right now at 6:00, breaking news. officers with guns drawn surround a neighborhood on the peninsula. and shots fired near a san jose bar. two hurt as police search for the shooter. and as we usher in 2015, call starts enforcing new laws. we'll go over some of the important ones. >> happy new year to you at home. we are going to see a frigid and frosty start to 2015 with temperatures in the 20s this morning. we'll let you know how much longer this will last before we warmth you up and maybe bring in some rain. >> but first let's take a live look outside at the beautiful bay bridge. a few folks making their way across. what will you be doing this first day of 2015. how new year to you. this is "today in the bay."

>> announcer: from nbc bay area, this is "today in the bay." >> good morning to you. thanks so much for joining us. i'm laura garcia-cannon. we start out with breaking news out of south san francisco where police are surrounding an area after an officer-involved shooting. right now guns are drawn and officers are said to be looking for the shooter happening near grand avenue near railroad avenue and orange memorial park. bob joins us now with the very latest. >> reporter: good morning, laura. this happened a little bit after 3:00 this morning. it was described as an officer-involved shooting. we do believe that the officer fired his weapon. we know us secretary m. >> you can see that's where law enforcement has their incident

and command centers set up. they are coordinating with the san mateo sheriff's office. they have several cities blocks bordered by orange, lawrence and grand avenue and they've been trying to find that person in that perimeter for quite some time now. we understand swat tofr there so don't know if this person is still there interest perhaps aren't aware that this is going on in their neighborhood and won't be until they wake up a little bit later this morning. the suspect is still outstanding. the officer who was involved in this is okay.

reporting live in south san francisco, bob redell, it happened about 12:30 this morning outside a bar at the corner of capital express way and laughlin avenue. police tell us one person was shot in the chest and the other in the face. officers are at the scene trying to get any information that may help the investigation. several people have purnd. >> now, a several spus secretaries fire now we're trying to determine if he is the link to eight other set bar fires within the same area near the campbell bored are.

sflnchs right now he's only on camera helping to set one of the nine new year's eve celebrations. >> here's video from last night's oakland protest, which started in an area around broadway and 14th street. our chopper was over the protest when things were peaceful. oakland police told us things got out of hand and at least 29 people were arrested. >> san francisco police remain safe fofr what's brsh thousands

of people braved the frigid temperature to ring in the new year in the city by the bay. >> happy new year! >> always a fun place to watch the fireworks. here's a little peek at the midnight fireworks show, in case you weren't there. thousands bundled up to celebrate the start of 2015. and at least the skies were clear out there to see the fireworks, but they're clear because it was so cold. let's take a live outside overlooking the south bay in san jose. you better bundle up. >> good way to start the new year, christina. >> it is definitely going to wake you up. it is frigid out there. we're getting that frost

formation that we told you about. that cold air is really dense and it's starting to settle. that was not able to happen with all that wind. to put things into perspective for you, that's why they put fans on our win vards when we get conditions like this because it keeps everything mixed up and that cold, dense air can't settle and therefore the frost cannot form. form it on your windshield this morning, 32 degrees, 34 in livermore and 38 in san francisco. we're getting the coldest readings up in north bay but also getting really chilly readings in some of the places where you wouldn't expect it. these numbers are kind of going up and down as the wind picks up, the temperature creeps up. we're at 29 degrees, for example, in morgan hill. it's chilly out there. you'll want to keep that in mind until 9:00 a.m. we should see the freeze warning

exact. kris sanchez goes over the notable change myself california in 2015. >> reporter: on the first day of 2015, more than a million unauthorized immigrants in california may be eligible to get at least one key document missing from their lives, a driver's license. the safe and responsible driver act becomes law as california joins nine other states to grant undocumented immigrants access to licenses. gun safety restraining orders also take effect. a judge can now order that firearms being temporarily taken away from people found to be distraught or in an emotional state in which they may be a danger to themselves or others. >> people can now file lawsuits against anyone who shared sexually explicit pictures and videos without consent. this is similar to audrie's law. two new laws require local governments in area of the state with critically overused water

aquifers to grade a local agency developing a again it limits the information to information that pertains directly or school or student safety. and coming in july, all smart phones in california will have a kill switch, a theft deferring technology that will make their phones useless if stolen. >> and drivers and passengers of offroad vehicles will have to wear helmets while driving on public land. >> and restaurants that choose to accept diners with their dogs, no not you a.

. hello. my name is petty officers de la pena, i'm stationed in naples italy, i'll like to say hello to my family in san jose, california and my husband in fairfax, virginia. >> everybody across the bay area, happy new year, welcome to 2015! it is going to be a cold start to the year. but we have a warming trend coming. >> we'll look forward to that, christina. police are on the scene of an officer-involved shooting in south san francisco, but the suspect got away and is still at large. it happened near orange memorial park. the surrounding neighborhood is on lockdown right now until police can determine if the area is safe.

>> searchers have had no success today in the recovery of bodies from airasia flight 8501 in the java sea. there's been wind and heavy rain and strong currents keep moving the plane debris. 155 bodies have yet to be discovered. >> and did you see this? wind yesterday sparked scary moments outside the rose bowl. gusts isn't tents flying and people running for cover. you can actually watch the parade here this morning on nbc bay area. we've all heard stories of teachers dipping into their own pockets to buy classroom supplies but a music teacher in richmond has taken it to a whole new level. garvey thomas has the story in this "bay area proud." >> it's not by accident that he

teaches enrichment. he chose to start his teaching career there because he wanted to make a kirchs in those kiddi kids' lives, no matter how much of time or of the it takes. >> reporter: as the music teacher at this middle school, tim sends his day surrounded by music, using it to touch people's lives. >> you're playing right there with the beatles! look at you! >> reporter: it's something in a round-about way tim has been doing his whole life. a very roundabout way we should add. >> yes, stay rocking can! >> i'm here to make a difference where i think i can offer a lot. >> reporter: tim was a bit of a trumpet prodigy. his talent, 25 years in the san

francisco opera, becoming the lead trumpet player. and then pressure in his eyes that could lead to blindness ended his career. tim not realized how much he missed it, until he had an audience, a woman who wandered in to watch her practice. >> i can watch the emotion in my psyche as i'm playing the concerto to her and i realize what it is to be a musician. i can move their hearts. >> you have a good ear for hearing when it goes up and down. nice job.

>> reporter: it's just what tim wanted to provide his students when he started teaching. but something was missing. a lot of something. >> no resources with which to teach the kids music that they want. >> reporter: tim says he was fortunate to find a nonprofit called little kids rock, one that trained him how to teach music that was relevant to students in a way that would get them excited about learning. they also provided 30 free guitars to him do it. still, that wasn't enough to provide the instruments for the kids to take home to practice and that wasn't good enough to them. >> i just bought what i thought we needed right then and there so i didn't have to deal with the red tape. >> reporter: no red tape, just a lot of boxes. because tim has since bought some 80 guitars with amplifiers

to match. there are also the keyboards, drums, drum kits. the list goes on. jim broad street is with little kids rock. >> we all put money into our classrooms but on a level like this, no. tim wilson has taken it to another level. >> i don't know the words to adele but i sure like to listen to her. ♪ >> they deserve every advantage. i just started to shell out everything we needed and i asked myself out of not discipline but compassion, if it was my kid, how would i treat that child? >> reporter: tim said he's been too busy organizing all the gear to count how much he spent. he guesses it's between $50,000 and 100,000, all on a musician's pension and a middle school teacher's salary. >> that's the kind of advantage every one of these kids need and they don't have that. so if i can provide it, i want

like the volume is increasing a little bit. so do take it easy out there. you do want to keep in mind our local heros, chp police officers are out there on patrol. that's another reason to go ahead and play it really safe this morning. we don't have any flight delays. if you're trying to get down to los angeles for the rose parade, we're still looking good. if you're trying to fly back home to houston, no flight delays. and laguardia, you want to keep your eye on new york city as well if you're trying to head back to the east coast because there's a weather system headed that way. for us, i don't think we're going to see any delays whatsoever. the fog will return but not until this weekend. temperatures are really chilly out there. that's the weather story of the day. frosty conditions with two to three additional hours with cooling to go before we hit our lows. our numbers are going to be cooler than we've seen so far this year. it's only just the beginning of it. our days are very short. you can see that reflected in our highs.

we'll end up in the mid 50s all across the board. as we get into this weekend, it will be cold today but we're going to warm you up. we've got a warming trend that's going to continue all the way into monday. and then good news is if you want the rain, looks like that storm track will be returning to the bay area wednesday, thursday, friday and maybe saturday of next week. best chance right now as per usual up in the north bay. this is what we're watching for you. we'll keep you updated. right now, laura, back to you. >> what might delay today's outdoor winter classic game?

mclellan would be ready for the next game but would be back soon. >> the raiders relocating to los angeles appears to are more and more of a mirage. the chances of any time filing an application now believed to be slim to none. the league is reportedly instead trying to lock in a stay-in site before luring a team. the raiders are expect to sign a new one-year lease with 0.co coliseum once that lease expires. >> and from now until march 31st, the window is open for the maverick big wave surf contest, that's if and when the waves are large enough. this weeks organizers announced there will be no spectator festival. that festival started three years ago after beaches and

bluff tops were closed to spectators. it allowed people to watch on big screen tvs. event organizers are hoping to have that festival return for 2015. >> when dealing with an outdoor ice hockey game, weather conditions are always a concern. this time organizers of the nhl's outdoor classic, there's concern the sun could create a glare off the ice. if that's the case, the game could be delayed up to 90 minutes. >> because of the hockey game, our 11 p.m. news will not be seen today. >> and elon musks d does someth

place for the entire bay area with the exception of the inner bay until 9:00 a.m. then we'll have a warming trend into your weekend. >> you heard the warning, bundle up no matter where you are in the bay area. let's look at the east bay starting our this morning for this thursday, january 1st, 2015. this "today in the bay." >> announcer: from nbc bay area, this is "today in the bay." >> a very good morning to you. happy new year. i'm laura garcia-cannon. we do have an update to breaking news on the peninsula. a suspect is still on the loose following an early morning officer-involved shooting in south san francisco. this is the look at video just into our newsroom. this is a look at the swat team arriving on team just minutes ago. police have surrounded an area bordered by grand and rail avenue near orange memorial park. the officer involved in the shooting was not hurt and it's unclear if the suspect is

injured. "today in the bay"'s bob redell is monitoring the situation for us. he will have an update coming up in just about 20 minutes. it could be another step toward a 2016 presidential bid for jeb bush. the former florida governor has resigned all of his board memberships, both nonprofit and business. it's a continuation of a pros there's began last month when bush announced plans to actively explore a white house bid. >> tesla ceo elon musk and his wife are divorcing for a second time. the entrepreneur and his wife announced they're splitting amicably after they married in july of 2013 following a previous breakup. he's agreed to give his wife $16 in a financial settlement. he made his fortune in paypal and has gone on to start tesla

motors. >> if you weren't in san francisco to see it, here's a look at the midnight fireworks show. thousands bundled up to see the show. from asia to europe to manhattan people celebrated with music and parties and well wishes. here are some of the highlights. >> reporter: in the first few minutes of 2015 the skies above new zealand filled with colors and cheers. a similar scene in australia, where more than a million people gathered to watch seven tons of fireworks set off across sydney. across asia, more fireworks. north koreans were treated to a fireworks show in the country's capital city and beijing's celebration centered around the national stadium known at bird's nest, an effort to showcase the city's bid to host the 2022 olympics. in paris, the so-called city of

lights hosted a spectacular light show. performers wowed the crowd in berlin as revellers braved the cold and thousands rang in the new year with a one of a kind fireworks display at the tallest building in dubai. but perhaps the note notable, times square new york city and the drop of that famous crystal ball. a new year with new wishes. >> the new year also brings changes to federal policy regarding the minimum wage and affordable care act. minimum wage for employ efficiency federal contractors, such as employees restoring the capitol loam increase to $10.10. the high are wage applies to all federal contracts and existing contracts.

today and the weekend. maybe it's going to be a long weekend for you. temperatures are going to be chilly up until about sunday. then you can get outdoors and ditch that jacket at least for a couple hours. but chilly conditions. keep that chap stick handy and keep that moisturizer handy because it is as dry as a bone out there. but we're going to see our onshore flow, that beautiful pacific moisture return as we head throughout this weekend. it it is a chilly start. temperatures keep dropping where it's 31 below that freezing mark now. 32 in sunnyvale and 33 in los gattes. temperatures today are only going to end up in the 50s, and although it will be a little

forecasts its best employer outlook since 2006. it found more than one third of all u.s. employers expect to add full-time staff positions in 2015 and salary increases are also on many corporate agendas. it also finds cube culture is passe. 13% plan to ditch their cube call walls opting instead for open-space floor plans. >> alaska airlines plans to keep the giving spirit alive by waving its $25 first-bag fee for the entire month of january. you have to be a member of alaska airline's mileage plan. anyone who is not a member can sign up for free online. just do it before you check in those bag. >> a new study has found smart phones and other devices interfere with marriages. brigham young sur vas

>> announcer: now 15 minutes of continuous news, weather and traffic on "today in the bay." >> at 6:44, happening today, a new year's tradition, the 126th annual tournament of roses parade is about to start in a few hours. it's sure to be a cold one. van's ruiz from our nbc station in los angeles, she's out there by the parade route -- we may have lost her signal. oh, there she is again! people have been bundling out. your shot is going in and out but let's roll the dice and give it a go. can you hear me, vanessa? looks like we lost the shot right now. we'll check in with her in moments. >> hundreds of people spent the night out in the cold just to get some of the best spots to see today's rose parade all bundled up. it's said to be one of the coldest as well. one of the floats in the parade

will feature a bay area police officer sadly shot to death in the line of duty. an image of officer youngstrom was killed in 2012 while trying to chase down a suspect. his organs were donated to several people. this is a peek of what the donate for life looks like. this year's theme is "the never ending story," featuring people who donated and people who they helped. you can watch the 126th annual tournament of roses parade right here on nbc bay area. all that fun begins at 11:00 this morning. we'll check in with vanessa. it's said to be really, really cold out, there one of the coldest in years.

>> which means you'll be watching it on nbc bay area. i've been out there and it's really hard to get a good spot. i can tell you, with hd, as far as it's come, you can see the high perspective or else it can be pretty rough when you're out there and very, very cold. that parade takes place during the coldest point of the morning and right now they're actually maybe going to rival a temperature record for this first day of january if they hit 32 degrees. in l.a., oh, my gosh, people doesn't know wh don't know what to do when it hits 32. here we do, we bring out the isotoner gloves, we bring out the scarves. heading out and about, you want to travel cautiously over bridges and overpasses, wherever you see the metal, it gets much

colder than the air and there's a better chance of frost formation. temperatures will continue to drop until about 7:30. it's going to stay cold until about 9:00 a.m. temperatures are really chilly out there. that's why the weather service has gone ahead and issued a freeze warning. as we take you into the central valley here, you're getting this lighter purple. that's a hard freeze watch. farmers done there in the central valley certainly ready for that. it is the coldest air of the season so far. welcome to the new year. 55 degrees on the east shore today, 56 degrees on the south bay and 56 degrees on the north bay. we've got a nice warming trend coming your way with temperatures jumping into the 60s by this weekend and the upper 60 monday to tuesday, the storm track returns. we get a pretty good shot of rain up in the north bay, a better chance for thursday. hopefully this will maintain. we'll keep you updated. back to you, laura.

grand avenue and orange memorial park. bob joins us live. >> good morning. we're now in about the fourth hour where you can see several numbers of law enforcement have surrounded me right across this with the belief that has shot at two san francisco police officers is trapped somewhere inside that perimeter. within the past hour, the swa team arrived with heavy armored vehicles, this was on the 600 block of first lane, two south s.f. as they were trying to find the gunman, he appeared and started shooting at them. >> it looks like we lost that

signal. it appears that officers went to reports of shots fired in that area of grand avenue near railroad avenue and orange memorial park. when they did go there, that is whether they located the gunman, who then shot at the two officers. we know the two officers were men. they exchanged fire there. the officers were not hit. we do not know if the suspect was hit, but he did -- and

police have arrested a suspect involved in the recent string of car fires. >> i was pouring the water on the flame over here. my brother was coming around with the fire extinguisher. >> a protest took place in san francisco posing police-related deaths in oakland and new york city. our chopper was over the protest when things were peaceful. oakland police later told us things got out of hand. at least 29 people were arrested. >> despite threat from protesters, san jose police remained safe from new year's eve for what's been called unprecedented threats against

officers nationwide. san jose police made a change in protocol, having officer pair up. some postings called for, quote, a new year's eve massacre of officers. those threats never materialized. >> some folks rattled awyc this new year's day by a 5.3 earthquake. so far no reports of any injuries or damage. now, along with the new year comes new laws. more than 900 to be exact. social media for school uses. >> and safety is the driving force requiring helmets on land. and also restaurants that cloos to accept diners were their dogs will now be allowed under certain conditions. for one, they have to sit on the patio and dogs cannot be walked through the restaurant to get there. and they have to stay on their leashes. kris sanchez, nbc bay area news. >> how can you deny fido there. starting today, san jose finally taking the step of banning styrofoam across the city. the ban will affect about 500 businesses including markets, food trucks and street vendors.

it puts san jose in line with most cities where the ban is already in place. the plastic bag ban takes effect today in martinez. the city ban is similar to california's upcoming ban set to take effect this summer. opponents of the ban say they've submitted nearly a million signatures in an effort to overturn it. the signatures were sent to the secretary of state's off o to be verified. if enough signatures are valid, it could be suspended and a new measure put on the 2016 ballot. something probably just to get used to in our state. >> it's 6:56. we'll have a final check of the top stories. s.w.a.t. team is involved in the hunt for a suspect, and the
