you are watching "today in the bay." >> announcer: from nbc bay area, this is "today in the bay." >> i'm sam brock. >> i'm kris sanchez. laura garcia-cannon is off today. downtown san jose looking just as mild as the bay bridge this morning. this is not going to be the case later this week. let's get to your microclimate forecast. good morning, christina. >> hey, good morning, chris, sam, everybody at home. that's right, the showers right now about 20 minutes away from impacting the north bay. this is just prefrontal precipitation. it's very light. you might have to use your windshield wipers maybe for a minute. the heavy stuff comes in as you head throughout the night. everywhere else i think we're going to stay mostly dry until we get into the thick of it, but this is a very well defined storm and our systems now are lining up out here in the

pacific. the storm window opens up tonight. i'll tell you how long it will stay open and, yes, it's actually looking really good when it comes to our drought situation. we'll keep you up to date on what's going on there. right now i'm going to send it back to you. >> police issuing a warning for people in one san jose neighborhood. be on the lookout for a big cat. numerous people called 911 just before midnight reporting sighting a mountain lion off of glen view drive near quick silver park. that's where we find bob redell. bob, do authorities have any idea where the cat went? >> reporter: no. people who live in this area are wondering if the big cat, the mountain lion spotted in this vicinity is the same one spotted about a month ago about a mile away standing on top of someone's car near the almaden

country club. police did search this area off glen view drive. >> a lady came over to visit her mother and as she parked her car saw a large cat-like animal in front of the mother's house. >> that lady visiting her mother called 911. police on the phone told her to stay put in her car, effectively trapping her there to wait for officers the mountain lion left before they arrived leading to that search overnight. again, no sighting since. with regard to the sighting last month, that cat stood on the roof of that car for about 30 seconds and then took off into a neighbor's yard. residents think it came from quick silver park, which has lots of open space and could also be possibly where last night's big cat came from.

lob rede-- bob redell, "today ie bay." >> stephanie chuang is live at the airport where this fight is causing problems. >> reporter: typically you can hop into a cap but not so for a couple hours last night when cab drivers drove around in circles and blocked lanes in protest. cab drivers refusing to pick up passengers here at sfo, creating a bit of a traffic mess. according to one airport manager, there were up to 100 people waiting for taxis, causing a traffic backup heading into the airport. they say companies like uber and

lyft have been taking away their business. the cab drivers say they have to follow guidelines and pay fees that these other companies do not. >> we're trying to let people know that the taxi industry is kind of like being eaten away by very small pie already that exists and a lot of these drivers out here, they're losing average of 30 to 35, 40% of their income. >> reporter: the drivers save they have to pay gate and airport fees. but uber, lyft and side cars have to pay a $4 or pay a flat fee of $100,000. around the 11:00 the cab drivers did pick up passengers.

>> it certainly was effective. a lot of folks talking about it this morning. >> the death of an elderly peninsula woman bringing awareness now of drugged drivers and a challenge to prosecutors who say these types of cases are growing more difficult to actually bring to trial. 84-year-old nina fox died friday two blocks from her house when a driver backed over her in a walgreens parking lot in san mateo. police arrested 21-year-old sonia torrey off san mateo. she may have been high at the time. >> where alcohol is involved we think everyone over a .08 is impaired. we don't have an equivalent number for marijuana. >> san mateo police say one third of all drivers killed after 2011 tested positive for illegal and legal drugs. >> and in palo alto, a ban on sleeping in your car is off the books.

they voted to scrap the ordinance. the law was enacted last year and never enforced. homeless advocates are applauding that decision. the city attorney recommended ditching the measure because of concerns that it could trigger lawsuits too costly to fight. >> if you're just waking up now stepping outside of your door, you might be won't up quickly with a bit of a chill. but what does the rest of the day have to hold for us? let's check in with meteorologist christina loren. good morning. >> good morning to you, sam, kris, all of you at home. we have rain on the way and days with rain in the forecast. i think as we head through the next few weeks, all the way through the first week of december, we're going to see rounds of rain each week looking like one to two good systems each week. that's the good news. i want to show you what's happening this morning. you can see here at the coast.

you might need your windshield wipers this morning. the main event doesn't arrive until we get into tonight. temperatures are going to be comfortable. 72 degrees in the south bay today, east shore looking good, 69 degrees. and we're going to see really, really comfortable temperatures compared to where we're headed getting into the next couple days. so thanks for sticking with us. i've been tracking these storms since last week, putting my heart and soul into it and i can tell you really happy at this point to tell you that it's coming. then we get a couple more very good looking systems as we head throughout friday and the upcoming weekend. we'll talk about that in my next report. but first to traffic tuesday, i know who we need to talk to,

mike inouye. how we looking out there? >> we're focusing on the traffic right now and a smoother drive at least for the bay bridge. we had a disabled vehicle in the tunnel toward treasure island that just cleared and no slowing and no backup at the toll plaza itself. we're talking about a smooth drive down the east bridge freeway, a little slow south in sausilito. you have a smooth flow of traffic except for coming out of the altamont pass. it looks like all the activity has cleared from the lane. the slowdown happens out of the altamont pass off of the merge, clearing by the time up get to greenville. looking at the north bay, we're

talking about southbound 101 for your commute. you can see a nice easy drive right now. maybe you need to use the windshield wipers for a swipe or maybe two in the north bay. >> let's talk about the timetable for dismantling the old eastern span of the bay bridge which appears to be falling behind here. that's because of a species of birds which have been nesting along the steel beams, keeping crews from moving full steam ahead. they have to remove the birds before they can take down the rest of the bridge. >> if they're nesting, i don't think they can test them.

time. 72 on the south bay, san francisco at 69 for one final day before that rain moves in. that's really going to start to take shape tonight. tomorrow rain for everybody. we're talking about bouts of heavy rain at times, even right here in the south bay where we really need it. now, the series of storms is going to carry us into this weekend and potentially into next week as well. so let me kind of show you what we're working with and we'll take you for the first storm system. this is the first one. stop that clock for you at midnight and starting to get heavier rainfall at that point, especially up in the north bay. but what's really interesting is we are going to hit that atmospheric river tap, which is good news because that provides the yellows and oranging here in the south bay. we could get up to maybe a half of an inch of rain just from the first system if everything works out just right. here's the deal, not a lot of drying out time before our next one comes in as we head

throughout thursday at lunchtime and that will continue into friday and then we get another round as we head into the weekend, even by next week, still talking about rain in the forecast. so right now your preliminary total from the first system are looking really good. this is all computer generated. i think our totals are going to be significantly higher. we've tallied everything together for you so stick around, we'll have that coming up. three good looking storm systems headed to the bay area. here's mike and your drive. >> we're looking at a dry roadway at the bay bridge toll plaza. look at that, we do have a limb slowing that shows up and this is early for westbound 24 approaching 580. likely that's a couple of vehicles moving a little slower there and it's a small are group that makes a big are effect on the light morning commute. we'll track that. highway 4 out of antioch and

antioch bridge, that's where we typically see the first slow down in the red, that's 20 miles an hour. san ramon looking good. meanwhile the south bay moving very smoothly. right here a little yellow shows up. a live look out in san jose. north 101, light volume of traffic and easy drive just north of 680. it's a light volume of traffic right now. over in dublin, west 580 a good amount of traffic. no drama, an easy drive, just building through dublin approaching the dublin interchange. >> thank you very much. very unsettling news this

morning. three of the four people killed this morning in an attack on a jerusalem synagogue were israeli americans. the fourth person who died, a british israeli citizen. israeli prime minister benjamin netanyahu said he will, quote, respond harshly to the attack. police say two palestinians stormed the synagogue armed with guns and knives in hand. >> toyota will begin selling fuel cell powered vehicles. there are only a few hundred made and they are prices. it runs on compressed hydrogen gas stored in two tanks stored underneath the car which create no exhaust. they'll go on sale and will hit the market in the u.s. next year. >> thousands of u.s. postal workers are demanding changes to

a 911 policy they call outdated and dangerous. vicky wynn is here now with details on her investigation that is already prompting changes. becky? >> reporter: good morning. think about what you would do if you found a co-worker in obvious need of medical help. you'd probably call 911. we've learned employees at the u.s. postal service simply are not allowed to do that. they have to call on-site postal police officers to call 911. our investigation revealed that policy caused critical delays in a life-and-death situation in oakland. co-workers found a man lying on his back bleeding from his mouth and ears. they spotted him between 3:00 and 3:30 not morning. dispatchers showed no one called 911 until 3:53 because they were following the rules. sam didn't make it. no one can say whether he would have survived had 911 been

circles refusing to pick up passengers. stephanie chuang joins us live from sfo. why the protest now? >> reporter: a good question. uber, lyft and side car are now allowed to drop off and pick up passengers here on the upper domestic level after they just began to legally operate here at sfo with a new deal signed with the airport last month. in protest of the business they say they're losing unfairly, dozens of drivers drove around in a loop in a two-hour protest from 9:00 to 11:00 last night. according to the airport manager, there were up to 100 passengers waiting for taxis last night. >> we have to pay all those expenses, we go through background checks, we have to pay gate, we have to pay the airport and they're not doing any of that stuff. so this is not a fair game, you

know what i mean? we're here to fight for our rights, that's all. >> reporter: in the agreement with sfo last month, uber and side car have agreed to pay a fee of $4 per trip or $100,000 annual fee. this is a pilot program to test the new business and how it will impact traffic here at the airport. >> we'll see if there could be further regulation affecting those ride sharing companies. thank you very much. >> san jose police spent the night combing the almadon valley after the sighting of a mountain lion. bob, what is the latest on the search in a lot of folks are thinking back to the one they

saw on top of that car just a month ago. >> good morning, kris. still a no sighting again of the one that they saw last night. ashd around 11:00 last night, glen view drive, quick silver park being a large, open space. the thought being maybe it wandered over from there into this residential area. around 11:00, some people spotted it. they called 911, a woman visiting her daughter is the on p person we know of who it a big encounter with the cat. >> she was sitting in the car and she saw a large cat-like animal in front of the house. the cat walked around her car and she called her mother, who called 911. >> 911 relayed to her daughter stay put, doesn't gn't get out car, which the daughter complied

with, very smart. did that until the mountain lion left. unfortunately the mountain lion left before officers arrived to do their search with flashlights last night. this video show as mountain lion on top of a san jose man's car in the middle of the night. after staying on the roof of the car for about 30 seconds, that cat jumped down, walked across his yard and disappeared into a neighbor's yard. neighbors think that cat may have come from quick silver park as well, not far from the location where we are now. bob redell, "today in the bay." >> certainly lots of wildlife in quick silver park. thanks, bob. >> people in the bay area will stop to mark a dark day in this region's history that occurred thousands of miles away. today marks 36 years since the jonestown tragedy. remains of many of people --

cult leader jim jones junior ordered a mass suicide. >> campbell approved a single-use plastic bag ban last year which took effect in january. >> tonight east palo alto is planning to adopt a series of water restrictions in light of the drought for everybody living within the city limits. those restrictions could include no hosing down driveways or sidewalks, no excess runoff when watering landscape, no fountains that don't recirculate and cars can on be washed with a hose fitted with a shutoff nozzle.

meteorologist christina loren to find out if our wishes are going to come true. >> good morning to you. did you see panda all bundled up. it's going to be about 50 degrees cooler on that side of the country. panda, you know you love the bay area's beautiful weather. stay here for the weather. 52 degrees on the east shore. we do not want him going anywhere. 71 on the peninsula, 69 degrees in san francisco, home of the world champion giants. i can tell you, we need the rain just as much as they want to get out of the cold. and both systems are tied together. once that polar vortex starts to nudge to the east for today and moves over the northeast, it's going to allow for this next storm system to come into our neck of the woods and we're looking good for rainfall. as of this morning, i stopped that clock, just 20 minutes from now expecting a little bit of light precipitation, especially over the coastal mountains. we'll see light activity until we get into this evening.

i stopped that clock at 6:00. then watch what happens. tomorrow morning at 6:00 straight up, the core of low pressure comes right over the bay area and this is such a tricky forecast because this is going to be the difference between us getting very little to even no rain here in the south bay and potentially a half of an inch if everything works out just right. so that's what we need. it looks like the system is maintaining its organization, even though the clouds have been flip-flopping like crazy. this has been one of the toughest forecasts of my life. still getting light showers and we meet back for tomorrow's midday broadcast. hopefully tallying up significant totals at that point. then throughout the remainder of the week, we have more rain on the way as we head throughout friday and another good looking system for saturday. beyond that point, we carry rain

5:42 right now. breaking news. israeli police confirming three of the four people killed this morning in an attack on a jerusalem synagogue were israeli american. tracie potts is live in

washington with more details. it's not news that we wanted to hear, tracie. >> reporter: no, not at all. and it was a gruesome attack. we learned two of the american funerals are going to be happening today. a couple of them were rabbis. secretary of state john kerry already reacting to this earlier today saying this was an act of pure terror. there were two people who burst into that synagogue during prayers and shot and stabbed people who were inside, all together four were killed, three american israelis and one british. a guard was shot and killed as well after they opened fire during those prayers. hamas almost immediately praised the attacks, although did not take responsibility for them. we also heard from prime minister netanyahu saying they immediately blame hamas for this

and that they will be responding with a heavy hand. he has a security consultation coming up later today. but an awful attack right in the middle of priers right in that synagogue early this morning. >> and particularly violent, too. thank you, tracy. >> missouri's governor has activated the national guard in case there's new civil unrest in ferguson. that decision coming in anticipation of the grand jury's decision on whether or not to charge police officer darren wilson. wilson, you'll recall, shot and killed unarmed teen-ager michael brown back in august sparking weeks of protest. >> new this morning, crews are searching for the pilot of this small airplane that crashed into a home in chicago. the plane was headed from chicago's mid way airport to chicago's executive airport when it went down. according to the faa, the pilot reported engine trouble shortly after take-off, tried to return to mid way but then crashed

about a quarter mile from the airport. the two people inside that home, believe it or not, were not hurt. crews, though, have not been able to find the pilot. >> we hope that he does turn up. michigan right now preparing for another round of dangerous weather today. this as high winds and bitter cold temperatures battled grand rapids overnight. the area could see more than 10 inches of snow through thursday. so they are getting shellacked. >> how are you looking heading home for the holidays? >> i'm heading back to chicago. >> enjoy it because we don't want to lose you, so you come right back. some boots, you're good to go, don't you know. 5:45, we're looking good. we want to keep our sam right here in the bay area. just remember, sam, 50 degrees

warmer when you come back home to calli. >> i'm going, going, back, back. temperatures this morning are looking good. we got some clouds coming in and it looks like we're going to see a little bit the precipitation, fancy talk for light showers. temperatures are chilly out there. our atmosphere is still moisture stafford. we're going to get that moisture we need as we have a storm system by the way tonight. 72 degrees on the south bay. the east short is at 69 degrees and 70 degrees for today out in the forth bay. then look what happens. temperatures fall, we bring on

the rain and we're talking about days of rain. but here's the deal. we'll get our first round on wednesday. that thing is going to clear out of here as we head throughout early wednesday and late wednesday into thursday it comes back. we'll get a little bit of a break for the first part of friday, then more rain on the way for saturday into sunday. so let me show you what that looks like on your future cast because depending on where you live, that's obviously going to dictate how much rain up get. we stop that clock for you and take you into the wee hours of wednesday. by 6:00, the main event arrives. this is what we're going to be tracking for you. nobody spared from the heavy bouts of rain, which is good news because we need that rain all across the bay area. a lot of this is going to race over to the sierra nevada, potentially producing 6 inches to a foot of fresh powder in the higher elevations. then i take you into thursday, 12:00 our next round of rain arrives and our ground is already going to be saturated at that point. so, yeah, the potential for

downed trees starts to ramp up at that point. we get more rain as i take you through your saturday. what i love about this is as much as the light green, we're getting these beautiful colors that show us where the heaviest rain is going to come down. right now i think in the north bay we're going to get upwards of 4 inches of rain as we head between this wednesday and next wednesday. looking good for the drought situation. but of course we want to make sure you and your family are safe and prepared for what's coming your way. clear out those storm drains, get ready for this and mike and i will be here to guide you tomorrow morning. hopefully it will come in right on time and we'll be able to do that. we'll have to wait and find out. >> over to you. over here the metering lights have been turned on. good use of the metering lights. everybody backs up but once you pass the starting line, a smooth drive over the incline. at the bay bridge toll plaza, you have the backups and no real

surprises down the east shore freeway there. that richmond bridge over to the san rafael side, your tri-valley shows you typical slowing out of the altamont. the castor valley y, a light volume right now just starting to pick up the volume there. tuesday we should see a heavy flow of traffic across both of those bridges. a typical pattern. we'll show you the tuesday commute, the volume here for our live camera does show a good volume. i just saw a truck and car pull over to the shoulder. it slows you a little more coming off of 680 and we'll look at the north bay, an easy drive through san rafael. christina is talking about just before that system, we got a little sprinkle this morning.
