from nbc bay area, this is today in the bay. >> good wednesday morning, it's 4:30. i'm sam brock. >> i'm laura garcia-cannon. lots to get to on this post election morning. first let's check the forecast with meteorologist christina loren. good morning. >> good morning to you, everybody at home, i know you want to get to those results this morning. it's chilly out there. we've got another spectacular day ahead and temperatures right now mostly in the 40s and 50s. your full forecast, including some rainfall coming up in a few moments. right now a check of your drive with mike. >> good morning, christina. zoomed in toward the roadway, across from the coliseum.

see the sign over on the eastern side of the roadway, looking on southbound 880 over toward the coliseum. earlier crash right there. we'll look at your maps, no more slowing out of the oakland area and off the maze. we also cleared just about 4:00 in the morning, so nice easy drive towards the bay bridge or wherever you might be going throughout the bay. slowdown in palo alto. big concern, i'll show you the live camera, but for now, back to you. >> thank you very much. a lot to cover on this wednesday morning, decision 2014. new election results in the bay area overnight could have a ripple effect throughout the country. voters in berkley have become the first in the country to pass a tax on sugary drinks, including soda. the measure won out by a very large margin, 100% of precincts

reporting there. 75% in favor of it. 25% against. >> while voters in berkley were on board with the soda tax, voters in san francisco were not, at least not by the majority they needed. measure j. could not reach the mark. >> it looks like the race for oakland mayor already decided, won't be jean quan. >> that is not going to be the case. libby shaft is declaring victory, she is in the race for mayor. schaaf holds an insurmountable lead over quan. keep in mind the official winner has not yet been declared. there's the stacking of the top four candidates. libby schaaf, jean quan, rebecca kaplan and it will be several days before a winner is announced. quan won last oakland mayoral

race after staging a comeback after the rank choice phase of the vote count. something to keep in mind. the closest race is the one pitting mike honda against ro khanna. here's the latest on that race for district 17's top seat. honda holding a very slim lead right now, up 52% to 48%. the gap was tight last night when each candidate remained upbeat about their chances. >> i feel good. i feel good because all our supporters are here. you don't see a party like this yet. this is good. this is good. but it's still early. >> regardless of the results, and we don't know how the results are going to come out, but regardless of the results, tonight we have a lot to celebrate. we have so much to be proud of. >> and as you saw a second ago, not all the precinct votes have been cast yet, not all the

provisional ballots, some of the mail-in ballots need to be counted. we're still waiting to find out definitively who won the race. khanna is popular with tech leaders, honda is seeking to win his eighth term in congress. >> jerry brown won pretty easily, proposition 1 easily passed. it creates a $7.5 billion water bond to create a new recycling and water storage system. voters also approved proposition 2, a rainy day fund, setting aside money every year to offset future budget downfalls. proposition 45 did not pass. it would have given the state insurance commissioner the power to approve or reject health insurance rate changes. 60% voting against that one. the controversial proposition 46 also just flamed out.

it fought to increase on medical malpractice suits and drug testing against physicians. proposition 47 passed, which reduced some prison sentences from minor drug and property crimes. you see almost all precincts reporting there. 58% voting in favor of that. the casino measure failing to pass. that outcome will likely kill a casino expansion plan through a practice called reservation shopping, using land to build new indian gaming casinos. sam? >> the balance of power officially swung in congress this morning, laura. congressional leaders heading to the white house friday after sweeping last night's election will meet with president obama to lay out what they can get done in the next two years. reaction to last night's vote and a look ahead where republicans would like to take the country. >> victory. >> enough of the gridlock,

enough of the failed leadership under president obama and, yes, harry reid. >> republicans picked up seven seats in the senate, one more than they needed to take control. senator mitch mcconnell is expected to become the new majority leader. his plan, scale down washington. >> this experiment in big government has lasted long enough. it's time to go in a new direction. >> stop accepting this idea that people want to be provided for by government. >> colorado's republican winner says voters spoke loud and clear. >> get your job done and get the heck out of the way. >> some democrats held on. louisiana's mary landrieu is in a december runoff to keep her seat. jeanne shaheen won and she's already talking compromise with the new leadership. >> i promise you, i will work with anyone in the senate,

count more ballots this morning, so tune in at 11:00 a.m. for the latest numbers. numbers i want to see right now, christina loren has those, our current conditions right now. >> good morning to you. really, really good looking day shaping up and good looking weekend. it's wednesday now, you can start getting into the mode where you're thinking about your weekend plans. it's going to be lovely around here. temperatures right now mostly in the 40s and the 50s. thank you to everybody who went out there and exercised your civic duty. as you know, we get to vote in this great country and it's a privilege. we'll be bringing election results all morning long and pretty much all day long, as well. what to expect in the afternoon, temperatures for today are going to be warm out there. in fact, we're expecting to peak for today with the 80s on the way. lots of sunshine coming your way this afternoon. comfy and dry into this upcoming weekend, then we bring on the rain. as of next week, quite a bit of it. we've got a lot to talk about.

i'm going to give you the timeline for the changes. in your specific microclimate in just moments, but first it's a wednesday morning. let's find out about the roads. a lot of people stayed up late, mike, good morning to you. >> yeah, early morning in case they want to continue counting in some of those races. over here, off to the races for the morning commute, as well. this is palo alto southbound 101 as you're approaching willow and university. look at the live traffic sensors through the area and we're seeing slowdown in yellow, just below 60 miles per hour, but no slowing, at least not a lot of congestion. folks maybe not racing to the roadway right now, but a smooth drive no matter where you're going throughout the bay, dunbarton, san mateo bridge, both sides of the bay heading up towards the bay bridge with no metering lights, of course. no backup on the oakland side. live look shows you nice clear, easy drive across to or from the north bay. there's the cones placed

this fourth term, no one's ever had it, no one's ever going to have it again, and i take the responsibility and the opportunity very seriously, and every part of my mind, my body, my imagination, i'm going to throw into this next four years and for whatever reason, i get up every morning so enthusiastic, energized, ready to go out there and make a difference in california. >> the victorious governor brown talking last night about his unprecedented fourth term. and there was really never any doubt in this race. brown handedly defeated gop challenger neel kashkari on that. now, democratic incumbent scored impressive victories in other key races, as well. >> gavin newsom, for example,

won, as well. sorry, a little late on that. he won 59% to 41%. gavin newsom also claiming victory. >> secretary of state is being termed out. he actually holds a lead over republican pete peterson. >> and in the race for comptroller. in the south bay, so much in the race for san jose's mayor. it's still coming down to the wire, neck and neck between sam liccardo and dave cortese. >> live outside san jose city hall with the latest numbers. good morning, bob. >> reporter: these are the very latest. precincts now 100% reporting. here are the latest, sam liccardo is leading dave cortese 51% of the votes to cortese's 49%. you can see the numbers right there. just over 100,000, close to 110,000 people have voted in the san jose mayoral race, with a

roughly 2,000, 2,100-vote lead, sam liccardo appears to be, he will be the next mayor of san jose. i say appears, because these are unofficial results and there are still last-minute mail-in ballots that need to be counted. as it stands, liccardo has not declared victory and his opponent, dave cortese, has not conceded defeat. both appeared before supporters last night and this is what they had to say. >> we started 20 points behind in the polls, remember that? and we knew we'd be taking on a formidable machine, and we all knew this wasn't going to be an easy task. >> powerful campaign, it's been a powerful campaign. i don't know what more we can do, i don't know, both sides were going at it with every resource we could possibly come up with. >> the race for san jose mayor

centered around how to build the san jose police department, which shed officers over the years, officers upset about the reduced pension benefits, among other things. voters passed measure b, which reduced pension benefits for city employees, in order to cut the city's budget deficit. liccardo supported measure b., cortese was against it. again, with 100% of the precincts reporting, sam liccardo is leading dave cortese by two percentage points. reporting live outside san jose city hall, bob redell, today in the bay. >> few more votes to count. thank you very much, bob. nationally, the elections are impacting futures this morning. morgan brennan live at cnbc headquarters. how does this change affect the markets? good morning. >> well, good morning, sam. markets may react today to republicans taking control of the u.s. senate in the sense energy stocks could rally in

hopes to renew oil and gas pipelines. the gop could also push for budget cuts and consider another fight over the debt ceiling, but history proves wall street is bullish in post-elections in general. since 1928, the s&p 500 has posted an average gain of 7% in the three months following the midterm. meanwhile, general motors is offering a $25 gift card as an incentive to get owners to replace faulty ignition places. as of last week, only about half of the affected vehicling had been repaired due to inaction by owners and lack of replacement parts. disney says more than 3 million frozen princess dresses have been sold this year, reflecting the continued power of the blockbuster movie that's now a year old. the dresses sell between $50 and $100 a piece. national retail federation says an estimated 2.6 million kids dressed up as a frozen character

as a result of that clear sky, your sunrise, 6:42 a.m., coldest time of the day, it's going to be very brisk out there, falling into the upper 30s yet again in some of your north bay valley spots. temperatures in the 80s inland. our days are getting shorter, sun will set at 5:07. these are your highs today. 80 degrees for the south bay, 77 degrees on the peninsula. hit about 75 degrees on the east shore today. that's a warm day out in oakland. upper 70s, places like fremont, peninsula looking good for really comfortable conditions, and once that sun comes out in full force, we will warm you up rapidly. then temperatures drop through the next couple days. this is courtesy of an area of low pressure, no rain as we get into your weekend, we can hit the beach, comfortable conditions, then the rain returns late tuesday, wednesday, thursday of next week.

right now, back to you, sam and laura. >> thank you, christina. breaking news, investigators are trying to track down the driver of a fuel tanker that hit and killed a man in san francisco's tenderloin last night near mason and market around midnight. police say a tanker ran over a man walking in the road and continued driving. police admit they do not know if the driver left the scene to avoid getting in trouble or if the driver knew someone had been hit. it is 4:51 on your wednesday. police are looking for a gunman in the south bay. officers were called to a san jose apartment after somebody reported hearing gunshops after 5:00 last night. they found a person shot and killed. his age and identity has not yet been released. police also found a 16-year-old boy who had been shot. that teen was taken to a hospital. he is expected to survive.

police hope surveillance video will help them find a man who robbed a walgreens pharmacy with a gun tucked into his waistband. take a look, investigators say this man went into the pharmacy over the weekend and demanded pills from the pharmacist. he reportedly lifted his sweater to show he had a gun, but doesn't point it at anyone. the pharmacist gave him pain medication, then he took off. critics of planned parenthood will protest in hopes of dissolving the partnership between the organization and the district. acalanes union high school district sex ed classes are taught by educators from planned parenthood. protesters say they funnel students to the program as future patients. however, school officials say the sex ed classes emphasize abstinence and say it's age appropriate. officials also say the partnership between planned parenthood and the district have been a part of the district for about ten years.

san jose pot shop restrictions could be repealed. yesterday the council decided to let voters decide. they include distance requirements from schools, daycares, and community centers, which force pot clubs to close. initiatives will appear on the june 2016 ballot. okay, stay tuned for that one. not resolved this year. 4:53 right now. pablo sandoval on the market for less than 12 hours, he's already getting big money offers. the panda next. over here we're looking at fremont, smooth drive right here. nobody paying big money at the scales, just one vehicle there. slowing delays at the tri-valley interchange there coming up. and we continue our decision 2014 coverage. here's a look at some of the other local races.
