at 42%, bill cassidy at 41. nbc's tracie potts is live in washington. any sense of what the president might say later today? >> we know the president is going to speak later today, dara. undoubtedly he's going to have to deal with these election results and whether or not this democratic administration can get anything done over the next couple of years with what's now a firmly held republican congress. >> victory. >> enough of the failed gridlock. >> reporter: republicans picked up seven seats in the senate, one more than they needed to take control. senator mitch mcconnell is expected to become the new majority leader. his plan? scale down washington. >> friends, this experiment in big government has lasted long enou enough. it's time to go in a new direction.
4:03 am

4:06 am
think it was anti-washington or anti-incumbent? >> it seems like it was a little bit of both. we knew in the weeks leading up to the election it was looking tore a republican wave. it really went so much better for republicans than even was expected, the fact that the senate got called to be a takeover by the republicans early in the night. we thought perhaps we would be waiting for a runoff or perhaps the results of the a alaska race. it really ended up being more positive for republicans than originally was thought. and so it seemed to be a fairly strong anti-incumbent wave. the president is now going to be on the defensive as far as trying to see whether this was a referendum on his time in office or just discontent overall across the nation. >> a "washington post" editorial brings up an interesting point saying, quote, republicans did not claim anything close to 60 seats. the magic number that would allow them to by pass democrats. of course, the white house remains in democratic hands. the country has empowered republicans to share power.
4:07 am
the question is, is that how republicans will view their wins? >> well, that's certainly a good way to put it. republicans don't have that 61-vote majority that obviously they would want, but it wasn't in the cards this time around as far as the numbers go. yes, absolutely, republicans are going to have to work with the president if they want to get any sort of expansive agenda passed. otherwise they'll be able to veto what they pass. at this point there will have to be republican and democratic cooperation to get much legislation done in the next two years of the obama presidency. >> the president will talk to reporters later today. what is the one key message that he needs to get across? >> at this point he'll have to talk about what exactly he plans to do and how he plans to get his agenda done in the next couple of years, whether he actually will have the ability to work with mitch mcconnell and the republicans in the senator if he'll kind of be going back
4:08 am
and forth with republican leadership in the house and senate and not actually getting things done. he'll have to talk about his legislative agenda as well as what he thinks the election means for his presidency and legacy. in 2010 he called the republican games a shellacking. the question is what word will he use today? we'll hear what the president has to say later this afternoon. >> what do you think democrats will have to do to recapture the momentum for 2016? >> in some ways 2016, this sets up a better situation for perhaps a nominee like hillary clinton. it could put her in a better position because now it will be easier to run as an outside washington candidate going against a republican senate and how, if there continue to be frustrations in a couple of years, that could be a more positive situation for democrats and the pendulum can swing back the other direction. >> leigh, thank you so much. >> thank you. parts of southern france are on high alert after heavy rain
