>> this oakland artist has always had a fascination with small living spaces. he made a name for himself when he created a home out of a dumpster. really? he found a way to help people in a big way while still thinking small. if it was stories greg was after, he'd have no problem finding them. among the pools of trash dumped each morning in his neighborhood, there are clues that held the story of how each one got there. >> you got a little grow mixture. this is a marijuana operation dump. >> reporter: but greg isn't interested in the story. just happy endings. and he'll take only what he needs to build them. greg is an artist who has long
5:32 am
held a fascination with small living spaces. he once a built a home out of a dumpster. he also marvels at the shelters his homeless neighbors construct out of materials they find on the street. so a couple of years ago greg gathered some of those materials and built one himself. and that was that. or so he thought, until one rainy night a homeless woman knocked on greg's door asking for a tarp. >> i didn't have a tarp. i said i'm sorry. i went back in and i walked back to my home. i thought what am i doing? i said, hey, charlene, come back tomorrow, i have a home for you. as soon as i gave it away, i felt so good. i thought this is great. these people are so happy. >> reporter: it felt so good, greg decided to do it again. and given. and given. -- again.
5:33 am
and again. greg has now built more than a dozen homes for the momentless, all are on wheels, all made solely out of the materials greg pulls each morning from those trash pods and all are destined to make a homeless neighbor's life a little drier, a little safer and judging by the look on kelly's face, a whole lot happier. kelly says she has not had a roof over her head for 19 years. but will tonight thanks to greg. >> a lot of happiness, which is the best part for me. >> thank you. >> since our story first aired, greg has gone on to make dozens more houses and been contacted by people from around the world wanting to duplicate what he is doing in their city or town. i'm garvin thomas, nbc bay area news.

5:35 am
many people in there. the store manager said this was a lot more people this year than they had last year. we talked to the kids that were standing in the front of the line. they've been waiting here for three hours. the one kid said he was going to spend $300 and save $80. said it was worth it but you do the math, that's only a savings of 20% to 30%. that's the deals they're offering here in the store. can i ask you a quick question. are you on the phone with someone? no, no, no, that's okay. how about you guys, can i ask you a quick question? you in the camo. how much money are you planning to spend? >> i don't know. my wife is already in there.
5:36 am
>> reporter: how much money are you going to save? >> maybe $100. >> reporter: that's a lot of money to spend for a carscarf a handbag. >> reporter: that's a good jacket. >> i got this for $10. >> they had more people coming here this black friday than last black friday. at one point 580 was backed up. when i was coming here, people were parking across the interstate. they even have a shuttle running for people to come out here today because they were expecting such a large crowd.
5:37 am
you got people willing to drop a lot of money. unemployment, i know the numbers have gone down but it's not gone down at the lower level and you wonder where is everyone getting all this money? scott, laura? >> thank you very much. similar scenes playing out across the country. the biggest shopping destination in the country, the mall of america in minnesota. >> and jay gray is there now braving the crowd. good deals out there, jay? >> there are some good deals, laura. and a lot of people you see here are carrying bags. that's good news. this is shopping -- there's a roller coaster, whether it's here or maybe somewhere a bit smaller. this is definitely a day that's all about bargains.
5:38 am
let's give you a couple of friday fun facts, like friday fun facts. first of all, analysts say that shoppers are going to spend $418 each. everybody out shopping, that's the average, $418. which is good news from the last couple of years. so it's good for retailers, good for the economy. also they're telling us that 76% of those who shop, they're not looking for the kids, they're not looking for the grandparents, they're shopping for themselves. so we're trying to find these deals but they're for us. now you know i'm a giver and i have spent most of my day here today looking for the perfect gift for laura. i've been trying to found it. i'm struggling, i'm looking all over the mall.
5:39 am
it's from the heavens. it's perfect for laura. it's exactly what i've been looking for. it's a turkey hat. do you love it? >> do you know what i love? i love it on you. >> it looks good on you, jay. >> i need a picture of that. put it on my desk. thanks a lot, jay. >> the giving season is upon us. >> even the turkey hat. let's check in with christina loren. she was wearing a santa hat the other day. >> indeed i was. and i have a singing christmas tree to put on your desk later on today, scott mcgrew. i think you can rock that hat as well. this morning we do have some thick fog here in san francisco. but take a look at this. just one, maybe two commuters out there, not a lot of people out and about until you get to your shopping center and they're all lit up and the parking lots
5:40 am
of full this morning. if you are one of the people headed out there, you can leave your umbrella home for most of the day. here's our front. it's a slow mover, right now moving into northern california, as we get into the next couple of days, we have two systems slated to come on top of the bay area. that atmospheric river tap, we're talking about really heavy totals and potential for flooding in the bay area. but there is a light at the end of this tunnel. i stopped that clock for you. friday night, tonight at 7:00, showers still at that point up in the north bay, not pressing into san francisco. it's a big night in san francisco. the 50th annual ghiradelli square tree lighting. lots of chocolate. that's the only rain we're expecting. potentially at 9:00 p.m. we
5:41 am
might get a little drizzle over there. i don't know why you'd want to go offer there when ghirardelli square has free chocolate. >> that's my kind of forecast. >> and we'll investigate why postal employees aren't allowed to call 911. >> and taking a live look outside, overlooking fremont this morning, not a lot of commute traffic out there as people have this black friday off. now we're back with 15 minutes of nonstop news and weather, right after the break.

5:46 am
waited for other management and then called the postal police and asked them to call 911. that call was made up to 53 minutes after an employee said he first saw sam on the floor, barely conscious. >> when i asked if anyone called 911 right away. they said, oh, no, they don't call 911, they have to call the supervisor first. >> they told us employees are routinely instructed not to call 911 but to alert a supervisor first. >> if we see an accident, we're just going to step aside. >> here in oakland the policy for medical emergencies are clear. this is a communication manager. he says the policy exists so paramedics can respond right away.
5:47 am
he said cell phone service can be spotty from inside the building but postal police call from a land line. when the postal officer called 911, she had trouble relaying important information about sam. >> tell me exactly what happened. >> well, i don't know. >> did he fall? >> ma'am, i don't know. >> there are also radio delays. >> is he completely alert? >> is he completely alert? >> the postal of a is no where near sam. she's on the first floor. sam is on the second. >> what part of his body was injured? >> do you know what part of his body was injured? he hit his head. >> some employees said this was like a game of telephone with someone's life hanging in the balance. what's your reaction to that? >> i'm not sure you want me --
5:48 am
what do you want me to say? >> reporter: if that had been you or your loved one, is that how you would have wanted the response handled? >> as the chief of neurosurgery, this doctor has treated thousands of pashs from head trauma. >> as soon as that person can get medical attention, the better the likelihood there is a good outcome. >> if we have a situation what is life threatening, of course we have to look at it. if there's a breakdown, we have to look at it. >> was was a breakdown? >> it probably took a little bit longer.
5:49 am
>> what the supervisor thought was a little bit longer, the doctor feels is more. >> this is a matter of life and death. >> reporter: as we began asking questions about the delays, ruiz said he would recommend changes to district leaders. >> reporter: how long will it take to found out if this policy will change? >> i can tell you i'll be addressing this tomorrow. >> reporter: any changes will be too late for sam. paramedics arrived just 7 minutes after the call but 53 minutes after he was found. no one can tell if the outcome would have been different but the question lingers for the family. he was removed from life support
5:50 am
ten days later. >> time. we pay attention to it mostly when it's gone. the 911 policy in oakland dates back toot the 70s and is simila to the national policy. they say they are revising their policy since our investigation. they say this policy is outdated and dangerous. >> if you have a tip for our investigative unit, give us a call at 888-996-tips or send us an e-mail. >> christina has our microclimate forecast and a live look at the bay bridge. this is why mike inouye has the day off. there are all of seven cars

5:53 am
getting to church can be problematic with a lot of rainfall coming. i take you into monday, a little bit of a break and then on tuesday we get what looks like the heaviest round of rainfall, and this will continue into wednesday of next week. we tally everything up for you, looking towards potentially over 5 1/2 inches of rain and maybe an 1.75 in san jose. we're keeping or fingers crossed. we want these totals but it could produce localized flooding. good idea to clean out the storm drains of all those fall leaves. >> a holiday grinch caught on camera. tack a look at this surveillance video. this morning a south bay family looking for whoever was driving the car when they pulled into the driveway and took off with the family's holiday decorations. steph, i understand the family had just put out those
5:54 am
decorations. >> reporter: that's right. good morning to you, laura. it was decorations that were out for 24 hours, part of an elaborate display. the family just turned on the front lawn decorations. it look like the person was really looking for something because this is a cul-de-sac. the family had put them on the lawn not 24 hours before the theft. the surveillance camera saw the man back into his car with the trunk open, gets out, puts the snowman in, comes back after apparently dropping the snowman off to make room for santa. >> i kind of hope that person brings the stuff back or that we can find them. >> reporter: it was the daughter who came home from school realized they were missing and
5:55 am
called her dad. they're hoping to catch the person responsible. it's really for the principle because even though they're only worth a couple hundred dollars, the family says it's sentimental value and privacy as well. coming up, protecting your decorations in our next report. >> and team turmoil for the 49ers this morning. head coach jim harbaugh vowing the team will, quote, reboot, come back and win them all, this after the downright embarrassing loss to the seahawks.
