weekend upon us. it's november 6th this is "today in the bay." >> from nbc bay area, this is "today in the bay." >> and a good morning to you on this friday eve. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. in just a few hours, a bay area doctor is leaving his family behind for several weeks to help stop the spread of ebola in liberia. bob, the ucf doctors he's prepared for the fight. >> he is. he's a dr. who will begin his trip to liberia just a few hours from now. he does admit to us he is a little bit anxious about traveling to the ebola hot zone, he has a certain level of anxiety putting himself in a position where he could possibly contact this deadly virus. that's why he's contacted plenty of face masks and shields.

he's completed three days of intensive training on ebola at the cdc in atlanta. he'll most likely be working in smaller clinics. the trick he tells us will be to differentiate patients with the flu, typhoid and ebola, since they all show similar symptoms. dr. lay is calling on other doctors to step up and help those who are being affected and sometimes killed from this disease. >> it's basically a fight for social justice. it might not be apparent. but dr. martin luther king said that one of the most shocking and inhumane injustices is the inequality in health care. and that's what people like me are trained to do. we need to address the inequities in the world when it comes to health care. >> dr. lay hopes to be home in time to spend christmas with his wife and daughter but is willing to forego that and submit

himself to a 21-day quarantine when he returns, if need be. reporting live here at sfo, bob redell, "today in the bay." >> thanks, bob. >> a heart breaking story this morning. an alameda was murdered. she and her boy friend got into an argument over the weekend while visiting her parents over the weekend. police say carr killed turner and then took off in a stolen vehicle. he was arrested hours later. >> 72-year-old jerry canfield turned himself in last week. he told police he killed himself of 30 years because they made a pact, when she couldn't tack the

pain anymore, he'd kill her. when police got to the house, he shot his wife. there were flowers by her side. friends say she is dementia. >> i don't know if they talked about it and made a pabt of some kind. >> canfield is expected to talk about it in court next week. >> commuters could soon find expanded options and traffic relief at one of the bay area's busiest highways. the vta considering toll lane for drivers at a cost. >> it could be considered a girl or guy's best friend as long as they're willing to pony up a little cash. the vta is considering adding

toll lanes on a congested stretch of highway 85 north to the 101 connector in mountain view. will will turn the existing hov lanes into express lanes. folks driving alone would be able to pay to use those express lanes during the morning and evening commute. the same would be true of additional car pooling that is planned between highway 87 and interstate 280. that would be two diamond lanes there. if you want to learn more, go to the regular vta meeting this afternoon at 4:30 at the santa clara transportation building at 3331 north first street in san jose. it's a project they're hoping to have approval for or a decision for by the end of this year and it would be a couple of other years before we get to ride

side. that may have been a couple of slower traveling vehicles. the bay bridge toll plaza is very clear right now. folks still sticking around. looks like they still have these two lanes closed. they'll open hopefully in the next couple of minutes. i'll track that. this is how i look at the bay bridge. this is what christina gets to look at. we have nice view of the city itself you are going to tell us what this shot means as far as the weather. >> i have to be honest, i don't get out to emeryville that often, mike. yeah, that looks pretty good for commuters so far. >> if you're headed over to tahoe for the weekend, some gorgeous fall color, especially between 3,000 and 6,000 feet.

they're also making snow. if you're headed out there, bundle up. temperatures only climbing to the 40s and 50s over the course of the weekend. that's where we're starting to see the season settle in. for us, we m a really warm day yesterday, courtesy of offshore flow and strong high pressure. as we get into today, everything changes and you can already see that taking place here, strong onshore flow, those clouds steadily streaming in all day long and that's going to lead to much cooler temperatures as we get into your afternoon to the tune of about 5 to 10 degrees. so you will notice the difference. comfortable levels, 72 on the east shore, 72 for the peninsula today and 73 degrees for us here in the south bay. we're looking really comfortable today with changes as of tomorrow. stickaround. we'll dive into your friday and weekend forecast. coming up in just a little bit. back to you. >> that's a good tease. we can't wait. >> so much for a tuition freeze

at u.c. campuses. looks like a new plan is in the works to raise the cost by 5% a year for the next five years. nanette miranda joins us live to explain what has to happen in order for the fees to take effect. good morning. >> reporter: good morning. nepin napolitano is calling for twice increases and she said as much as 5% in each of the next five years to make up the gap. that could be a marked chang from over the last three years when tuition has remained frozen, partly because governor brown has given u.c. more money thanks to a temporary tax increase. right now students pay a little over $12,000 a year. next fall the cost is closer to $13,000 a year. but take a look at 2019.

tuition could be 15,500 a year. this is the plan she is expected to present to the governing board later today. it will be quite interesting to see what governor brown's thoughts are. in fact, he gave u.c. 5% more funding this year and this year's state budget and 4% more in each of the next two years, all of that on the condition this tuition not be raised. so i bet he'll be a little mad. >> we might see some pushback there on those proposals. >> right now, a dream come true for an nfl player, the special game he'll participate in tonight. >> and want what you order from amazon even faster? give it a ride in a taxi cab. what's possible today?

there is some concern surrounding voter approved pop 37, allowing some crimes to get downgraded from a felony to a misdemeanor. the goal is to reduce jail time and replace jail time with mental health treatment. >> the concern is the unintended consequence where we're unable to leverage some of these people into the help that they desperately need. >> supporters say that money saved by reducing the prison population will help fund additional statewide mental health and addiction programs. >> a sign of the times, so many people use mobil devices to check election results, it crashed the system. the county says it will be able to fix the issue for the next time around. >> amazon right now living up to its name, getting larger and

larger and larger. scott mcgrew, yesterday you were telling us it was expainpanding free delivery. >> yeah, they're talking about using a taxi cab. they were talking about using fly wheel and uber. uber's biggest investor is google and google has its own shopping service. >> tesla says it made fewer model s cars, falling short of production in the third quarter. elon musk really rallied and fired people up on the phone. i don't think you'll see the stock suffer as much as it might. tesla also says it will delay the model of its suv. given, musk turning this into the company's high standard to make sure everything is okay, and perfect in fact, before it sells you a car.

right there with you. the good thing is we're so close to the weekend now and it's going to be lovely around here. 55 degrees. good morning to you san carlos and same to you in san jose and all across the bay area. chilly conditions to start the day but definitely noticeable cloud cover out there and those clouds will continue to stream in as we head throughout the day today. temperatures were a little bit warm yesterday, 72. taking that number down a good 5 to 10 degrees this afternoon in the south bay. and you're still getting some really warm temperatures in the city by the bay. winetory, gorgeous all weekend long. this weekend a home game, 72 today and warmer through the course of the weekend. we're looking good at the tri-valley as well. you'll hit a comfortable 76 degrees. look at the difference between

friday and saturday in the south bay. a good 5 to 10 degree jump on average across the board. temperatures are going to be warm enough for you to hit the beach. we're not talking about a lot of separation between what we get at the coast and what we get inland. and there's a lot going on across the bay area as we head into this weekend. after all, it's a three-day weekend for some. i know kids have monday off. mike's kids, that's who i'm talking about. i don't know if. >> this is because we are honoring our veterans. it should be just lovely out there. mike, i haven't been to this parade but i think i'm going to check it out this year. you probably have. you were born and bred right here montana bay area. >> i was but i haven't been to the one in san francisco. if you go there, let me know. take some pictures. my kids do have monday off like you said and also tuesday because tuesday is veterans day.

the 43 students who vanished days ago. the belief is the mayor ordered police to attack the students, those no sign of them has been found. some who attended the meeting last night count their own loved ones among the missing. >> it's a great chance for us to express our support for them. we're part of the mexican community and part of our nation and we're together. >> the students vanished in a town in southern mexico, a town known to have deep drug connections. >> and parents say they want someone else to teach their kids about sex. at a meeting in lafayette last night, parents voiced their concerns about planned parenthood teaching their children sex ed classes. >> that tells us resoundingly

that parents want us here. >> i want planned parenthood to be removed from teaching sex ed in their district. >> that apparent claims her daughter was asked inappropriate questions in a survey, but the school board president says the sexual health educators are certified by teachers and no surveys are given to students. >> the price to going to u.c. could soon be going up. nanette, this comes as a surprise to students who were actually promised a twice freeze. >> that's right. as part of this state's budget, governor brown gave u.c. more money this year, plus the next two years. in exchange, there would be no tuition hike over that period. so certainly a big surprise. the proposed twice increase may be a big surprise to families.

president janet nepal it and o's plan could be $15,200 a year by and students come plard they were abanding he says california simply cannot lead u.c.'s mission of academic excellence, access and affordability at the mercy of shifting political and economic winds. the u.c. president says for every $20 million of increased state funding, that could actually decrease the proposed tuition hike by 1%. but you look at the state budget

together. it hasn't happened in the first six years for the most part. today we're going to hear from john boehner to get more details on what's on the republican agenda. jobs and energy, that's the focus. we get a sneak peek of what house speaker john boehner will say this afternoon in this wall street journal op-ed he wrote with mitch mcconnell. >> we'll see if we can work with the president. i hope so. >> my hope is they've got some specific thenings they want to that correspond with things we want to get done. >> republicans will make a big push to build the keystone pipeline. they want to lower corporate taxes, reform the tax code and build more charter schools. mcconnell insists there's no chance of a government shutdown or default on the national debt.

have been is it suk. if you live or. >> they're talking about including diamond lanes or hov lanes on highway 85, the whole stretch between 101 and bail live road in south san jose all the way north to the 101 connector in mountain view. it could turn the 27 miles of existing car pool lanes into express lanes, which car poolers could travel for free. drivers alone could pay now, additionally the vta is also

considering adding a second car pool lane to the really con jested part of highway 85 between highway 87 and interstate 280 in san jose -- rather the stretch that runs between campbell and cupertino. the additional lane factored in brings the price tag to $170 million. there is likely to be a vote tonight, the vta board will talk about it. if the board goes forward, the final decision could come this year, final design could be approved as well and then there could be some relief in the form of diamond lanes come middle of 2017. so still a little way off but when you're stuck in traffic, you have plenty of time to think about the future. >> that's right. a lot of people probably heading out the doors to hit those roads. >> most people spending the

7:00. >> and safety will be front and center after the death of a high school student. students and parents in cupertino are still grieving over the death of ethan wong. he was killed by a gravel truck as he rode his bike to school. police say wong was in the bike lane and the driver unknowingly kept going until people caught up to him. >> a suspected south bay arsonist set to appear in court today may be sentenced to other outstanding charges. he's accused of burning down the old kntv studios last year. he pleaded not guilty and is awaiting sense tensing on those charges.

getting round the clock care. it's one of the only aquariums in the country equipped to help stranded see otters. the otter was found about 20 miles north of santa cruz. it has been separated from its mother for nearly 16 hours. drying off is a whole other process. the pup is currently doing well and getting bigger every day. >> oh, my goodness. and doing well. and forget black friday. it's black thursday. >> that trend seems to be continuing. >> and a very important plan this morning to hike tuition steadily over the next five years. >> plus, the traffic and weather
