all over the country, not only in ferguson, coast to coast protests erupting. in new york more than a thousand demonstrators marched through times square and philadelphia several people walked through city streets shouting "hands up, don't shoot." and in st. louis, they blocked interstate 44. and a crowd of more than 300 marched through the streets. nypd commiter bill br-- commissioner bill bratton was splattered with fake blood. this picture shows him covered in what looks like red paint. no protester was arrested for

throwing that fake blood. he was hired by a consultant by the oakland city council to help stop violent crime in that city. >> this was the scene in oakland as people smashed and broke windows while police in riot gear tried to push back. several people were taken away in restraints. >> kris sanchez is monitoring overnight developments here in our studio. but first -- >> we begin with bob redell. what's it look look in oakland now? a lot of repairs now? >> yeah, we've had contractor out here since around midnight, 12:30, boarding up some of the businesses that were damaged. we're looking at the starbucks where most of the windows were damaged or smashed here. we're at broadway and 8th.

if you go down to 9th and 10th, we'll see a lot of graffiti on the walls. smart and final store had a lot of windows smashed or damaged and looting inside. it appears there's at least one other building damaged in front of city hall. it began as a peaceful gathering of about a thousand people who came here for the broadcast of the michael brown grand jury decision. when it was announced that darren wilson would not be indicted, some decided to march and some decided to break the law, despite the fact there was a police presence, you see the looting, the smashed windows, graffiti on the outside of the building, set trash cans on

fire. there were people who remained peaceful, who had candlelight vigils, who had die-ins, that sort of thing, calling for justice for michael brown. >> at least give us something to go on. but to have nothing, it takes your guts away. >> what's going to happen in the future? what do i like bringing a black male into this world for him to get shot on the street? >> reporter: this was the scene around 8:00 or 9:00 last night. you see hundreds of protesters, possibly as many as 1,000 went up on to 580 by the lake shore off ramp. chp and oakland police were able to clear the road by around 11:00. so of course that road is open and downtown oakland itself, no protesters out here anymore. you have people doing clean-up. i hear a street sweeper right now running up and down broadway and as far as the number of arrests, there were arrests.

we're waiting to get that exact number from oakland police. they said they might be able to get those to us later this morning. >> a sense of helplessness for many people. >> we're learning more about the man at the center of the controversy, officer darren wilson. new pictures and interviews were just released by the grand jury. these photos were taken at the hospital. his face appears red and swollen. when asked in an interview why he drew his gun, he said "i felt another one of those punches in my face could knock me out or worse." wilson thanked his supporters and defended his action. even so, he's expected to resign in the next few days. >> in the days working up to the protests, michael brown's family

asked people to be peaceful. >> michael brown's family, as you might imagine, is understandably devastated, first and foremost because there were no charges filed against officer darren wilson, but again they are disappointed that the protests have not been peaceful. let's start in ferguson where protesters set a number of fires, one at an auto parts store, one at a car lot. protesters were looting retail outlets and a police car was torched. a police officer from a neighboring community was shot in the arm. an attorney for the brown family spoke just this morning. >> she was absolutely shocked. she believed that he would at least be charged with something. she really had faith that the system would work for her child, too. so she was just profoundly disappointed, as only a mother could be. >> now, the brown family is expected to speak on their own behalf coming up at 8:00 our

time this morning. officer wilson released a statement that he wrote after a rally on his behalf last weekend. >> i don't know how to thank you all enough. i wish i could attend and meet you, hug you and personally thank you for all of your continued support. however, due to my and my family's safety, i am unable to. >> that officer who read that statement for officer wilson wore a t-shirt reading "officer darren wilson, i stand with you." we will have more from the attorney coming up at 7:00 on the "today" show. and at 8:00 when the family speaks, we will try to bring that to you as well. clearly the family not really comfortable with all of the unrest and hoping from here on out it will be peaceable, which is what the president asked for as well. >> interesting to see where officer wilson goes from here. >> he's expected to resign. >> peace the overriding

that warmup continues all the way through tomorrow. and as we head throughout late friday into saturday, we set up with this rainy pattern with some really heavy rainfall projected in the bay area. this is completely computer generated. take a look at these fphotos so far. this is one of my reliable models as well. above 2 inches in san francisco expected and almost an inch and three quarters in morgan hill and san jose. we're going to get one round of rain on saturday and a heavier round late sunday into monday, both could hamper holiday travel. we'll talk more about what coming up. plus i'll give you the timeline for when that rain starts from where you live coming up in my next report. hey, mike, this is what we get to come back to work to on monday. >> unless the rain stops. if you can stop the rain, no, okay, they're telling me i'll have to come back on monday.

but golden gate bridge highway and transportation district officials say if there are no changes made, they face major deficits. they're talking $33 million in five years and up to $210 million in ten years. last month board members voted narrowly to keep the fees on the table, upsetting those at the table. >> this is the people's bridge. this is something our residents and locals of the bay area have a great deal of pride in and we should not be restricting access to that. >> reporter: the board is likely to consider savings through other moves in this 45-point plan, including implementing a multi-year toll increase for cars, starting in july of 2018 that could net more than $160 million in tn years. back here live, district staff members are studying the pedestrians and cyclist access fees. we're talking at least a couple years before we'd see them take place or go into effect. >> thanks a lot, steph.

your clock is set to get up at this hour. you know what? we are going to reward you with some live pictures this morning. you're starting to get some lovely, lovely dawn color. comfortable conditions for today in san francisco. as we head through tomorrow we're going to peak in the upper 60s. at the coast we'll hit the mid 70s here in the south bay, looking good for your thanksgiving. as we head out friday into saturday, we get our next rond -- round of heavy rainfall. in the north bay we'll get a little rain out of that system. the next one has an atmospheric river tap associated with it. can you see what happens. we get that very heavy rainfall. a lot of this is going to come through the south bay. take a look at this. we're going to get some of that heavy moisture right over tahoe. it's a warmer system but above 7,000 feet. the two systems combined based on what i'm seeing could produce one to three feet of fresh

the shots went off behind jay gray just before preparing for a live shot last night. he and his crew quickly ducked inside a nearby building. it's not sure if the shots were fired by police or protesters. >> and gunshot stopped officials from responding to fires as places were torched. we start with kris sanchez. >> she joins us with more on the escalating situation in ferguson. >> reporter: michael brown's family were understandably devastated because there were no charges filed against officer darren wilson, but also they're disappointed about all of the violence that ensued after the grand jury report went public. there was looting, violence, theft and the family is

overnight as angry protesters smashed windows. hundreds shut down interstate 580 and nearby streets. minutes later a large crowd jumped on to eastbound lanes again, bringing traffic to a halt. so far no word on how many arrests were made but our crews on the ground did see several people taken away in restraints. "today in the bay"'s bob redell will join us for a live report in about 15 minutes. >> and one person is dead and another in custody after a fiery crash in oakland. two separate crashes happening just homes apart around 11:45 near the east fruitvale off ramp. the car involved in the second crash was ungulfed in flames and

the person inside did not survive. right now traffic has returned to normal. >> one of the state's largest metal recyclers is playing a big fine saying it spud toxic chemicals into the air. simms metal management has beennd fire for two scrap metal fires last year. investigators say simms was allowing metal dust to blow on to the bay. our investigation showed the state hadn't taken action for years in regulating the substance. the company will pay $2.4 million. the company state said it admitted to none of the allegations but it believes in improvements. >> right now the bridge district is trying to close a large budget deficit. stephanie chuang is live in san

francisco with a look at the plan. >> reporter: the people who oversee the golden gate bridge and its finances say everything needs to be on the table because they're facing major deficits, $33 million in five years and up to $210 million in ten years. so assembly member phil cane, a democratic assembly member of san francisco, had asked the golden gate bridge highway and transportation district board not to even consider charging pedestrians and bicyclists to cross the bridge. so they are announcing today how they plan to protect public access of the bridge. >> anything that charges a fee for pies cling and walking discourages buys cling and walking and it's against everything that we represent. >> and board discussed a 45-point plan, including a

now to a developing story this morning. after weeks of waiting, news of a grand jury's decision not to indict a missouri police officer in the deadly shooting of 18-year-old michael brown has triggered violence overnight, both in missouri and the bay area. "today in the bay"'s jennifer is in ferguson this morning. good morning. >> reporter: well, sam, it's a very good morning because we survived the night. it was a rough night in ferguson. it was kacategorized by the pole chief as the toughest night there. this night topped it all. they made 60 arrests, mostly for unlawful assembly. 25 fires were burning.

25 buildings, businesses burning most beyond repair as people drove by and threw kerosene inside and tried to damage and destroy as much as they could about this neighborhood after they get the information there wouldn't be an indictment. there was also a lot of gun fire in the air. the police say they counted themselves 150 rounds. in fact, the faa had to change the flight path of several planes, divert five planes and they had restrictions on flying over the area up until about 5:00 this morning. a difficult night and they're hoping, hoping, sam, they won't have a rerun tomorrow. >> we were watching last night, jennifer, with breath held hoping we weren't going to see any news on serious injuries. thank you very much for the report. >> now, in the bay area, this is the scene in oakland overnight as angry protesters smashed

windows, lit fires while police in riot gear tried to push back. >> bob, what does it look like in the aftermath here in the bay area in oakland this morning? >> reporter: well, sam and lawyer rarks broadway downtown oakland, 14th down to 8th, you have about six blocks affected, you have four businesses, including this chase bank, there's a mobile phone store, a starbucks, they had their window smashed. this is the least amount of damage down there. and a lot of graffiti on the street. one of the biggest discorruptions last night was actually on 580. you're looking at the scene from our chopper that shows between the hours of 8:00 and roughly 11:00, you had hundreds of protesters, by one estimate, it could have been as many as a thousand who went up 580 and at one point shut down traffic in both directions. it took chp and oakland pd a

good three hours to finally get that reopened. it is open now for business and you are seeing, quote, unquot unquote -- we have been seeing our contractors going around and boarding up those businesses. there was a small minority of people -- and law enforcement no doubt staying vigilant. blied i don't know memorial church in san francisco proved to be a more peaceful way, an outlet, for people to let out their frustrations. the reverend allowed people to watch the verdict on a big

this as we take a live look outside of the beautiful bay bridge. >> that's right. let the wind blow in some fresh air for us. >> i don't know if you guys have noticed but our hillsides are turning green. you're a rock star, by the way. get your game on. as you're getting your gear together for the day, you want to think dress in layers. really cold start, nice comfortable finish with temperatures ending up in the 70s. 71 in the south bay, 70 on the peninsula and 72 in the north bay. i always have a little token of negligent that i like to hold on to until about this time when i'm pretty sure that we are going to get some decent rainfall and i can tell you right now, i've been watching these models, i've been watching this particular system for the past 10 to 15 days and right now it is looking good to bring us some heavy rain. but temperatures are going to be in the 70s for the next couple

days. it's a good time to get those leaves raked. you want to clear out your storm drains, a lot of rain coming in. you've got today, you've got tomorrow staying nice and dry. then on thursday, thanksgiving, comfortable conditions. you see our temperatures drop, we bring on the rain friday into saturday. let me give you an indication of what's coming our way, bay area. we stop that clock, we take you into your saturday, heavy rain fall coming in. you can see at this point saturday 2:00 p.m., a lot of that heavy rainfall is still to the north of the south bay. so this is what we're expecting. the heavy stuff comes in as we head throughout the second day of your saturday here in the south bay. then we get that rich moisture and this could potentially bring our totals way up and take a chunk out of the deficit when it comes to the california drought. i'm going to show you how much we're expecting. it might just blow your mind.

we're showing the blue we just had a late crew heading northbound. so even this bridge crew says things are going to be a little west 92 across the san mateo but not much volume. no real concern. we have your typical patterns, clearing by the time you get to 880. we'll see you if that second burst kicks in. >> thank you very much, mike. we have an investigative unit follow-up to tell you about on a story and a movement that started right here in the bay area more than 30 years ago. last night we told but the sanctuary movement that has local churches sheltering immigrants. it appears this morning the movement is now spreading.

here is investigative reporter steven stock to explain. >> reporter: good morning, guys. leaders of this sanctuary movement say they've been forced to action by the hundreds of thousands of people, including tens of thousands of children who have currently fled violence over the past year in central america. those people are now here in america hiding in our shadows, risking deportation and likely certain death if they are returned to their home country and their communities. now, the sanctuary movement first started here in the bay area back during the vietnam war. it began again in the 1980s when thousands of refugees fled the civil war in el safl door and it was here and in tucson, rarz. now with the kurns violence in honduras, guatemala and el salvador forcing those thousands to flee for their lives, thousands have teamed up to provide sanctuary for these
