overhead there. no rain yet. christina keeping a close eye on things. this is thursday, november the 20th. this is "today in the bay." >> and a very good thursday morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> and i am sam brock. another strong but quick storm headed our way right now. the radar lighting up to the right of your screen. >> and the bulk of the rain sitting offshore but it will make landfall in just a couple of hours. for the timing, let's check in with christina. >> another round of rain. we need the rain. the big problem with this storm is it's going to come come through so quickly providing a lot of rain, which could produce some local sized flooding up in the north bay. we're counting on the man front

to arrive. i can show you just offshore i take you out to the pacific ocean. this is going to track specific moisture. it will move through very swiftly, expecting most of the activity to be complete by about 4:00. nonetheless, temperatures will be chilly today, 50s to start, low 60s to finish and, yeah, maybe some thunderstorms later on this afternoon, especially over our coastal mountains. but here's the deal. we'll get another brief drying out period for your friday before that rain comes back strong on saturday when a lot of people are trying to get out of town for holiday travel. so we'll show you that next system, help uyou get out there. i can time it out for you but it could be dangerous out there as we head throughout saturday. let's find out what we're working with this very morning. here's our own mike inouye. >> i found a better word. there's some stuff right here. the low clouds impeding our view

from the bay bridge from emeryville, so we can't see the span. that's why chp issues a fog advisory for the bay bridge. watch the blob of the orange here shows you there may be more fog through the oakland hills. the altamont pass looks a little clearer, fog had cleared coming towards livermore. a live camera shows you the flat section. again, low clouds drifting through. as christina said, watch that weather change in the future. we're tracking your commute. >> classes at florida state university are cancelled today while investigators collect evidence in a deadly shooting on campus. investigators say a gunman opened fire inside the library shortly before 1:00 a.m. three people suffered gunshot wounds. as students ran from the library, officers confronted the gunman, ordered him to drop his weapon but they say instead he fired at them.

officers returned that fire, killing the gunman, who has not been identified. >> happening right now, dozen of college students are waking up after spending most of the night sleeping on the floor of u.c. berkeley's wheeler hall. stephanie chuang joins us live from inside wheeler hope. you have to think they hope this action prompts reconsideration of the hikes. good morning. >> reporter: good morning to you, sam. that's the goal here, an estimate of maybe 100 or more students. some of camped out in classrooms sleeping together right now, many have been here since 5:00 last night. you look at the students, many of them are trying to get some rest here. at issue is the tuition rate hike that would take it up almost to $16,000 for tuition going into the 2019 school year.

the school says it needs more money to hire professors but students say it's unfair to put it on them. nathan, you've been here the entire time. this connection to wheeler hall, you have one. there were protests in 2009 and your sister was there. >> a few years back, a number of grad students locked themselves in the building and my sister was outside the building forming a human chain against the police who were trying to remove the grad students. >> reporter: what prompted you to be here the entire night? >> definitely the tuition hikes. we believe it's becoming more and more unfair. the fact that this is a public institution is losing its value. we believe a public institution is meant for. >> not just those who can afford it. >> reporter: we have video of

one of your peers being arrested. he's here now sleeping. what are other students willing to do? we've seen in the past police will come and maybe clear these occupied spaces. >> jeff is a classmate and friend of mine. i think he's an example for all of us. we're really here to make a message and whether it means missing class today or the police coming and arresting us. we're going to do whatever is necessary to make a stand and present our message. >> reporter: nathan black joining us again, a cal student, a junior here. the board is set to formally approve this tuition hike. an officer said the original thought that the student would go on a bus and go to the regents meeting. now it seems the students are going to stick around. i imagine they're coming up with

some sort of plan to deal with that. live on the campus of u.c. berkeley, stephanie chuang. >> the u.c. regents will have plenty to talk about today. >> this picture was released last night showing the president in the oval office working on tonight's speech the executive orders are expected to protect as many as 5 million undocumented immigrants from deportation. that includes about a quarter million farm workers and high tech college graduates but also children brought here illegally and parents of children born ear. however, they would not have a path to citizenship and would not be entitled to federal benefits. kris sanchez is looking into how supporters of immigration reform in the bay area are reacting this morning. we'll have her report at about 6:30. we will air president obama's

speech in full tonight. you can also watch it live on our web site, nbcbayarea.com. it starts at 5:00 p.m. from the white house. >> a $200,000 grant is helping san francisco back a safer city for pedestrian. officials hope the money will help them to meet their goal of eliminating all traffic deaths in the city within the next ten years. about 900 pedestrians are hit by a car every year in san francisco, with that trend currently on the rise. >> at 6:08 right now, time to check that microclimate forecast this morning, taking a peek outside before the sun's arrival outside san jose. >> and rain, rain and more rain this week. christina has been all over the development. that doppler radar of yours is pretty green today. >> it's looking good. it's a wonderful site. it's starting to look like the bay area again, our hillsides turning nice and green. and after we get the additional

two storm systems on the way to the bay area, it's going to look really pretty around here. it will be very, very luscious, especially up in the north bay. take a look at mount tam. they accumulated over 2.5 inches of rain just from the storm that came through yesterday, over an inch of rain on the valley floor, mill valley, castro valley, almost three quarters of an inch. we had some pretty decent totals in the south bay as well, picked up over a tenth of an inch and every little drop in the bucket counts. this is what we're working with later today. you can see the prefrontal participation. a lot of this is very loga, rai that disappears before it hits the surface. your ground is saturated because of the rain that came through yesterday, especially in the north bay where we had the highest totals. this front will produce some very heavy rainfall just for a

few hours and press into the south bay between the hours of about 12:00 and 3:00. after that it's going to high tail it out of here and head across tahoe. so that's the good news. but then we get another one without not a lot of drying out time. so that's where we're really concerned when it comes to the system coming in on saturday. more on that. in just a few moments, there's some fog out there this morning. the good thing is we have mike inouye to help us guide through, kind of like rudolph for santa. i get to be santa in this one, mike. >> outstanding. we're looking for treats then, maybe a bag of tricks perhaps. southbound 101, the fog, the mist, the drizzle that christina is talking about. we're talking about the road weather index, the orange there just to the left of where it says san rafael and the arrow,

when you see the orange light there as well as in oakland off to the right, that's where you might have a little trouble of visibility through the hills on 580 and 880. earlier fog through livermore has cleared out of the altamont pass. we showed you earlier you can't see that high rise from the hayward side so visibility and low cloud drifting through the area. 101 at 92 a crash currently blocks the two left lanes. we'll track that closely. the rest of your south bay with just your typical lighter build. a live look at 880 through fremont shows you the typical value through the truck scales. watch the richmond, san rafael

be raining where you are, we still have the moisture. that's fog in the air for some folks. so we're talking about your commute. oakland moves smoothly. we'll show you what else is going on coming up. >> and hollywood mourning the loss of a legendary director. mike nichols died suddenly last night. he directed hits like "the graduate," "working girls" and "bird cage." he's married to legendary anchor diane sawyer. >> and some local leaders worry a bus-only lane will make congestion worse. >> and some u.c. berkeley students are protesting a tuition hike. the plan would raise tuition 5% per year for the next five

years. >> 6:15 right now. uber's troubles have spread to washington. >> a powerful senator wants to know why an uber executive is not following the company's own policy. it's a fairly simple question, scott mcgrew. >> it is and it's one uber hasn't answered yet. if you have a policy not to do something, why is one of your executives going around saying that what we plan to do. the question comes from senator al franken. he may have started as a comedian but he is deadly serious and effective as a politician now. the fella in charge of uber says they considered plans to track journalists, something uber says would be entirely counter to their policies, which leads to this obvious question and one franken asks in this letter, to what do you attribute such a failure at the company's highest level to heed your own policy? uber has said several times it

doesn't track journalists, however, in the past day there are allegation it is did exactly that in new york city using software uber calls "god mode." there a lot of reasons you doesn't want to get in trouble with washington but one of them involves frank live peer pressure. silicon valley doesn't want its executives attracting the attention of lawmakers so the lawmakers will leave startups alone. you doesn't want to be the guy who wakes up regulators. the ceo of an app called path did that, attracting attention of the ftc after his app uploaded your contact list without telling you. and that led to questions for apple and this got the senate's attention. washington could get very interested in ride sharing because of a mistake that one person made. >> wow, what a mistake. >> it was a big mistake. >> thank you very much, scott.

a story developing right now by the meinute, more and more snow blanketing buffalo, new york. the area could see another three feet or more of snow, this as frozen locals are struggling to just dig out from the storm that dumped nearly six feet of snow on new york. so far the storm is blamed from at least seven deaths. many of them from heart attacks. the weather is expected to warm up this weekend. that means the snow will melt and now officials fear it could cause severe flooding. >> let's look at our own microforecast this morning, taking a peek outside, that's a pretty glow. can you see the moisture in the air this morning. we're tracking a series of storms. christina's been busy at the weather station this morning. >> not opaque, though. 6:18 now, let's talk about the rain. it is coming in but not the heavy stuff just yet.

you can see the light rain showers coming up. at this point it's light. the heavier stuff will come through as we head throughout the second half of your day. so let's do a little bit of storm tracking here and talk about the timing of the main part of this front, which is going to move into the north bay. rifle ti arrive time about 9:29 and in the south bay between 12 and 3 p.m. it's a fast mover, it's got a lot of moisture but it will come through in the course of about six hours. what that means is the rain will come down so far that there may be some flooding because our roadways are not equipped to

receive rain at those rates. keep your umbrella handy today. good showers on the radar. it's going to be cool out there, you'll need your umbrella and your jacket. most of the activity subsiding as we get into the evening hours because that system is moving through so quickly. then i take you into your friday. mostly dry conditions. this is a good looking travel day for you. saturday a very potent storm system, which will clear out of here for sunday. i just want to give you an idea of what is coming your way. here's our first weather maker. next one on its heels, you can see how much moisture this one has associated with it and why we're warning you travel could be problematic. let me take you through your saturday and just give you an idea of the timing. the heaviest stuff comes through as we head throughout the morning hours. but a lot of this is going to impact the entire state of california. this, once it makes its way over to tahoe, could just dump snow above 7,000 feet. that's good news.

we'll ta-- heavenly is opening of this friday. we'll see what other areas could get snow as much as three feet. i love studying this stuff. really exciting for me. >> i love you studying that stuff, too. i can just sit back and point at the camera and go, hey, san jose clear. northbound route starting to slow down a little for 101. nothing unusual about this thursday commute but starting today in through all next week, we're likely to see a lighter flow of traffic throughout the bay area because thanksgiving week tends to see a lot of schools on vacation. that's the issue there. southbound 101, a crash at 92. looks like things have just about cleared through lanes. i got my eagle eyes here because

we have typically a slow direction. so far better news. a slower drive for hayward along the east bay, nothing unusual about that or the tri-valley, no orange blobs here or in oakland. it might be tougher to see through that area. that crash on 101 the only this evening for the peninsula but we'll look at the bay bridge. a live look shows you the metering lights are on, backup past west grand avenue. you can see in emeryville, tease a better view but we still can't quite make out the entirety of the bay bridge itself. we can make out emeryville and the land approaching the bay bridge but we can't see the incline toward the bridge itself. the visibility for drivers is all right across the span. back to you. >> some of the telltale signs. morning commute starting to pick

details of his announcement. >> good morning, laura. let's start with one of the questions a lot of folks are asking, which is why now. apparently it's because the president promised to act in september and waited until after mid-term elections and the president said he's going to keep that promise. and he bolstered by the fact that the senate came up with a comprehensive plan two years ago, which the republicans kept from coming to fruition. insiders expect it to include a plan for up to 5 million undocumented immigrants to r remain in the u.s. it also addresses the issue of children brought here illegally and the parents of children born here. it says the plan should include legal help, especially for families that could be divided by the reform. >> one of the things that should be included in the president's executive order is funding for attorneys to help people navigate this process.

morning. we're going to give you a live look outside, what you can make anyway, of downtown san francisco. obviously a lot of fog present on this morning. that's not the only thing we're awaiting. >> no, we look all the moisture in the air, christina. yeah, especially for us ladies, we pay a lot of money for that cream that mother nature is doing for -- provides for us. this storm is going to come through rapidly, but it is packing a punch, i do have to tell you that much. right now we're just getting a light precipitation. we're starting to see those bands of unorganized moisture. yup, starting to take shape. when these things start to come together, that's an indication we're going to get wet. now, a lot of this is going to

stay north of the golden gate bridge until 11:00 a.m. a lot of that will press south on highway 92 until 11 and 1 p.m. and then we'll start to get the front between the hours of 1 p.m. and 3 p.m. it's going to come through so quickly, it does have a lot of moisture with it. we could see more than a half of inch of rain come down over the course of three hours. that could produce localized flooding. we are expecting that in the north bay, highest totals of that region of the bay area today. overall cool out there, temperatures in the 50s and 60s. you might be starting to think about thanksgiving after all, one week away. maybe you're trying to get out of town. if you have travel plans this weekend, a couple things to note with this next storm system, a third one very potent. right here is mike inouye. let's check that fog, it's a

little soupy out there. >> let's take a look at the san m m m mateo bridge. visibility extends a little beyond our camera. as we're looking from the oakland side and hayward side, we have a crash just reported right at 880. thousan that's a tough spot. over to the peninsula, a crash blocking the two left lanes, causing quite a bit of slowing in san mateo. that's an early start for that slowdown. no injuries reported but they still have to pull one car from lanes there. the rest of your peninsula moves pretty predictly. 680, 101, 87 as well as 85 at the bottom of your screen.

available at target crews are sifting through what is left of a southern california home leveled in a late-night explosion. one died, two others were critically injured. investigators are trying to figure out if that blast which rocked the entire neighborhood near san bernardino was drug related. the earlier investigation ruled out natural gas as a possible cause. >> precious jewels were all one woman had left of her mother and now they're gone, swiped by thieves right in the middle of the day. the burglars were caught on home

stephanie chuang joins us live inside wheeler hall this morning. what's the mood in there now? >> reporter: students are starting to wake up now as the light is coming up outside. about 100 or more. there are students sleeping in classrooms around wheeler. they are protesting the tuition hikes that will take the tuition up to almost $16,000 from $12,000 now. jackson wrigley has been here since 5:00 last night. you were telling me you come from an underprivileged neighborhood and work with underprivileged youth and this strikes close to home or for you. >> i'm doing this for the 12-year-old that isn't able to speak for himself, he's out somewhere, doesn't have the privilege to have access to fight for public education. i feel like not only do i have the access but the obligation to

make this public fight. >> reporter: there are almost 250 students last night and one student was arrested yesterday outside the regents meeting. there was the image of the shattered door. what are students prepared for here today? >> let me just illustrate with what's going on here. we have hundreds of students sleeping on untenable conditions on really hard, cold ground. if they wanted to protest, they could easily just come to the protest tomorrow and appease their sense of self-worth but this is about something a lot more than that, about sacrifice. >> reporter: the u.c. regents is set for later this morning where they are set to approve this tuition hike. it will be interesting to see how students react then. for now, at u.c. berkeley,

stephanie chuang, "today in the bay." >> it will be real interesting to see how that plays out. that as we take a look outside of the golden gate bridge. can you see the very front of the bridge, the fog covering up the rest of it. we are expecting rain coming through our area again for a second day in a row now. >> christina has really been watching all that radar. >> and it's really a good, good story for the state of california. every single storm that we get is going to keep us away from those mandatory restrictions, which i know you do not want. can you imagine having to be forced to take your shower down to maybe five minutes? i do not want to do that, my friends. you probably don't either, especially if you're an early riser. even though we're getting rain, i do still have to call to conserve. our reservoirs are bone dry and it's going to take lots of rain to dig us out of this drought.

we have a series of forms, one comes through today, another comes through tomorrow and right now it looks like another one is on the way for the end of next week. the good news is, though, we keep the jet stream where it is and so we're fair game for any storm system that develops between now and even the first week of december. and that is a good sign. that can change. i'll let you know. i love tracking it and i love letting you know about it. you can see we're getting a little prefrontal precipitation. here is the main event. this is going to roll through the bay area as we head throughout today. it's going to come through quickly, 9:00 to 11:00 a.m. at that point it will be located right over 92. you can see between 1 and 3 is whether we start to get our action here in the south bay. i do believe a lot of that rainfall is going to be torn apart over the santa cruz mountains and we're going to get a little something here in the south bay. highest totals as per usual coming in in the north bay.

and we get a little more excitement once that front comes through because it has a little instability with it. for us that could translate to thunderstorms developing. we're going to stay here watching that for you throughout the afternoon. best chance of those thunderstorms will be between about 12:00 and 3:00. we're really watching for that at the coast. first system coming through today. you can see how much moisture it has with it. i just wanted to show you the size in comparison to the one that's going to come through on saturday. so you've got little low and big low. and this one is going to bring a lot of widespread rainfall to the bay area. take a look at this. i stop your:00 at 7:00 saturday morning, getting that rich moisture all across southern california and even to lack tahoe where we're expecting good snow totals. heavenly opening tomorrow. we're talking at the potential at the base for four to eight

inches of fresh powder. after last season, mike inouye, i know the skiers and snow boarders are salivating all across the bay area. good news is there's move on the way. the end of next week and first week of december. so happy to have this story to tell. it was pretty grim this time last year, mike. >> it was. as a skier, it's all about that base. i should make a song. san mateo moving very smoothly. we can barely see the bottom part of our screen here. let's show you the map. from the hayward side where traffic really builds up, it's the peninsula. we have a pretty smooth drive despite slower speeds. the crash still blocks your two left lanes. i thought this was going to clear much quicker than it has. this is el camino. that's moving slowly. so is 280. the surface street has signals.

the rest of the peninsula moves nicely into the south bay. the rest of your bay looking pretty good. a slower drive as we talked about through hayward and tri-valley. the low clouds and fog offver around hayward. the dublin camera, we had earlier fog through livermore. right now we have haze but visibility is fine for drivers. as the sun comes up. we're in transition, we have a little more cloud cover. >> it's a controversial plan designed to get people out of their cars and into buses. mountain view looking to create a bus-only lane on el camino

real. some say it would make an already congested road even worse. good morning. >> reporter: and it's possible some drivers feel that way, too. if you're one of those people for or against this plan, can you make your feelings known at a public meeting a few hours from now. at issue is the 17-mile stretch of the el camino real. they want to turn it into a bus rapid transit by lurning the left lane in each direction to bus-only traffic leaving the other two lanes for cars. the city of palo alto is specifically against that dedicated lane idea and they think it will increase traffic. they proposed buses continuing
