problems past the

"today in the bay"'s tracie potts joins us from washington, d.c. >> republicans think they have momentum going into this. the key question is do they have enough momentum to take control of the senate? polls are now open around the country. 36 senate seats may be decided today, eight are too close to call. >> a vast majority are taking place in states the president did not win in the last presidential election. >> reporter: republicans need six seats to win control of the senate. but how soon will we know? georgia and louisiana could end up in runoffs. plus one in four voted early. thousands of mail-in ballots may not even arrive before election day. >> we're probably going to be waiting a while before we learn who will be the majority in the senate. >> 36 states elect governors

election day. polls across the bay area will be up in about 15 minutes at 7:00 sharp. >> we have team coverage of decision 2014. bob redell is in san jose with a closer look at the big south bay races. >> that's one of the polling stations you'll be looking at right there. >> we begin with nanette miranda where soda is taking center stage, kind of a national litmus test here. >> good morning, sam. in berkeley the measure is called measure d, in san francisco proposition e. if either gets enough vote to pass, it will be the first soda tax measure in the country to do so, a tax of 1 to 2 cents per ounce depending on the city. there are some exception for low-calorie drinks. it could set a trend nationally. the beverage industry has poured $11 million into making sure both measures lose. they say the measure is needed

to fight the obesity epidemic to get people to think twice. opponents say the tax hits low-income people the hardest. >> that's really going to change how the city, the stay and this country looks at this product. >> it's not really government's place to decide for us as consumers what is best for us to be putting into our bodies. >> in berkeley at the campaign last night, a last-minute push to get people to support the soda tax. some say if you can't pass a soda tax in liberal berkeley, you can't pass one anywhere. there have been 30 attempts, including the one in richmond, have failed. all eyes are on these two soda tax measures because of the national implications.

>> a lot of money poured into that measure. let's bring in bob redell. he continues our coverage of decision 2014, where he's keeping an eye on the mayoral race. good morning, bob. >> reporter: good morning, sam. who better to fix the san jose police department which has gone through drastic cuts in reecent years. this pits two men, sam liccardo and sam cortese. cortese has already said he'll add iccardo sid he and mayor ry already have a plan to hire 200

officers. measure b was passed to reign in the pension costs. many now blame measure b for contributing to low morale in the police department. this is a measure that liccardo supported. cortese didn't, which is why he's receiving the backing of the police union. the union did get a judge to rule parts of measure b illegal, which the city is trying to appeal. cortese has vowed if elected, he'll back off that appeal. >> bob redell, "today in the bay." >> statewide a bunch of things going on, position of head of state, for example. the governor's race up for grabs. it does appear incumbent jerry brown will remain governor. >> some of the larger measures include proposition 1. that is a water storage and bond

high pressure, these showers colliding as that ridge high pressure sets up. what's also happening is high pressure moves in and compresses everything, forces it right to the surface and as a result we get that thick fog but it's not going to last long. it should be clearing between by about 9:00 and 10:00. we are losing visibility right now on the peninsula and in san francisco so please travel cautiously, a nice sunny finish between 10:00 and noon. full sunshine for the entire bay area. as we head through your wednesday, peak warmth for the south bay and then temperatures slowly start to drop and we get more rain as we head through the beginning of next week and right now it's looking so good for us to hit that atmospheric river, that subtropical tap looks likely as we head through the 11th, 12th, even 13th of this month. we'll keep you updated. here's mike on your drive. >> it was very slow.

can you guys hear me okay? looking at westbound 92. i got a little concerned. smooth flow of traffic but it's a slower drive right now. there was some sort of stall reported across that span. i see traffic moving a little smoother. they may be making progress there. we have the slower drive for the westbound 92, interchange off of 880 and it will slow folks down in hayward. tracking that as the build continues for the east bay, the tri-valley nothing unusual, through sonoma and fremont, a standard flow there. san mateo, moves nicely toward a congestion spot. reports of a chemical spill of some sort, it's now a nonincident as far as chp is concerned. no slowing just north of the dumbarton bridge. the northbound routes all picking up the volume and that's

a distraction and a bad point for this to cause more slowing off of 85 heading toward downtown san jose. folks will try to get out of whatever slowdown they see. over here we see smoother drive approaching the berkeley area, cleared about 20 minutes ago. the bay bridge toll plaza has a backup. oakland, the live look past the coliseum and the haze, all the way too the bay bridge toll plaza and traffic flow is very slow off 24 and 580, standard in toward san francisco. back to you. >> thank you very much, mike. parents in one bay area neighborhood scratching their heads this morning and checking their kids' candy bags, wanting to know who passed out drugs on halloween opinion. >> this is really a disturbing discovery. >> a lot of people saying who would do this sort of thing. police don't know whether it was an accident or whether it was a

foul trick. they know at least within child got methamphetamine in their halloween candy bag on friday. a father told hercules police they were in the promenade neighborhood of hercules when someone put this in his child's candy friday night. it was a tiny bag of white powder that tested positive for meth, enough to constitute a felony. we talked with a couple of teens and they say they don't think their younger siblings will be allowed to now keep their candy. >> my mom will probably throw it out now. >> now it makes you wonder why something like this is going on in your neighborhood. >> police say if they can track down the person the meth belongs to, they'll be able to determine whether it was done on purpose or a trick and whether or not there might be other bags of meth out there in halloween baskets. police urging parents to sort through the candy one more time
