this is "today in the bay." >> very good wednesday morning to you. thanks for joining us. i'm laura garcia-cannon. >> i'm sam brock. weather's the story this morning. a look right now at your microclimate forecast. this, as rain has returned to the bay area. a live look from san rafael and san francisco. we'll show you that. the s-curve. meteorology christina loren joining us. this is what you predicted. right in the thick of things. >> thank god it arrived on time. i've got to tell you we need this rain. you know what? for the past few weeks we've been consistently getting much-needed rainfall that we need. but this next round looks significant. we're opening up the storm window. we've got three impressive storm systems ready to roll through the bay area. first one already bringing that rain to san jose. you can see the entire bay area at this point getting the light to moderate shower activity. make sure you grab your umbrella. i widen out more. farmers desperately need this.

in san francisco overnight. fire broke out early this morning on noe street between 18th and 19th in the castro. "today in the bay's" stephanie chuang live there now. i understand arson investigators called out to the scene? >> that's right. good morning. preliminary conclusion that is these fears were arson, too close in time and place not to be suspicious. the first one noe and 19th. the second within silver hatch back, when officers got here no sign of any suspects. it was just after 2:00 when police and firefighters came out here and found a newer, tall white dodge sprinter van on fire. next to it a smaller compact car suffered minor damage with scorched paint and a melting taillight. the other site of major damage 18th and noe, newer model four-dur jeep suffered pretty

bad damage. a man saw the aftermath and said the fire did appear suspicious to him as well. >> i think someone set them or two people were working together and set the fires together. that's what i think. it could also be homeless setting the fire to stay warm and going off and lighting a fire someone else. >> he said the response was quick from police and fire and firefighters were able to put out both fires in ten minutes with eight to nine patrol cars on scene and a couple of fire trucks. the arson squad out here but gone by the time we got to the scene here. again new york one in custody yet. we have seen one patrol car in the neighborhood looking around possibly for suspicious activity or someone who might be connected to what happened after 2:00 this morning. stephanie chuang "today in the bay." >> what a way to find your car like that. thank you very much.

6:04 on your wednesday morning. parishioners of a san jose church that burn down over the weekend are not letting charred walls keep them from their worship. they plan to meet in a space behind the church in an hour and a half for wednesday mass. investigators still aren't sure what started the fire sunday at holy cross church in san jose. flames started on the second floor near the organ and spread to the attic. holy cross has 1200 parishioners. >> the santa clara county animal shelter looking for people who want to adopt more than 30 neglected horses rescued from morgan hill. the horses were surrendered by their owner after he was charged with animal cruelty. investigators say he neglected the animals and many are malnourishes. the shelter says it will screen all applicants to make sure they can pro properly take care of the horse before adopting them out.

sbcountypets sbcountypets.org. uc board of regents will consider tuition hikes which the president says will bring stability in the long run. hikes that uc students respond are just plain cruel. kris sanchez with what the uc president would like and what students would get. >> you might imagine students are focuseden the immediate impact higher tuition and fees between now and their graduation date. when governor brown addresses the board of regents he'll likely mention that and extra $100 million per year that the system got in the last two years plus this year and next year. that money's a result of a tax hike that voters agreed to in part to freeze tuition for students. the uc president said that the freeze cannot last forever if the system is going to meet obligations like pensions and

retiree benefits and expand to meet the demand for higher he indication in the state. when news broke two weeks ago students at beginning of their education and nearing the end each told us that they don't think it's fair that they have to pay more. >> they're stealing money from broke college students and most of us are taking out loans. it's pretty awful if they raise it anymore, in my opinion. >> for them to raise their tuition every year so much for their students especially ones struggling, i think that's cruel. >> here's how the proposed hikes would shake out for students. talking 5% a year for five years, meaning students go from just about $12,000 in tuition and fees now to close to $13,000 next year. by the end of the five years, the hike would bring tuition and fees to more than $15,000 a year. uc chief financial officer says that tuition increases now would help stabilize university funding so that future increases

for students down the road could be more moderate and predictable. coming up more on what the students say and how they might respond this morning. >> interesting. student debt such an issue with our students. 6:08 right now. time to check that microclimate forecast this morning as we give you a live look outside. san mateo bridge we've been watching rain steadily come down growing in strength. check the forecast with meteorologist christina loren. >> good morning, first of a series of storm systems. not only do we have wind coming into the bay area also dealing with brief, heavy downpours, slick conditions. you want to keep in mind rain wind through the higher elevations. you really want to stay alert and take it easy. talking to those of you who head over the santa cruz mountains, definitely. one of the mornings you don't want to mess around. get out the front door as soon as you can to reach your

destination safely. santa cruz good downpours. san jose showers have arrived, nice and slick at this point all the way on 101 where it comes together with 280 in san jose. collect on the drive with mike in moments this extents through milpitas fremont. we'll continue to see this rainfall for the next couple of hours and showers turn spotty. not much of a drying out period before we get our next round of rain. this one comes in into the north bay, heavy rain at times starting tomorrow at 1:00. that's the deal. we've got this rainy pattern going. we'll keep it going through your weekend. more on that coming up in a few moments. here's mike and your drive. >> well you know we had a lot of rain first hitting north bay san rafael camera saw it first. you see the glow the puddle on the northbound side on the right, traffic volume's building with slick roadway but not much of a concern with the rain.

water does kick off of cars and off ramps off of freeway speeds. bay bridge toll plaza metering lights on causing the big of the issue. rain earlier dried off from the lens. roadway looking damp but not wet. parking lot shows evidence of the rain over on the right. backup off of 580 as well on the map. 580 at 24 toward the bay bridge toll plaza, slowest drive, slowing north 880 and off the east shore freeway with the berk le curve. rain hitting the upper east shore, slow typical for the commute out of hercules and west highway 4, pittsburg to concord. later rain in the storm, so that what is possibly causing the slowing. no problems for the tri-valley. south bay typical build. san mateo bridge live look roadway has remained dry on the hayward side. watching for rain to hit the peninsula. >> here it comes. >> thanks a lot. >> cameras dry, that will change

welcome back. tracking reason on the radar. we need the rain you don't need the slow commute. we'll let you know how long showers will last. the good thing, we've got mike inouye coming in clutch on a wednesday morning. >> whether you use clutch or automatic, moving smoothly through free month. you don't need slowing. you don't have anything unusual but rain is a factor. where that's playing out, coming up. >> lawyerura and i stick drivers. berkeley city council not able to come to an agreement whether to add stickers to gas pumps, meeting ajumped last night before members voted on the issue. we've just learned the earthquake's new stadium will be named avia stadium, miles from where the new stadium is located. 18,000 seat stadium under construction on coleman avenue

next to the san jose airport. it will open next year. shuttle drivers for one of the largest tech companies, world's largest tech companies will vote on whether or not to unionize. facebook shuttle drivers transport some of the highest paid workers in the world but their pay does not reflect long hours that they keep. the shuttle company told the "mercury news" it's generous and against forming a union. we'll learn the results this evening according to bob redell. editors at san francisco magazine are astounded at their own timing. >> scott mcgrew, uber on the cover. >> right in the middle of one of the biggest public relations disasters uber ever had and they've had several. the cover says uberbad, and looks at the company's checkered past. the article, critical of uber was written before the late vt uber bombshell. executive telling people the

company was thinking of tracking journalists who use its cars and then releasing em bassbarrassing things about them. the ceo issued an apology. he tweeted it using 13 different tweets the executive showed a lack of leadership humanity and departure from our values and ideals. i believe that folks who make mistakes can learn from them myself included and that goes for e-mail. that would seem to indicate emil michaels keeping his job at uber. the question is whether the ceo can keep his job. uber's biggest investors include google which done like negative attention. are they going to divest? absolutely not. uber is a golden goose but it doesn't mean they will not want changes. "new york times" reporter points out the idea of a senior

executive would be fine to reveal a plan for spying makes you wonder if anything is considers off-limits at uber. the big of the thing that he writes in "the new york times," most cutting comment is when they compares uber to myspace, pointing out lyft is just as easy to use, just like facebook was just as easy to use as myspace. you can say insulting things to tech executives but compare them to myspace, big trouble. >> absolutely the bottom line there. do not cross that threshold. >> innuendos, thanks scott. 6:17. busy and dangerous stretch in bay area roadway will get a major overhaul all in the name of safety. santa clara county considering several plans to redesign congested seconds of the page mill corridor where it meets at oregon expressway. the renovations meant to improve

rain this morning. now, at this point, heavier stuff is starting to deteriorate. a lot of the yellow phasing out starting to push into sacramento valley. still getting good downpours here in the south bay. santa cruz mountains looking good for light to moderate rain showers to continue for the next hour or so. and i'm watching this batch of rain getting ready to move on shore on the peninsula and that should be in west menlo park by 6:45. love the technology we can track cells to your doorstep. temperatures now comfortable. we're at 61 on the peninsula. you are only going to climb to 63 degrees. still on the warm side of this system. cold air will be racing in behind it as we head throughout the day today. and then once that thing clears out of here by 3:00 to 5:00 showers deteriorating. tonight will be dry, this guy comes through. as we head through tomorrow a good looking front. it has a lot of rain with. but it's going to come through so fast i don't think it's going

to provide generous totals for us. next one that comes through on saturday, if you're trying to travel, here's the deal good-looking travel day for friday, also looking good for sunday. but on saturday the biggest of the three storm systems starts to move into the bay area and this is also going to spread all the way into southern california. clears ow, though, as we head throughout sunday. you might wonder a lot of rain in the bay area. what does that mean for snow in tahoe? we'll talk about that coming up. first, your drive. get you to work on time. here's mike inouye. >> we have our live cameras around the bay. talked about that rain having hit or coming into the area right here 680, 280, 101. looking here moisture on the lens and glowing lights. so far, driving conditions all right. we see a nice sunrise but watching for than the map, santa cruz mountains having seen rain and mist as well, and our friend tim at desk mist in 85 but things were good. but that's a half hour ago.

101 north, slowing, same for 87 and 85. typical pattern for western. no drama in addition to the rain system coming. tri-valley maintains typical flow and the pattern. slowing towards pleasanton and sunol. typical build for southbound 880 off of that hayward area and the castro valley y. early rain hit north of 92 causing wet roadways through oakland, san francisco, daly city. each shore freeway, slower drive evening itself out after a crash. rain having hit there carquinez, north bay. slower drive for west 580 off of 24, 24 slows because of the build coming off of oakland. palo alto, peninsula, where the roadway has maintained a smooth easy drive and dry conditions using light here for the sign right by ikea to show us whether or not there's significant water on the roadway.

larch grove place and hayes avenue near oak grove high school. police are keeping our crews a ways back from the scene. that school expected to be open today but police telling students to enter on blossom hillside of the road. police believe the gunman might have a child with him. bob riddell with a live update in a few minutes. washington could see more action on the budget. lawmakers trying to come up with a new budget before money runs out in two weeks. they're not seeing action on the big oil pipeline. "today in the bay's" tracie potts live on capitol hill with the latest on that and a look at immigration. a lot going on. >> a couple of issues that affect california. let's talk about that pipeline first, because it did not pass the senate. california's two democratic senators did not vote for it but they came up one vote short.

republicans hoping to push this into the new year when they've got control of both houses they insist they'll pass it and warning the president not to veto the pipeline. hearing those week that the president could be ready to take action on immigration, his executive order promised by the end of the year could come within the next week and it could allow parents of immigrants to stay in this country. that could aggravate things in the middle of budget negotiations between democrats and republicans. they've got to come up with the budget by december 11th, before they break, before the new congress comes in or the government runs out of money and talking shoutdown again. >> we'll see what they do. thanks so much. >> hope we will not be talking about shutdown for real. 6:32 wednesday morning. people in buffalo trying to dig out of a nasty snowstorm. buffalo is where snow totals could top six feet by this afternoon.

as well as sunday. keep that in mind. good morning to you. this is such a welcome sight. we have a bit of activity heavier stuff, rolling down the east shore. it's all starting to deteriorate. lightening up. we're getting pockets of rainfall and that will continue. as we head throughout the day today. what we have here the core of low pressure and they going to bring about more rainfall as we head through the second half of the day. mange sure you are an umbrella and warm coat. temperatures are definitely dropping off. 49 degrees in the north bay. our days get shorter, sun set pfz we hit 5:00 this time. 4:58. temperatures are definitely going to be on the chilly side. i can tell you, not a lot of sunshine coming your way today but we need the rain. next storm system arrives as we get into tomorrow afternoon. we've got another one on the way for your saturday. so stick around. we'll tell you what this means. overall this system coming in

580 early. you don't know what's particular about the commute, there are no incidents going. 880, smoother drive through oakland on that route but no help out of arrent da. san san mateo. folks from 880 orange hayward top of the screen union city. crash toward that doneidn't barton bridge towards the toll plaza. it has cleared to other side. should be smooth drive west of 880. smooth drive northbound to the south bay. slowing for north 101 around 680, a live cam rap take a look dry roads but building commute. >> good deal. >> 6:36. markets have been open for a few minutes. >> let's collect those numbers now with scott mcgrew. >> good morning. slightly negative we are waiting on information from the fed. i will say tesla is about 2% lower as morgan stanley worried

>> the show of unity this morning in jerusalem. less than 24 hours after a deadly attack on a synagogue there. jewish worshippers returned for morning prayers, one day after two palestinian cousins killed five people before being shot and killed by police. three victims were israeli-american. israel's prime minister says his country will take strict measures to deal with the rising wave of palestinian attacks. 6:41. as we await the grand jumpryry's decision, some gun dealers are seeing a spike in sales. one gun shop near the city's main airport says it sold two to three times more weapons than usual in reason weeks. back in august, a white police officer shot and killed michael brown, black teenager in ferguson. the grand jury is deciding if the officer should face criminal charges. >> stay tuned to that. 6:41. next update to break news. san jose police in a stand-off with an armed man near a high school.

arrived on scene, near oak grove high school. what's the latest, bob? >> reporter: good morning. you can see it's a block away where from we're standing looking down hayes where the area of larch grove, going on for several hours. san jose police, surrounded a home. merge is their version of s.w.a.t. around 9:45 received a report of a man in the street with a gun with a child. and that man with -- we heard what sounded like -- you can hear those concussive blasts two large blasts just came from that house. you can see it there was a flash bang, looked like a flash bang based on the light reflecting off trees. i don't know if that's the merge unit making entry into the house right now. officer real -- trying to see if the officer's hearing anything on his two-way. that could have been them making entry into this house where this

man had been barricaded. it wasn't clear if the child was ever released or what communication. hearing anything on your to-way about what just happened? you can't tell me. is it over? officer offcamera won't tell me whether or not the situation is over. again, started 9:45 last night. pio, public information officer with the san jose police department supposed to be here around 7:30 give us an update on what happened. it wouldn't be unusual for them to be making entry now, when we've covered these types of barricades in the past. they usually wait until sun up to make some move because they have can more light. as i listen down there there, i hear sirens, i don't know if it's officers or from the squad cars down there. i saw movement of an officer running towards the front of the home. from our vantage point, keeping us a good two blocks away it's

they broke out early this morning on noe street between 18 and 19th in the castro. "today in the bay's" stephanie chuang live there now. arson investigators were call out to the scene. >> reporter: they were. good morning. that's a preliminary conclusion, arson. but the question would be why? what's motive here? this was after 2:00 this morning, dark and quiet in the neighborhood. one fire a block up on noe at 19th, the other one here 18th, remnants of a shattered window. police saying by the type officers got here there weren't witnesses nor suspects in the area. they were able to get firefighters out here quickly. they put out a fire at a newer model white dodge sprinter van. there was a car next to it that had some minor damage sustained scorched paint and melted taillight. the other side, major damage closer to 18th and noe, a newer model four-door red jeep
