5:31 am
>> happening right now, thousands of nurses across the bay area will be heading to the pickett lines this morning. stephanie tron joining us live in fran. this two-day strike will impact patient care. what's the question this morning? >> good morning to you, sam. according to kaiser, there should be no impact. you can see the barricades are up this morning, ahead of this two-day strike this morning. there should be no impact to the emergency department more to patients and their appointments for these two days of strikes. now, at issue, really, are two things. but the main one for today is the nurses demand for everything from patient services to safe staffing, for instance, making sure there's enough nurse to avoid early patient discharge from hospitals. this has been a big factor in the contract between kaiser and the nurse's union that has been going on since july. the timing of the strike is, quote, irresponsible heading
5:32 am
into the flu season and as people are concerned about the risk of ebola. the hospital says it's been flying in nurses across the country to make sure patients aren't impacted. >> we are ready to take care of their medical needs and it's pretty much business as usual. we did reschedule some elective surgical procedures, mainly moving them up and having already done many of them. >> the strike coincides with what's being called the national day of action set forth tomorrow with those across the country demanding protective gear. kaiser says it is following both state and federal guideline necessary protocol and staff members are actually prepared. we're expecting to see the striking nurses out here in about an hour or so. this is from 7:00 in the morning until 7:00 at night, affecting 21 hospitals and 35 clinics from san men toe down to san jose. but, again, the important message here, kaiser says if you're a patient, you shouldn't have to worry about anything
5:33 am
being impacted by this two-day strike. >> thank you very much, stephanie. okay. the president in asia this morning, meeting with some of the world anticipates top leaders. he is expected to go head to head with china's president today. trac tracie potts is here with us with a look at the president's trip. >> formal discussions tomorrow focusing on the economy and trade. but take a look, president obama, we understand this morning, did get a chance to speak with president vladimir putin of russia during this meeting. we understand that they didn't discuss anything too heavy, but that there was a conversation and there may actually be sort of a formal bilateral sit-down before the apec summit is over. obviously, they've got a lot of differences between them, whether its be security and edward snowden or ukraine. it has not been the warmest relationship, but they did get a chance to talk at this meeting. now, the focus, again, is trade. and president obama spoke about
5:34 am
all that this morning. the u.s. announced that they're working od trade deal with china that would eliminate tariffs for a trillion dollars worth of equipment coming from china. we're talking about gps and video games, computer ships for conductors and other things, even smell devices that would allow u.s. companies to get those things without tear yiches and that money presumably could be used to create more jobs here. >> which would be definitely a boom. context is everything. what do these meetings mean for everything? scott, why is that so important? >> tariffs are so important because they're so expensive. the tariffs of things coming into the united states. but also, sam, the things coming out of the united states will be able to sell more to china. there are severe taxes on things we sell to china. the irony being, of course, they're generally made in china. we know that. but those tariffs are going to
5:35 am
go away. we didn't charge them when it comes for exports china did to discourage silicone valley from coming into china. like 25% of the total cost of a championship. tariffs on gps go away, as well. >> so this could create commerce, create more jobs -- >> no question. >> but is there any suspicion between these two countries? >> and for darn good reason. we suspect specifically one of their companies may be putting things into their ships. it's been a lot of suspicion for a long time. they, in turn, have been suspicious with us. there has been some evidence, some suspicion that americans are putting things into servers that is being shipped overseas, as well. that's hurting american companies. at least with the tariffs out of the way, it leaves the economics piece behind. >> thank you so much for that.
5:36 am
wee got new video to show you this morning of a fire hydrant gushing water in san jose. the break happened just about 11:30 last night. crews were able to shut off the water, but not before it flooded the streets, sending water running down the block. this morning, there's an orange cone where the hydrant used to be. at this point, we don't know what caused that high drabt to break. >> every time you see water pouring out like that, it immediately gives you pause for thought. good news on the way for a drought-starved state right now. >> good morning. yeah, our hills are thirsty for rain. we've got a lot on the way, my friends. as we get into thursday, our first round, another one late saturday into sunday and then the big one comes in beginning next week. we're going to see these storm systems back to back to back. that could produce localized flooding if everything works out just right.

5:44 am
now, that announcement coming from the secretary of the veteran's affairs robert mcdonald, the announcement designed to put an end to the poor treatment of men and women who have returned from their service only to wait in long lines and in some cases receive substandard care. well, secretary mcdonald wants to stream line the va, so that is just a single point of care instead of having to navigate to several different websites and organizations nationwide. he also wants to hire 28,000 more doctors, nurses and technicians, and want to fire up to 1,000 va employees to make the entire organization more efficient. >> everyone.wants to see that. they need to see that you can't do that and get away with it. >> if you don't have a computer, you're lost. you have to go to the local libra library. >> the backlog is about eight months for vets to receive those benefits. senator bob casey of
