morning. we are looking at rain especially north of jan jose. a lot of that activity will spread to the south bay. santa rosa, napa, even mill valley seeing impressive showers. right now a pretty hefty shower moving in mill valley, richmond area. this activity is going to continue to spread south. as it does, we'll continue to see that rainfall and winds pick up. rain will be with us the first half of the day. we'll see a little bit of sunshine, especially north of the golden gate later this afternoon. everybody else expected to stay gray and crowdy. we will dry out and see plenty of sunshine. if you are doing any traveling the day before thanksgiving or the day after thanksgiving, try to leave the bay area could be tricky because there will be another storm system. after that we'll see clearing. a gray day, lots of rain just when we need it. we are happy about that. >> we are happy about that.

thanks, anthony. this morning a window washer remains in critical condition after he fell 11 stories and landed on the roof of a moving car in san francisco's financial district. two men from century window washers were getting ready to move their scaffolding into position when one fell from the corner of the building. a moving car broke the man's fall. the driver was looking for a parking spot. he says his first thought was a bicyclist hit his toyota camry. when he got out of his car at california and montgomery, he said he couldn't believe it. >> he fell off the roof. it's like an 11-story roof and i see my car. >> we all have our time. i don't think today was my husband's time or the other gentleman's time or this wouldn't have happened. >> cal osha has been investigating. that company century window

washers was fined in 2008 for a lack of safety training. the family owned and operated company had no violations over the past five years, but there is an open investigation from may of this year. >> in south bay last night a freeway chase reaching speeds of 100 miles per hour. the chase stretched from 101 to 880 and ended on 280. at one point 280 was shut down. officers caught the driver near the new apple headquarters in cupertino. it's not clear if drugs or alcohol were a factor. >> in good samaritans stepped in when a hit-and-run driver tried to get away from a crash scene. a toyota highlander hit the nissan. the driver of the versa died at the hospital. his passenger is in serious condition.

police officers found the toy driver pinned down by witnesses. he was trying to get away. police arrested the driver on several charges including vehicular manslaughter and dui. now to a developing story in ferguson, missouri, where there is worry about what could happen next. a grand jury is expected to announce at any time as early as this morning whether it will indict police officer darren wilson in the shooting death of unarmed teen michael brown. fears of the worst were heightened last night when two men claiming to be affiliated with the new black panthers were arrested for trying to get pipe bombs to use for protests. those close to officer wilson say he has no intention of returning to the ferguson police department. now to president barack obama's controversial immigration order. the president was in las vegas signing the order and trying to convince the nation. here at home in the south bay, labor experts debated how the

new immigration law will affect workers here. immigration plan has stirred up a lot of debate about what the immediate impact will be on the labor force. now that many will be able to work legally, it is expected they will leave their jobs that have poor pay or where employers treat them badly. before they had nowhere else to go. this is according to ben field at the south bay labor council who says the president's executive order will help everyone, not just undocumented immigrants. >> it makes it harder for low road employers, employers willing to skirt the law and commit wage theft, makes it harder for them to undercut good employers. there are good employers out there providing good quality jobs to workers in this community. they have a harder time competing because the low load employers will exploit undocumented workers. >> other south bay labor experts say the president missed an opportunity to protect another vitally important immigrant

population, silicon valley tech workers. >> the missed opportunity is here in silicon valley with our innovation economy. really nothing is being done to address the high level, high-skilled, well-educated tech workers we need to keep and retain here. >> he says many are hired on a project by project base sansd these valuable workers are lost to other countries. >> the president signed the executive action when he arrived in nevada. he spoke in las vegas. it's the very same location where he presented immigration reform in 2013. today in the bay is in las vegas for this part of the story. >> his third trip here to the high school. the president told the crowd the country waited too long to fix the broken immigration system. mr. obama signed the presidential memorandum, the new

rules tighten border security. they help skilled workers and it allows undocumented parents with children who are citizens or legal residents to temporarily stay in this country without fear of deportation. the president said republican presidents have done this before including reagan and bush '41. mr. obama said the time to act was now. >> we've known about this for years and we haven't done much about it. today we are doing something about it. >> to qualify, undocumented immigrants must prove they've been in this country at least five years and pass a criminal background check. the president said he would deport all undocumented immigrants who are felons. sunday he will fly back to washington, d.c. as you might imagine, it's a

at 7:15, this is a live look in san jose where it won't look this good or this dry much longer as rain will come. it will look more like this. downtown san francisco already feeling the rain this morning. as the rain heads south, saturday will progress and we will all be wet. an explosive kick-off to the holiday season in san francisco. hundreds of people gathered in justin herman plaza to see the 20th annual building lighting ceremony. for many this event is the official start to the holidays. >> this is really festive. we love just seeing the fireworks and being with everyone here in the community. just a lot of fun. >> 17,000 lights now illuminate the embarcadero center. >> the much-anticipated macy's holiday window displayed

unveiled in san francisco with the celebrity fanfare. hundreds of people lined up near union square for a chance to see internet sensation grumpy cat. barely raising an eyebrow for delighted fans. the spca puts adoptable puts in the holiday windows every year. for many families, it's a tradition to visit the cats and dogs. last night it was all about grumpy cat. >> he is so cute. he has these little round eyes and this little grumpy face. >> unfortunately, grumpy cat isn't up for adoption. she is on tour promoting her new movie grumpy cats worst christmas ever which premieres on lifetime one week from today. other adoptable animals will be in the windows throughout the season. spca said 343 animals found new homes last year. fantastic. >> when that alarm goes off at

3:00 in the morning, i feel like grumpy cat. >> you don't look grumpy now. >> the rainfall amounts we've seen this morning have been impressive. just from the light to moderate shower activity. o olema valley 0.71 inches. oakland hills starting to get wet. we are seeing that shower activity. you see the shower activity off the coast of san francisco all the way through tahoe. they are seeing some snow this morning. not a whole lot of snow. it's not going to have cold air to produce a whole lot of snow across lower elevations. at home, you can see the shower activity heavy in spots. off the coast of san francisco. that one little cell will make its way towards half moon bay. this cell moving towards richmond, oakland and eventually will move to concord, walnut creek and the tri-valley.

we are still dry in the south bay. still looking at cloudy skies. just to our north you can see moving up through palo alto. we've been tracking some very strong winds this morning. mt. st. helena has seen 45 mile-an-hour wind gusts. golden gate bridge you can see the flag blowing off in the corner, 31 mile-an-hour gusts. winds will be with us till about noon. after that we'll see the winds die down. it will be a great day for most of the bay area we are still waiting on that shower activity. the ground is still dry. the further you head up 101 we are certain to see shower activity. even in palo alto this morning, not wet just yet. hang on. we'll see those showers develop. let's talk about the timeline of this thing as it moves through. 8:30. still dealing with spotty shower activity, especially from the east bay to south bay. as we put this into motion, we are not going to get heavy rain with it, but winds will be the

that couldn't happen, wouldn't happen. people told me a lot of things. >> between the sideline he proved them wrong. as of last friday's game fremont was undefeated 9-0, the best start in the school's history, which is not what coach mussina is most proud of. long-time teachers say he has taken a team often isolated from the rest of the student body and made it more a part of the school than ever. >> if nothing else, we succeeded in getting the football program reconnected to the school. >> for evidence of that, look no further than beth via cheering from behind the end zone. in 13 years at fremont, beth had never been to a football game. >> i feel like it's a once in a lifetime opportunity.

welcome back. the warriors were hoping a rare four-daybreak didn't make them rusty taking on the utah jazz. they got out of the gate and scored the first 12 points of the gate. golden state built as much as a 30-point lead in this one. six warriors' players scored in double figures. warriors improved to 9-2 on the season. they are off to their best start since 1972. and the boston globe is reporting that the red sox have offered pablo sanibol a five-year $35 million contract, reportedly $5 million more than the offer from the giants. there are reports that the padres made the panda an offer, as well. what am i going to do with my panda hat and t-shirt? much more ahead, a rule that

welcome back now. you can see we are still tallying up the rain in the north bay. close to an inch now. santa rosa just under 0.50 inch. now the south of the golden gate we are starting to see rainfall amounts, oakland hills picked up 0.1 inch of this batch of rain. it's racing out of here. santa rosa done with the heavier batch of rain. this thin sliver of rain moving through will continue to impact the bay area. at least until noon today. san francisco still dealing with showery activity. that heavier pocket now right

over the inner bay. that will make its way to union city, fremont down toward milpeda. eventually as the main band moves through we'll see the showery activity in the south bay, as well. winds have been gusting. focus on that flag over there at the edge of the screen. you can see 31 mile-an-hour wind gusts at the golden gate bridge. mt. st. helena. today's highs are going to be uniform, back to the mid 60s. you can see in the south bay we are still dry. those roads still not wet. as we head to the next hour or so i think we'll see showery activity. palo alto still looking dry. east shore san francisco and north bay dealing with showery activity. the timeline brings it through the south bay about 8:30, 9:00.

we teach our kids to call 911 in case of emergency. vicky nguyen explains. >> what happens when a postal worker is injured? who called 911 and what is the poll system we found a postal worker badly hurt at a facility in oakland. time. we seem to pay attention to it only when it matters. like the moment when a father becomes a grandfather or the

passage of a milestone. 25 years of marriage. >> they call us a perfect family. >> time was the only thing that mattered the night her husband sam lay critically injured waiting for help. >> it's so sad because i can imagine him fighting for his life. >> this was sam's second home, the postal processing and distribution center in west oakland. it's where he operated a letter sorting machine on the overnight shift. >> he worked there for 28 years. very dedicated, very honest. everybody loved him. >> no one saw what happened, but on august 8th, co-workers found sam lying on his back with blood coming from his mouth and ears. down from an apparent head injury. as we learned from an internal post office investigation, employees reported finding sam between 3:00 and 3:30 in the morning. but dispatch records show the first 911 call didn't come in

until 3:53. >> according to the report when the first employee found sam he called out to another worker who contacted his supervisor. at the same time, an employee found her supervisor who told her to find a manager. the supervisor assessed sam, waited for other management then called the postal police and asked them to call 911. >> when i asked if they call 911 they said no, they call the supervisor first. what? >> we're not supposed to call 911. >> two current postal workers agreed to talk to us only if we hid their faces. employees are routinely instructed not to call 911, but

to alert a supervisor first. >> if we see an accident we are going to step aside. >> in oakland, the policy for medical emergency is clear. >> they are to expedite matters. >> this is a communications manager for the usps. he says the policy exists so paramedics can respond right away. cell phone service can be spotty inside the building, but postal police call from a land line and can grant access to secured areas. as you'll hear when the postal officer calls 911, she has trouble relaying important information about sam. >> there are also radio delays. because the postal officer is nowhere near sam. she is on the first floor. sam is on the second. >> what part of the body was

have to look at our own policies and see if is there a breakdown in the policy. >> was there a breakdown? >> it probably looks like it took longer than necessary. >> what ruiz calls a little bit longer dr. dodi calls more severe. this is a matter of the postal service considered closed. the investigation found that everyone followed the standard operating procedure exactly. the response was excellent, but after we began asking questions about the delays caused by the policy, ruiz said he would recommend changes to district leaders. how long will it take to find out whether this policy will change? >> well, i can tell you i'll be addressing this tomorrow. >> any changes will come too late for sam. paramedics responded just seven minutes after the first call, but more than an hour after he was found, sam would not wake up from his coma. no one can say if his outcome

would have been different had 911 been called sooner, but it's a question that lingers for his wife and children. his family removed sam from life support ten days later. one month shy of his 60th birthday. >> dad worked 28 long years with the post office. just the simple fact how they couldn't call 911 is a slap in the face. >> it cost his life. >> time. we pay attention to it mostly when it's gone. the 911 policy in oakland dates back to the '70s and similar to the national policy instructing employees to ask security to call 911. district leaders at the oakland facility are now revising the procedure as a result of our investigation. we'll certainly follow up. employees say this policy is outdated and dangerous. vicky nguyen, nbc bay area news. >> more news ahead on "today in the bay.
