i'm laura garcia-cannon. >> and i'm sam brock. let's go live to our camera in oakland this morning. not only is the east bay expecting some rain later this morning, but parts will also see fog. laura just mentioned it a second ago. we're joined now by meteorologist christina loren for a look at your microclimate forecast this morning. >> hey, everybody. happy story to tell in the weather department. good news, we've got more rain in the way. it's really hard to tell what these storms systems are going to do. this one staying organized, this one coming through as we head throughout your day, you will need your umbrella. also a jacket. temperatures will be trily for today. we're in the 50s now. we're going to end up in the 60s and low 60s at that.

it's drizzly, soupy out there but the main event, the heavier pockets of rain is not spkd until after 10:00 a.m. more on that and the system for saturday coming up in just moments. >> you keep your beams on normal instead of high because this will just reflect off. let's look at the san mateo bridge. the low clouds drifting through as well. we'll show you the maps. there's orange where there's likely to be ground fog. >> thank you very much, mike. dozens of angry students are occupying a building at cal. they're just set with a tuition hike just approved. the u.c. berkeley, the protesters are camping out.

good morning, steph. >> reporter: good morning to you, laura. the mood here pretty quiet. plenty of students trying to sleep here at the largest tuition hike. it would go over five years and take it to almost $16,000. you're telling me you're here sin last night and this is the first time you've been part of a protest where you're occupying a space. how has it been? >> it's been incredibly inspiring. we did come to terms on three demands. we're looking for them to say no to a tuition hike. we want more transparency so they could release the budget so we know what we're getting into this with the encrease tuition and we need all the charges against jeff novan who was

arrested last night to be dropped. they made no move yet but we don't have any plans to leave until the demands are met. >> reporter: thank you very much. they are expected to approve this tuition hike formally. and governor jerry brown was trying to ask yesterday that they take more time before considering the proposal. >> big national news for today. president obama ready to address the nation about an immigration reform plan he's set to execute

without the approval of the congress. kris sanchez joining us now. the president's plan could impact millions of people. good morning. >> reporter: good morning, sam. we don't know exactly what the president's plan is. it looks like there will be protection from deportation but not a path to sit seasonship. the president spent the evening in the oval office crafting his speech that insiders expect will include a plan for up to $35 million undocumented immigrants to stay in the u.s. that includes about a quarter million farm workers and high-tech college congratulations bats and but also children brought here illegally. one immigration advocate said the plan should also include legal help. >> things that should be included in the president's executive order is some funding for attorneys to help people

navigate in process. >> clearly there are critics of the president's plan. republicans say the whole thing is just illegal because the president is going at this reform without congress and after congress failed to pass immigration reform on their on. a new nbc news poll shows the -- there thud be intense interest in this speech. we're going to air it. it from 5:00 at the white house. >> it's 5:06 right now, a warning for parents at a san francisco school this morning, scoot leaders say someone tried to kidnap a students.

they sent a letter to parents saying a 7th grade student was walking to a nearby cafe yesterday when a man ran towards him. the student screamed and ran away. san francisco have not said if this is a credible abduction te team. >> the drivers came to an agreement yesterday saying they drive around some of the highest paid tech works are in the bay area but their pay does not reflect the longhours they have to keep. some say they can barely get by. the facebook contract looped transportation for their shuttles. loop transportation said it respects the election results but do the does not agree with them. >> you might want to keep an umbrella handy. >> i took that this one is

getting ready to head over sonoma county as we head to the next half hour or hour. this approaching front won't arrive until midday. but when we meet back here for your way broadcast at 11:00 a.m., we'll likely be tracking some downpours. the south bay will get a little bust but the numbers aren't going to be as robust. we're fair game for half an inch to maybe an additional inch of rain up in the north bay just from this storm and there's another one on the way for your saturday. that's the long range story. let's talk about today. you can see a little bit of fog out there this morning.

you can see that, kindage we'll get a little bit of a break on friday. that's the good news for those of you in the north bay who have been in the ran since yesterday with monday on the way. and then as we head throughout saturday, it returns. here's the deal. our ground is already going to be saturated. i want to give you a preview. i take you into the sunday is looking better. all three systems combined, we are still on track for potentially upwards of 5 to 7 inches of rein in the north day. so we're looking good. it's a blessing.

it. >> local leaders say the proposal would make an already congested road even worse. >> and the vta wants to turn part of it into what they would call a bus rapid traps it, leaving the other two lanes for cars. the city of palo alto is specifically against this dedicated lane option. they fear it will make traffic worse, not on on the el camino but on parallel road as drive but the.

coming for the bay area, some really good news. >> i might just blow your mind right now bay area. are you ready? let's go to it, let's go to it. 2.68. that may not mean much to you, but it means a lot to our drought. 2.68, offer two and a half inches of rain. and i am skipping right now on my way to the weather wall because we need it so desperately and there is more on the way. and, yes, i just skipped. as we head throughout the day today, the rain arrives at 10:00 a.m. the storm is still to our north but it's coming in quickly. expect pretty good moisture and potential thunderstorms as we get into this afternoon. we are going to end up in the low 60s, upper 50s for you in the north bay where we are

expecting another round of good rainfall. we could get another inch to inch and a half of rain. as the santa cruz mountains will do their job to cast that rain shadow and keep the heavy stuff from moving into the south bay. but that's typical. that's what we typically see. as we head throughout the day today, showers after 10. we'll get a brief break for your friday. then the rain returns as we get into your saturday. that could make for tricky travel, especially if you're headed over to tahoe. this system looks like it will dump snow on the sierra nevada. stick around. i'll show you how much we're expecting. it's getting pretty active. the good news is we've had consistent storm systems over the past few weeks. we're bringing up that tallies. slow and steady wins the race. that's what i learned in school.

back to you. >> this may surprise a lot of folks. as many as 400,000 people die every single year from medical mistakes. our investigative unit discovered that california tracks all of them but does not make details about them available to the public. we're joined this morning with a summary of the investigation. >> good morning, guys. these mistakes are technically called adverse events in the medical community. experts say they are the third leading cause of death in america. california hospitals have to report such errors to the department of public health under state law. the state publishes those total numbers for adverse events but the state does not say where and when the mistakes happen. so we did it for them. we requested that public data over the last four years. it took us nine months just to get the data but when we did, it had some interesting characteristics and analyses. for instance, we found that two

bay area hospitals, stanford and ucsf, have the highest numbers of adverse events. but the majority of those adverse events are for bed source. we found other hospitals were lower numbers but higher numbers of more serious categories, things likes finding a foreign object in a patient after surgery or performing the wrong surgical procedure. we posted all of this data on our web sites. we heard from families who believe they suffered medical errors. watch our story later at 6:00 or go on our web site, check it out, nbcbayarea.com and click on investigations. back to you guys. >> if you have a tip for our investigative unit, please call us at 888-996-tips. >> it is 5:22. snow blankets the eastern part of north america.

we're going to start with a live look at the south bay, that is san jose. dry right now but rain is well on the way. christina will get you totally filled in in about five minutes. >> but first, right now u.c. berkeley students are occupying a campus building angry over a tentative tuition hike. what's the atmosphere out there now, stephanie? >> reporter: those students have been there all night. yes. there are about a hundred people we can see around wheeler hall. we're told there are move sleeping in rooms in this building. some of them have been here since 6:00 last night when they had a big general assembly outside this building. at issue is the tentatively approved tuition hike. now, joining me live is lorenzo,

a student here at u.c. berkeley. you've been here since last night. describe to me the atmosphere. >> it's been a great atmosphere. everyone has just come together. we really have a good sense of community. we've kind of made jokes, a lot of people have brought their homework because it is cal after all. we've had food, drinks. my friend brought a coffee breuer so we've been brewing coffee on a regular basis, keep the people going. >> so we know that there were some police officers around here last night and at the peak maybe 250 students here. talk to us about the interaction with the officer. >> there really wasn't much interaction. at 10:00 what the officers did was they did a sweep of the whole building so they made everyone come down to the whole level. an officer toll us that the building was officially closed. >> we have video of one of your peers here getting arrested yesterday for inciting a riot at the u.c. regents meeting

yesterday. we talked to him earlier. are you willing to get arrested or -- >> yes. yes. in citing a riot, that is pretty excessive. it was one shattered door and no riot ever occurred. >> reporter: the momentum here. there's a regents meeting today. people are planning to go to that. >> some of our student politicians are planning to go, kevin tabo, the ucss chair is actually speaking. he was here for a little bit trying to see what was going on. other people are going to a solidarity rally at 11:30. we still don't know for how long we're going to stay in wheeler. >> reporter: thank you so much. wheeler is the site of the protest that happened back in 2009. classes do start around 8:00 this morning, even here at wheeler. it will be interesting to see if the classes will be able to take

place and how student will react. live on the campus of u.c. berkeley, stephanie chuang. >> investigators say a gunman opened up fire inside of the library shortly before 1:00 a.m. as student ran from the library, officers confronted the gunman and ordered him to drop his weapon and they said instead he fired at them. officers returned fire, killing the gunman. >> it didn't hit us the first. we heard the gunshot. we assumed it was something at the strip or something that was just out of the blue thing, but we did not know. >> as you would expect, just a surreal experience. classes at sfu will be closed for the day but the campus will remain open. the gunman has not been identified. >> hollywood mourns the loss of a legendary director.

>> mrs. robinson, you're trying to seduce me. >> mike nichols died suddenly last night. his 1968 film "the graduate" catapulted dustin hoffman to stardom. he directed hits like "the bird cage" and "working girl." he may be better known for his work in theater. he's won an oscar, a tony, an emmy and a grammy award. his wife is tv news anchor diane sawyer. mike nichols was 83 years old. >> a burglar struck a home stealing family heir looms in the middle of the day. can you see two men roaming the home and eventually covering their faces up with their shirts, but not before the camera caught a clear shot of them. the homeowner is heart broken since the stolen jewelry

weekend. that's an indication of that atmospheric river tap. now this thing is going to tap into it for a short time. i think we're going to see that tap fall apart once this ridge starts to move through the bay area. what that means to you is we are going to see some pretty good downpours north of the golden gate bridge. you do want to keep your umbrella handy. it's going to be kind of soupy and misty out there. the great news is even that drizzle, that steady mist, it collects and accumulates and we are able to tally everything up for you and every single drop in the bucket counts. 50s during the day, mid 50s at that. make sure the little ones are prepared for it. that's about where you're going to end up later on today. so temperatures are going to stay on the mild side all day long. cool enough for a coat with some wind picking up once the system moves out. we got another one on the way as

coming down to the berkeley curve. so fog advisory issued by chp as we look at your map. chp said the richmond san rafael bridge might be a problem as well. here the ground level fog is an issue for 24, 580 and 880. no drama for the south bay. back to you. >> an investigative unit exclusive. more criticism for pg&e, this time for failing to secure critical electric substations in northern california. >> and they are tasked by law. >> earlier this year, the nbc bay area investigative unit showed security failures at several substations in northern/central california. former president of the state public utility commission is calling for the state's top regulator to investigate pg&e.

>> based on what we reported, should the p.u.c. again an investigati -- begin an investigation? >> absolutely. there's been a clear violation, not once but twice and who knows how many other times that have not been reported. >> you were doing the public's work for us by identifying the weaknesses in their system that still exist when we've been assured with $100 million that the problem was solved and corrected statewide. it obviously hasn't been. >> substation security is critical because many high-level experts believe last year's attack at santa fe's metcalf substation may have been a test run for terrorists. tony kovaleski takes us to several substations for an up-close look at security issues. >> front and center today, the president going it alone on

today president obama is going to reveal to the nation his immigration plan after the congress failed to come up with co comprehensive reform, the president has decided to go it alone crafting an executive action. kris sanchez joins us with what the plan could include and what the response has been so far. >> the president is planning to offer protection from deportation but not a path to citizenship.

we're talking about 5 million undocumented immigrants, among them children who were brought here, the parents of children who were born here and workers from seasonal migrant workers to college graduates. let's go live to tracie potts. people are going to be arguing about the fact that this isn't the way to go. >> and arguing about the method by which he's doing it, kris. 48% of the country in our own nbc news poll said that the president should not be using executive orders to go around congress, even though it's been years. you listed the thanksgiviings t president is expected to say. he announced that he's doing this on facebook but he's also going to be looking forward to

seeing politically what impact this is going to have. we've already heard from republicans and they are already before the president's speech essentially saying this is a no-go for them. that's their reaction, kris. >> thank you very much, tracie. we'll check in with you later this morning. even as the political rhetoric ramon y caj ramps up, there's quiet talk from families about what this could man for them. they were painting signs at a church last night. under the preliminary details of the plan, mom would be allowed to stay because her 8-year-old daughter was born here, but her 10-year-old daughter who was born in mexico could be subject to deportation. >> my heart is still broken because i will be part of this program and i was re cues-- res

but not my oldest daughter. >> reporter: the president will advocate for legal funding to help people navigate through this process that could change their life. >> thank you very much, kris. >> going in a different direction here. a new study finds teens who get up earlier for school are more likely to get into a car crash. researchers looked at two neighboring count niece virginia. students in one started at 7:20 a.m., the other at 8:45 a.m. crash rates were 20% higher when school started earlier. there was no difference in adult crash rates. the study was published in the journal of clinical sleep medicine. they recommend students get nine hours of sleep a night. >> i vow to never complain when

my 5-year-old and teen-agers sleep in. >> there's been a lot to make you toss and turn in you're a meteorologist trying to figure out what's going on. rain totals already becoming impressive. >> they really are. that's great news. that's the story that we need here in the state of california. it's 5:47 now. as you know, we're in a drought, an historic drought at that. and you take a look at some of our reservoirs. nonetheless we are slowly but surely chipping away at that deficit each time we get a storm system and the good news is we've had several so far this season and we've got two more on the way as we get through the next three days. for now we're staying mostly dry. we had a little fog earlier on the golden gate bridge. there's a little fog formation, especially at the coast but it's not going to be that bad. we have a storm system coming in

that's going to kick up the wind. the ingredients for fog are calm wnd and clear skies. as we progress throughout the day, the rain will become more of a factor, especially after about 10:00 a.m. then between the hours of about 10:00 a.m. and 2:00 p.m., we're going to be watching for the formation of potential thunderstorms out there. best chance right now looks like at the immediate coast over the higher elevations. so the coastal mountains, santa cruz mountains specifically. anything severe develops, there's a very, very slight chance to that, we will let you know. we're on top of this all day long, right here at nbc bay area. now, getting into this weekend, two sides to the weekend. outdoor plans definitely doable on sunday. that's when you might want to start cashing in on some of those deals. those are coming in hot as we get into the weekend. but temperatures will be cool and not a great shopping day on saturday with this guy coming in. that's also going to create some probl

coliseum. the raiders play kansas city today at 5:25. that's earlier than many games here and that's going to be an issue all afternoon, any time around 2:00, 3:00 p.m. in the area. there may be fog in the oakland hills. your typical build out of pittsburgh but nothing dramatic. it's a lighter flow of traffic. from now through next week, we should see a lighter flow of traffic. and we'll look at san jose. visibility is good on 101. >> bob redell is life in mountain view where state officials are talking about a proposal for a bus-only lane.

>> reporter: talking about that at two meetings today here in mountain view and letting you, the public, show up to let your feelings be none. at issue is a 17-mile stretch of the el camino real. the 17-mile stretch from san jose to palo alto. the transportation authority wants to turn part of it into a bus rapid transit, by turning the left lane in each direction into bus-only traffic, leaving the other two lanes for cars. the city of palo alto is specifically against the dedicated lane option. they fear it will make it worse, not on on the el camino but on parallel road as drivers try to find an alternative. instead that city is proposing what they're turning a mixed flow curb lane. buses could continue to use the right lane but the bus stops would be bowed out so they would not stop traffic when picking up and dropping off.
