christina loren tracking a big storm heading our way. >> you know what, we have really heavy pockets of rainfall just starting to move onshore and treacherous driving conditions developing from marin county south of san francisco this morning. you want to take it easy wherever you're headed. this rain is going to stick with us. anticipated about 5:00 a.m. this morning until 5:00 p.m. this evening. we're going to see embedded thunderstorms today. pea-size hail, brief heavy downpours and potentially inches of rain just from the system that comes through today before we get another one on its heels tomorrow. so we're going to detail both systems to your doorstep coming up in just a moment. if you have to get out that front door, hold up one moment. >> folks, plan on being late. you're going to have to slow

down because of of the conditions. look at the water, if you can see it kicking up behind these cars. the water -- the backup here because traditionally you have two of the cash lane still closed. they should open up in a couple of minutes. we'll show you the blue where there's ponding and puddling. san rafael, mill valley, coming across the carquinez and benicia bridges. this is the south bay, 101, water kicking up all over the roadway. >> highlighting some of those problems already, flooded roadways making for tough driving conditions. >> today stephanie chuang experiencing up close and personal. she's live in san francisco this morning. >> reporter: good morning, laura

and sam. the chp started a flooding log and there have been regular entries ever since. here we are near 14th and folsom near 101 where the water is pouring down like a waterfall down on the roadway below. earlier this morning we drove this section of 101. i drove while photographer josh shot the video. there are three large sections of deep standing water where you go over it and you really feel that risk of hydroplaning. several vehicles already spun out in in section. the good news is there have been no crashes. that is the big concern. people aren't ready to take on these large puddles of water and will lose control. again, hoping that does not happen today. back to you live you can still

see the rain. it's coming down consistently. we're still getting lots of reports of what it's doing to drivers. flooding in rains all across the city. we also have reports of -- in marin, southbound -- 101 south bund, -- southbound, 580 a vehicle is stuck in the water and almost the message is this is very serious and that drivers need to take it very slowly when they hit the roads today. >> good advice, stephanie. >> wind and rain having an impact on commuters along route 17 and this is where we find kris sanchez. >> exactly. she's live with us. >> i can hear you. i'm not going to hold the

umbrella the whole time. we know what you want to see is how wet will she get in 90 seconds' time. normally there are accidents, though there was an accident that was cleared by the time we got here. but what we see now is what we see every time we're up here during a weather event and that is people who are driving too fast for the conditions. folks are not slowing down. it does not seem like they are taking this seriously, though they probably should because the road is saturated and at some point there could be some landslides and mudslides getting in the way. when the rocks and debris come down on highway 17, it create a whole chain reaction of vehicles that don't see it coming and smash into each other. we are seeing some pooling where we are and i know it's happening on the roadway because we saw it as well. fortunately we did not have any hydroplaning as we are making

our way here. we know because we listen to christina that the worst is yet to come. we'll keep monitoring it for you and the winds are also expected to pick up and that could create a situation where trees come down and could come down on power lines. >> that's right. the grounds are saturated away. >> we'll have team coverage all morning long. bob redell is out there driving the roads, giving a firsthand of what it's like in the bay area. >> the rain impacting southern california. true crews were hoping to have a portion of the highway open today. but this latest storm could delay things. this is the same area that burned during a fire in may of last year, and that left very little vegetation to hold the hillside in place. >> that's some of the fallout.

now to the positive. the storm is going to be great news for skiers and snowboard fans. this is what it looked like at north star ski resort earlier this morning, mounds of snow. it will be a lot deeper tomorrow. the area is expected to get some two feet of snow in the next 24 hours. whiteout conditions are possible in some areas today. >> right now people are just trying to get to work this morning, drive early. good morning o you. just trying to keep up o date today and every time i check, we look better and better for those thunderstorms to develop as we get into this afternoon. so much you do want to keep this in mind. but this is what you have to drive to work through this morning, heavy rain. it's right on time. at this point the heaviest pocket along 80 north of 92 and extending into marin and sonoma valley. and then by about 2:00 to 3:00,

we'll trade in that heavy rainfall for thunderstorms. that's when it starts to get dangerous because we have a chance for hail right here in the bay area, lightning in the bay area and we're also talking about gusts created by these thunderstorms up to about 50 miles per hour. we'll talk more about that in just a minute. just keep in mind it is going to be a rough ride to work at this point and a lot of people do have to get to work now that the holiday is over. i want to pull out this picture of the golden gate bridge. you can see just how heavily the rain is coming in this morning. >> i'm going to steal that picture you have of the golden gate bridge and put it behind me as well. that's the best illustration we have of the conditions that kris sanchez was talking about. you can see the water kind of moving diagonally there. slk condition, water kicking up from the cars behind, looking a little farther north. can you also see that water

kicking up as it's going to be an issue getting off of that richmond san rafael bridge as well. some folks to stop to get around those bigger puddles. the central freeway into san francisco under very, very tough conditions. the puddling tends to form on the center divide, the hov lanes and fas lanes traveling through the area. we are seeing patches. >> thank you very much. of course we will have continuing coverage of the storm all morning long.

>> announcer: you're watching "today in the bay." >> and it is 5:12 on your soggy tuesday. a live look outside. this of course the bay bridge toll plaza. not too backed up so far, but mike is warning of dangerous conditions outside. he's tracking several accidents and he'll bring that to you in about five to ten minutes. meantime, bob redell is out on those roadways. it's a question of where's bob this day? where are you and how does it look outside? >> we started in san jose and we've been heading up we saw a lit-up cal tran sign that said slow down, flooding ahead.

we wouldn't be surprised based on the fact that we've seen a steady downpour for quite some time now. . 280 and sand hill to the west of us, there's already been recorded an inch of rain. if you have to be on the roads this morning, going to work, you just want to watch your speed, make sure you're not tailgating, giving the proper distance puerto rico you can, it's probably not a bad ade. shouldn't come as a viez the commute is going to be pretty bad considering this is one of the heavier rains we've had in recent memory. yes, we've had rain of late but to have it this heavy and long is unusual. it's good for the drought but be careful because it will make for treacherous driving. we've heard spinouts as that's a

all right. thanks a lot. >> thank you very much, scott. 5:17 right now. yes, it has been pouring all morning long so far. >> it really, really coming down so far. christina has been tracking that radar. >> yeah, it a story we read need that we haven't been able. >> the last time we have over 1 1/24 rain in san francisco, that was all the way back on the 12th. i think we could easily accumulate an inch and a half at the airport. if we do that, this will be the most rain we've had since 2009 and that is in san francisco.

it coming in heavily wherever you're going to be traveling this morning, you do want to take it easy out there. because of all the fallen leaves yesterday, especially with that wind ticking up the you'll need your jacket and your umbrella but then we have an interesting development to tell you about. we're going to bring in the chance for thunderstorm. right now our computer models are in agreement with me. can you see these flashes of red, those are thunderstorms. that's something we don't typically see here in the bay area between lunchtime and 5:00. then things start to ease, we'll get another round rain as we head to your wednesday.

this next round primarily located at north bay. then thursday keeping showers in the forecast, that storm window stays hope, a few more showers for friday, although much lighter and then we'll get a nice dry weekend. we could be tallying up the rain, 5 to 6 inches certainly possible just between now and. >> when the wind starts to build up, we could have issues with trees. weep just got a report of a tree down. i'll follow that report. that won't affect the main commute but it will affect the area of woodside. no cars or injuries reported there. here the big issue is the rain. this is 101 just north of the 680 interchange. look at the maps as well.

we do have blue puddling and ponding showing um on our maps. we're looking at a pretty smooth drive, though. we expect heavy traffic as people come back from their thanksgiving holiday. this is likely going to have some flooding, as well as 880 coming down through mil petias. so far the report of flooding is ov over. >> a big puddle there. stay to the middle lane because the fast lane will get you puddling. the bay bridge toll plaza, this is a little.

moderate to heavy rain will move over to the east shore as we press over the 7:00 to 8:00 hour, and it is looking downright active by 9:00. so at this time we're in the thick of it. we'll see the steady showers as we head throughout the day. we'll ease the showers later and then we'll bring in some thunderstorms. give yourself plenty of time and take it easy out there. >> here is the wart ter activel falling. folks are wisely allowing a little more time and slowly getting on to the roadway this morning. wet through the north bay and the fremont area. more after this quick break.

>> rain returning in full force to the bay area overnight, bringing with it some fog, wind and potential problems for your morning commute. i'm sam brock. >> and i'm laura garcia-cannon. that rain is coming down. that means drive carefully out there. >> we are expecting numerous storm reports. we already have a saturated ground because of rain that came in over the weekend. what you'll notice in the pacific is the steady stream of heavy moisture. that, my friends, is the atmospheric river and we're tapping into this this morning. that's what going to produce some very heavy rainfall over a very short duration of time. as a result, we are expecting numerous reports of ponding, flooding on your local roadways and that also has to do with the fact that the leaves falling and clogging up storm drains all across the bay area. what you can expect for today. bouts of heavy rainfall just

about all day long, you'll need your umbrella. then we're going to be watching for strong thunderstorm formation as we get into your afternoon. right now we want to check your drive. welcome in to mike inouye. >> a lot of spin-outs early in the morning and now we're seeing more fender bender. the golden gate bridge, we have reports of a car that went up on to this pedestrian walkway. the driver is getting addressed by some crews arriving. look at the soupy conditions. they're going to have to at least block one lane. the bay bridge is starting to build. folks are wisely allowing a little extra time here. look at these conditions, a tough drive here. and on the peninsula, though there's the lighter flow of traffic, still just as soupy. an overview coming up. >> the rain causing some flooding and ponding in some areas, making for dangerous driving conditions out there.

stephanie chuang, you experienced it furirsthand comi down out there, right? >> it started coming down harder. great for the drought but not for drivers. northbound 280 there is offramp flooding there. in the city one of the bikst problem spots is right here. this is the 101 central freeway from the 80 split to debose here in san francisco. there's so much flooding up there. we drove it this morning. we have video of just how much water came up as we passed through the sections of destanding water. it absolutely shoots off. chp did report that several vehicles had already spun out in this section. thankfully no crashes on this

high-risk stretch. if you find yourself anywhere beginning to hydroplane, take your foot off the gas, do not hit the brakes, do not quickly turn and do not panic. and we drove 101 north street near the civic center where there were two deep sections. anyone going too fast, even a little bit, definitely at risk of losing control. you see the water coming down pretty nicely now. this shows you the kind of puddle you will experience on the roadway. as mike had suggested earlier, do not use the side lanes. try to use the middle lanes to avoid the deepest lanes of water. beware of passing vehicles. as you're driving on the freeway, the large amounts of water that can splash up may temporarily blind you. be very aware of what is going

on with the other vehicles around you. >> thanks so much, steph. >> people in the south bay are getting prepared for today's storm. this is what the ace hardware looked like in menlo park last night. most of the agencies also providing sandbags to people to be safe as well. kris sanchez is on highway 17 at the summit with the weather already having an impact on commuters. that is a very windy road. hope drivers are using some caution. good morning. >> reporter: well, from this vantage point it doesn't seem like a lot of folks are slowing down. we always see this when we're up here at the summit, people driving too fast for the conditions. all of those tips that stephanie chuang gave you, those will come in happy if you have to travel this morning. christina mentioned atmospheric river, we are seeing a real river here. there is pooling on the roadway,

which can lead to hydroplaning. if you hit that, you can spin out and it can be really dangerous. we're also watching with landslides. with the last couple of days of rain we've gotten, the ground is saturated and sometimes the side of the mountain can give way. and trees have not gotten a lot of moisture so they are in a weakened state. they want to absorb the moisture fast and it doesn't bode well for the trees. if you're wondering how to get dressed this morning. if you have cute galoshes it's not a day for those. i'm wearing gortex today. >> kris, leaving no stone unturned. glad that you are prepared out there. bob redell is out there monitoring the roadways as well. he's on them. this is a live look at palo

alto. nearby woodside, reports of a downed tree. bob son his way and he'll have a live report in just minutes. >> also apple going to court over the ipod. scott mcgrew here. >> you still use yours? >> i do. >> most people don't. this is going to be in federal court in oakland. this is a case that dates way back to 2005 and the question over whether apple violated rules by prohibiting other companies for putting content on your ipod. remember, you could only get it off of itunes. this is going to be a billion dollar case. it's a $300 million case, triple damages brings it up to $1 billion. >> steve jobs testimony will be key. i said testimony. he'll appear on videotape. >> he'll be on videotape testifying about his decisions about the ipod. this is where people are most

interested. he's testified postmortem in both the salary fixing case that shocked silicon valley and the e book price fixing case. in both case what is he said either in person or e-mail turned him into a really nasty guy in a lot of people's eyes. there were some very, very naughty e-mails coming from steve jobs and we may see more with that with the ipod case, if the judge allows them. we may see another peek into steve jobs' mind as a leader but also as a guy who wanted to dominate a market but would take no prisoners. >> and the videotape they have, closed door meetings? >> yes. they got the testimony on videotape. we knew this was going to happen before steve passed away. it's the e-mails a we really want to see. that's where he gets real honest. if those are allowed in, those could be nasty indeed. >> okay, one to follow.

>> steve jobs, a fascinating figure. we are not going to just wipe away the drought in one day. christina loren, this is as good of a start you could ask for. >> so far this season, we're almost as average. i think it will take us above average when it comes to our yearly rainfall. here in the south bay, we are getting that atmospheric river tap. that's what producing that yellow and orange, what's hard to drive through this morning. here commuters are really fighting through that heavy rain this morning. mike is going to have more on your drive in just a moment. you can see how fast it's coming down out there this morning. want to make sure you're safe and your family is safe. give yourself plenty of time to get out that door. these are not the conditions you want to go racing through that front door through. bouts of heavy rain. keep that umbrella with you. the winds will pick up and then

we bring in the chance for thunderstorms. some could be strong. we're talking about potential formation of pea-sized hail. then by this evening showers will start to deteriorate. we'll still have that light activity with the heavy stuff getting a little bit of a break from that by this evening before more heavy rain returns to the forecast as of thursday. so more on that. i'm going to talk about tahoe snow as well in my next report. i know skiers and snow boarders about what's coming up in tahoe. mike inouye will tell you where the real trouble spots are. >> that was san jose 101 with all that traffic building up and all that traffic on the roadway. you saw the rain coming down as well. that was for the south bay. over here in the north bay, 580 san jose. all that water pouring down on

saturated. more than a half inch of rain has already fallen in the city and there will be more before all is said and done across the bay area. christina loren tracking chances of severe storms later today. she's going to join us in about two minutes with that. and mike inouye keeping an eye on the roads as commuters head to work. all the latest trouble starts coming up next. >> a task force appointed by president obama has been given 90 days to come up with ideas to help ease tensions between police and communities of color. in addition, president barack obama asking the congress for $263 million for community policing, including 50,000 new police body cams. and new rules for when officers can use military equipment. all of this coming in response to the events in ferguson, missouri. protests continue to this day around the country. overnight seven protesters were arrested in new york and others interrupted attorney general eric holder shouting "no justice, no peace."

>> what we saw there was a genuine expression of concern and involvement. >> people all over the place definitely concerned. meantime, there is a new social media dispute over what some ravens football players did. five players came on to the field with their hands up in a don't shoot demonstration. st. louis county police questioning whether a rams executive apologized to this. they're not too pleased about it. >> a weather alert to tell you about this morning. the rain coming down hard and it's going to be even worse this afternoon you were saying. >> well, it's going to be pretty heavy this morning and we're possibly going to get some this morning this afternoon. our shift will be from heavy rain to potential thunderstorms. when it comes to thunderstorms here in the bay area, there are some pretty big concerns. just a couple years ago out in gilroy, we had that very large

nickel-sized hail event and it was kind of the same setup that we're looking at for today. i think if anything we'll see some pea-sized hail over the central mountains. as far as the steady, heavy rainfall goes, we're getting it right now during your morning drive. that will continue likely until lunch time. bouts of heavy rain throughout the entire bay area, not just the north bay, not just san francisco, everywhere getting the heavy rain this morning. this is palo alto. this is actually 101. we have a lot of accumulation coming in right now. as we get into the afternoon, once the winds start to pick up, that's when we have the storm system starting to move out. what happens is ne have a lot of instability and for us that could translate to strong thunderstorms. as we get into this evening, on-and-off showers will continue. really focusing on that chance of thunderstorms between about 2:00 and 5:00 today. we're not going to leave that weather center unattended with

that chance. now, here is some light at the end of the tunnel. unfortunately the timing is not that great but the story is fantastic. the last time we had over an inch and a quarter of rain was back in 2012, november 30th. today if we get the inch and a half we're forecasting, that will be the most rain we've had since 2009. this is the kind of rain that we need to make a difference in our drought situation. as we get into your day today, keep your jacket handy and your umbrella with you. on the peninsula, you're only going to climb to 64 degrees later on today. showers continue, thunderstorms expected between 2:00 and 4:00. you can see when it comes to those thunderstorms where you're getting the pockets of yellow and red, that's where you have the best chance of rain. we'll have more on that coming up. let's check your drive also. we have some tallies in. pretty impressive totals so far,

mike inouye. >> i'm assume we ing we have impressive totals in terms of spinouts. look at this water kicking up behind the cars, even though a low speed. up see the water getting caught in the tread and kicking up. that will be an issue for visibility as folks are traveling at a higher rate of speed. in dublin, these shots look very similar. i zoomed in a bit. i want to show you the soupy conditions as folks are getting off here. all these glowing lights. let's look at your maps. we have puddling and ponding showing up. green as far as wet roadways are concerned. west 580, not so bad as far as the build. this is a tuesday, remember. we have a slower drive now kicking in for the tri-valley and pretty much all your major commute spots looking across the san mateo bridge. and also on the peninsula side,

it's blue puddling and ponding, likely conditions for hydroplaning or spinouts. i showed you 101 there. on the north side we have over near the north tower a crash that went up on to the pedestrian walkway and is blocking at least one lane. a lot of flashing lights. this is no time for distraction, folks. focus on the roadway. >> mike has been chronicling all morning long, the rain causing problems this morning, including a possible do you understand tree on the peninsula. >> today bob redell is on the road on his way to woodside this morning. what are you hearing? coming down pretty hard? >> absolutely. really starting in santa clara. on to sfo. we cut over -- >> obviously you can see how the rain is coming down, affecting

even our live shots out there. bob is going to continue heading to the scene of that downed tree in woodside. hopefully we can garner more information for you. >> we'll find out if there's any implications for you. in san francisco, there is concern about older trees as we mention how they'll stand up to the elements, wind and rain. the department of public works said 2,700 ficus trees are getting special attention. the dpw just signed an order making it easier to have the trees removed and preplaced. >> with the ficus trees in particular, we want to take an extra hard look at them and say if this one tree here or there shows signs of vulnerability, then it might be time to take it out. >> trees that are at least 50 feet tall or have had their roots trimmed or have had a

walks are and canes and so on and cannot get out of the way. >> coming up on 5:51 right now. they have been clamoring for fairer conditions. now they might get it. san francisco taxi drivers could get a leg up on ride sharing companies all because of a new proposal being considered today. the municipal transportation agency will discuss reducing fees for taxi drivers so they can better compete with uber, lyft and ride share services. last week taxi drivers clogged the taxi loop at sfo to protest. >> and an activist will be at

oakland city hall tonight speaking out about a controversial tool used to train elephants. they will consider an ordinance that will ban the use of bull hooks. a bull hook is a stick with a sharp hook on the end which trainers use to discipline elephants in the circus and zoos. the oakland zoo stopped using bull hooks in the 1990s after an elephant trampled a worker to death. the zoo is calling for a citywide ban. the ringling brothers circus has threatened to skip oakland if that ban passes. >> do we have resolution maybe? it appears the race for san jose mayor is finally over. sam liccardo will be officially announced today. the margin was so tight and narrow and the ballot county so meticulous, the county waited to make sure it had an actual

tally. ly kaca liccardo ended up winning by just over 3,000 votes. >> literally the biggest plan a city can have, cupertino is working on its master plan. it tells them where to put houses, where to put hotels and offices. whatever it decides, its general plan, once approved, it's got to stick to and it may affect the renovation of balco mall. new developers bought the mall earlier this year. we don't know what their plans are, heck, they don't know what their plans are. the last time cupertino met to discuss the plan, the meeting lasted ten hours and they finally quit at 10:00 a.m. tonight's meeting starts at 6:45 p.m. they got almost everything done last time since that last meeting. but there's been an election that sam was mentioning.
