5:00 am
nbc bay area news begins with a microclimate weather alert. >> the bulk of the story is over but the bay area needs a couple band-aids this morning, from flooded streets in berkeley to a mobile home park overflowing on the peninsula and all the way to the south bay where walls and roofs came tumbling down, creeks gushing, some for the first time in years. >> all the damage left behind and now the impact on your morning commute. and there's more rain on the way. because of that, we begin in the weather center with meteorologist christina loren. >> hey, good morning to you. we're tracking a lot of rain. take a look at this, though. all that rain that hit us yesterday moving right into southern california where we desperately need it. they are going to get slammed. so the weather story today
5:01 am
shifts from us here in the bay area down to los angeles. you're going to be hearing a lot of flooding reports from down there. for us, we're going to see some light rain for the first part of the morning. we'll have thunderstorms as well. we want to first check your drive. here's mike. >> or your not drive. this is north 101 stopped at willow. all lanes are funneling off at will oaf after, get bag on at surface streets closer to marsh. there's a couple of headlights. there's stuff going on in transition here. we're seeing a full closure overnight between willow avenue and marsh. the southbound you're routed off the freeway and back on. they should be getting ready to reopen those lanes any minute now. kris sanchez is on site and will give us an update in just a bit. now the roads are drying out around the bay.
5:02 am
watch those slick conditions still. it's before sunrise, haven't had a chance for them to really dry out. a minor crash at 880 at 101, still on the books. but the transition routes report clear right now. we're looking toward the rest of the bay and a smooth drive. so far speeds are fine. the tri-valley a little flooding reported right around the dublin interchange. traffic is flowing smoothly through the area as well. give you a look at the golden gate bridge. yesterday we had the rain and and buffer lane. this morning we still have that in place. we'll see how things shape up. because toward the morning anyway we remove that short bit of lane. it looks like we're back to the typical flow but we'll set it up for the morning commute in just a few minutes. back to you. >> thank you very much, mike. >> here's a look at the latest closures and what else is going on? and the cancellations.
5:03 am
while many schools cancelled classes yesterday, most are expected to reopen today. we have a list of schools that are still closed scrolling across the bottom of your screen on our web site as well, nbcbayarea.com. pg&e crews making good progress on outages across the bay area. pg&e says at least 150,000 bay area customers lost power at one point or another during yesterday's storm. fortunately it's a new day at bay area airports, one that can't possibly be as difficult as yesterday. what when more than 200 inbound and outbound flights were delayed at sfo. so far tonight nine flights are cancelled to sfo. >> it is shaping up to be the commute story of the morning. right now both north and southbound lanes of highway 101 in redwood city will reopen soon we're told to heavy flooding.
5:04 am
kris sanchez joins us now live near that closure. chris, any road when the highway is going to reopen? optimism so far this morning? >> well, the hope was to have it open by 5:00 and then we were told by the chp they were hoping to have it a little earlier than that. but take a look at the freeway behind us. we can see some traffic flowing on to the southbound lanes of highway 101 here near marsh road where we are this morning. still those lanes of traffic in the northbound direction are shut down. we can tell you what it looked like before this. the road was completely flooded out and folks could not get through at 11:00 the chp had to call it, shut down the freeway in both directions and the officer that we talked to said it was just an absolute mess. he said people barrelling on the freeway, driving too fast for conditions and really kind of a scary situation for crews that had to work out there and also the law enforcement had to kind
5:05 am
of police the roadways, keep folks off. the detour is a long one. if you have to leave in the next couple of minutes, build that into your morning. if you can afford to wait, you might be better off because, like i said that is correct detour is long. if you just wait until the freeway reopens and if it reopens on time, you should be set to go. our officers said they have seen a lot of spin-outs and folks driving too fast for the conditions. even once highway 101 reopens and the floodwater gone, we still saw a lot of ponding on the freeway as we were headed for here from san jose this morning. do be careful because not all flooding on the freeway is a shutdown. not all of it gets cones and flares and law enforcement to direct you around. you're going to have to keep your eyes open as you travel around today. >> in santa cruz where schools were open yesterday, a 70-foot
5:06 am
cypress street split and toppled on to an 11-year-old boy pinning his arm and shoulder. it took firefighters about 15 minutes to get the boy out. he was taken to the hospital. the good news is he is expected be okay. >> we are all waking up this morning feeling the effects of the form, especially at a safeway in san jose where we find anthony slaughter. accumulated rain may have caused the roof to collapse, frightening people patronizing that safeway. what's the latest? good morning. >> reporter: good morning to you. as you mentioned yesterday, the rain was falling very heavily and that is what is believed to cause this roof to collapse here at the safeway. it is closed and you'll notice really yesterday when the crews arrived, folks were out, they were getting those people out of the store.
5:07 am
there was one minor injury but other than that, it doesn't seem as though other folks were hurt. but the thing about it is the speculation here is that it did collapse under the weight of the rain. now, keep in mind that these roofs are flat so you don't have any major runoff except for the gutters and of course we know yesterday that every single gutter, every pump across the bay area was just overwhelmed with all the amount of rain that came down. and of course, yeah, water, it has a mass to it so it has a weight. this morning there is a huge hole in the middle of this roof and it is closed this morning. the silver creek plaza is closed. the neighboring businesses here are closed. we'll continue to track this this morning, it's dry and the winds are now howling like they were yesterday. that offers a little relief for some of those folks will are going to be trying to clean up and assess the damage.
5:08 am
for "today in the bay," back to you guy. >> thank you very much, anthony. >> in the meantime the north bay is drying out from some of the heaviest rainfall it has seen in years. bob redell is live in petaluma with some of the clean-up going on there and certainly the impact left behind. good morning, bob. >> reporter: good morning to you, laura. it's not even as much clean-up as it is waiting for the water to recede. this is petaluma boulevard and auto center drive. this actually, in spite of all the water here, represents progress. 24 hours ago, this was much deeper, much higher, covering you can see them down there about a hundred yards from our position. they're monitoring these flooded areas. they tell us this is not an issue of a clogged storm or

sewer drain, rather it shows that there there was just so much water that the system, even though the system was working, it couldn't handle this volume. their estimate is probably going to be a couple more hours before all of this water is gone or at least to a point where they can with so much rain the water washed out southbound highway 1 between panoramic and muir woods roads. mixing that could take months. the people at san jose water pump, it broke at all times during yesterday's storm. librarians saved at least a chunk of their items. they're hoping the repair to their new carpet won't be too expensive. as you're aware, libraries
5:10 am
aren't exactly flush with cash, especially in these lean times. it's very dry out here in terms that we don't have the rainfall that we rathered 101, coming off petaluma boulevard. it is shut done. >> bob redell, "today in the bay." >> forget about snow boarding. dozens ditched their snow gear for wet suits at lake tahoe. details coming up. >> let's take a lf. >> coming up, the weekend forecast, whether you should make indoors or outdoor plans. >> and forecast for ipos, really, really hot.

5:17 am
totals of how big that storm was. >> and oh, my goodness, almost a foot of rain just from yesterday and there's more rain on the way today. that's up in sonoma county. geyserville, 11.2 in geyserville. pescadero over 9 inches, just under 10 inches of rain. mt. st. helena, higher elevations, you get that orographic enhancement. these are some of the more impressive totals. when it comes to richmond, 4 inches of rainfall, noe valley on the valley floor, 4.30 and 4.5 for milpitas. we need this rain. when it comes to getting out of the drought, it the snow pack that really matters and that's what we're getting this morning. you don't want to go to tahoe
5:18 am
just yet, though, it's just not safe for you. we'll let you know when it is. this morning just getting to work is going to be problematic. i'm watching this batch of rain which is going to slam the bay area and bring about another active round of weather but not until we hit around 8:00 in the bay area. at that point getting pretty decent downpours through san jose, north of santa rosa. we also have thunderstorms we're watching for you here at nbc bay area. the chance of thunderstorms will persist all the way through this afternoon. the good news is this weekend we look good and another weather make are on the way toward the beginning of next week. plus we're talking tahoe snow. first, here's mike in a traffic snarl like you couldn't believe.

5:30 am
woodside and marsh road. kris sanchez is there now. did they just give official word they think around now? >> reporter: it doesn't get more official than seeing it with your own eyes. we just saw a chp officer removing the barricades. weep also have it on good authority and that is of course from the chp and mike inouye that the northbound directions are still shut down. sometimes after they're able to clear all of the water off the roadway, it takes some time to remove the signage and all of the equipment to shut down the roadways. sound like they're waiting for caltrans to reopen. they were hoping to have this open by 5:00 this morning so the traffic flow would not be impacted this morning. but the damage was done by 11:00

last night when the roadway was completely flooded. it is a rather long detour. so give yourself some extra time, if you have to leave right now, give yourself a couple extra minutes to get where you are going. you're looking at video now of what the freeway looked like. it is an eerie sight when you see a completely blacked out freeway and that's how it was between 11:00 last night and about 4:00 this morning and even closer to the 5:00 hour when they reopened the southbound lane. this is going to continue to be a problem for at least about a half hour longer in the northbound direction. southbound you should be direction. the rain is not falling but be aware that not all ponding and flooding on the roadway is marked by a chp officer or a sign that says "flooding." sometimes it just comes up on you. make sure you give yourself extra time to travel and extra

5:35 am
the safeway when crews arrived. >> it sounded like a rumble, explosion and then the next thing i seen was a bunch of people running out of the safeway, the sliding doors came off the tracks and there was -- i looked in and the whole left side of safeway was collapsed in. >> this morning the hole is still exposed and safeway is closed this morning at silver creek plaza. even the neighboring businesses are closed this morning just because they don't want this to happen to some of the other businesses near. the thing about it, the rain has stopped, the wind has calmed down. so as crews get out here to try to assess the damage, they will have better weather to contend with. we're live here in the silver creek plaza. but what is on the way?
5:36 am
let's check with meteorologist christina loren. >> every window will close from time to time. nothing like yesterday. i'm going to point that out. also, in addition to the rain fault that's going to move onshore, we do have some thunderstorms and we are noticing -- that batch is going to arrive. by about 8:00, it will be draped over the north bay, pretty good ra rain. >> this will continue to be the case until about 4:00 today. then the showers will turn spotty and we will get a nice little break just in time for the weekend and, after all, it is friday and one of the final weekends before christmas. you might want to get out there.
5:37 am
also, hanukkah is next week, do some shopping. you'll be able to do so. as we head throughout next week, there is another fred this system is going to pack a punch. it does have an atmospheric river flow. when we meet back here on monday, we're going to be tracking another weather. >> so as we head throughout the bay today, spotty showers expectable. if you wanted o to to we'll hopefully get some live pictures

and wreaks of a being. >> all right, christine, yes. snarl is right. fill stg. >> and at north 1001, chp said. >> we do see officers ready to escort traffic back on to the road that was closed. you have a sizable back um i don't know the approach. as kris said, the reroute is kind of circuitous. you might want to sit at home for another 15 minutes or so. closer to 6:00 we should see those lanes reopen. there have been some delays open on the northbound side. we expected that to be moving smoothly by now. it is 101 northbound from
5:39 am
university and willow that is packed up right now and actually inaccessible. the rest of your bay moves pretty smoothly. we had a little backup and a little drizzle there. grand avenue is blocking your two right lanes. back to you. >> healthy weather will. >> there's also a storm -- has been a storm brewing on capitol hill. that appears to be subsiding. still ahead, the big votes. plus, the senate is set to vote on a bill that would stop the government from shutting down. this is more of an explainer on what we just mentioned.

>> well, it is moving forward slowly. some democrats didn't like getting rid of limits for campaign finance, for example, so wealthy donors could give ten times more to their favorite candidates, or some rules that would roll back restrictions on wall street, maybe lead to a taxpayer funded paleout. they didn't want to vote for that. the end it did pass by 13 votes. the senate may vote as early as today but now that the shutdown deadline has been extended to tomorrow, it could be a bit of a challenge and some scrambling over the weekend. >> could be. one to watch. thanks so much, tracie. >> pote americans could see their phone bills rise by about $2 a year. this to help schools improve their internet space. the fcc has agreed to increase
