in the bay. >> from nbc bay area, this is today in the bay. >> and a very good wednesday morning to you, thanks so much for joining us, i'm laura garcia-cannon. >> and i'm sam brock. we begin with decision 2014, the big race in san jose still too close to call. right now the race for the city's new mayor is neck and neck with sam liccardo holding on to a narrow lead over dave cortese. >> bob, about 2,000 votes separate those candidates. >> reporter: yes, and if you don't include the mail-in ballots right now, sam liccardo, of course, does have the lead. if that's the case, it would appear he would be succeeding mayor chuck reed at san jose city hall. unofficial results with all the precincts reporting, 100%, liccardo leads dave cortese by just 2%. you can see the numbers there on

your screen. 51% to 49%. you can see it's been a very tight race. there are less than 2,200 votes that separate the two men, and as i mention, still the mail-in ballots need to be counted and as we've been talking about, it's not clear whether there are going to be enough ballots to swing the race one way or the other. so far liccardo has not declared victory. we did reach out with him this morning, and cortese, he has not conceded defeat, but both men expressed confidence in their campaigns last night before their supporters. >> we started 20 points behind in the polls, remember that? we knew we'd be taking on a formidable machine. and we all knew this wasn't going to be an easy task. >> powerful campaign, it's been a powerful campaign. i don't know what more we can do, you know, both sides were going at it with every resource that we could possibly come up with.

>> reporter: the race for mayor has centered on how to rebuild the san jose police department, which over the last few years has been shedding officers, many upset over reduced pension benefits, among other things. you might recall voters passed measure b, which reduced pension benefits for city employees, in order to cut the city's budget deficit. city councilman liccardo was for that measure. cortese against it, which is why he's had the backing of the san jose police officers association, which is the union that represents the officers. reporting live outside san jose city hall, bob redell, today in the bay. >> no doubt both candidates had a late night. >> and more hours to wait out here. thank you very much. >> all right. the closest bay area congressional race, one pitting the south bay's mike honda against young upstart ro khanna. here's the latest on that district. 17 house seat mike honda with 52%, ro khanna with 48%. >> waiting on some of the absentees and provisional

ballots there, too. history made in berkley last night, that city is the first nationwide to approve taxing sodas in the hopes of cutting down on consumption one cent per ounce. it won by a fairly substantial margin, really a landslide, 75% to 25%. while voters in berkley were onboard with the soda tax, voters in san francisco were not down with proposition e. that requires a two-thirds majority to pass. that 55% can be misleading because it is below the threshold the city needed to pass. >> looks like the race for oakland mayor already decided and it will not be jean quan. libby schaaf declaring victory this morning. >> she is. nannette miranda joining us from oakland. nannette, the rank choice voting system means it could still take days before an official winner is announced. good morning. >> reporter: that's right. rank choice voting can throw a curveball like it did with the last election with jean quan coming out of nowhere to win the

oakland mayor race, but it's looking like voters are rejecting the idea of giving oakland mayor jean quan a second term and instead giving libby schaaf a shot. here's a look at the latest numbers. this is, of course, after rank choice voting is applied. after 15 rounds of redistributing the votes, schaaf comes out on top with 62% of the vote and rebecca kaplan, the fellow city councilwoman, who was the former front-runner, was at 37%. things started to turn around for schaaf once governor jerry brown endorsed her about a month before the election. schaaf was once brown's special assistant when he was oakland mayor. schaaf is known to be a budget watch dog and good government advocate since being elected to the city council in 2010. current mayor jean quan really never recovered from her handling of occupy oakland. the public's dissatisfaction with that put her job in jeopardy. quan is on track to becoming the

first oakland mayor since 1990 to lose re-election. her pitch to voters highlighted a decrease in crime and rise in development, but that apparently, the voters did not agree with. while schaaf has claimed victory, again, there's still the absentee and provisional ballots need to be counted, but i think the schaaf lead is too great to overcome, but officials are still trying to get that final vote count. live in oakland, nannette miranda, today in the bay. >> we will follow the official count. thank you very much, nannette. we will have much more election coverage throughout the morning. you can see additional results scrolling at the bottom of your screen. any time we're not on the air, head to nbcbayarea.com for the latest results. big change on the national stage. republicans now in control of both the senate and the house. nbc's chuck todd will join us to break down the shift in power

this is on the shoulder, there was a pickup left over from the hit and run crash, clearly not a big incident, so i was going to tell you to watch for incidents as the chp arrived. clearly that pickup truck left the area. here's your typical build for the tri-valley, southbound 680 through pleasanton and sunol, nice drive through the tri-valley. nothing unexpected there or 580 and 238 split, slowdown and slower drive through hayward, southbound 880, typical slow there between the san mateo and dunbarton bridges. 280 and downtown san jose, that is a slower drive just developing for the south bay commute. we'll show you oakland, 880 heading towards the bay bridge, smooth drive northbound with the taillights. approaching the bay bridge toll plaza, slower drive through the berkley curve. no big surprises. fast track lanes, little advantage there heading in towards san francisco.

you're watching today in the bay. >> welcome back now. today in the bay looks warmer. five to ten degrees warmer. and as we get into the rest of the week, temperatures are going to cool off. so if you wanted to get out to the beach, if you want that warm sun on your face later on today, enjoy it. things are going to change pretty quickly, and i will show you when those changes are coming to your microclimate in just moments. >> and we'll get much slower here for the san mateo bridge, but right now an easy drive. look at the clear view

christina's talking about. smooth drive through the peninsula, as well, but where i see that slowing creeping up on you for your morning commute coming up. and here's a look at today's top stories. investigators trying to track down the driver of a fuel tanker that hit and killed a man in san francisco. police say the driver did not stop, but police don't know if the driver left the scene to avoid getting in trouble or if even he knew he hit someone. deadly shooting in the south bay. it happened last night in a san jose apartment complex in the almadon neighborhood. investigators say a person was killed and 16-year-old boy was wounded. critics of planned parenthood will be protesting a school board meeting in hopes of dissolving the partnership between the organization and the school district. the sex ed classes are taught by educators from planned parenthood. protesters say the partnership with the organization funnels students to the program as future patients. 6:13.

the head of the british version of our nsa says silicon valley is helping terrorists. >> scott mcgrew, those are pretty strong words. >> gets worse. there's a lot of frustration here, sam. robert hanigan wrote an essay in the financial times and titled it, people don't want social media to facilitate murder. the head of the british spy agency calls out twitter, facebook, and what's app, in particular, names them by name as being tools for islamic state. certainly, youtube, as well. hanigan also very upset that some companies here in silicon valley, apple included, will encrypt messages so governments cannot read them. now, that's just in reaction to america's nsa action. we all learned about that from edward snowden, e-mails, web habits, phone calls, all being tracked. a federal court here in america is taking a look at nsa. remember they were tracking the physical records of nearly every phone call in america, so your

phone calls, but is that a violation of your rights if no analyst ever looks at it? after all, the nsa says, we have to record every number of every call if we're going to go back and later look to see if a certain number pops up. they say that isn't spying. it's actually a bit like what google had with book publishers a couple years back. google wanted to make books searchable, so you could find facts, passages of a book and presumably buy the book once you found it. publishers thought google was violating their copyright, but google said we have to scan the whole book to digital in order to understand what's in it, but nobody but our computers is going to read it. nsa is saying the same thing, the computer records calls after you become a suspect do they go back and look. >> okay. doesn't necessarily allay everybody's fears. it's a rational explanation.

no fog to slow you down, that's the good news, and it is still not cold enough for frost formation. that's what we talk about when you dive into the 34 to 36-degree range, but take a look at truckee, my friends. 23 degrees to kick off the day and they are making snow steadily at this hour. that's a comfortable temperature to do so. throughout the day today, dry air mass overhead, so temperatures will warm rapidly for you once the sun comes up at 6:42. then into the afternoon, a brief return to the 80s inland with abundant afternoon sunshine. your sun will set at 5:07. but not before we get gorgeous daytime highs, and because of the time change, highs coming in at 2:00. if you're looking for the warmest point of the day, there you have it. 82 degrees for the north bay, san francisco 73 for you, and 80 degrees for today in the south bay, with changes coming your way as of this weekend. we're going to drop those

numbers into the 70s, staying nice and comfortable saturday and sunday. yeah, veterans' day parade happening in san francisco, starts at 11:00 a.m. on sunday. comfortable conditions out there. 73 degrees at 2:00, and the raiders are back at home this weekend, as well, after making a pretty good showing against seattle last weekend. let's go oakland. we are rooting for you. 73 degrees at 3:00. we love the raiders. over to you, mike. >> i think they say that on the old nfl film. excellent. looking over towards the peninsula side. that would be traditionally niners territory, although it moves out. looking over here, traffic is moving in a westerly direction. that's your commute. looking at the bay bridge, no problems, golden gate bridge also getting in towards san francisco, nice easy drive. look at that, you can easily see the north bay, that's a beautiful shot here and a beautiful drive through the north bay. let's look at your maps. all the way from basically nevada down through san rafael, across the bridge, easy flow of

traffic on the western side, the north bay. looking at the east bay starting to show sensors in the yellow zone around 55, 50 miles per hour coming in towards berkley and approaching the bay bridge toll plaza, where we showed you the backup, as well. slower drive, typical for pittsburgh, nothing unusual, slower drive towards the walnut creek interchange developing, slower south 680 through pleasanton and sunol. slowing between the two bridges, right about now as everybody heads over towards the peninsula and the southbound north bay routes kicking inment big delays because of overnight construction, which had you down to one lane up until 6:00. just a note towards palo alto and the peninsula, 101 up here, moves nicely, light volume up towards redwood city and san francisco. back to you. >> thanks a lot, mike. 6:19 right now. still ahead, jerry brown opening

you're watching today in the bay. >> a very good wednesday morning to you. sun up over the bay area. beautiful live look outside. blue skies out there over san francisco. making way for a nice day. pretty decent temperatures, too. we'll check the forecast coming up in just a moment. we are following the overnight election decision 2014. quick look at some of the state measures this morning passed by voters. proposition 1 creates a $7.5 million water bond, funds new water recycling and storage systems. you see it there with 100% precincts reporting, 67% in

favor. proposition 2 was a rainy day fund, setting aside money to help offset future budget downfalls. 69% voting in favor of proposition 2. proposition 47 reduces some felony sentences for drugs and property crimes, actually to misdemeanors. voters approving this one 58% to 42%. >> now a look at some of the propositions that were shot down, as well. voters rejected prop 45. that would have empowered state insurance commissioner to approve or reject health care insurance exchanges at his discretion. that loss fairly significantly by a count of 40% to 60%. prop 46 also rejected. that one saw to increase caps on medical malpractice suits for noneconomic damages and drug test physicians. a lot of money and attention spent on that campaign. and that comes well short, as well. 67% of voters saying they are

not interested in approving prop 46. finally, prop 48 also flamed out. that outcome will likely kill a casino expansion. we're going to wait for that to load, but what prop 48 would do was kill a casino expansion through a practice critics call reservation shopping. that is essentially using more accessible land to build new indian gaming casinos. that lost 61% of the voters saying no thank you. >> at 6:25, governor jerry brown never really broke a sweat in defeating republican neel kashkari for a fourth term. the final numbers may have been closer than some predicted. 59% going to brown and 41% to kashkari. governor addressing the media last night outside the governor's mansion. even with a fourth term on tap, the job never gets old. >> this fourth term, no one's ever had it, no one's ever going to have it again, and i take the responsibility and the opportunity very seriously, and

every part of my mind, my body, my imagination, i'm going to throw into this next four years and for whatever reason i get up every morning so enthusiastic, energized, ready to go out there and make a difference in california. >> while this is officially governor brown's fourth term, it's only his second since the term limits kicked in. as for his challenger, neel kashkari, don't expect him to just fade away. >> i will continue to do everything i possibly can to help take our state forward and to help take our party forward, and i want you to know this, i'm just getting warmed up. >> kashkari facing an uphill battle in defeating brown. >> yeah, given the financial disparity, he did pretty well. >> you're right, you're right. it is 6:26 right now.

>> well, look, it was a full repeatuation of him, this entire election season was about him, wasn't just the senate races that republicans were able to use the president's unpopularity to win, even in gubernatorial races you saw republican gubernatorial candidates use the president in a way to attain victory. look, he is, i think, the question is going to be how much of a lame duck is he? you're still the president of the united states, still the commander in chief, but the question is, can he scale back a domestic agenda where there's common ground with republicans? is there, say, an energy in taxes? that's what republicans are saying they think they can figure out some accommodation with the president, but when you look at some of the big ticket items on domestic issues, immigration and health care, both are still very polarizing and you can quickly see gridlock returning in a hurry if either party sort of overdoes it on

health care or the president perhaps overdoes it on immigration. >> exactly. voters, of course, showing their discontentment really at the polls. >> absolutely. >> they really did. they were voted for change and decided republicans in charge of governorship and washington was the change that was necessary. the president and the democratic party, they are not quite at the fifth stage of grief just yet b uh they are going to have to get to that accepting point. >> thank you very much, meet the press moderator chuck todd. for the first time ever, there are now 100 women in congress. that's the highest number in history. this is alma adams of north carolina became the 100th female member of congress last night. there are currently 20 members in the senate, 80 in the house of representatives. now a quick look at some of the other decisions nationwide. voters in oregon and washington, d.c. voted to legalize the use of recreational pot. >> in colorado and north dakota, voters rejected measures that

be beautiful. a lot of people might be groggy after a post-election night, but i can tell you, temperatures are going to be so spectacular today and then we're going to drop numbers into next week. i wanted to start with gorgeous sunrise shots for you all across the bay area. this, of course, in sunol. you can see here from the hilltops, getting that gorgeous color here, gorgeous clear shot. no fog in sight whatsoever. so what a pretty day. woodside showing you the same gorgeous colors. all across the board, gorgeous sunrise. temperatures right now are mostly in the 50s. 40s, cold enough for a coat. bundle up the little ones for the start of the day, but something they can peel off later on today. 80 degrees for the south bay. 77 degrees on the peninsula, and 74 degrees for today on the east shore. now coming up, we are hitting that peak time frame for checking out the gorgeous fall color all across northern california. we're going to talk about this,

plus that rain i've been promising you. close analysis of next week, but first i know you have to bundle up the little ones in the morning, but the good news is, nothing to get in the way of a smooth drive weatherwise for that precious cargo this morning as kids are getting off to school with their parents. >> that's good news. they can run off the energy in the morning and make sure like you've told them yesterday, make sure you pick up the jacket, don't throw it on the ground. that's what mom and dad would say. we're looking over here, rest of your northbound routes starting to pick up volume through the south bay. very bad time, but that cleared very quickly. we did have minor slowing developing as that cleared from the roadway and a slower drive towards capital expressway. typical pattern for the southbound and northbound routes, same for the rest of the bay, south through hayward and fremont, speed coming down into the 50s. continuing to build that volume. no surprises for the tri-valley,

slower drive for southbound 680 heading through pleasanton and sunol. metering lights are on and you have your backup across the span here. nice drive in towards san francisco. no problems across the golden gate bridge. san mateo bridge off the high-rise, see a good steady flow of traffic. there you go, as they make their way to the high-rise, clear visibility here. north bay we're talking about a smooth drive southbound 101. company south through nevada, past highway 37, but no big delays, and this is not your eyes, our camera is just a little blurry right now. back to you. >> thank you very much, mike. we have clarity on what's going on on capitol hill. markets have been open for a few minutes now. >> let's see if the bulls are there. checking the numbers with scott mcgrew. >> definitely bulls and whatever you want to say about capitol hill, you can make your own

conclusions. wall street i think the election, but also some really strong jobs numbers we just got. 17,457, that's a high, high of all time. we get the big jobs number, guys, on friday, but peak with the adp numbers, guys who literally print paychecks. they can give us hints about what's going to happen, and they were good hints. good number on friday. >> that is always fascinating, you're right. 6:37 right now. ray rice expected in court today. plus, do you recognize this man? what he did that has peninsula police on the lookout this morning. what's possible today? wi-fi access in more places then ever before.

it is 6:40 on your wednesday. police on the peninsula hope surveillance video will help find a man who robbed a walgreens pharmacy with a gun tucked into his waistband. investigators say this man went into the pharmacy over the weekend, demanding pills from the pharmacist. he reportedly lifted up his sweater to show he had a gun, but did not point it at anyone. the pharmacist gave him several bottles of pain medication, then he took right off. >> it is 6:40. lawyers for ray rice will argue his case today in hopes of getting his nfl suspension lifted. rice was suspended indefinitely and cut by the baltimore ravens after video surfaced of him punching his then-fiance. rice's argument is the nfl and league commissioner roger

goodell knew about the incident before it became public and already punished him. goodell insists no one at the nfl had seen the video. also in the sports world, disturbing story coming out of china this morning involving the wnba star brittney griner. a man with a knife attacks her and her teammates on the bus. it happened after her team completed a practice session. the man apparently followed the players on to the bus and yelled at them, also tried to stab a second player, who was not injured. if that story is not disturbing enough already, the man apparently left the scene and returned bloodied when chinese authorities arrested him. 6:41. an update to breaking news. a man hit and killed by a fuel tanker. now police need your help tracking down the driver. plus, back in politics, too close to call. the major south bay race that could come down to just a couple thousand votes.

now, 15 minutes of continuous news, weather, and traffic. today in the bay. all eyes right now are on the south bay this morning. we still do not know officially who the next mayor of san jose will be, but with all 100% precincts reporting, sam liccardo is holding on to a narrow two-point lead over dave cortese, you see it right there on your screen. 51% to 49%.

however, that does not include thousands of outstanding absentee ballots, which could still swing the race. we're waiting for final confirmation on that. >> bob redell joins us now from san jose city hall. bob, it's just too close to call. >> reporter: well, right now you have the mail-in ballots that need to be counted. there's numerous of them, but will there be enough to make a difference in this election? let's take a look at the numbers right now. here's with 100% of the precincts reporting. you can see san jose city councilman sam liccardo leading santa clara county board supervisor dave cortese by two percentage points, 51% to 49%. there are less than 2,200 votes separating the two men, and again, we got to wait for the mail-in ballots to be counted to see if that will be enough to swing the race one way or the other. so far liccardo has not declared victory, cortese has not conceded defeat, but both

expressed confidence before their supporters last night in their campaigns. >> in that time taken us through virtually every san jose neighborhood, seemingly every street in this city. we started this journey when a lot of folks didn't think we had much of a chance except for an awful lot of people in this room who knew we did. >> you know, for most of our lives, you know, just tried to be a good public servant, really, and that's all i need out of this, but people have worked so hard, they deserve to celebrate. they got to have something to cheer. if they want to cheer me or patty tonight, that's fine, but they should be cheering themselves. >> one thing that san jose city councilman sam liccardo said about this race is that at one point he was down by 20 points. now, according to the unofficial results, he's ahead by two and

the polls leading up to yesterday said this was going to be a tight race and it turned out it was. liccardo ahead of cortese by two percentage points. that's with 100% precincts reporting, but not all ballots counted as of yet. reporting live, bob redell, today in the bay. garnering national attention, the 17th district race here in california. you see the two contenders right there, mike honda, the long-time congressman, against upstart ro khanna. so farther only separated by about four percentage points. again, we are still waiting for a lot of the absentee votes there to be counted out, as well, so no formal declaration at this point. >> the race for oakland mayor decided it's not jean quan. libby schaaf declaring victory. schaaf did not win enough first place votes, but analysts say

she holds an insurmountable lead over quan. keep in mind, it could take days before an official winner is declared. quan won oakland's last mayoral race after a runoff. >> history in the soda tax in berkley, the first one nationwide to approve taxing sodas. it passed rather easily, 75% to a 25%. one-cent per ounce tax put in place there. in san francisco it did not pass. more on that coming up. >> nannette miranda joins us from alameda county. nannette, the measure could have a ripple effect now through the country. >> reporter: well, absolutely. supporters of the soda tax really think that this might respark a movement nationally to get similar taxes passed in other cities. for now you have to get out the extra change in berkley, because sugary drinks there will cost more thanks to the passage of

this measure. think of all the cal students now who have to budget for this. measure d says for every ounce on things like sodas, sports drinks, and sugar sweetened iced tea, so a typical can of soda is 12 cents effort in an effort to reduce consumption in battling rising obesity rates. no other city has been successful at this at the voter level. berkley is very liberal politically and its residents are open to the idea of taxing to change behavior. it also helped that only a majority vote was needed for approval. supporters hope this win kick starts a national movement. >> 30 different attempts across the country have failed. this is the first win in berkley. this is the first time that public health has been able to overcome the money, the deep pockets of the beverage industry. >> reporter: proposition e, san

good morning to you, my friends. 6:50. thanks for waking up with us each and every day. we are now diving into the coldest point of the day, and temperatures are going to be kind of chilly out there, grab your coat, but here's the deal. we're going to jump by a good 35 to 40 degrees over the course of the day, and i love showing you the reason why with some cool gizmos and gadgets that we keep in our weather department. talking about mount hamilton right now, i want to show you something really cool. watch that, that's the almost full moon setting, then we get this spectacular, spectacular sunrise from high atop mount hamilton, overlooking the gorgeous silicon valley and temperatures for today, my friends, they are going to be nice, but noticeably warmer than yesterday. let's talk about the science. taking a look at the bay area from space, what you'll notice here, plenty of cloud cover, even a storm system well to our north, but this big broad area of clearing, that's high pressure and as we head throughout the day today, high

pressure is going to be at its strongest. peak warmth this afternoon and through tomorrow, that ridge starts to flatten and break down and as a result temperatures down 80 degrees for the south bay, 74 degrees on the east shore. good morning to you, wine country. spectacular conditions as we get into this weekend. pretty sights happening, as well, because of the peak foliage we're hitting right now. in the south bay, some of the prettiest spots you can check out over 17, so this is what felton looks like right now. peak color, also big basin state park and scots valley will be peaking next week. that's something to look forward to, especially if you take that drive. meanwhile, up in tahoe between 3,000 and 6,000 feet also getting some spectacular fall color. at least for the next two weeks, then the leaves fall off. 73 degrees for friday, 78 degrees by friday. great weekend for outdoor plans, and as promised, our next rain

earlier crash around the sausalito exit cleared from the roadway, standard slowdowns from 242, walnut creek interchange, same for the dublin interchange for the tri-valley. southbound 880 continues to build and slow off the area from hayward, past the san mateo bridge and in towards fremont. standard flow for that portion of the bay. northbound routes showing this typical stackup, except 85 northbound in saratoga, crash reported there and maybe take a couple minutes to clear from the roadway that could cause slowing from 17. live look at palo alto shows 101 northbound heading towards san francisco, no problems, but southbound you have the sun in your eyes right now. back to you guys. >> thank you very much, mike. 6:54. update to breaking news. investigators trying to track down the driver of a fuel tanker that hit and killed a man in san francisco's tenderloin last night. a tanker ran over a man walking in the road and the driver continued on. police admit they do not know if the driver left the scene to

avoid getting in trouble or if he actually knew that someone had been hit. it happened on turk street near mason and market around midnight. investigators have not released the identity of the man who was hit. san jose police are looking for a gunman involved in a deadly double shooting at an apartment complex. kris sanchez joining us live from almadon. sadly a teenager involved in the shooting, but he is recovering at a local hospital. good morning. >> reporter: good morning to you, sam. it is possible that the two people, the victim, the gunman, and the 16 year old all knew each other, because it did happen inside an apartment complex. the shooting happened inside that apartment complex on almadon road, it runs alongside almadon expressway, a densely populated area with lots of apartments and possible witnesses, too. san jose police say they were called to the scene about a quarter after 5:00 yesterday, that's when they found one person shot to death. a 16 year old also was shot in

this incident and he was transported to the hospital and it appears he will survive. san jose police have not yet released a suspect description to us, nor what they think the gunman's motive might have been. a coroner is not releasing any identifying information about that victim and will not until the family has been notified. this is san jose's 31st homicide of the year and the second just this week. in san jose, kris sanchez, today in the bay. >> tough news for many families this morning, thank you very much, kris. switching back to politics now, voters in oregon, alaska, and washington, d.c. all voted in the favor of the idea of recreational marijuana. >> joining washington state and colorado. >> scott mcgrew, this makes marijuana go from big business to legitimate business. >> that's right, legitimate big business. in fact, sam, venture capital here in silicon valley has just announced it's pouring $1.5 million into a company called ease. ease delivers marijuana to customers ten minutes after you order it. there is not yet an app, because

apple so far does not allow drug-related apps, certainly not from pot dealers, though that could change in the future. a researcher at cal berkley studied google glass, saying it creates a blind spot. the ophthalmologist used the peripheral vision test when wearing the glasses. your other eye does compensate for that blind spot. and general motors is offering a $25 gift card to drivers who will bring their recalled vehicles in for repair. as you well know, ignition switch problems led to the death of at least 13 people and stigmatized gm's brand, but only half of the cars have been repaired. part is gm's fault, but a significant part is drivers' fault. they are not bringing cars in. we're giving gm a hard time, but we have to recognize for some americans it's going to take a
