near mission and 13th streets. police say it happened at a music hall but didn't know what event was going on or what led to the shooting. developing story. dozens of arrests overnight as hundred in oakland and ferguson protest the grand jury decision not to charge an officer for killing a teen. most were peaceful there was some looting and fires in both locations. >> a team monitoring both situations here and across the country. kris sanchez, development out of ferguson, missouri. >> but starting off with bob redell in oakland, crews are scrambling to clean up the damage. good morning. >> reporter: good morning. by the kelly-moore paint store on telegraph and 42nd, one of several stores that had a window smashed, graffitied and with the paint inside, people took some of the gallons and threw it on the intersection and used on other places as well.

because of what's happened, what's noteworthy, how efficient the businesses and the city of oakland have become in covering up the broken windows, cleaning up, and, of course, covering up the graffiti. early morning, this is one area that was graffitied overnight. paint is still very much fresh. we've seen graffiti crews with the city of oakland out there doing their busy work, same thing we saw yesterday morning. a lot of damage on telegraph -- yesterday, excuse me, on broadway. this morning a lot on telegraph. view of chopper. also not far from where we're at now. this is accouple of blocks down from us. you can see where protesters broke into import motors on telegraph, several people kicking in windows, shattering glass, running inside. we did drive by, two vehicles inside, vehicles did not appear to have any damage.

it's hard to tell if there had been other vehicles. not suggesting those vehicles were stolen, wondering if owners moved them. we saw two vehicles in there this morning throughout the night there were dozens of small fires. we saw this driving up, not fires burning but the dumpsters where the fires had been. no reported damage to homes or businesses but plenty of dumpsters, couches and other items set fire. the one on telegraph and 34th near the 580/24 interchange. around 9:00 last night, protesters went up on another freeway. instead of 580 the night before, they jumped on 580 near 880, 980 in oakland, blocking traffic for more than an hour. there was a stand-off with police and protesters. they were able to fet them off of the freeway and traffic moving a couple hours later. now we don't know the numbers from last night, as far as the arrests but night before opd arrested 43 people. there were arrests last night.

hard to tell if there were just as many as the night before. bob redell, "today in the bay." >> understand anger and frustration, hard to make sense of some of the violence. >> last night the second straight night of protests in ferguson but a different picture. national guard apeers to have prevented a repeat monday when protesters burned out buildings and fired hundreds of shots across town. the recent protests were less destructive but officers used some tear gas and pepper spray. >> fewer arrests overnight, one of the developments in ferguson. "today in the bay's" kris sanchez with the latest from ferguson. at least that's a bit of positive news. >> still amid the chaos and voices of protests, still a number of people saying protest, yes, but violence, no. nbc news on the ground said, as things got ugly, some protesters worked with police to identify

those troublemakers. as police and national guardsmen in full riot gear met crowds and tried to disperse with tear gas, a protester picked up a can, threw it back into the line of officers. windows were smashed, stores were looted and a police squad car was set on fire. meantime, michael brown's parents are speaking out on the "today" show. his father denying accusations that some folks from the government in missouri he insighted the protesters as he appeared outside the courthouse as the decision made. protesters don't represent the wishes of his familiar when they act violently. >> i won't say i'm mad at the people doing what they're doing but it's not what i asked for. that doesn't have nothing to do with us. but, yeah, everyone with the

>> all clear right now. as for air travel, bay area airports could be quite busy. mother nature might have a say in when you arrive at your descontinue nation. >> stephanie chuang live at san francisco international to explain how a major storm might put a damper on some local holiday plans as well. >> good morning. i spoke with the on duty airport manager here at sfo. it looks like philadelphia's a problem area with some delays. flights to and from that area, you may experience something. check out the board with the arrivals and departure information, everything is on time, including philadelphia. so that's the good news. according to tracker flight aware, airlines canceled 226 flights today across the country. most of the impacted areas are on the east coast, including philadelphia as well as boston and new york city. it's expected thousands of delays as impact of the storms bill up.

some major carriers are waiving ticket change fees for passengers trying to avoid the storm. >> we wanted to avoid wednesday as much as we could. yeah, tuesday night, better than wednesday for sure. >> experts say changing to earlier flight for tomorrow may be a good idea. prices are slightly up from this time last year, but some good news for the estimated 46 million people who will travel this holiday weekend. gas prices down 84 cents since april. that could mean more traffic on the road for those hitting the road. plus the weather impacting flights. message, give yourself plenty of time. coming up, how the military's helping some people fet to where they want to go this holiday weekend. >> so slick conditions could be a problem if you're one of the many millions of people planning to go on to the roadways this week. not to fear in the bay bridge. we might have to wait a couple

of days to see something like that. >> that could impact people trying to get home. there's good news when it comes to the storm system. we're not dealing with it throughout tomorrow. so flights might be delayed and the sheer volume alone could add to that. i can tell you, the storm system is heading out. not expecting widespread cancellations. into the future, as we head throughout midnight tomorrow, the storm system heads out. as you're trying to get home for holiday travel, heading to the northeast this could delay you trying to get back. a series of storms lining up in the pacific. storm window slated to swing wide open, starting friday, continue nothing tuesday next week. and this could be the heaviest amount of rainfall that we've seen yet this season. we've had pretty good rain come through. as we head through today, staying lovely. family coming in, maybe you

having the day off temperatures nice. 76, 76 in the south bay. 68 degrees in san francisco. that's a lovely day shaping up for you. and 71 degrees on the peninsula. we'll talk about that rain in my next forecast. anybody trying to get out of town, hold up. mike knows what might slow you down. i know we have a problem at bay bridge toll plaza. all lanes clear right here. we did have a backup for cash lanes. the angle from emeryville. looking at that at the toll plaza. the reason why we have that backup early on. see green lights here? two red, two cash lanes closed until a couple of minutes ago. all lanes are open for business, flashing lights, the fas-trak lanes. to the maps, smooth drive around the bay. no problems, 24 had slowing here, traveling just outside the caldecott tunnel. oakland, that has cleared up. get over here, as we're looking at the rest of the bay. not slowing through antioch, westbound highway 4, easy drive

how does triple pay on thanksgiving sound? one lawmaker pushing that idea in his home state. cleveland, ohio state representative mike folly says retail companies are asking too much of employees spend their time working on thanksgiving, especially in the rush to start black friday earlier each year. he's introducing a bill for state of ohio, not only require triple wages but allow employees to decline thanksgiving shifts without any fear of job sanctions. >> one estimate says, a quarter of all american adults have to work one holiday this holiday season. scott mcgrew, many expected to. >> sure, firefighters, police

shopping, yeah, people headed out and about. we have rain starting up on friday. also hanging christmas lights. you might want to do so early. wait until i show you what happens headed towards the bay area. it's a forecast to be thankful for. we need the rain. this time it's coming in heavily. it's going to make its way down into southern california. starting live, in beautiful downtown san jose, you can see christmas in the park down there, as we head throughout the next couple of days, comfortable conditions, beautiful weather for those who have family coming into town. you might want to get them out of town by friday because we do have a lot of wet weather coming our way. we need it though the timing is going to be tricky for travelers. here's what we are working with. temperatures mostly in 40s. on our way to 70s later today. close to 80 degrees in some spots. hit 76 degrees in the south bay. tomorrow looks good as well. turkey day taking your temperatures down a few degrees.

and starts to get active as of friday evening. but we're going to hole off on that rain for most of the bay area until we get into saturday. saturday afternoon at that. i show you your futurecast. we stop the clock at 7:30. that's when it starts to get active on saturday in the bay area. and once we get going with the atmospheric river we keep that tap going throughout the one with a heavier round sunday into monday. so when we meet back here monday, we're going to have a lot of wet weather, tracking that on radar for you. an idea, it not just the north bay getting heavy stuff. all the way down here through the south bay, more on the way for monday and tuesday. so we're going to talk about travel concerns you might face later today especially heading into southern california, wind down there. more on that in moments. yeah, you know this sight, you know it well. >> travel concerns, highway conditions, we check them all. more details on what your

conditions 4 be. as far as roadway, no closures to the sierra or southland. here in the south bay, northbound 101, nice easy drive now. let's look at your map of the silicon valley. san jose for this incident here, northbound 87 at 280, transition in downtown san jose, there's a crash. but no injuries and everything's off to the shoulder. i'll let you know about the connector. the megaphone, sharks play against the flames, that's a nice way to kick off thanksgiving for folks heading to downtown san jose, moving smoothly now. easy drive here, tiny bit of slowing toward the dublin interchange for 580 west and a tiny build out of the altamont. everything sorting itself out nicely. slowdown for 84 smoothed itself out. we expect it to happen for that spot as most of the bay commute, typical pattern but lighter than normal volume. we'll see an easy drive through

oakland hills at regional preserve yesterday. a woman who reported hearing b gunshots found the man's body on a trail. he had been shot twice, and they think he was shot inside of the preser preserve. he was in his 60s. this marks the second homicide inside that park in less than a month. >> the city of cleveland expected to release surveillance video of the moment a police officer shot and killed a 12-year-old boy. shooting happened at a playground over the weekend, police say the officer fired after the boy allegedly reach for what turned out to be a pellet gun. the boy's family demanded that video be released. police initially refused but reversed that decision at a meeting last night. >> you can see that creating frustration and anger, too. 5:22. day at the park underground. new project that could be making history. live look outside on this

it doesn't have nothing to do with us. but, yeah, everyone that protests, we appreciate them, we love them for that. >> when the browns asked about officer darren wilson's contention that he was protecting his own life that he was in fear of his life, the family said that, no one in their right mind would rush an officer with a gun. now this is the officer speaking on his own behalf. he spoke to abc news exclusively, quote, he grabbed the top of my gun, as he's doing that i could feel him trying to come over my hand and get inside the trigger guard and try and shoot me with my own gun. officer wilson says that's when he fired the first shot. the family says they will continue to fight for justice, that he will pursue other legal action, they're going to file a wrongful death lawsuit. we have heard the officer's probably going to resign in

and new york city areas the most. it is best to change to an early flight for tomorrow to avoid the worst delays. major carriers are waving ticket fees for passengers trying to avoid the storm. one man whose flight was delayed. he was demanding answers to why. >> they said it depends where it started, if it was on the east coast, may be bad weather. >> reporter: military's trying to help by opening up with airspace during thanksgiving that can help people get to their holiday destination. according to aaa, an estimated 46.3 million people traveling for thanksgiving weekend, the highest since 2007. gas prices the lowest on thanksgiving. for flights, tracker flight aware saying that as of this morning, 226 flights canceled, mostly to and from the east coast. coming up in a half hour, we

generally slower commute, below 60. as you travel through dublin, that continues to bill. look at altamont pass on the right, no major concern. no real slowing for 84. this pattern, a typical pattern but lighter volume. less of a yellow and no red through the area of the tri-valley. speeds below 20 miles per how. we see that through antioch. speed sensors barely dipping below 63. antioch, pittsburg, bay point an earlier commute spot. we continue to see the trend toward the bay bridge and around the rest of the bay. south bay no problems over the santa cruz mountains, morgan hill, gilroy. bay bridge toll plaza, cash lanes backing up, this happened in the last six or seven minutes. no metering lights yet but it's 5:38 at the toll plaza we may see the metering lights turned on. regular schedule in a couple of minutes. we'll track that.

morning. folks hitting the roadways early, ready to start their weekend potentially. update now to a developing story this morning. this out of oakland. stores in oakland worked quickly overnight to try to clean up after protesters and vandals who took to the streets for a second night in a row protesting a grand jury's decision. >> they broke into the paint store, taking so much paint, spilling it on to the roadway. "today in the bay's" bob redell live in oakland. some damage is still visible out there. >> reporter: absolutely. you've got the broken windows, graffiti and the spilled paint inside. we briefly spoke to the owner or manager, who you can see, the man on the right, taking pictures, documenting damage, clearly not pleased, not happy, as you can imagine, with what these people did to his store. the kelly-moore store. being one of the harder hit

properties up and down telegraph. not only broke the windows but took the paint. it's all over the intersection of telegraph and 42nd. and kind enough to take the pant and drop it and dump it on other signs, as you head north -- excuse me, west on telegraph further up. we saw mickey d's sign with the paint splashed all over. the cleanup, what's remarkable, because of the fact that oakland has had to deal with this before, they've become very efficient at doing cleanup. there's actually wet paint, fresh paint, on the walls here that matches the color to cover up graffiti. we saw the crew out here. the city has one. they were out here this morning trying to cover up graffiti that people put up and down the walls here on telegraph. and of course, you've got the contractors out here pretty fast, most of them anticipating those is going to happen. they're available and able to get these boarded up so

businesses want to reopen today, they at least have that option. again, one of several businesses hit along telegraph. the night before, recall, businesses were on broadway. last night those people who were protesting decided to hit the businesses along telegraph, a lot of broken windows and graffiti as i mentioned. bob redell, "today in the bay.." >> nice active movement showing us the pictures. police officer darren wilson says he's got a clear conscience, while he's sorry michael brown is dead, he would not have done anything differently if he had to relive the confrontation with brown. wilson said, there was no other action he could have taken. the teen did not have his hands up when he opened fire and believes brown would have killed him. wilson says race did not factor into what happened and would have been the exact same outcome

if the teenager were white. michael brown's father opening up about the decision. he said the jury let him down. >> it let me know that what we -- where we live is not what we thought or what i thought. >> brown sr. described himself as emotionally torn and empty. he says he's more committed than ever to keeping his son's name alive. hear a live interview on the "today" show. >> one of the things you wonder, what happens next after an incident like this. family and supporters of michael brown are calling for a law name after the teen to require all police across the country to wear body cameras. they believe if officer wilson were wearing one the day of the shooting the grand jury might have indicted him. the union city police department, one of the first agencies to require a body cams, cameras turned on to record eachen counter with a citizen.

cameras don't lie. they say the video can protect officers later. >> it doesn't come down to, you know, he said, she said. you have a real perspective of what the officer had to deal with at that time. >> interesting idea. union city pd helped the oakland force implement body cams. critics warn that the cameras will not prevent ferguson-type shooting if the cameras can be turned on and off, they can be manipulated to record only certain incidents. last night the second straight night of protests in ferguson. but it was a very different picture. the national guard reinforcements appeared to have prevented a repeat of monday night when protesters burned down bills and fired hundreds of shots. protests far less destructive. officers use some tear gas and pepper spray. jay gray, he's in ferguson this morning, and, jay, tracking

developments. you're on ground level, what's the atmosphere been like? >> different. it's definitely a different scene here. good to talk to you. a lot of the reason why, as laura talked about, more troops on the ground, triple amount that were first deployed here. a more aggressive stance by a police officer who seemed to move in immediately when there was an issue. they laid back initially 24 hours early in the hours after the grand jury decision here. that strategy did not work. they came to the table saying, we understand and we've got to do something different. a bigger presence in the community and didn't allow things to get out of hand here. there was some looting, there was police squad car rolled and set on fire. a couple of other fires across the city and gunshots. we heard that throughout the night. but nothing, again, leak you are talking about compared to what happened in the hours just after the announcement here. another key issue, according to officers, is that they started

getting help from the protesters themselves. they say that the peaceful protesters, many who live here, marched for over 100 days peacefully, started to point out those making trouble, that helped officers dramatically. and after it was said and done they said that's really something they're encouraged by. they feel like those who want to send a message to the rest of the country, the rest of the world, are take the upper hand as far as protests are concerned. officers say that's why they're here. they want to make sure people can protest freely and safely. they're getting help now, they're encouraged by that. >> good to know, things trending in the right direct. >> a good example of a way to peacefully protest. >> stay with us for continuing coverage on protests. you can always go to nbcbayarea.com to get the very latest information. let's get the latest information when it comes to that microclimate forecast this

if you have the day off tomorrow, you're not waking up early, we'll miss you. if you are, as you're getting your turkey ready, we'll be here in the morning. i can tell you, thanksgiving parade is looking really good. 49ers as well on nbc bay area for your thanksgiving. we have got you completely covered. temperatures mostly in the 40s. we're on our way to the 70s. 76 degrees, that is unseasonably warm in the south bay. as we head throughout the next couple of days, mild today, mild tomorrow. changes come in on friday pi not for all of us. just the north bay. i stopped that clock. at 3:00 in the afternoon friday, it starts to come in. mostly into sonoma county. by 3:00 in the afternoon and 3:00 a.m. the front stays in the north bay, starting to press at that point. south of the golden gate bridge. a lot of us aren't going to see activity until overnight saturday into sunday. and then it starts to get active. let me show you what it looks

roadways. many, however, going on reported. in last 2 1/2 years, law enforcement agencies failed to report 15 major collisions involving fedex ground across the country to the department of transportation. those collisions are not part of fedex ground's federal motor carrier safety score. looking at accidents involving the fedex ground trucks, it could apply to other carriers as well. law enforcement is supposed to report the accidents. >> how important is it that those accidents become a part of any motor carrier's safety record? >> it's very important because once it goes into the safety record it's poeing to show that there are collisions, it's going to affect their safety score with the federal motor carrier safety administration. >> why did agencies nationwide fail to report the accidents? you can watch that full investigation this evening at
