this is "today in the bay." good wednesday morning to you. 5:00. i'm sam brock. >> i'm laura garcia-cannon. right to our top story of the morning, it's rain that's coming in. want to check in with meteorologist christina loren. you can see it behind you. >> don't bother doing your hair today. wasted effort. it's coming in. it's looking good. in san francisco, we could potentially measure half inch of rainfall. you can see by streetlight, definitely getting that steady, heavy rainfall. that has been the case over the city for past half hour or so. keep that in mind. now all of heavy stiuff is racig to the east shore. that's where we see the heaviest pockets of rain and extends through marin county. expecting the highest totals to come in from sonoma and marin county but get activity in the south bay as we head throughout your morning. at this point, it's mostly dry south of highway 92. as we head through the 6:00

hour, that's when we're expecting this big batch of moisture to move right over downtown san jose. keep that in mind, it could be a dangerous commute. good news, mike inouye to help get us through. good morning. >> i was relying on you, because i can only show what's happening now. golden gate bridge, look at this, this is what christina showed you. while she did the hair flip, i will not. it doesn't affect this right here. wa water's kicked up on the roadway. into san rafael, wet roads, water kick up again. standing puddles. things are kam calmer than they were. bay bridge, i showed it to you over my shoulder. full stream, you can see lights and water actively falling in the east bay. more on traffic coming up. >> keeping an eye on this all morning. breaking news, two cars on fire

overnight in a popular san francisco neighborhood. "today in the bay" stephanie chuang live from the castro where she just spoke with a witness. good morning. >> reporter: good morning. first, police have ruled the fe fires as suspected arson but officers could not find suspects nor witnesses. the first one happens during 18th and noe, the silver hatch back parked. the second a block up at 19th and noe. suspicious, two fires set within minutes of each other it appears where a tall white newer dodge van on fire. police and fire responding after 2:00 this morning, putting out that fire. a car next to it suffered minor damage with a melted taillight and scorched paint. a red, newer model four-door jeep, suv, a block down, pretty bad damage. we spoke with someone who saw the aftermath and said the fires appeared intensionally set to him as well.

>> i think someone set them or two people were working together and set the fires together. that's what i think. it could also be homeless setting the fires to stay warm and that lighting a firer somewhere else. >> reporter: he said there were eight to nine police cars in the area responding quickly as well as a company of fire trucks. the fire department's arson squad responded to the scene. again, a case of -- two cases of suspected arson. we have seen police cars patrolling the area, not sure if they're out looking for suspects. but again, no one in custody yet. live in san francisco, stephanie chuang, "today in the bay." >> hope the car owners know, if not in for a rude awakening. 5:04, in just a few hours from now, uc brd of reege n regl decide whether to raise again.

"today in the bay's" kris sanchez joins us live with why the broken promise. >> comes down to mandatory costs, what the uc chief financial officer says things are like pensions and retiree benefits constant, no matter what the funding from the state. uc system will get $100 million in extra funding this year as it has for last two years because voters agreed to a tax hike two years ago. looking further ahead, the uc president has said that a fourth year of tuition freezes is just not possible if the system is going to meet obligations and napolitano says it's time to expand the university system to meet demand for higher education in our state. when news of the hike first broke, students at beginning of their education and nearing the end each told us that they don't think they can take a 5% hike over the next five years.

>> they're stealing money from broke college students and most of us are taking out loans. it's awful if they raise it anymore, in my opinion. >> for them to raise their tuition every year so much for their students especially ones struggling, i think that's cruel. >> reporter: here's how that proposed hike would shake out for students, 5% over 5 years. tuition and fees are over $12,000 a year. if the hike is approved, it will be close to $13,000 in 2015. and in five years, undergraduates could be paying more than $15,000. coming up in the next half hour, we'll talk about what the governor may do to persuade the regents to say no to the hike and whether or not it seems like a forgone conclusion. >> 5:06 on your wednesday morning. recent sighting giving a family hope that their daughter could

be found safely. 12-year-old imani missing for more than a week. she was spotted in oakland on international boulevard monday. she's 5'4", 160. she was seen wearing black pants with a cut-off skirt. san jose police officers and top government officials want to party with the public today to raise money for the department's gun buy back program. the fund-raiser held at santa na row. it will use money to exchange for guns with target gift cards. last year's fundrai-raiser nett nearly $60,000 for the 2013 gun buy back which collected more than 450 guns from the public. >> quite a response. 5:07 on your wednesday. yes, it is not just the middle of the week but the very start of a system of rain coming through our area. christina, that window is cracked wide open. >> we kicked the window in.

you know what? that's such good news because we have storm systems coming in consiste consistently. next week a couple and the following week as well. i can tell you, first week of december looking very active. i'm looking at 15 days out at best, if i can get that data. i've got to tell you, everything looks good. getting much-needed rainfall and real rain. it's not just that light stuff where you use your windshield wiper for five to ten minutes. you want to give yourself extra time. the bulk of the moisture is just crossing over the bay bridge and on the east shore. you want to take it easy. that's going for areas to the north of free month. oakland getting moderate rainfall. here in the south bay, areas to the south of highway 92. still mostly dry. but that's not going to stand

for long. more rain on the way as we get closer to the kick-off of rush hour drive. 6:04 expecting moderate rainfall to cross over the santa cruz mountains and end up here in downtown san jose. mack sure you have the umbrella ready to go. keep it handy throughout tomorrow, more rain on the way. temperatures in the 50s. we'll end up in the 60s as we get into this afternoon. on and off rain, steady stuff comes through, mostly before 11:00 a.m. then pockets of rainfall will continue into the evening hours. then our next system, yep tomorrow. not a lot of drying out period. mike, yeah, commuters this morning, kind of rough possibly. >> if they don't get that, you give them that nice look to tomorrow, yeah. palo alto, looking forward to the rain. dumbarton bridge, most of the rain north of 92. camera here, most of rain up in there's area, just having hit

the peninsula, moving toward oakland and east bay, upper east shore freeway area. no real problems. bloops of blue show hoeing up, where the road weather index shows up. south end of san francisco. north bay smooth drive here. south 101 through san rafael, camera shows that rain having traveled through the area. a live look, ethe glowing lights for southbound 101 through san rafael. puddling on the shoulder. these were dramatic over the last ten minutes. rain continues to travel to the north bay, over the carquinez area. we're tracking that as it happens in your morning commute. back to you. workers who drive around some of the workers in the world can barely make ends meet. they'd like to unionize. bob redell joining us like in menlo park, this going down, this fight for unions today.

>> reporter: good morning. tonight actually. the drivers who bus facebook employees to headquarters here at menlo park will vote on whether or not to join the teamsters union. this is an effort to get better wasn'ts and work hours some drivers here rallying outside facebook headquarters demanding the giant not interfere with their right to unionize. drivers point out that they transport some of the highest paid workers in the world. these are workers who are making six-figure incomes but their own pay done reflect the long hours that they keep. many of the drivers make around $18 an hour versus $25 to $30 an hour their counterparts pull in at muni, ac transit. drivers complaining they have to sleep in cars during the day waiting to take facebook employees home since their own homes are so far away. 18 full and part-time drivers work for loop transportation which facebook contracts with.

levels again. positive economic data from europe and better than expected report on the u.s. housing market. data today on housing starts and minutes from last month's fed meeting. earnings from lowes, staples d markets. >> the fed minutes, these are the records of the meeting by the federal open marks committee, people who decide whether to raise interest rates. it's particularly significant because we are waiting for that action, raising of rates, and every time we think they're going to do it, they're going to raise rates, they don't. the last time these minutes came out we said, here it comes, big hike, it's coming, there wasn't. and the stock market on that day caught fire. the stock market loves low interest rates and easy money. this time, conventional wisdom says, yes, it's time to bring interest rates off the floor. this time it's happening unless of course it doesn't. a debacle is not a strong

enough word but hunt for the correct way to describe public relations disaster that uber has run into. the ceo tweet stormed an apology after a top executive suggested the company was thinking of hiring a team to track journalists critical of the company and leak information about them. uber was not considering such a plan. we'll have a whole lot more about uber late in the newscast. >> what a comment to make. if there's anything that is harder than trying to read the fed, it may be the weather pattern. christina doing a very good job of that this morning and a lot to report. how are you in. >> great. how are you? >> great. >> the rain, the rain is a good thing. 5:18 now. a lot of it to show you this morning my friends. it's -- you have to give yourself extra time. i will say though we have been

dry here in the south bay, that's only going to hold up for another half hour to hour. i'm watching this rain track closer and closer to san jose. it knows the way, it will be here after 6:00. heavy downpours. along the east shore through richmond, we had this good batch of rain come through and in about 15 minutes from now, i'm able to give you totals, let you know how much we've accumulated because san francisco we had previous heavy downpours for 15 to 20 minutes and, yeah, we're able to pick up at least a tenth of an inch of rain and every single drop in the bucket counts. here's the deal. rain on the way for today. you're going to need your umbrella for today and tomorrow as well. and, yeah, a lot of people traveling as we head throughout friday. saturday and sunday, thanksgiving's around the corner now, there's another storm system, a potent one, that will impact the entire state of

california. as we head through saturday, big travel day, stick with me, i'm going to show you in moments what we're expecting from that third system which could possibly be the most powerful of the three. stay tuned. that's coming up. if you've got to get out the front door, we miss you already. here's mike to help you fet to work on time. >> i didn't want you to leave yet. here, san jose, you know what, it's all right. look at the road. it's dry. from san martin, tweet us and say it's dry. anywhere north of 92 is what's getting most of the rain. christina shows you rain coming into san jose 6:04 the time for the south bay. roadways, nothing unusual for the pattern. slowing out of the altamont and in toward livermore for west 580. again, rain having hit north of 92. there's 92, there's millbrae. a spinout reported north 101 near the millbrae you've ramp. not affecting the freeway, the car went off. no injuries.

there will be activity approaching sfo. puddling and ponding likely across the golden gate bridge, saw the rain, same thing for the bay bridge. a live look out there san mateo bridge that is 92, it's dry. we look at roadway for our live camera for conditions as well as the drive moving smoothly across the peninsula. farther north, the bay bridge shows effects of the rain having come through. water on the roadway. puddling in the parking lot. there was drizzle earlier but we'll watch as things change as far as conditions and of course the backup started for cash lanes, right on schedule. >> 5:21 on your wednesday. a bear school district taking action to stop the cycle of youth violence. monday san francisco unified adopted new anti-violence plan, this coming after a 14-year-old student was stabbed to death by a former classmate in september. students lined up at monday's meeting to share their grief. >> still sometimes think i can

talk to him and stuff and that he's not really gone. >> anti-violence plan includes a gun buy back program and adding anti-violence classes to the curriculum. investigative unit exclusive, third leading cause of death in america, 100,000 people die from medical mistakes, known as adverse events in the field. california tracks them but details are not readily available to the public. so our investigative unit dug up numbers and compared hospitals and procedures. tonight we put it online for consumers to use and make decisions about your medical care. >> patients have a right to know what the quality of care is in their institution, what the safety indices are, what kind of challenges they have. when we have that become partners not only in the provision of care but improvement of quality and safety. >> you will hear from people who either suffered or have family

very good wednesday morning to you. taking a lie look outside, not in the bay area, but this is from done kirk, new york. they have been pounded with snow. you know, some of those mounds could be car, we don't know. >> maybe they are cars that look like mountains. >> exactly. look, a reporter. >> surprise. >> bundled up, getting ready because they've got a lot of live reported to do with all of the massive snow. winter weather across the east coast. made for empty seats at the sharks game. sharks visiting buffalo. only the most dedicate fans. 6200 in attendance. sharks lost 4-1. another complication with this game, the storm kept some players from getting to the game. check out this picture that is a

former shark's goaltender dressed as backup for the buffalo sabres, the team's starting goaltender went down, the team could not get a backup, they dressed the 47-year-old, he has not played a pro game since april 2004 but he's the goal tenning coach. he started his career in san jose going by the nickname "the wall" now there might be openings in the wall. >> a wall of snow down there that they're having. >> 5:27. san francisco police looking for a rare guitar stolen from the city's conservatory of music.

that's where we're starting to get heavy pockets. all of this moisture is on its way to the south bay as we head between now and 7:00 a.m. after about lunchtime today, a lot of this will deteriorate and we'll get a break before we get our next storm system. that is right on the heels of this one and that could provide some very generous rainfall totals as well. this morning, as you wake up, you're getting kids ready, make sure that you're prepared for pockets of rain, grab that umbrella, your jacket. it's going to be cool. i'll show you when that next system arrives. another one on the way for this weekend when a lot of people are getting ready to head out of town for holiday travel. lots to go over. stick with us. we'll take you through changes. mike first with your drive than will be impacted by the weather this morning. good morning. >> good morning. as you called it coming through the east bay, now it has calmed down at bay bridge. you see water on our lens because we don't have great windshield wipers on the camera.

you have to make sure conditions are better for your car. rain eases off. wet roadways an issue. water kicking off water in front of you, more an issue when it's crowded. vo volume at curve at terra linda. you see the puddles that continue from earlier rains in san rafael. san jose, rain up highway 17, watch for it to hit the south bay. you have dry roads throughout silicon valley. 5:32. breaking news this morning in san francisco where a number of cars caught fire overnight in a popular neighborhood. it happened on noe between 18th and 19th streets in the castro. stephanie chuang live in san francisco. do police think the fires were purposely set? >> reporter: good morning to you. so far the answer is yes. these are suspected cases of arson here.

we have seen patrol car pass by a couple times to look out for anything or anyone suspicious. one of the fires here at 18th and noe where the silver hatch back is parked. the other a block up the hill at 19th and noe where police and fire responded and saw a tall, newer white dodge sprinter van on fire, next to it a compact car suffered minor damage. but the second case of major damage at 18th and noe, a red, newer model four-door jeep that suffered pretty bad damage. across the street a store, employee there told us he saw the aftermath and also believes the fires were suspicious. >> fire on the bottom of the hill was on the hood, it looked like someone had set it, it wasn't anything from inside the hood area like engine fire or anything like that. the fire department got it under control within ten minutes.

they got it under control and taken care of. >> reporter: along those lines he added that the response was pretty quick, within minutes you had the fire trucks here as well as eight to nine patrol cars, also the san francisco fire department's arson squad responded to the scene. again, suspected cases of arson but no one in custody yet. police said responding officers when they got here called not find suspects nor witnesses. live in the castro, stephanie chuang, "today in the bay." >> thank you. happening today, governor brown will do his best to persuade head of the university of california system to keep tuition and fees around $12,000 a year instead of hiking them up thousands of dollars. >> "today in the bay" kris sanchez joins us with the governor's argument and why it me not fly. >> we expect the governor will say, you're getting $100 million this year, next year, you've

gotten $100 million last year and the year before and that was intended to buy tuition stability for students, that's what voters wanted but napolitano says the system needs more money to meet the demand for higher education needs in our state and freezing costs beyond four years that voters promised when they passed the increase two years ago is not realistic. the uc chief financial officer says the long-term goal includes bringing stability to the funding of the system so that students and families can plan. >> we have a significant amount of mandatory costs. we have retirement contributions to our pension system, retiree health, our own health benefits. one of either areas that i point out the state could help us in is in retirement. >> here's how that proposed hike would shake out for students. 5% in five years, students go from more than $12,000 in tuition and fees right now to

close to $13,000 next year and in five years the hike would bring tuition and fees to more than $15,000 a year. when this news first broke a couple weeks ago students told us they did not know how they were going to manage those extra costs. often we see students being active politically in this cause and protesting outside that meeting we expect it could happen again today. >> a big deal for them. >> a lot of money. >> thank you. >> one we will continue to foll follow. santa clara county animal shelteringing for people who want to adopt more than 30 neglected horses rescued from morgan hill. the horses were surrendered by their owner after he was charged with animal cruelty. investigators say he neglected animals, and many are malnourished. the shelter will screen all applicants to make sure they can

properly take care of the horse before adopting them out. politics and fees are online. 5:36. two valuable guitars swiped from a prestigious music school. a man observed in images is being tied to the thefts. the instruments include the eig eight-string classical guitar, stolen at san francisco conservatory of music, valued at more than $30,000. the school issued several surveillance images for people's opportunity to weigh in, let you know if you recognize those folks the men in the snow cap has the guitars in his hands. the school wants to know who that man might be. 5:37 now. grab an umbrella before you head out the door. did you do it? i forgot. >> so did i. >> of all of the people. telling us it's going to rain. >> you like to run. run to your vehicle, dodge

showers today. there's always some method of staying dry, especially getting out to your vehicle. i want to oipoint 0 this out, a area south to where farmers need the reasonen doing holiday travel, i can tell you this is dangerous for you today. you've got safer conditions as we get into friday. saturday not looking like a great travel day but sunday is okay. i'll show you why in a moment. i've got your futurecast ready to go. first, talk about what's happening now. heaviest rain at this point coming down over the santa cruz mountains, areas in concord getting good downpours. a lot of that north of san ramon. throughout the morning hours, temperatures are mild, still on the warm side of this front, though. it's going to be cool for today. you'll need your jacket as well. almost balmy, close to 60 on the east shore. hit 63. three-degree climb is all we're anticipating.

our next weathermaker come through as we head throughout the second half of tomorrow. this one will clear out at about 12:00, showers turning spotty, unorganized and another round of rain as of tomorrow 3:00 through santa rosa. all of that will press into the south bay throughout tomorrow as well. the next system, the one tomorrow, will come through really quick. it doesn't have a lot of rain associated with it. this one does, saturday, 9:00 a.m., you can see yellow, rich moisture. we're dealing with rainfall for several hours, potentially up to six hours of light to moderate rainfall. yeah, this is the one that could bring our totals way up if everything works out just right. looking good. nonetheless for the next couple of weeks as well beyond then to continue to get storm systems. it's looking optimistic now. yeah, i've got something to talk about finally, mike. so do you. so do you.

before the country runs ow of money december 11th. what they're not seeing action on is the big oil pipeline, republicans want to run through the middle of the country to create jobs. "today in the bay's" tracie potts live on capitol hill with the latest on that, plus a look at immigration as well. good morning. >> laura, the senate tried to pass the pipeline last night, didn't work, failed by one vote. both democrats from california did not vote for it, but 14 did. just wasn't quite enough support. republicans, the new republican-controlled congress will have to deal with that at beginning of the year. the other big issue that they're trying to deal with here is immigration. president obama said to be close within the next week or so of making a decision on an executive order that could allow parents of dreamers, kids brought here illegally, to stay in this country legally. now, republicans don't want to see that. there's some concern that can sour budget negotiations going on now.

harry reid, democratic leader, at least for the next couple of months, has told the president he should act on that quickly. a number of things we're watching on capitol hill as they try to wrap it up in the next few weeks. >> wrap it up and get it done. this morning, the secret service is going to be on hot seat on capitol hill answering to arecent security breaches at white house april number of lawmakers expressing concern. the hear willing look for ways to prevent future security breaches from happening like the ones we saw in the last couple of months. also on capitol hill, a hearing on the recent data breach at u.s. postal service. this hearing comes after the postal service revealing last week that a cyberattack exposed personal information of 800,000 employees. lawmakers will look into why it took the postal service two months before revealing that hack to the public. the east coast buried under massive piles of snow this

morning and the storm isn't over yet. this is what it look like in buffalo. possible snow totals could top 6 feet by this afternoon. another storm expected to roll in tomorrow. not getting a lot of breaks. so far six people have died because of the latest storm. crews worked through the night trying to rescue motorists that were trapped on new york thoroughways, most of them now considered safe. but they're getting a pounding back east. >> yes, they are. we are not jealous of that. here in the bay area seeing right now this morning a pickup in wind and rain conditions. >> the two combined, two could make for dangerous travel. glad you brought that up. 5:45. start with wind speeds because, as this front comes through, we're first going to see the front come through and then the core of low pressure with this system is going to track over the bay area. it's got a lot of instability associated with. as a result, we are going to see

ramirez stabbed his 48-year-old mother and 1-year-old nephew last year in san jose. he's accused of stabbing a 3-year-old child but not fatally. all of this happened last may in allen rock neighborhood. investigators are not sure what led up to the attack. they say ramirez has a mental disability but did not elaborate. former kung fu instructor who pled no contest to sexually assaulting two students will be sentenced today. prosecutors say he'll be likely sentenced up to three years in prison and have to register as a sex offender for the rest of his life. two of his students at the academy in san mateo said wong molested them. they were 9 and 11-year-olds at the time. the berkeley city council was not able to come to an agreement whether to add stickers to gas pumps warning about global warming. the meeting ajump adjourned bef

voting. it would require gas stations to warn that burning fuel contributes to global warming. it would be the first of its kind in the country. opponents say the proposal is politically motivated. san francisco is considering the proposal. this morning low-income housing supporters are celebrating abig victory in san jose. city council approving a fee on new rental housing construction that will go towards building lower priced units. $17 per square foot fee will begin in 2016. opponents say the fee discourages contractors from building rentals. council members hope to start talks with santa clara supervisors about a county wide low income housing tax on the 2016 pballot. >> today the stadium will be named at 10:00. the 18,000-seat stadium under construction on cole man avenue next to the san jose international airport, you can see it if you're flying in,
