>> very good wednesday morning. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. a live look at golden gate bridge this morning. calm right now, but in less than 24 hours, could be much different story. right to your forecast with meteorologist christina loren. >> good morning to you, laura, sam, everybody at home. thanks for waking up with us. we want to make sure you're aware of what's on its way to the bay area. a lot of wind, rain, but as long as you are alert, you're going to be okay. 7:00 a.m. tomorrow morning, heavy reason moves into the north bay. we have an atmospheric river tap like you would not believe. thursday at 1:00 p.m., tomorrow, we take you into afternoon hours, heavy rain across the greater bay area, that will push in the south bay. we are going to see a lot of rain over an area not equipped to receive these kinds of rain rates. want to make sure you are aware of in addition to rain, talking about fierce wind on the way to the bay area. you can see that indicated here by the hot pink. look to the key on bottom of the

screen. 40 to 50-mile-per-hour wind gusts on the way on a saturated ground. you still have time to get out there and clear out your storm drains today. we're in the 50s now, it's comfortable. we'll hit the 60s. it picks up tone. i'll show you hour by hour changes as the storm system moves in. back to you, sam, laura, and the upcoming storm. residents in the peninsula gearing under for sure for the storm. many stocking up on sandbags. >> in san carlos, ran out of bags, people taking note of the storm. >> reporter: good morning, laura. this shows how seriously people are taking this approaching storm. sandbags are gone. sand is gone. you can barely scrape kind of a small amount of sand from the ground here in csan car close. we haven't seen city workers about i'm sure they'll be back

to help out local residents and replenish sandbags here in the corporation yard. we have video of last night, folks showing up and leaving disappointed here, the corporation yard in san carlos because they ran out of san bags. we're not far from the creek on the peninsula. in fact, the joint powers authority of the san francisquito creek is issuing a warning. the authority has new rain and creek flood gauges to evaluate chance of flooding. the agency is in close communication with cities and first responders in the floodplain. residents and businesses can be alerted about the possibility of flooding. all across the bay area, people have been scurrying to sandbag locations, stocking up for the big soaker expected. san bags are available through april in santa clara county alone. but some bags might be empty, so bring a shovel in case you have to fill them yourself. residents say they're not taking

any chances. >> i have every time in rains, even when it's a light rain, my driveway, it slopes somewhat and water runs into my garage. i have it covers with bubble wrap on the bottom but it done keep it all out. >> reporter: and the san francisquito creek with the san francisco conservation corps will show up at 9:00 to fill thousands of sandbags, at the request of the city of east palo alto which was flooded by the creek not too long ago. here in san carlos, the limit ten sandbags per san car close resident. you can see how many showed up yesterday to get their share. >> thank you very much, damien. >> the storm expected to knock out power around the bay area. just a couple of hours, pg&e crews will be packing up their trucks and standing by. >> "today in the bay's" kris sanchez live in east bay where

pg&e is trying to get ready. what are they up to? >> reporter: hi there. we have seen flatbed trucks rolling in with cable and equipment they will use to keep the power up and going for folks around the bay area. a lot of the crews hitting the road in the next hour and a half to make sure power is in effect for as many people as possible. looking for trees that could put power lean at risk and lines that need to be better secured ahead of the storm. this is something that they do ahead of most storms. they don't wait to preareact. the utility is expecting strong winds and heavy downpour forecast not only by our meteorologists but their own meteorologists as well. they have their own department. they have asked us to remind folks not to drive through pools of water, because you don't know what's underneath and there could be power lines down. you just can't see. they say do what you can in your

own neighborhood to avoid flooding. clear out leaves from storm drains, gutters, make sure that water has a place to go. they will give us a closer look what they are planning to do d ahead of the storm later. we'll bring that to you as well. kris sanchez, "today in the bay." >> thank you. we'd like to get your help in getting ready for the storm. if hunkering down, make sure you have a stock of nonper herbable food, flashlight, extra batteries, bottled water, fully charged cell phone. >> so true. the storm that rolled through the bay area will become a blizzard as it reaches the sierra. parts of nevada, including reno, preparing for what's expected to be one of the largest storms in years, may include hurricane force winds. in the high sierra, talking 140 miles per hour, category 4. snowfall rates may reach four

inches per hour. >> sounds like a lot. region wide event here, christina. tell us how impactful will this be and how far are we talking? >> talking the entire state. statewide event. is this thing moves south, eight inches in the high elevations in the north bay. also talking about eight inches in height elevations of southern california. this system is going to slam los angeles as well. they need the rain down there. this is going to be their first significant rainfall of the season. for us, as you know, we've had rain for the past several weeks, two, three good looking systems. as a result, ground now is nice and moist. hills turning green. this system, which is going to be a wind and rain combined event, it really actually makes me nervous, i've got to tell you, 80-mile-per-hour winds in the bay area with saturated ground and heavy rain. you might want to make sure you're well aware of what's going on as well because this

the kind of rain i've never seen come through the bay area, it's that much rain. this is what we're talking about, 1:00 tomorrow, heavy stuff moves over the greater bay area. when you see red, talking about rain rates of 1 1/2 inch per hour. this thing sits for a couple of hours, maybe three to four hours, over any metropolitan area, it is going to flood. a flood warning issued for the bay area. that's not a watch. that's a flood warning, which means it is imminent with this storm system. in addition to that, we have high winds on the way. in my next report, i'm going to focus on the wind, because that's going to come in first, and then the rain behind. first on your way to work if that's where you're headed, mike inouye. mike and i are gearing up for what's coming your way tomorrow. we have meetings just to get ready. >> christina won't let me forget about. all she's been talking about. she looks 15 days out.

i don't plan that far ahead. i'm look, look, there's the cars, what it is now, glow to the lights. west 580 has fog registering. road weather index, traffic and weather tied together, low clouds, drifting through. little build in the altamont pass. 580 no big surprises. watching for the effects of the fog there. and all the way north up through the diablo range. 680 clear as far as speeds. but yesterday we saw slowing through concord. light for right now. between thanksgiving and end of the year we see lighter commute starting about now. that's what we saw yesterday, though it was tuesday and we did have a slow drive all around the bay. right now no delays. look at that map for the bay area wide view. golden gate, we talk about the fog, not the situation now, but clouds hovering around drifting north. we'll continue to track it for you. >> "today in the bay" here to

help you weather the storm. tune in tomorrow, christina will have up to the minute forecast for a look where that storm is and when you can expect to hit your neighborhood. mike inouye, as always, dependable, watching the roads. get the latest for cast on our website nbcbayarea.com. another story you've also heard a lot about. new video of looters targeting east bay stores. this happened last night in emeryville amidst protest over the grand jury decisions involving death of michael brown and eric gardner. bob redell joining us live. sounds similar to previous nights. what it look like on the ground this morning? good morning. >> reporter: damage definitely seems more confined, limited tonight, compared to other nights in oakland and berkeley. good morning, sam. about 100 people before midnight who stormed the pack and save safeway at emeryville. you can see they smashed the front windows to the doors of the store, went inside, broke into the liquor cabinet, stole booze and took off with other

items from the store, leaving workers and contractors this morning with the job of cleaning up broken glass and board up the windows to the doors of the supermarket. the damage to the property and business confined to this area of emeryville near 40th and san pablo, down the street, people broke into and looted the liquor store. smashed windows of cvs and bank of america. this started as peaceful mar inch berkeley. not clear how many involved what transpired here later. one point protesters did block highway 24 near 40th for 30 minutes until chp able to force them off the freeway. highway patrols reports they arrested 13 people last night after they not only blocked the road but threw rocks and insi incendiary devices. the scene outside berkeley city hall. large crowd upset with the mayors decision to cancel the city council meeting the mayor

said they weren't prepared for the large number of people. people expressing displeasure how police handling protests. two council members agreed the meeting should still have been held. >> union leaders, religious leaders are reported attacked with baton or tear gas, i think mistakes made by the berkeley police department. >> we've had 20 of our officers injured, 2 of them have gone to the hospital. one had a sandbag, they've had everything from rocks, ice picks, stones, hammers that are in the crowd. it's a dangerous situation. >> berkeley police made arrests last night. five adults and one juvenile. live here in emeryville, bob redell, "today in the bay." >> the bay area one of most act infor protests. 5:12. giants -- >> welcome. >> losing out on one of the best pitchers that could have been

it is 5:15 on your wednesday. team in sunnyvale who live above toxic groundwater may learn if those problem extend into the air they believe. in an area surrounding more than 100 homes, stems from contamination by high-tech companies going back some 30 years. the epa will test for something called vapor intrusion. that's when toxins move up through the soil and into the air from contaminated groundwater. four schools and dozens of homes will be tested for their air quality. the community meeting today will brief residents on what that testing finds. it looks as if the u.s. government is going to stay open through christmas and into 2015. scott mcgrew, the house agreed on two funding bills. >> gets us through friday. the one that keeps government open through the end of the fiscal year, that's the important one. this one here doesn't pass, we've got one here that gets us

past thursday's possible shutdown. both the house and senate have agreement on passing both, though anything could happen. it's all compromise. the republicans angry about immigration rules, created by the president, but say they'll deal with that after the new congress, the republican congress, is sworn in next year. strange bits stuck in the bills, always are, for instance, a new line that strikes down the new rule that would have given truck drivers more sleep, as a line that allowed pension funds to pay less to pensioners so the federal pension guarantee can stay solvent longer. school lunches were going to be part of the deal to keep the government open mrs. obama's effort to keep lunches more healthy will go on but opponents able to modify rules about bread. bottom line, washington's able to keep itself running for now. let's check the markets. land done, good morning. >> good morning to you, scott.

start with today, calm before the storm. 55 degrees in the north bay. 59 in san francisco. good morning to you. thank you for waking up with us, especially on a day like today where i have a big job to do. i have to let you know what's coming your way bay area. gusts near 80 miles per hour in the bay area on a saturated ground. we've got areas in the north bay that haven't had an opportunity to dry out from the rain that we had just last week. and there's a lot on the way. system like i haven't even experienced, based on the looks of it in the bay area, over my time here. i've been here for a while. i've lived in california my whole life and never seen anything like this. technology, as you know, has advanced. we're able to tell you the most potent time for the storm system. first, focus in on the wind. stop the clock tonight at 9:00. notice on the key, starting to get the 40-mile-per-hour wind gusts. when the heavy stuff arrives between 11:00 p.m. and 7:00 a.m., eight hours of fierce wind

on the saturated ground. let me show you what we're expecting as quickly as it comes in, it's going to be moving out by 4:00. hey, those is going with the wind. that's the front you're looking at. let me show you the timing that corresponds when it comes to rain. stop that clock at 10:00 a.m. with that wind, you're talking about heavy downpours up in marin county and that will extend all the way to the south bay. that's 4:00. still getting that fierce wind in the south bay. so we're concerned about the entire bay area. there's a high wind warning in place. that goes from tonight all the way through friday. that's not the only storm system we're watching for you. as we get into your weekend, a dry saturday, most of sunday and rain returns sunday into monday when we meet back here tracking another storm system a little bit of a break for the middle of next week and we get another round of rain toward the end of next week. i'm talking about a rain pattern that continues well through the month of december.

there's a lot more on the way. we've got to get through the big system first. 59 degrees high for tomorrow. also coldest air of the season so far, a very slight chance for snow on top of mt. hamilton friday. more on that coming up. mike? >> christina showed you the time for the storm kicking in late tomorrow commute. but it will be a factor with the winds preceding the rain. the south bay, not the big deal. 101 here, northbound, we're okay. look at southbound, lighter flow of traffic. i don't see it, but flashing lights somewhere south of 680 around story road, where we see slowing as well. reports of a car over off of its wheel, one off to the shoulder, hit the wall on the side. ambulance will show up and that will distract you. rest of your south bay, not a major issue. highway 84 over to the front expressway toward the dumbarton bridge. i'll let you know as ambulance

two major california cities, including san francisco, file suit against uber, latest legal trouble for the ride sharing company. scott mcgrew will take a look, next. plus, folks all over the bay area stocking up, grabbing sandbags to prepare for the incoming storm. the work being done right now to make sure that you're ready. >> and for good reason, talking about a flash flood warning for the entire bay area. a high wind warning for the entire bay area. and a blizzard warning in tahoe. we'll give you all of the details and help you prepare for the storm. it's a big one, in just moments. >> roadways now, we see issues that will slow you down. fog on the roadway and a crash in san jose. another peek outside.

live look at golden gate bridge, smooth there right now, for this wednesday, december 10th. this is "today in the bay." >> announcer: from nbc bay area this is "today in the bay." >> good wednesday prestorm day. thank you for joining us, i'm sam brock. >> i'm laura garcia-cannon. everyone is really preparing and in an hour pg&e crews packing up their trucks and bracing for the storm expected to knock out power across the bay area. chrkris sanchez live where crew will be preparing this morning. good morning. >> reporter: good morning. we've heard folks around town going, really? really is the storm going to be as bad as they forecast that it's going to be? yes, it is. pg&e is getting ready. we've seen flatbed trucks rolling in with giant rolls of material in the event that power lines could come down tomorrow, and expect some will. a live look here this morning. we have -- they will be loaded up and heading back out on to the roadways in an hour and a

half. looking for trees that could put power line as the risk. look for lines that need to be better secured ahead of the storm. the utility does this every time they expect a massive storm like this one. they want to be proactive rather than reactive. strong winds, heavy downpour forecast not only by our meteorologists who are completely trustworthy, of course, but also pg&e has their own weather department, their forecasting the same. they have asked us to remind folks not to drive through pools of water, because there could be power lines that are down that you just can't seen. obviously, that is a deadly situation. and they also say do what you can to prevent flooding in your own neighborhood. clearing the storm drains, gutters and trying to do what you can because even if you are able to call for help, it may take a minute because pg&e crews expect they will be busy. they'll give us a better look what they are doing, what they're headed out with in

preparation for the storm. kris sanchez, "today in the bay." >> all about being prepared. with the possibility of substantial flooding in the next couple of days, residents gearing up for that big storm. many have been buying sandbags. damian trujillo live at a sandbag location in san carlos which has run out at this point. they're restocking. good morning. >> reporter: good morning. the sandbags are free, you don't have to buy them but this was filled with sand yesterday. let me walk around and give you an idea how much sand there was in the corporation yard of the city of san carlos. it was five feet high full of sand. it was gone by 8:00 last night and some folks had to find out the hard way there was no more sand here. the -- not a good feeling for locals here in san carlos. people drove up and showed here at the yard only to leave empty handed. they ran out of sandbags.

the san francisquito creek is nearby, a few miles away, and it's prone to flooding as we've witnessed in the past. the joint powers authority of the san francisquito creek is issuing a warning for the next couple of days. the authority says it has new rain and creek flow gauges that evaluate for the chance of flooding. the agency says, it is in close communication with the cities and first responders and the floodplain to residents and businesses can be alerted about the possibility of flooding there are are sandbag locations across the area. if your community runs out, try the next one. some bags might be empty, so bring a shovel in case you might have to fill them. many residents are flocking to those sandbag locations. >> we came out to get sandbags and we're disappointed because there's no sand and no more bags. >> reporter: now it is coming to some peninsula residents, help,

that is, volunteers with the california conservation corps will show up at 9:00 to fill thousands of sandbags along the san francisquito creek in east palo alto, the city of east palo alto made that request of the california conservation corps. that starts at 9:00. limit is ten bags peres dent in the city of carlos in the corporation yard. five-foot pile of sand taking up two parking stalls gone by 8:00. people are getting ready. damian trujillo for "today in the bay." >> getting ready. thanks a lot. >> trouble spots out there as well. concerns about flash flooding this morning moving forward into the next couple of days. christina loren. >> this flash flooding goes into effect tonight for the bay area and it stays in place all the way through thursday afternoon. and for good reason. we're talking about flash flooding on your highways, on your roadways because they are not equipped to receive the kind of rain that's coming our way,

bay area. in addition to that, also counting on rapid creek rises, mudslides, debris flows, everything possible with this much rain and this much wind coming in simultaneously into the bay area. when it comes to the wind, this is what we are expecting, sustained speeds 20 to 30 miles per hour, gusting to 40, 50 miles per hour. we could get gusts to 80 miles per hour. that's a hurricane force wind gust. so we are expecting power outages and downed trees. if you had any plans of hitting the fresh snow in tahoe from the system, please, please, please, wait until it passes. there is a blizzard warning in place for the sierra nevada. expecting two to three feet of snow above 6,000 feet. whiteout conditions and wind gusts are going to be fierce. frequently to 50 to 60 miles per hour. so keep that in mind. this is a powerful storm. not expecting that impact until

we get into tonight. tomorrow looks rough. so does friday morning. i'm going to time it out to your doorstep in moments. today, mostly quiet, temps in the 50s to start. we'll end up in the 60s. 69 degrees for the peninsula. 64 in san francisco. let's take a look at your drive. mike, it's going to be tough for us tomorrow. but we're letting everybody know, that's really all you can do before the storm hits. >> true. aside from prepping windshield wipers, making sure tires are okay and making plans to be maybe late for tomorrow because that will be an issue as far as weather goes. here this might slow you down. paying cash at the bay bridge toll plaza, fas-trak lanes big advantage. should see metering lights in a few. look at the approach. so far no problems, easy drive through the maze and off the east shore freeway. yesterday we saw light commute for a tuesday. we had a slow drive in most parts. but still for tuesday, relatively light. here, antioch typical slowdown but nothing onthat through pittsburg or bay pointen it's

charged with misdemeanor vehicular manslaughter. accused of hitting and killing a 6-year-old while in a san francisco crosswalk with her mother last new year's eve. he was in between uber fares at the time. lu's family says uber should face charges as well. uber says since he did not have a passenger in the car, it should not be held liable. now, the incident has led to new lawsuits against the company. yesterday the san francisco and los angeles district attorney's filed suits against uber claiming it runs shoddy background checks. scott mcgrew joins me now. this is another really big blow for uber. >> yeah, it's been a long, hard, week. it's had accusations of following reporters this month, the incident in india, banned in thailand and spain as well. and when you really look at this carefully, at this lawsuit, it is a really tough-worded lawsuit. saying untrue, misleading

representations about safety measures saying uber promises safety but does not deliver safety. calls in question how much uber charge. there's a $4 airport fee that uber adds on. it's not a city or county fee, the an uber fee. it's a fee. why is that fee in there? there are lots of things in here that uber's going to have to answer to. >> they've had a really tough week recently. of course you mentioned india as well. uber drive there are accused of raping his passenger as well. can they attempt to get over this? they say that they do background checks. >> they do background checks. yet the father of this man, you see him being dragged out by police, the father of this man says, he has been accused of rape in several cases previously. we know associated press says he was exonerated in one case, we should point out. but the father of the man saying the uber driver's been accused several times.

in place to keep the government running, just as uncle sam was about to run out of money. who said there can't be com comn washington? are they postponing this until a new congress comes in to dig into the details? good morning. >> no, not really, believe it or not. they've come up with a budget that will take us all the way until the end of the fiscal year, september 30th, with one exception. i'll tell you about that in a sec. $1.1 trillion budget that covers pretty much most of the government and how do they get it done? there was a lot of give and uopá they wanted, like cuts in the epa, $60 million worth, democrats got more enforcement by the s.e.c. of bank but was also lost new bank regulations in this. and this could be a big one, reduced retiree pension benefits for 1.5 million people. a lot of tug-of-war behind the

we're here to guide you through. we are going to have a lot of questions. we'll give you specific answers for your microclimate. the bay area impacted by this system. thanks for waking up with us. let me start you off with where we stand right now. rainfall season averages, because of the rain that we've had this season, we're already running 133% of average in san francisco. after the storm comes through, i would not be surprised to see all of these averages go up to 200% plus. that's how much rain is on the way to the bay area. it's not just the rain that we're concerned about. there's a lot of wind coming in as well starting tonight at 9:00. we show you the futurecast. look to the bottom of the screen, see the key temperatures are going to be chilly. wind is going to come in and make it feel cold around the bay area, really fierce wind, starting at 11:00 p.m., that picks up through the morning hours. and tomorrow morning, when we meet back here, though it won't be that wet down here in san jose, we will have a lot of wind

to guide you through work. then through the 4:00 hour, wind will subside. i've got to tell you, rain and wind coupled together, dangerous scenario. the heaviest rain coming through, you want to stay off of the road when the rain and wind are coming in combined. i stopped that clock at 10:00 a.m. you don't want to be on the road at this point from marin county south to the golden gate bridge. then stop at clock at 4:00 p.m., that's a dangerous time for you to be out on the roads in the south bay. the system has a lot of rainfall. it's powerful. and then we're going to get thunderstorms when we meet back here on friday morning. looks look we could see strong storms develop. after that we'll get a bit of a break over the weekend. and rain returns by 11:00 p.m. sunday and monday. another very moisture rich system comes in the bay area. this isn't it, i like to move you forward in time and i can tell you, after that, we've got another one on the way towards the end of next week getting into your friday. keep that in mind. more rain on the way to the bay

people breaking into the supermarket. you can see they tagged some graffiti on the walls and proceeded to break into the liquor area. they stole booze, took other food items from the store. again, just before midnight leaving employees and contractors this morning with a job of trying to wipe that off the walls, having to clean up broken glass, board up windows to both doors of the supermarket. the damage to the property and businesses confined mostly to the area of emeryville near 40th and san pablo. drown the street, people broke into a liquor store, splashed windows of a cvs and bank of america branch as well. this did starts a peaceful march. not clear how many those people involved were actually involved in what transpired later in the evening. show you other video. the scene earlier outside berkeley old city hall. a large crowd of people who are upset with the mayor's decision to cancel the city council's

meeting. the mater said they weren't prepared for a large number of people. two city council members disagreed with the mayor, agreeing with people who showed up at the meeting should have been held. >> union leaders, religious leader whose have all reported that they've either been attacked with a baton or with tear gas, i think mistakes were made by the berkeley police department. >> we've had 20 of our overs injured, 2 of them have gone to the hospital. one had a sandbag hit. they've had everything from rocks, ice picks to stones to, you know, hammers that are in the crowd. it's a dangerous situation. >> reporter: one point, this is around 9:00 last night, protesters did block highway 24 near 40th for 30 minutes until chp able to force them off the freeway. highway patrol reports they arrested 13 people last night. they not only were block the road, but according to the

officers, throwing rocks and incendiary devices. berkeley police arrested around six people. here in emeryville, bob redell, "today in the bay." >> interesting to see how long it continues as well. thanks so much. 5:50. in washington, there is new pressure to institute some kind of legal reform. nine mothers who say their children were also killed due to police brutality are in washington, d.c., among them wanda johnson, the mother of oscar grant. recall, grant was shot and killed by a b.a.r.t. police officer back in 2009. all of the women will attend a news conference before holding a candlelight vigil outside of the justice department. a south african judge will allow prosecutors to appeal the sentence handed down to olympic sprinter oscar pistorius. in october, pistorius was convicted of culpable homicide and sentenced to five years in jail for killing his girlfriend, reeva steenkamp. prosecutors say the sentence is, quote, shockingly light and

inappropriate. after serving ten months in a prison, pistorius can ask to serve the rest of his time under house arrest. san jose has voted to legalize and tax air b&b rentals. the decision forces people who rent out air b&b rooms to pay 10% tax. it's similar to the occupancy tax you see when you check out of a hotel room. the tax expected to generate $150,000 a year for san jose. san francisco has been taxing air b&b rentals since october. uber problem for a ride sharing company. uber, now facing lawsuits from both san francisco and los angeles. scott mcgrew, it has been a rough week for that company. >> it has. we thought uber was in travel earlier this month. that was nothing. tuesday, uber banned from thailand, spain, new delhi, maybe all of india and sued by its hometown. the lawsuit questions uber's promise of safety, quoting the

but they need the res dernident help. an emergency shelter opened to provide information but respond to any calls which may come in tomorrow. that's because last week's rain brought up to six inches of water in the hills and caused flooding. with the next storm experts are calling the strongest in the last five years. the national weather service issued a high wind and flash flood advisory. they say it's good to get some rain and not all at once because there could be floods, power outages and accidents. today cities across the bay area are bracing for a powerful blow. utility teams have cut trees near electrical lines. public works department shoveled leaves from storm drains and sandbags have been made available for residents across the bay area. experts advising residents, if possible, to stay in their homes during the thunderstorm, which is expected to start tonight. live in san francisco, "today in the bay." >> thank you very much.

christina's talking about it. i wonder, christina, with all of the rainwater that we received last week, the buildup, does that increase chances for flooding? >> most certainly it does. especially up in marin county. we have areas of ponds, puddles, that haven't dried out yet. we'll add to that aftermath as we get into tonight. the wind picks up, the rain starts in north bay, and that's what we're expecting the highest totals. however, with that said, we are talking about widespread torrential rain with this system. it is packing a punch. 64 degrees on the east shore today. not going to see impacts yet. we'll see a nice day mostly cloudy conditions by tonight. the heaviest rain in over a decade moves into the bay area. i'll tell you how much we're expecting where you live, in addition to that wind, one-two punch, as we get into tonight and tomorrow. first, mike and your drive. one-two punch on the commute. looking at northbound 101.
